In any case, it was published by \u201cAnonymous\u201d, and all of Washington was abuzz with speculation about the author\u2019s identity.New York Magazine asked Foster to apply his stylistic analysis to the case, and in short order Foster identi?ed Newsweek journalist Joe Klein, a former Clinton supporter and intimate, as the \u201conlie begetter\u201d.This was no vague suspicion or conjecture.Foster had Klein dead to rights, citing in his columns and in his novel a marked preference for certain types of adverbs; adjectives ending in \u201c\u2013y\u201d and \u201c\u2013 inous\u201d; word coinages involving \u201chyper- \u201d, \u201cmega-\u201d, \u201cquasi-\u201d; compound adjectives like \u201cmelanin-deprived\u201d; compound nouns like \u201ctarmac-hopping\u201d; unusual use of colon: thus!, and many similar turns of phrase.More, he somewhat mischievously chided Klein for ambivalent attitudes towards sex, masculinity, and people of colour.Klein denied all.However, immediately after Foster\u2019s article appeared, Klein\u2019s next few columns in Newsweek showed a radically different style as he tried to suppress the peculiarities which had marked him as the author of Primary Colors.He kept this up for a couple of weeks then gravitated back to his usual style.In any case, Klein resolutely maintained this denial until a rough draft of the novel with his hand-written comments was discovered.Case closed! Klein didn\u2019t fully appreciate what he was up against.Whether we realize it or not, each of us has a unique style.It is a product of all the books we have read, programs and movies we have watched, teachers we have had, places we have worked, our family and cultural in?uenc- es\u2014in short, everything that has provided input into our speci?c choices of words (diction) and sentence structure (syntax).These choices even extend to the pica- yuniana of sentence mechanics\u2014spacing at the ends of sentences or within brackets, our use of capitalization, our spelling.Add to that the content, our innermost thoughts exposed to the world\u2014our biases, aversions, subconscious assumptions and logical traits\u2014and we have an artefact which can reveal us as readily as our faces, our ?ngerprints, or our DNA.Foster was subsequently called as an expert witness for the defense in the Un- abomber case, to demonstrate that the Unabomber Manifesto was NOT written by Theodore Kaczynski.Unfortunately for Kaczynski, Foster found that the FBI had in fact underestimated the similarities.Next Witness! He was also consulted in the Monica Lewinski case, to ascertain whether the White House had engaged in witness-tampering, and then, as his fame spread, in countless other cases.Suf?ce it to say, a little Shakespeare larnin\u2019 goes a long way.In Author Unknown, Foster shows himself to be an accomplished stylist.While he does demonstrate a certain nerdsome shaggy-doggedness in his details, he vividly relates moments of triumph and mor- ti?cation.Picture a humble Vassar College Shakespeare prof interrupted in his preparation of a lecture on Love\u2019s Labour\u2019s Lost by the \u201cthut-thut-thut\u201d of a helicopter sent to convey him to Quantico! Yet Foster is only human, and there is an element of mad-scientists-rush-in- where-angels-fear-to-tread about him.A couple of precipitous attributions landed him in hot water with the legal system and publisher Condé-Nast, so these days he avoids the limelight.Even so, his legacy continues.QAnon is, alas, Anon no more, busted by two independent teams of forensic stylistic analysts.The New York Times recently published a story on the uncovering of the real Q.You know, Q\u2014the highly placed military insider who started a movement in 2017 with cryptic twitter allusions to Deep State Liberal plots to control America, liberal Satanists traf?cking children from a Washington restaurant, the CIA manipulating mainstream media, etc, etc.Re?ned techniques in stylometrics show that Q was in fact the creation of two fraudsters\u2014Paul Ferber and Ron Watkins\u2014 who both claimed to be simply channelling Q\u2019s information.(Ron Watkins is now running for congress in Arizona.) upon the presentation of a positive result for a screening test and a prescription from a doctor or a nurse practitioner.The eligible groups include people with moderate to severely impaired immune systems, unvaccinated or partially vaccinated people who are 60 or older or those who are 18 or older with one of a set of speci?c pre-existing medical conditions, adolescents who weigh at least 40 kg (and have additional risk factors) and pregnant women (with additional risk factors) The ministry of health notes that Paxlovid treatment should be started within ?ve days of the onset of symptoms and could, if taken properly, reduce the probability of hospitalization by nearly 89 per cent in vulnerable patients.There were 1,034 in hospital with COVID-19 across Quebec on Thursday, a decline of 39 from Wednesday.The number of people in intensive care, meanwhile, went down by six to reach 50.The province recorded 19 new deaths on Thursday, bringing the provincial total since the start of the 546.CONT\u2019D FROM PAGE 1 Rule changes connecting top international students with major research initiatives, but the two stayed in touch and continued to work together as she returned to the university in Kyiv to ?nish her bachelor\u2019s degree.When the invasion began on Feb.24, Bavykina said that she was awoken in her residence room by the sound of sirens at 5 a.m.\u201cNo one could believe what was happening,\u201d she said, sharing that although there had been concern about the possibility of an invasion over the weeks leading up to that day, none of the students really believed that such a major and sudden change was coming so soon.Along with hundreds of other students she made her way to the building\u2019s basement to wait out the uncertainty.\u201cWe only had two bunkers for 20 student residences, so it was not good,\u201d she said, noting that the basement was not equipped or designed to serve a large group of people sheltering from an attack.When it became clear that there was no immediate danger, the students started to make their ways home, with Bavykina opting to take what is normally a seven-hour train ride to the city of Mykolaiv in the south of the country.As a result of the invasion, however, the train stations were shut down and passengers were dropped off in the middle of the countryside.\u201cBecause it was the ?rst day, everyone was scared to cross the country,\u201d she recalled, explaining that she and some others were eventually able to ?nd a driver who would take them the rest of the way.\u201cHe was going to go ?ght the next day, so he was not concerned about driving another three hours to a city he had never been to.\u201d The trip ended up taking the better part of a day, but she did eventually make it to Mykolaiv and her family home.\u201cI had a feeling of safety because I was with my family, but soon we were hearing almost every day that there were Russian troops coming our way from Kherson,\u201d she said.Over the following two weeks she lived a life of intermittent calm interspersed with sirens and shelling.\u201cYou learn to get suspicious when it is calm,\u201d she added, noting that the family moved into one central room in their house to try to be as safe as possible in the case of an explosion.During this time, Laurent said he and Bavykina had set up a daily check- in between 5:30 a.m.and 7 a.m.Eastern Time.\u201cWhen the war started, I was in touch with her every day,\u201d he said.Explaining that when the bombardment of her city became more intense on March 7, he encouraged her to get out while she could.\u201cShe texted me on the Monday night saying she had an opportunity to leave, and I\u2019m like, take it.Just take it I will manage wherever you go.\u201d With the support of her family, Bavykina made it onto one of six busses heading out of the city that day and eventually made it to the border with Moldova, which she crossed on foot.\u201cWe had to walk because there is a four-kilometre queue of cars,\u201d she said, \u201cI didn\u2019t know exactly where I would end up but there were a lot of people, women and kids, so it was not as scary.\u201d \u201cThat\u2019s where I got my second text,\u201d Laurent shared, noting that since that country has closed its airspace, Bavykina still had to make her way on to neighbouring Romania before they could make a plan about getting her to Canada.From Moldova, the student made her way, with the help of a number of volunteers and no sense of the timelines involved, onto a refugee train heading across the next border where she eventually made it onto a plane to Bucharest, then on to Istanbul, and ?nally to Montreal.\u201cI picked her up on Friday night (March 11),\u201d Laurent said, sharing that in addition to covering her travel costs he also made sure to arrange details like the COVID-19 quarantine plan required of all people travelling into the country.Since that time Laurent and his partner Justin Shevelow have been rallying support in the community to ?nd Bavykina ?rst clothes to wear (she arrived with only a small carry-on bag), then a place to stay in the longer term, and funds to help cover her costs of living and eventual student fees.\u201cOur goal is to help her ?nish her degree here and then get her Masters,\u201d the professor said, noting that the Ukrainian student had been provisionally accepted as a master\u2019s Student at the U de S before her program at home was shut down for an unknown period of time by the war.While the Sherbrooke couple were motivated by their personal connection to Bavykina and she had the good fortune to already have a foot in the door with regard to many of the obstacles facing people trying to come to Canada, Laurent said that it is important to recognize that Viktoriia\u2019s story is far from unique.\u201cAs a professor you engage your life in training the students to be the best they can be,\u201d he re?ected, calling the interruption of students\u2019 educational careers a massive waste of potential and a loss for the whole world.\u201cViktoriia is one of the best students in her country, but she is not the only one (\u2026) We have to imagine something bigger than her story.\u201d The U de S professor said that he has found the relative inaction of the rest of the world with regard to what is going on in Ukraine very frustrating, and argued that response cannot just rely on individual goodwill and personal funds.\u201cThis is happening now, and we have to ?nd solutions,\u201d he said, speaking of the con?ict as a whole.For the moment, Laurent and Shevelow have secured Bavykina a place to live with the support of the local community, and their \u201cHelp Viktoriia!\u201d fundraising campaign on the Gofundme online fundraising platform had raised close to $6,700 as of Thursday afternoon.\u201cPeople have been very generous,\u201d Laurent said, \u201cbut my fear is that people are going to look at Ukraine at one point and life will take over.They will see more bombing and just forget about them and their problems.\u201d As for Bavykina, she said right now she is settling in and resting as much as she can, while also dealing with the mental toll of her situation.\u201cRight now every Ukranian is doing their best,\u201d she said.\u201cbut it is so heavy, emotionally.\u201d Viktoriia Bavykina Rev.Carole Martignacco 1The word \u201crecovery\u201d expresses all our hope that some day we will get back to normal.(whatever normal is).While I was pondering this my mind went to the image of a recovery room in a hospital.A person does not go straight home after major surgery, but spends some time in a resting spot, a recovery room.This is a transitional space before return to normal life.I am reminded, of course, of a true story.I had just turned 18, and excited to be at university and ?nally get to make a blood donation like my older friends.There was a room set up for this on campus, and it was quite a normal thing for empathetic students.I didn\u2019t know the routine.I had my blood taken and stood up to leave.The nurse cautioned me to wait for 15 minutes and lie down till my body was ready.I told her I felt ?ne, began walking to the door, and collapsed in a faint on the ?oor.They helped me to a cot, and in a few moments I was ?ne and left.I gave blood many, many more times, but always paused for a rest before leaving.I needed to spend some time is recovery.Perhaps before we as a society get back to normal ways we need to spend time in a recovery room.In the Bible, one commandment was to remember the Sabbath day and keep it holy.One day of the week we were to stop working, spend some time in worship, and recover strength for the new week ahead.Society once embraced this principle, There was no Sunday shopping, no factory shifts, no of?ce hours, and people had family and community time.Church attendance was higher, because there were few other options.Mondays people felt rested and ready for a new week.I see a parallel between the Sabbath, and a recovery room.Like all of you, I want to return to a less confusing world, not at war, not struggling with Covid, more environmentally friendly and hopeful.I see that world coming, but for now I am willing to spend some time in the recovery room.2These days the onslaught of troubles, both near and far is overwhelming.Yesterday when asking for the latest news on Covid, two different friends told me they turn off the news when it comes on.The eyes of the world have turned to the tragedy unfolding in Ukraine, and the Freedom Convoy, that preoccupied Canadians only weeks ago, has already receded from public attention.In both our public and our private lives we are yearning for a recovery of a sense of well-being and security, but on so many fronts we feel besieged and anxious.Much has been lost in the last two years of isolation and the pre-existing troubles, for example climate change and Ukraine- Russian tensions, have only gotten worse.The word for the week, recovery, has got me thinking about what we can do to regain a sense well-being despite the troubles we are in.Buddhists would call it ?nding equanimity.Christians search for the peace that passes understanding.I would imagine most faith traditions have something similar, for what we are talking about is ?nding that quiet centre within our being, despite the turmoil that surrounds us.This morning I woke up early feeling anxious and unsettled.I started the day checking the internet for the latest news on Covid-19 in China and the updates on the Russian invasion of Ukraine.I left the house feeling more anxious than when I woke up.I got out of my car at work and immediately was met with birdsong.The sun had risen on another day and the birds were greeting me- balm for the soul.As I sit here at my computer I am playing the instrumental version of \u2018Come and ?nd the quiet centre\u2019 performed by musician Lambert: more healing for the heart.It will take a lot of these moments to recover my equanimity, to make my peace with the terrible ?aws in human nature and the tragedies that affect so many.Yet without taking time out to replenish my inner world my actions in the outer world become inef?cient, cynical and apathetic.Hope is nurtured when we take time out to replenish our batteries.It is an essential spiritual practice especially in troubles times.Take time for yourself.You deserve it.3To get to recovery, we ?rst need to start the healing.With all that is going on in our world, it is dif?cult to believe that we will ever be able to recover from it all.In some countries, Covid is still going strong, and of course now there is now a major war in Ukraine and so much else that still makes us feel stuck and unable to move forward.Yet, in some way, even though we can\u2019t yet fully recover from all that has happened, we can at least begin to understand what we have learned.I am reminded of the story in the Bible about when Jacob wrestles with God and receives a new name, Israel.Coming out of a complicated childhood of sibling rivalry of \u201cholding on to the heel\u201d of his brother, he is now a new person, a \u201cGod Wrestler\u201d.He has recovered from the tough experiences of his life, and is now ready to take on a new name, symbolically guiding him into the next stage of his life\u2019s journey.Yet, interestingly, just a few lines later, Israel is once again called Jacob, a name that appears here and there throughout the rest of the book of Genesis.This is an important message about the ways that we are changed by the experiences in our lives, and how we need to ?nd a way to confront our past even as we tread new paths.From pandemics to relationships and personal accomplishments and tragedies, we recover from and are changed by the past, but we can never fully leave our old selves behind.We try our best to create a new life, to move on from what has happened to us, and often we can be quite successful in this task.What we might gain from these changes are an entirely new way of looking at the world, and a new understanding of what is important in our lives.But our past, and the \u201cnames\u201d we once had will always be part of who we are.The challenge is to ?nd the best way to hold onto them even as we leave them behind.No one knows how or when this pandemic will end.No one can predict the outcome of the war in Ukraine.But even when we can once again experience a sense of peace, calm and health, it is how we take these lessons and move forward that will matter most.4In my life and ministry I\u2019ve heard and participated in countless stories of recovery from friends, family, congregation members and total strangers.In some sense we are all suffering and \u201cin recovery\u201d from various kinds of addiction that shape us and affect our network of relationships.You\u2019ve probably had the experience as I have more than once, of sitting down and snapping the seatbelt into place on a ?ight to anywhere, turning to greet the person in the next seat.Within moments a whole life opens up and for hours you listen as a life unfold.And their story resonates with yours.Stories of recovery are heroic and multi-layered with rise and fall efforts to reclaim health, wellness, relationships with self, others and life itself.In all these stories there is usually a turning point, an unblinking moment of radical honesty, when one must consciously choose life in more abundant terms.It takes courage to turn away from the false comfort of denial and make a thorough if painful assessment of our self-destructive tendencies and commit to repairing as much as possible the suffering we\u2019ve caused others.People in recovery use the phrase \u201chitting rock bottom\u201d to describe that place of \u201cno return\u201d, where there is no more to be lost, no more down to go.A place from which there seems no escape, when what is called for if life is to continue is a wholehearted commitment to do whatever it takes to move in the direction of growth and wellness.Knowing that to release ourselves from the power of addictions will require a daily and often moment to moment vigilance, And all the support we can muster to keep us on track.Addictions can take many forms.We usually think in terms of substance abuse, alcohol, drugs, gambling or pornography.These days I\u2019m more than ever aware of the numerous cultural addictions that play out incessantly on the global stage, and in our daily lives.Addictions to war and over-consumption, addictions to social media electronic devices, addictions to the daily news moment to moment from multiple directions, to fossil fuel energy and the obsequious plastic packaging that shrouds so much of what we cannot help but buy and use.We are so immersed in our addictions, we\u2019ve no idea what \u201crock bottom\u201d would look like, even when it presents itself as mass extinctions, irreversible climate crises or what many are calling the brink of WWIII.As religious scholar Karen Armstrong says in her book 12 Steps to Compassionate Living, we are all like people in recovery who must work through layers of addictive conditioning to learn new ways of being human.May we use this moment to declare with radical honesty, we are at a turning point.Together, may we choose a recovery to health, wellness and abundant life for all members of our human family.One word and 4 voices.What does recovery mean to you?Waterville & North Érablière Filion Wednesday, a perfect day for boiling.With the sap running well, the small, family-run business was glad to enjoy the weather and the smell of fresh maple syrup.\u201cWe bought the land from my father-in-law in 2011 and my husband immediately had the idea of making a sugar bush,\u201d explained Christina Bowen, wife of Daniel Filion and partner in the business.Originally lacking any road access or structures, the plot of land was a simple woodlot before the couple purchased it.After several months of hard work and investment, Érablière Filion was able to have their ?rst sugaring season in early 2012.Since then, many new additions and improvements have been made to the property and as it is now in its tenth year of sugaring.Bowen reminisced about their progress they have made.\u201cA lot changed, the house, the shack, the other things were all things we\u2019ve added over the years,\u201d adding, \u201cIt\u2019s truly an accumulation of our hard work, blood, sweat and tears.\u201d Érablière Filion is genuinely a family-run business, with all aspects of the operation supported by members of their family.\u201cMy husband and I are partners in the business and our son William and daughter Daphnée have really helped us a lot,\u201d explained Bowen.A substantial amount of the canning is done exclusively by Gertrude Filion, Daniel\u2019s mother, who has become quite the expert over the past couple of years as the number of cans increase year after year.Though these ?ve make up the core of the workforce, it is quite normal for family and friends to stop by and help out around the camp, making it an important and fun atmosphere that the family cherishes.Out of the 252 acres of woods, around 110 are dedicated to the sugar bush.With an estimated maximum capacity of 10,000 taps and a current 15 kilometers worth of lines, managing the sugar bush is both fun and challenging for the ?ve active members.One notable mention being feeding the roaring ?ames of the wood stove they use to boil the sap.\u201cWe use a wood furnace to boil, and it easily burns over 50 run of wood a season,\u201d said Filion.Fortunately, their plot of land can easily supply the necessary quantity of wood, as cleaning up their numerous trails and the sugar bush supplies them with more than enough lumber and allows for a clean landscape.Something that concerns Filion and Bowen is the irregular winters they\u2019ve had over the past 10 years.\u201cThe changes in weather can make the season shorter or longer, but we ?nd that our season is a lot more condensed the past couple of years,\u201d explained Bowen.Fortunately, due to the different maple tree variants that they have on the property, their trees have been slightly less affected.Their season tends to be later and longer than others, granting them stability.\u201cWe do about 1,500 gallons in cans a year,\u201d explained Bowen.A surprisingly large number for such a small operation.However, their secondary products may soon pass their maple syrup in demand.While most sugar bushes are primarily recognised for their maple syrup production, Érablière Filion has made a name for itself with the variety of maple products that it offers.\u201cI do a lot of other maple products as well, like maple butter, taffy cones and sugar,\u201d explained Bowen, adding, \u201cIt\u2019s mostly to keep the customers interested because people are always interested when you develop and offer something new.\u201d Customers certainly are interested as demand for these products has been on the rise ever since their ?st sale at the Ayer\u2019s Cliff farmer\u2019s market in 2013.With customers coming back every year for more, Filion and Bowen are pleased to see that people enjoy their diverse Bulgarian Prime Minister The invasion of Ukraine is an atrocity, consequential, and needs widespread, material, financial, and moral international support for its resistance.Sanctions, military supplies, immigration pathways; strollers for mothers waiting at Polish train stations, teddy bears for children.This is needed; this is the bare minimum.We stand with Ukraine.Yet recently, I have been wondering why the solidarity with refugees that Ukrainians are seeing is so starkly different for Afghans, Syrians, Iraqis, and more.For Joy Korji, a fourth-year Syrian student at BU, it aches to look at the Russia-Ukraine war.\u201cAs a refugee and someone who lived in the [Syrian civil] war for five years \u2013 in active war \u2013 I feel super sorry, and I know what Ukrainians are [going] through,\u201d he shared.\u201cAnd of course, I stand against war wherever it happens, and that\u2019s the key point,\u201d he shared.I am reminded of what is called the 2015 \u201cEuropean migrant crisis\u201d instead of the European refugee crisis.I\u2019m reminded that tens of thousands of primarily Afghan, Syrian, and Iraqi asylum seekers are still stranded on Greek islands waiting for asylum.I\u2019m reminded of the very real financial and logistical challenge of addressing a flow of 1.3 million refugees into Europe during that time, but also the even more real undertones of Western xenophobia and Islamophobia in conversations surrounding immigration, right to asylum, border control, resettlement, and assimilation.I am reminded that in Syria, Russian forces also repeatedly targeted civilians, hospitals, and schools with airstrikes, air raids, and bombings.We are dealing with what journalist Muhammad Hamid Zaman calls \u201chierarchies of empathy.\u201d \u201cAs happy and hopeful it is to see the world fight and work so hard to help Ukraine, it really is at the same time so heartbreaking,\u201d Korji said.This is \u201cthe same world and the same people [who] have ignored us and looked down on us for years when we were [at] war.\u201d For Zaman Shakadam, who arrived in Canada in 2016 from Afghanistan, and is now a third-year student at BU, the Western view of refugees from the Middle East is simply wrong: \u201cIt\u2019s only the top 3 to 5 per cent of society who manage to get out of the country and get to come to a country like Canada,\u201d he said.It is not randomly selected individuals, but the \u201cbest of the best,\u201d highly educated, and with resources to surmount border closures and bank failures during war, who could have very well applied to another country for resettlement.However, when the refugees get here, after being hand-picked, Canada gets to simultaneously \u201ctreat you as if they saved your life\u201d while society still \u201clooks at you like an alien\u201d and tells you to \u201cgo back to where you came from.\u201d This is a sentiment that, for Shakadam, ignores how the refugees who make it overseas are the thousands among the millions, all of whom vividly know \u201cimmigration or the refugee process is not a good answer to war.Peace is.\u201d We can certainly see that for Ukraine.Talking about war, he stated, \u201cIt\u2019s not something you choose.It\u2019s something that happens to you.\u201d Both Shakadam and Korji talked extensively about the role and power of the media in bringing awareness and perspective to conflicts.Growing up, I was always taught that the war in Afghanistan was to fight terrorism, not the breeding grounds of multiple leaders\u2019 political interests who conveniently got to fight it out on other people\u2019s lands.Western media has shown that Ukrainians are victims of the powerful playing their pawns, while all Afghans are not even afforded that basic presumption.Shakadam thinks the hand extended to Ukrainians is one reaching out because its owner sees them as equals.Can we say the same for other refugees?I am reminded that Bishop\u2019s students never got an email about the school standing with Afghans when the Taliban took over Afghanistan last August, offering them mental health support.\u201cJust because they\u2019re not white, they\u2019re still your students,\u201d said someone who requested to remain anonymous due to their position in the BU community.I can only hope Western media is doing a half-decent job trying to give Ukrainians the dignified platform they deserve, from coverage breaking down the ideology giving rise to Putin\u2019s invasion, analysis of the falsity of his claims, and the social media enabled, masses-reproduced stream of the patriotism, rallying demonstrations, and insurmountable courage of civilians standing against aggression.Media has given space to \u201cRussian warship, go f*** yourself\u201d and the average citizen carrying a mine off a road with his bare hands, children crossing the border alone with a phone number scribbled on their hand \u2013 the bits and pieces that humanize the situation.Of course, some of this coverage has come at the expense of the blatant and unnecessary denigration of other refugees.\u201cThis is not the refugee wave we have been used to, people we were not sure about their identity, people with unclear pasts, who could have been even terrorists,\u201d said the prime minister of Bulgaria.A correspondent for ITV: \u201cThis is not a developing, third- world nation.This is Europe\u201d.It is astronomically confusing and concerning if we feel a need to establish a difference between Ukrainian refugees as \u201cprosperous\u201d or \u201cmiddle-class\u201d or \u201cwell-dressed\u201d, as if war should only be tolerated in the Global South.We can support Ukraine without this rhetoric.What they are going through is far more than enough.\u201cIt shouldn\u2019t matter what my colour is to decide if I\u2019m a good refugee or a bad refugee.It shouldn\u2019t matter what language I speak.Refugees are refugees all over the world.We all had mothers who cried because their kids were killed.It doesn\u2019t matter if a bomb or rocket killed a Syrian or Ukrainian or Iraqi,\u201d Korji added.Finally, I reiterate that nothing Ukrainians are going through is easy or right, and nor could we claim the international response is sufficient, or ignore how, as one third-year BU student from Eastern Europe pointed out, it\u2019s easy for the majority of Americans and Canadians to #PrayforUkraine from a position of privilege.To better stand with Ukraine, and refugees, we need to be critical of what our current stance is. The Record newsroom@sherbrookerecord.com Friday, March 18, 2022 Page 7 COLUMNIST Even if individuals haven\u2019t yet used virtual care, according to the Canadian Attitudes on Healthcare and Telemedicine Report, 70% of us believe telehealth represents the future.Access to healthcare \u2013 AGAIN! Quebec\u2019s Auditor General, Guylaine Leclerc, is unhappy.In her 2021-2022 report released yesterday, she made these points (among many others): \u2022 the Health Department has not provided a framework for when consultations can be carried out remotely and when a physical examination is required.\u2022 the Health Department has not assessed the extent to which virtual care has contributed to improving the quality of care provided to patients.\u2022 She expected the Department be more advanced in its work (of establishing telemedicine to promote better access to healthcare.) Within hours of the AG\u2019s report being published, Health Minister Christian Dubé tabled a bill to cancel, by the end of this year, all the regulations that came into force when the government declared a pandemic state of emergency.This includes the regulation that allows doctors to be paid for virtual consultations.This is the same health minister who has said many times in the past year, \u201c\u2026 telemedicine has proved its worth during the pandemic\u2026\u201d This is the same minister who has presided over the increase in the number of orphan patients without a family doctor from 400,000 in 2018 to 700,000 in 2020 to a reported 1.7 million today.The same minister who had no time to answer questions last year about whether Bill 20 (the one that threatens ?nancial penalties for doctors who don\u2019t take more patients) helps or hurts our access to healthcare.There\u2019s been no formal evaluation of Bill 20, but there are plenty of university researchers in Quebec who believe it has contributed to the exodus of family physicians.All this aside, the majority of Canadians, along with virtually everyone else in the world who knows about telemedicine, like and want access to it.Even if individuals haven\u2019t yet used virtual care, according to the Canadian Attitudes on Healthcare and Telemedicine Report, 70% of us believe telehealth represents the future.Says the US National Institute of Health, \u201cThe advantages of telemedicine moving forward include its cost- effectiveness, ability to extend access to specialty services and its potential to help mitigate the looming physician shortage.\u201d The Canadian Medical Association (CMA) has made many recommendations to the federal government to move telehealth into the mainstream of healthcare.All this is positive.However, we must always remember that healthcare is a provincial jurisdiction.So while Canada is lagging other countries in providing access to virtual care, let us pressure our Quebec ministers to get off their butts and start doing more of the work we pay them to do.That includes: \u2022 ?xing the basic infrastructure: the Health Department recommended that physicians use the telephone instead of video conferencing because they know our high-speed internet is not adequate! \u2022 updating the provincial funding model and the interprovincial licensing rules.\u2022 learning from countries that have mastered virtual patient examinations \u2013 it\u2019s not rocket science.It requires a video link and a kit of simple devices picked up by, or delivered to, the patient to use at home when the health professional calls.\u2022 incorporating telehealth education at medical schools so the next generation of doctors doesn\u2019t freak out at the thought of it.It\u2019s time for this government to acknowledge that grandiose ideas like super-clinics are a vision of the past and a bust, that many of the ways doctors are paid is thwarting access to healthcare, that without some new eyes on the system, more and more Quebecers will end up on the orphan patient list.It\u2019s time for this government to wake up and see that we are more than 20 years into the 21st century.Dian Cohen, C.M., O.M., economist cohendian560@gmail.com Dian Cohen Quebec bill to end state of emergency criticized by opposition parties By Jocelyne Richer The Canadian Press The Quebec government\u2019s bill aimed at ending the state of health emergency in the province appears to do no such thing, the province\u2019s opposition parties said Thursday.On Wednesday, Health Minister Christian Dube tabled Bill 28, which is aimed at ending the exceptional powers that have been granted to the government since the COVID-19 pandemic was declared in March 2020.But rather than calming matters, the bill was roundly criticized by opposition parties in Quebec City, who took aim at the fact that measures still in place when the state of emergency is lifted will remain until Dec.31.Liberal Leader Dominique Anglade described the bill as \u201cdeliberately vague,\u201d with the effect of ensuring that \u201cwhatever is in place continues to be in place.\u201d There\u2019s \u201can element of dishonesty in this bill, because it aims to prolong the state of emergency, instead of lifting the state of emergency,\u201d she said, noting that the government\u2019s powers extend past this fall\u2019s election.Parti Quebecois legislature member Joel Arseneau described the bill as \u201c?awed\u201d and said that what the opposition wants is \u201can end to governing by decree.\u201d Since the beginning of the pandemic, the state of emergency has given the government exceptional powers, including circumventing collective agreements in the health network and awarding contracts without a call for tenders.Dube told a news conference in Quebec City on Wednesday the legislation would maintain certain operational provisions until the end of the year, but public health measures that Quebecers have faced over the past two years are a thing of the past.Dube on Thursday justi?ed maintaining some of the elements of the state of emergency, saying the government needs to be able to respond to a potential sixth wave in the fall.The measures would grant the government the power to mobilize vaccination campaigns, have access to certain data and continue contracts that were signed during the pandemic, he said.He said a brie?ng will be held with opposition party members early next week in order to clarify the bill.The bill allows the province to continue awarding contracts without tenders in certain situations, for example for testing and vaccination clinics and for storage of personal protective equipment.But Dube said Wednesday no untendered contracts have been awarded recently, and there won\u2019t be any in the future.Quebec to introduce bill banning cat declawing, other unneeded pet surgeries The Canadian Press Quebec\u2019s agriculture minister plans to introduce a bill banning cat declawing and other unnecessary pet surgeries.In a recent letter to Quebec\u2019s government house leader, Andre Lamontagne said the upcoming legislation would ban declawing, ear cropping, tail docking and devocalization surgeries for cats and dogs, unless the procedures are deemed medically necessary.Veterinary associations and the SPCA have long called on the province to ban the surgeries, which they describe as painful, unnecessary and detrimental to animals\u2019 ability to express normal behaviour.Cat declawing is already banned in most Canadian provinces, including British Columbia, Alberta and all four Atlantic provinces.A petition with 21,652 signatures tabled at the Quebec legislature in February describes declawing in particular as an invasive procedure that involves not only removing claws but also amputating bones and tendons.Lamontagne\u2019s letter indicates the bill will be tabled by this summer. announced Thursday that Dr.Alain Poirier will leave his position as director of public health for the Eastern Townships as of April 2.The statement lauded Poirier\u2019s nearly three years at the helm in this region, notably his management since the outset of the coronavirus pandemic.Poirier will promptly head north to take on new challenges in a new jurisdiction.In April, he will begin as director of public health for the Cree Board of Health and Social Services of James Bay.CIUSSS de l\u2019Estrie \u2013 CHUS celebrated a career de?ned by passion and accomplishment in Quebec and internationally.A desire to deepen his understanding and service to the health of indigenous communities was listed among Poirier\u2019s motivations for accepting his new position.Speaking to The Record recently to mark two years since the declaration of the public health emergency, Poirier said his replacement had been identi?ed but could not yet be revealed.Yesterday\u2019s CIUSSS de l\u2019Estrie \u2013 CHUS statement said an announcement about the new regional public health director will be made as soon as the process to appoint Poirier\u2019s successor is complete.Poirier also said he was not prepared to announce his next challenge, although he knew that too.Looking back at his goals when he began in his current position, Poirier re?ected on early lessons learned working in Africa.\u201cPrimary health care was the motive of the [World Health Organization] at that time.And, I realized that primary health care is mainly about prevention.That is why I decided to switch to public health.\u201d \u201cThat applied quite well in poorer countries, but it is also quite true in rich countries like Canada,\u201d Poirier remembered.\u201cPublic health is very important and we don\u2019t invest much.\u201d Poirier discussed how much of public investment on prevention, ironically, is not spent in the health sector proper.\u201cMost of what we do in public health is to work with these other people outside of the health sector.So, our colleagues are not so much in hospitals.They were during Covid, but most of the time they are outside.\u201d \u201cWhen I came, I wanted to work with other colleagues to increase that investment on the part of either schools or municipalities.They have their own implications in prevention.\u201d Instead of working to bend the curve on health determinants like tobacco use, nutrition, physical activity, or mental health, Poirier\u2019s tenure was dominated by controlling viral spread and delivering urgent care.\u201cSo, if I were to stay in the Eastern Townships \u2013 which I\u2019m not because I am leaving, we found someone else to do the job and I have another one that is not yet public \u2013there is a lot of that intersectoral work with agriculture and municipalities and schools who are generating health promotion in society.I didn\u2019t have the opportunity to do this, because we invested so much into ?ghting [Covid].\u201d \u201cMy successor will hopefully have the opportunity to do that.All public health specialists are trained and formed and motivated to work in this environment,\u201d Poirier said.Poirier remembered the H1N1 viral outbreak, another crisis that highlighted the expertise of his ?eld.\u201cWe expected that public health would have \u2018ses lettres de noblesse,\u2019\u201d he recalled, describing a hope a viral outbreak would lead to investment in planning and prevention.Instead, a fresh round of cuts and reorganizations followed.\u201c[Former health minister] Dr.Barrette made cuts not long afterwards.So, very fast, we were fore-burdened (as if) we can reduce the ?nancing of public health because they\u2019re only administrative people.Not very helpful.Not furnishing services to the population,\u201d Poirier mused, seemingly raising questions of how changes to public health services had affected preparedness for another viral outbreak.\u201cBut even before [Barrette] decided we were not that important, we did not have enough to really invest signi?cantly in prevention.Prevention is so important.\u201d Poirier was eager to turn to broader, more integrative perspectives.\u201cLinking Covid with all our other health determinants, in this case it\u2019s what we call One Health, the intersection between general biodiversity and climatic change.The proximity between animals and humans created a lot of intermixing of viruses.That can explain a lot of new diseases, and this is because we are not taking care of the planet in the appropriate way.\u201d \u201cWe are, as humans, part of the environment,\u201d Poirier described.\u201cSo, when we think of One Health, we think about biodiversity of the planet, water quality, virus emergence, the capacity to provide food, urban development.\u201cIt gets into all these aspects of society and globally it is about the way we treat our planet.\u201d Or, as he said of his early experiences in Africa.\u201cTreatment is important, but much more is about how the society treats itself.\u201d New vacation quota frustrates health care technicians and professionals By Michael Boriero Local Journalism Initiative Health care technicians and professionals made plenty of sacri?ces in the past two years, and now they\u2019re being asked to give up their planned vacations in order to ?ll in the gaps for a depleted network, adding more stress to an already exhausted workforce.On Thursday, members of the Alliance du personnel professionnel et technique de la santé et des services sociaux (APTS) gathered outside Saint- François MNA Geneviève Hébert\u2019s of?ce in Sherbrooke to denounce poor working conditions, heavy workloads, and a lack of respect.APTS 1st Vice-President Josée Fréchette told The Record that union members feel invisible.There\u2019s a labour shortage, and the CIUSSS de l\u2019Estrie-CHUS is anticipating an in?ux of patients as Quebec lifts its pandemic measures, she explained, so it\u2019s all hands on deck.\u201cPeople are leaving [\u2026] and to give some services to the population, we need to keep some people at work, so the best way they found is forcing people to cancel vacations, and to do overtime instead of giving better working conditions,\u201d Fréchette said in a phone interview.The local health authority has limited the amount of employees that can take vacation at the same time.They are trying to spread it out as much as possible throughout the summer to avoid swamping certain departments and sectors in the health and social services network.And while Fréchette understands the logic behind this decision, she believes Quebec, and the CIUSSS de l\u2019Estrie-CHUS, should focus more on creating an environment where people don\u2019t quit due to burnout after just a few years on the job.They need more incentives to stay.\u201cRight now it\u2019s dif?cult.The workload is heavy, you know, and there\u2019s no recognition.And recognition is not just a tap on the shoulder.It\u2019s ?nancial, it\u2019s also conditions, it\u2019s also giving more vacations, so that people have time to take better care of themselves,\u201d said Fréchette.The government has also announced that, along with reducing Covid measures, premiums given to health care workers throughout the pandemic will disappear on April 15.Fréchette is worried about what this will mean for technicians and professionals who lack motivation.\u201cThey\u2019ve been giving a lot of effort and our workers have this system at heart.They work hard, it\u2019s important to patients and clients, they\u2019re very important to them, so they\u2019ve been giving themselves 150 per cent and the government doesn\u2019t see that,\u201d said Fréchette.There were a lot of delays over the past two years, she continued, adding that many surgeries, for example, had been put on hold and now those patients will be coming back.She noted that part-time health care workers are being asked to do more overtime, but without premiums.\u201cWe have to sit down and we have to take time to discuss those things.What they do is It is not a process for control freaks.\u201d Before ?ring her sculptures in the kiln, Sushko adds several layers of coloured glazes onto each piece with the intention of achieving interesting tone variations.The unpredictability of raku ?ring allows the colours to take on a mind of their own, bringing forth unintended patterns and hues.The animal nature of her work allows her sculptures to come alive in outdoor settings, adding a new fantastical dimension when displayed against the greenery of a garden.A longtime animal lover, she admires how expressive their forms can be when working with clay sculpture.The relationship between her sculptures and the natural world seems intrinsic to her subject material; you want to quit because you have nothing left to give or you get to quit because the ?nish line mercifully appears, ?endishly compelling you to run even harder before you collapse in agonized exhaustion.Now double the distance to 10 kilometres and see how that feels at the end.Still not hard enough?You can try racing a half marathon, which is 21.1 kilometres of torture when testing the limits of your capabilities.Or you can do the big one; Michael (Lynn) Skena; and, Mario Skena all residing Alberta; grandchildren Vincent and Christian (Jodie) Collin; Jason (Elizabeth) Lachance; Kate (Eric) Simonds; David (Julia) Butterwick, John (Tara) Butterwick;
