City Hall.As wus expected, the Cny Council yesterday afternoon ruised the pay of labourers from 81.25 10 31.50 4 day.It was amusing to see how the good city fathers fought, for the privilege of being able to claim the honour of having got the advance in pay for labourers.- ere were su many motions and amendments to get this advance that the aldermen got hopelessly lost in them.\u2018The elec- tiops were close ut hamd, and the aldermen who could go forth and claim the distine- tion of having been the instrument of this popular move was sure to be met with open arms by the workingmen.À couple of weeks ago the (ity Council decided that contractors who got contracts frum the city should pay labourers $1.90 a day, instead of $1.25.At yesterday's meeting one better was gone, and it was proposed that the city should also pay $1.30.This motion was also carried.No sooner was a motion made by Ald.Quimet to make the pay $1.50 than an amendment came that the men should be pail 15 cents an hour.This, of course, meant about the same thing.Then there followed other motions which all meant £1.50 a day, although worded in different ways.Each alderman was deadly anxious that his particular motion should carry, and his should be the glory of proclaiming the indebtedness of the workingmen to him.The good fathers got angry at \u2018each other, and gave each other lessons in the meanness of tryin, honour that should be his._ WALKING DELEGATES DELIGHTED.The labour delegates, who had been lobbving \u2018before the meeting as to the raise of pay, were simply delighted at the anxiety of the aldermen to do what was \u201cjust and fair to the honest workingman.\u201d In the height of the hubbub, Ald, Mar- tineau informed his brethren that workingmen would have behaved with more decorum, in discussion, than what the mem- hers of Council were doing.All this availed nothing; and cries were still heard claiming particular amendments and motions to the ones that were only in order.At this juncture Ald.Gallery made a apeech that it was only fair carters should get $2.25 a day.At the present they onl got £2.It was not just that a man, wit a horse, should only get £2 a day, and a labourer be paid $1.50.This was admitted, and it was made a notice of motion.Discussion on its merits will taken up at the next meeting.And now, once more, attention was turned to the proposition to pay labourers $1.50 a day.Ald.Ouimet now got very wrathy and stated Ald.Valierea was trying to rob him of a motion that every one knew was his and his alone.He would get even with Ald.Valieres by going into his ward, and telling the electors some truths about him.To this threat Ald.Vallieres gave open defiance: and once more there was a nice little bear ganden.The workingmen present must have been simply prostrated with the sight of all this solicitude for them.Finally, after the aldermen were about worn out, a compromise was made between the motions of Ald.Ouimet and Vallieres, and it was decided to pay labourers 15 cents ;an hour, except in case of.infirmity.REPAIRS TO THE CITY HALL.Another long discussion ensued as to paying for the repairs to the City Hall.In ar they have amounted to nearly $20,000.Many of the aldermen object to the account on the plea that certain repairs were done without formal orders.It was explained by- Ald.Laporte that the account had been closely inspected, and, moreover, the work done had been measured, etc., by the city's building inspector; the result was the statement that the city wns not being overcharged.; The city\u2019s attorneys had also declared the account was | and should be paid.If more work had been done than what had first been contemplated, it was because the City Hall had been found in a dreadful con- ditian; it was literally falling to pieces.It was the contention of .Brunet that much of the work had been illegally done; then he did not agree with the uilding inspector as to the measurements, etc.It was moved by Ald.Martineau that the account be sent to a special committee.Some stroug speeches were made by Ald.Jacques and Lamarche; whereupon Ald.Sadler, who bad largely been in charge of the repairs, suggested DUTTON, Ont., December 17.\u2014About 8 o'clock on Sunday morning William G.Urlin was found dead in the ben-coop in, the rear of his residence.The circumstances were such that Dr.Ling, coroner, decided to bold an inquest.rlin was 48 years old, and was at one time a member of the firm of Urlin Brothers, who earried on a general store in this place.He had been out of employment for a few weeks, and is said to have become despondent.Nothing was seen of him by his own family after late on Saturday afternoon until his body was found in the hen-coop.A.peculiar circumstance is that two bullet wounds were found back, of the right ear.Some physicians say that a man could not shoot imself so twice.\u2019 Other remarkable facts are that the skin was not burned, ipdicat- ing that the shots were not fired at close range, and no.shots were heard, although the\u2019 family were up all night.A revolver belonging to Albert Hertel, his brother-in- law, was found close by where the body was lying when found.Three chambers were empty and two were loaded when the revolver was found.The deceased leaves a wife and four children.The inquest was opened last night hefore Coroner Ling, of Dutton.County Crown Attbrney Donahue was present to represent the people;
