The Board's policy must be a waiting pol icy, pending expected improved conditions.The present period must be an experimental one.He was convinced the existing conditions were exceptional and transitory.In accordance with this general conviction the speaker announced that no scheme for the reconstruction of the capital of the company had been considered.Some people asked how the accumulated debit balances were to be dealt with.His reply was that when the company had earned the fixed charges, the Board would be prepared to submit a proposal to remove the incubus, in conformity with certain precedents of the Grand Trunk.Sir Charles Rivers Wilson, said that he bad discussed the coal question with the Canadian statesmen, and had great confidence that the duty would be removed.5 .Mr.Jefferys, an ex-director, and some of the other speakers urged, in view of the recent strained relations between 1 Great Britain and the United States, that it was unwise to let the Grand Trunk road, built with British money on British soil, be managed so largely by Americans, appointed over the beads of Canadians and Englishmen.Mr.Baker then moved an amendment to the director's yesterday than bad been recorded in three years.In December wheat the ain was six cents a cental, on May -2, and on spot, from 8 8-4 to 5 cents.These prices, which are ten centa higher than at Chicago, are caused mainly by the heavy India demand, and a rapid shrinkage of the available California wheat supply, for Great Britain, India and Australia.TYNAN'S RELEASE Expected He WII be Set Free Wheat.Chicago, October 14.— There has not been such a general revival of speculation bere in fifteen years as bas taken place within the past thirty days 1t was started by the advance in wheat, and bas spread to corn, oats, flaxseed and provisions.‘There has been an advance of about 14 cents a bushel on wheat, 5 eents on corn and oats, 10 cents on rye, 18 cents on flaxseed, $2 a barrel on pork, 11-4 cents per pound on lard, and 1 cent on stort ribs.The peculiar feature of the situation is that the low int on the majority of the speculative ist was touched on September 8 The rise in values is due to the shortage of the wheat crops abroad, the reduction in this country, and the increased demand from foreigners.TheWestern farmer has been benefited more by the 5-cent advance in corn and oats than by the l4-cent advance in wheat.This is largely due to the low freight rates.Those who have kept account of the situation for years are reminded of the revival of confidence in the latter part of,1879 and the first part of 1880, when everything started to advance and there was no stopping to it.Winnipeg, October 14.— (Special) — ‘Wheat at provincial puints is New York, October 14.—Betting on the result of the election is still very light, although talk of bets is common enough.There is but one reason for this, viz.: the Bryan men have little money to risk and not much more confidence.At odds of 3 to 1 in favor of McKinley $1,000,000 could no doubt be placed in this city in a few days by any one who cared to take the short end of the bet and could put up the money.larger odds are not generally offering by the Republicans yet, mainly because they want to place their money well, but it is probable that by next week better odds will be given if necessary.Most of the betting now going on is .on single States or combination.A guod ~foany, thousands are up even on Nebras- .This is one.of the favorite wagers.The Bryanites like to tempt sound money advocates with the bet that they can’t ick LB States that will go for McKin- Lic They ask even money for | this, ich is.equivalent to a bet of 10 to 1 on the general result, A good many Republicans have taken the chance, however, although no large bets on this basis are reported.New York State is another source of a good deal of political betting.The prevailing odds are even money that MoKinley will carry the State by 50,000 or more.This is considered one of Lhe most favorable bets offered by the Bryan men, the general opinion now being that a majority for McKinley of 200,000 is likely to nearer the mar Illinois, Kentucky, Indiana and Ohio are also chosen by may betters, even money being the genera rule in these States.It is probable that before the cam- gen closes some very large offers wiil made on the Republican side.his is an old practice of the Republican managers.They believe in the power of sentiment, and usually in the last week they offer a large part of what remains of their caînpaign fund on their candidates.According to the present outlook they will have to put the odds at 5 to lif they expect to place any of their money or make much impres- sf The financial markets here are in a state of tension just now that is most unusual even in Wall street, centre as It is of constant excitement.The anxiety is scarcely endurable, the brokers their manner.are- positively -at their wits’ end ow what to do in the interval cu the third of November.Never, it would seem, bas so much, for financial interests, depended on a single issue as hangs on the outcame of the election.On one side, many think, lies ruin; on the other, according to almost unani- wous opinion, fortune.The success of the gold forces means the chance of a life time .if it is seized in time; a triumph for -the silver men carries with dis the effects of which few could avoid.The situation is remarkable in many- respects.Until a hort time ago, when Chairman Hanna, for his own purposes, chilled the sanguine hopes that had grown hot with the heat of the encouraging reports that were coming daily To land, Wall street, after its first fright when Bryan was nominated, had begun to discount the election of the sound money candidate; stocks were bought right: and left in anticipation of the rise that was to come when on the morning of November 4 it was to Le announced that the programme of free silver and anarchy had been repudiated by an enormous vote.In that period of high hopes much of the ground lost during the Venezuela panic and the succeeding Bryan scare was regained, and brokers wera counselling their customers to jump in and buy while there was still a chance to get bargains.Then came the word of warning from Hanna that sent a chill down every one’s back and brought him a lot of fresh contributions.ht and uncertainty took the plare of confidence, the buying of stocks ceased, and brokers began to tell their customers that the part of wisdom waa to lighten their loads so as to be pre- fared for any emergency on election Meanwhile every trustworthy report concerning the campnign continued favorable to McKinley's chances, the prices of cereals, with wheat ns a lender, continued to rise despite the repeated "assertions of Bryan to the farmers that they could not get more money for their wheat under a gold.standard.while the market value of silver, the very bone of contention, steadily fell as election day approached, five cents having dropped from the price estah- lished by speculators when the nomination of Bryan seemed to give the baser metal a fighting chance.At the same time imports of gold, which had begun as soon as it became apparent that the chances were all in favor of Me- Kinley, went on in increasing volume, despite the efforts of the European nations to arrest the westward flow.But the renewed fear was more potent than all of these reassuring elements put to- gephar, and the market has been droup- Ng or supine ever since.Now that only a little more than a fortnight remains for the election, the street has worked itself into a state bordering close un hysteria.The little bulls, the room traders, as they are called, who play for little fluctuations with small margins, have undoubtedly de .cided to.let most of their holdings go, to take the chances over election Le estimate that the announce- sar that Bryan had been chosen would Aticd an over-night drop of from five o ten points, which would clean most of them out.The rise that would be induced ‘by “the election of McKinley, ;hey calculate would not be anything ike so great in proportion because tha _rvent is expecte he bear room trad- ws, on the ; yi the theory that the uncertainty mu soluce extensive liquidation which will oroe prices down and give them a chance before the election to cover their con- - fractæat a handsome profit, qleaving them in good.condition to buy for the post: election rise.But they have conatant- ly before them the fear that the public or the large interests will conclude that he election of the sound money candi- ‘date is so sure that it would be well to secure stocks before the event, so as the full benefit of the victory, and that they, the shorts, will hava to cover at material advances or run the risk of being swamped over the election.They are.also troubled by the fear that the big bear interests will begin to cover some time before election ave them in the lurch.that bas restralned ét and so other hand, are proceedi g s ona Juring the last week o: days du reme sgxlety Nien homer ket cost few, sagas of good sup- ‘viol under compara.five sal arroser ve n encouraged to froai s Aa 4 long stock had come out prices gave way.U; unately for , than however, the of real liquidation were very few.while on the other and the evidences were strong that the big men were picking stocks when opportunity offered “Bo so without a rise, and this has made most of the bear operations among the small frs rather picayune affairs, although they have been attended with much clamor The main factor on the mide of the o erators for the decline, in addition to the political uncertainty, has been the rowing tightness of the money marts here and abroad.They have also boon amistpd by the general decline in traffic returns consequent on the stagnation of business throughout the country.But both of these factors have been of limited use to them because, as everyone knows, both are dependent on the election.Victory for gold would relense millions of money now hoarded or tied up in comparativel unprodue.tive enterprises, and the release of this money would at once throw off the bonds that restrain business and give the railways as much traffic as they could attend to.Overhanging both sides in the market is the theory that the large tors will give the market a hand down just before the election, so that they can take on large lines at low figures.All these influences conspire to make Wall street regard the approach of the 3rd of November with fear and trembling.Many old hands are predicting that November 4 will be the most remarkable day on the stock market that it has ever known.ALLEGED BREACH OF CONTRACT.The International Fibre Chamois Co.of London, Eng., have entered an action here against Mr.Franklyn M.Copperth- wait for $10,000 damages.for alleged breach of contract.A similar action has been taken aguinst Mr.Copperthwait by the Canadian Fibre Chamois Co.The complaint is that Mr.Copperthwait, had viol manager of the latter company, had violated his contract with both companies in endeavoring to further the interests of a rival concern.DEATH OF MR.W.B.LORIGAN.The death occurred yesterday.at his father’s residence, 155 Hutchison street, ot William B.Lorigan, aged twenty- four years.Mr.Lorigan was well known around town, especially among the different sporting clubs, and was equally well known on the road, bav- ing represented his tather in that connection for a number ot years.He had been ailing for almost three months.FINANCE AND COMMERCE.MONTREAL WHOLESALE MARKETS, Star Office, 14th October, 1898.Graln.— Business continues moderately active, and there are further advances to record to-day in both oats and peas.We Quote: Oats, No.2 white, 26 1-2c to 28 $-4c; for $5,000 — Miscellaneous Sporting Gossip.(Special to the Star.) woronto, October 14.—The Canauan Wheelmen's Association is in immivent danger of dismemberment in consequence of excessive club membership fve.At a meeting last night of the Athan- eum Cycling Club, one of the oldest C.W.” A.olubs in Toronto, it was decided to withdraw from affiliation unless the club membership fee be reduced to a reasonable basis, At least tive other city clubs will follow, it is said, Lhe Athan- euln's example at approaching meetings.WHY THE BICYCLE 1s A REAL MEDICINE.The bicycle, considered as a medicine, Is a great success.‘The following interviews with a number of the most prominent physicians in New York clearly show that.The proper use of the bIcycle, they say, nolL only relieves iuch suffering of mind aud body, but thers are many diseases comiuon to man and woman of these days which it cures.» Here are the physicians interviewed on the subject and what they said.Dr.George F.Shrady: “There is one disease prevalent among women upon which bicycling acts almost as a speci- fic—that is laziness.lt cheuts the society girl into being energetic without ber knowledge.It helps her to he happy and contented with life, because it takes ber so completely out of herself.As a remedy for the blues it is unequalied.The girl is yet Lo bo found who can learn to balunce her wheel, dodge cable cars and trucks and get at the same time be worrying over r umaginery ills.“The fact that she looks well on the wheel and is attracting adwiring attention.is also pleasantly diverting.The pxercise in the fresh air and tne vonse- quent improved condition does more to tone up the systernh generally than any number of bottles of nerve tonic.“Bicycling cures nervous lassitude.“It strengthens the muscles.“It does much to relieve the dyspeptic.“Rut bicycle riding, like any other exercise, must not be indulged in to excess.The woman who wishes to ride with benefit to her physical being must go slow in the beginning.She must Le trained to the exercise, and must see that ber saddle is properly adjusted.Then if she will look with favor upon bloomers and after treating them in some aesthetic way, wear them and ride her wheel erect she will find that many of her pet ailments are dot only forgotten but cease to exist.” Dr.Graeme Hammond said: “There ie hardly an organ in the body which may not be intluenced one way or the other by the proper—aud, it may be said, improper — use, of the bicycle.It is only when the wheel is improperly or immoderately used that it constitutes à source of danger.Ridden with discretion, it has a must beneficial effect upon the entire organism.In certain —dis- eases of the nervous system | highly recommend the use of the wheel.Roth, in cases of neurastbenmim and hysteria Ît is 1avaluable, as it not only diverts the mind, but gives the patient sôme- thing pleasant and exhilarating to-think of, maires ope forget self, and also improves the circulation.: ‘If the wheel is ridden systemati- tally its effect is most beneficial in cases ot functional dyspepsins and kindred ailments.I would also prescribe the use of the wheel in cases of gout and diabetes.Both of these diseases are benefited by the great quantity of oxygen cousumed in riding, by the improvement in digestion and assimilation, and by the effect that prolonged muscular action has on eliminating certain substances from the system which are either poisonous in themselves or else become so by cun- version.‘In certain diseased conditions of the heart bicycle riding may prove beneficial, but no one suflering from any cardiac affection should ever ride n wheel ess advised tu do so by his physician.“Where exercise is advisable in heart affections 1 know of no better method of obtaining it than by the proper use of the wheel.By.riding slowly and on an approximately flàt surface, the mildest cardiac exorciss can be obtained.This, es the heart improves in strength, can be increased by degrees and in direct ratio with the cardiac development.By this means the strength of the heart san be greatly increased.But bicycle riding can cause, as well as cure cardiac degeneration if the heart is compelled to work beyond its capacity.In short, bicycle ridi may benefit or injure the heart accordi to the condition of the heart and the manner in which the individual conducts his exercise.The moderate use of the wheel is conducive to cardial development, the excessive use endangers cardiac degeneration.“When bicycle riding is practiced by & healthy person it develops the lungs snd increases his or her capacity greatly beyond what is now conside normal.The moderate use of the wheel will be found beneficial in those pulmonary conditions in which a breaking down of tissue will be the natural an Tobably consequence in the course of ime.“Moderate exercise of the lungs by the moderate uss of the wheel practised systematically and for a long time will undoubtedly retard and perhaps completely arrest some degenerative ges_in-the lungs—————— be taken that the saddle is properly adjusted.Experience has shown me that bicycle riding for a healthy man DT Woman is one of the most excellent forms of exercise for maintaining health retarding «disease and strengthening the tonstitution, and is also a pleasant re- sreation for the mind.” Thid is Dr.Egbert.Guernsey's opinion: “The bicycle as a health restorer is an poknowledged success.It is speciall deneficial to woman.In cases of headache and particularly those which arise from a passive congestion of the brain, a ride on the wheal will be found to greatly relieve the pain, as it will pro mote a free circulation and bring the blood té the extremities.Bicycli develops and gives form to the muholes, especially the back, and this relieves many of the backuches to which women are subjected.also stgenethens the muscles of the' lower parl'ôf the abdomen and thigh and the broad ligaments which hold the femsls organs in place.There is no other exercise which so equalizes the .4 ib also streucihens In riding the wheel great care should | 355 _ nerve force and improves the appetite.If cars is taken in the selection and adjustment of the saddle and the wheel is ridden in moderation, bicycling is sure to build up and invigorate the entire system.” Doctor Grace Peckham Murray sald: “I consider the bicycle à great emancipator vf woman.IL has made her more self-reliant, has done much te reform her dress, and it has strengthened ber entire physical being.The foundation of tbe bicycle’s health restoring power is in ils effect upon the circulatory system.Riding a wheel in the open air stimulates the circulation, and forces the blood through the capillaries.It is an exercise to be particularly recommended to nervous women, It takes them so completely out of themselves and diverts their wind to an extent which is marvellcus.The nervous, self-centred woman astride a wheel finds herself absorbed in its management, and for the time being becumes entirely forgetful of self.Bicycling, if not indulged in to excess, promotes the wonderful processes of the body, chemical and microscopical, which result in function, growth, nutrition and the preservation of the tissues, BALD WANTS TO RACE ZIMMER MAN.' Chicago, October 14.—Edward C.Bald, of Buffalo, the 1896 bicycle champion, yesterday announced Lis intention of ao- cepting ‘Arthur A.Zimmerman's chal- next spring.“It the challenge is will be made bor what may prove the most interesting cycle contest ever ridden.THE PRIMROSE BICYCLE CLUB.The Primrose Bicycle Club will hold its last meeting for this season on Friday next, at their said to be about 81000.Cooper has won 41 first prizes, and defeated Bald in 24 out of 36 races in which the two came together.On the Crystal Palace track, London, last week, S.Macgregor and G.À.Nelson, OL à tandem, rode 81 miles 610 yards in the hour, beating all world's records.In the ride they covered 6 miles in 9.29; ten miles in 18.56 3-5; fifteen in 28.32 3-5; twenty in 96.0315; 25 C.e games will take lace on the M.A.A.rounds, and udging alone from the h School games, which took place on Monday afternoon last they ought to be very interesting indeed.” Teams and individual members of the various schools in the city will compete with one another, and some good work may be expected.No efforts will be spared to have the occasion a success, and if the weather be favorable it will be well worth attending.vo There are now seventeen schools in the association, and of these nine will be represented in to-morrow’s games, as follows: Dufferin, Riverside, Senior, Mount Royal, Abingdon, St.John’s, the High School, Grammar School, and West- mount Academy.20° There are 150 entries from 98 representatives, and.these school boy athletes will doubtless have exciting competitions in every event.LACROSSE.AN EXCITING GAME IS LIKELY TO : OCCUR.The Nationals are now working them» selves up to fever heat in connection with the approaching match with the Olid Shamrocks as their enthusiastic rank and file of followers call the big boys in green.The mateh which will take place on the National .grounds on Saturday is the outcome of à long standing request on the t of the young Frenchmen.Early in the season the Seniors were approached with a view of arrange- ing a match, but they wers not inclined to entertain the matter, as the Nationals had not up to that time shown any brilliancy in their own class.At the present time, however, they seem to have a very good prospect of defeating the Young Caps and capturing the intermediate championship.The Nationals have certainly shown marked improvement during the last months of the season, and there are a good number of their players who have now all the cleverness and ex-~ perience for a senior class.It will be very interesting to watch Dick Kelly and Charley Garggle in centre field.The latter has sald more than once that he could make it lively for Kelly, and give him plenty of opportunity of sliding.Equally amusing will it be to boho li Paddy "Foley and Jack Tucker go behind the poles after.the sphere.Foley has an inclination to do the ballot pivot toe act when he is posing in the goals, but when Tucker is standing at inside home, as Foley, knows full well, he will have to skim over the award like greased lightning or Jack Tucker will make it pecul- I lenge, for o $3000 match to take ‘keenly contested games ever seen in Canada.Ottawa College ake a strong and heavy team, but on Saturday did not seem to have any particular playi tactics, relying on the scrim to keep the Iontreal, on the other hand, play a more open game, and their wings and halves do most ot the running.The Montrealers will put in two good hard morning practices, and one at the rink this week, and will be in good trim for Saturday's struggle.Austin Irvine and Whitham played good hard football for their team, but were not backed up enough.Levecque, the McGill quarter, is the general‘ of the McGill team, and knows how to work the team, os Saturday's match showed.McGill have good material, and their match with Ottawa College will more than ‘make that team hustle for honors.McGill have Dominion championship, but whatever represents the Quebec Union will give the Westerners a big shake-up.Jimmie Smeilie was well watched by Ottawa College wings, and did not bave much show.OTTAWA practising so far this week, and they are not likely to do so until Thursday afternoon.Most of them are suffering from rough treatment they have received.Clancey, the great centre scrimmage man, is very sore, and Smith, quarter-back, can bard- ly move.Every man hears, more or leas, t marks of the hard struggle, The game in Montreal on Saturday is exciting great interest here, as the opin- fon following account of a4 dinner to Prince Ranjitsinbji, at Cambridge t At happily, poor Chester Macnaghten, himself an old Cambridge cricketer, haa lived long enough to pe present in tbe Guildhall of the great University town to-night, he would have been no true son of Alma Mater if he had not been rouder of the fact that he gave the first essons in t great pan-Anglican game o Kumar Shri, otherwise Prince Ranjit- snhji, than of all the other elements of knowledge installed by him into the mind of his distinguished pupil when athiawar.The love has held its sway so strongly against all rivals that the young Indian prince who celebrated his twenty-fourth birthday in our midst only on the 10:h of this month is acknowledged, without any disparagement of the great Gloucester- shire veteran and others, to be both the finest exponent of the game and the most popular cricketer of the day.As Andrew Lang puts ft, “An old man at point must a very courageous old man.” All this being conceded in the case of our own grand old man of cricket, youth must be served, and, whether at right angles to the crease or-wielding the willow, tlie young Trinity cricketer, who, in his own person, represents Cambridge University, Sussex, nnd England, is “a good ‘unto follow andabad ‘un 10 beat.” At the banquet given here to him to-night, not only have town and gown united to do him honor, but he is surrounded by comrades of the cricket field from many of the principal county teams.A telegram was received from Bombay, conveying to Prince Ranjitsinhji hearty congratulations on his splendid performances in the cricket field, Although he learnt to play cricket in India when only eleven or twelve years of age, the desire to become a great cricketer only seized him when, in the year 8, be was taken by his tutor to see the match between rrey and the Australians at the Oval.n the summer of 1892, by an accident, as he puts it, he was “pressed into service as a substitute in one of the Trinity matches,’ for which he got his college cap, to be followed, in the succeedi: ear, by his “Blue.” It is matter of istory now how, after being unaccountably left out of the first test match against Australia during the past season, he was unanimously chosen to play in the other two encounters, especially distinguishing himself at Manchester b scoring 62 4nd 154 not out, when suc 'well-tried men as Grace and Stoddart were comparative failures.The democracy of the cricket field, as is well known to all who have taken part in the great humanizing game, insists upon its right to familiarity towards those whom it has chosen to deify.Prince Ranjitsinhji bas had to pay the penalty of his Popularity by being dubbed “Smith,” although it is absolutely erroneous to suppose that he ever elected to play under that pseudonym, or that he was so known by his associates, who not infrequently took refuge in ‘’Rams- rate Ji immy* or {he more euphonious pef- name of “Ranji.” By whatever name he may be best remembered, he .nay rest assured that, whether, as a layal vassal of the Queen Empress, he undertakes the responsibilities attaching to the position of hereditary ruler of Navangur or remains in England, he is always certain of being received by the British public, on all grounds, with that kind- pess to which no small measure he attributes his success at cricket.Appended most appropriately to the toast list was a record of the Prinoce’s achievements in first-class cricket for the t four years, which shows that in 1893 his position was twenty-fifth, with a toatl off 439 runs in nineteen innings; whilst in 1884 he was eighth with runs in sixteen innings: in 1895 fourth with 1775 runs in thirty-nine innings; and this year, as is within the memory of all.he occupied the premier position with a grand total of no less than 2780 runs in Cifty- five innings.Well may it be matter for — washed.Suppose you're the with Pearline.Mistress and Maid both have their part in the great savings that come from Pearline.Suppose you're the He thanked them heartily for the very great honor they had dune him, and he must say he did not deserve the compliments paid him that night by the civic authorities of Cambridge as well as the Varsity, inasmuch as he derived personally the utmost pleasure from this noble, this national game of cricket.(Loud cheers.) He entirely endorsed Sir John Gorst's remarks when he said that the best intervsts of the Empire were to be promoted and the solidarity of the Empire was to be maintained more by a cordial relationship between the inhabitants of the two countries than anything else.(Cheers).It had always been and would always be his best endeavor in his bumble way to bring about’ brotherly love between the two nations.(Cheers.) He hoped that England and India might form one country ready to show a united front.to a common enemy, (Cheers.) ’ o MISCELLANEOUS.REFEREE IN A TIGHT BOX.New York, October 14.—William Jones, the referee in a recent glove fight between a youth named Harry Roderi- guez and another named Shagner, in which the former was knocke down and his skull fractured, causi death, was to-day found guilty of manslaughter in the second degree.Ile was recommended to the mercy of the court.CORBETT'S SEEMINGLY FAIR DESIRES.New York, October 14.—Corbett, when asked to-day whether he would acce the National A, C.offer, said: “If t ‘Frisco Club will agree to several conditions, and very fair ones at that, I am.willing to fight Sharkey out there.Of course, the bout ich Sharkey and 1 signed for some time ago is off.Now, if the club will put up its $10,000 in the hands of a reputable man, it will make things easier to start with.Then the articles must be signed in New York and the rules agreed to.don't want e STEAMSHIPS- CU La Allan Line RoyaiMail Steamships Liverpoel, Quebec and Montreal Mall Service.TO.mm rom Steamship.Montreal Quebec.Liverpool ae 9 HSE SEE DOTE Mon, ua.Nev, Sardinian 31 Oct, 1 Nov.9 var ° RATES OF PASSAGE—CABIN.$32.50 and upwardssingle : $193 and upwards Return; but why waste the information on the entire city ?What purpose dors a whistle on top of a Luild- ing serve, which a bell or a system of bells within the building would not serve?! Then this railroad example might possibly persuade the driver of an empty coal cart of the feasibility of making prorress without at the same time making naise:’ likewise the gentleman who’ exhorts his fiery steed with crashing, gutteral ejaculations.Lét us oil the wheels of city life, and live longer—and more in peace.be necessary tu give the signal | ; can vote for a whole ticket ‘better in Australia, where they do not | submit more than a single issue to the © people at a time, and where the polling Fleming, I.L.uent about two rtd 1 half wide, and containing many scores Æ{ names submitted in bow derlng veria-' “ons and permutations, It certalaly can- tot - that such conditions have “en a LE to that quick and intel- igent choice of candidates, which is as -ssential as secrecy to the enjoyment Jf perfeot freedom by the voter.It will be seen at a glance what the difficulty is.They try to do too much “electing” within a given time across the border.When our people went to the polls last June they elected but a single officer—a member of Parliament.in soms states of the Union they will vlect on November 3rd next nearly every public official in sight, from the President of the nation to the Local vLegislator.We could get up quite a complicated set of ballots here it we held our federal, provincial and municipal elections all on one day; and we do not begin to have as many elective offices as they possess across the line.This police magistrates, their sheriffs, their Judges, their state attorneys and a host of civic and state officials that are appointed with us are elected with them, and must be given a place on the overloaded ballot.Even the President cannot be dismissed with a single lino for his name, but is representel on the ballot by a group ot Electors—36 in number for each party in the State of New York—which take up an enormous amount of room, i How do the voters manage to remember all these names, we, who have seen how difficult it is for some voters to mark our simple ballot rightly, may be pardoned for asking.The answer is that they do not, and that the party leaders do not expect them to, either.Each party has its “ticket,” which includes its candidate for every office to be filled, from that of Presidential Elector down.This ticket is printed in a column, and over it is either the name ot the party or some device agreed upon to represent the party; and the voter by simply marking Lhe party name or device.This will explain the impartance ot the | law-suits " nuw being conducted in several States over the question of whether or not the l'almer-Buckner ticket has the right to use the word ‘’Democratic” in its title on the ballot.The Bryan people claim thut they are the Democratic party, and that it is an infringement of their ‘‘patent’’ for anybody else to uss the name.Another illustration of the “ticket” scheme is a difficulty which has arisen in Ohio.They have a law there mow, which, if they bad time td appeal to the courts, they could probubly upset, forbidding any man’s name appearing twice on the ballot paper.Canadians would wonder why such a law was necessary, but the reason for it is found in the ticket system.If two parties “fuse” for ‘any particular office, as they do very often, they each put the name of the ‘fusion’ candidate on their ticket for that particular office.That ‘is, they do elsewhere, but not in Ohio, where this recent law forbids it.The law was passed by the Republicans to make ‘‘fusion” by the Democrats and the Populists difficult.The result has been that, while the parties have actually ‘‘fused’’—that is, agreed upon a ticket— it will appear upon the paper as the Democratic ticket only, with the exception of one office, where the Populists keep a candidate in the field in order that they may poll a separate vote, and thus retain their right to go on the ballot papsr at the next election.The Sun thinks that they manage it booth is constructed to facilitate the bal- lotting.There, too, they indicate their preference by striking out the names they do not ‘wish to vote for instead of putting a ‘‘cross” opposite the favored candidate as we do in Canada.It would be interesting to know what proportion of spoiled ballots uney collect by this process.FLEMING-DAVIS.8 > (Special to the Star.) London, Octobéi 14.—(Press report.) — The annusl meeting of the directors and shareholders of the Grand Trunk Railway was beld to-day, as previously announced.; The meeting room was crowded, a more representative.meeting never having been held in the history of the Company.Eir Charles Rivers-Wilson, the president of the Company, presided, and in the course of his remarks said in reference to the statements which had been ade regarding the increase of the expenses of the Company during the past year, that when the Presidential election in the United States was over, the westbound traffic of the road would resume its ordinary proportions and the expenditures under the general charges would be reduced in the future.The re-organ- ization of the system and the concentration of the old and widely spread property had been completed.Continuing bis address to the directors and shareholders, Sir Charles Rivers- Wilson said that Mr.Charles M, Hays.the General Manager of the Grand Trunk Railway, had shown himself to be the very best man for the position.The allegations that the management has shown à tendenc to Americanize the Grand ‘Trunk road, he said.bad been greatly exaggerated.The G.T.R.was to a very considérable degree an American line, and the Company must be guided by the interests of the shakeholders, which he would never suhordinate to sentimental considerations.The times which had beset the present administration, Sir Charles said, had not been propitious, but the horizon was clearing.- ‘The volume of business had been gen- eraily paralyzed, but'after the American election, the prosperity of the Company would be returned.Railways in America, he said, must pursue a waiting policy at the present time.The finances of the Company were in a condition to relieve all anxiety and upon the revival of business the Company would in a position Lo avail itself of the fullest advanigges accruing to the shareholders.Mr.Jeffry advovated the sale or rental of the propert of the company at Toronto, and complained of the dismissal of certain officials of the road.“It,” he said, “we should go to war wit the United States—" (here the speaker's remarks were drowned with hisses).Mr.Baker, a shareholdér, assailed the administration for its extravagance, which, he alleged, bad brought the company to its present lamentable condition, and at the conclusion of his speech moved an amendinent to the resolution to adopt the annual report, that the meeting should not confirm that portion of the report relating to the arrangement entered into between the authorities of the company and.those of the city of Portland, 3fe.contemplating the joint ‘erection of an elevator for the use of the company in loading trans-Atlantic vessels with ain.The directors and shareholders of the company, he declared, must not approve of any scheme which involved handing over the control of any part of the system of the Grand Trunk to Americans, who seemed to be playing ihto the hands of the American steamship lines.The chairman, Sir Charles Rivers-Wil- son, interrupted the speaker at this juncture, and said: ‘Most of tne statements which you have already made are inaccurate, and have been refuted.” Mr.Baker said that theesum of £1500, which had bee been e made with t Portland'authorities for the erection of grain elevators, had all.been spent in communicating with the shareholders of the Company on the subject.Shareholder Viers supported the contention of Mr.Baker in a ‘humorous and poetic speech, in which he described the address of the president, Sir Charles Rivers-Wilson, as an impractical sermon.Mr.Landon and other shareholders supported the chair, Mr.Landen saying that evident a number of the shareholders.ex ed the Board of Directors to work upon the penny-in-the- slot principle, which was simply to put a new rd in the slot, anid the outcome would be something sweet.Sir Charles Rivers Wilson said, in reply to the gentlemen who had spoken in opposition to him, that the company n learni under an inherited accumulation of liability, which it was anxious to dispose of.the Toronto belt line, he said steps had been ‘taken to turn its system into that of a street do so.The line appeared to be of no value.The information which Mr.Bristol Baker was in sion of, he said.had been obtained from a circular, written by a clerk, who had been dismissed from the service of the company._ Mr.Bartholomew described the © sition to the management of Mr.Hays as rubbish.The Portland elevator, he declared, while it was of the utmost importance to the Company, was without cost to the company; the receipts would pay for it all.He therefore moved that the report of the Company, as submitted to the meeting, be adopted.Mr.Joseph; Price and Mr.Tomlins seconded the motion.The one amendment was lost with a practically unanimous vote, there being no supporters besides the movers themselves.The report was adopted unanimously.The meeting was an exceptionally orderly one.- AFTER THE STREET RAILWAY.— = Some of the west end members of the City Council are watching the construction of the new Guy street line of the Street Railway Compan , and an- ine is not y d the top of the Cote des Neigzs hill within Lhe time specified by the contract they will move in the Council for the confiscation of the company’s deposit of $25.00) and the imposition of the fine of $2) a day.for the full term of the delay in completing the line.—_— completed to the ON THE LAKE WINNIPEG.The Beaver Line SS.Lake Winnipeg passed Father Point inwards at eleven o'clock this morning.Following is her saloon prssenger list: Mn.Sykes, Mrs.Sykes, Mrs.Sillifant, Miss Watts, Rev.Mr.Leduc, Rev.Mr Lefevre, Mr.Falies, Mr.Hillson.Mr Perry, Mrs.Perry, Mas- .ter Roy PRerry, Mim Edith Perry.Mr.Greenwood, also 40 steerage passengers.The Lake Winnipeg is due in Montreal on Friday morning.agp.+ BOARD OF HEALTH PROPERTY.The members of the Board of Health this afternoon made a tour of the.de- partment’s plant and roperty, in- cludi the incinerator, the fever hospital, dumps and stables of the scavenging department.A need for re was found to exist in ever establishment.TYNAN'S RELEASE.Paris, October 14.—It is announced that P.J.Tynan will be released tomorrow.FOR THE MUSEUM.Mr.J.B.Williams, Curator of the Natural History Society, who returned from an extensive trip abroad on Sunday last, brought with him to this city a TS;
