first order of the day.The most interesting question in connection with the meet- dng is how will the aldermen manage to shirk the vote on the direct issue this time. The fear of the majority to vote against a practical temperance measure is only ex- ‘ceeded by their fear to vote for iL i —— — \\ Iris curious butafter all a not unnatural revolution of French politics that the cabinet just formed should consist largely ‘of ex-premiers.Each of these politicians having tried to manage the ship of state and failed to do so effectively, it is only jxight that they should unite in a long pull, :a.strong pull, and a pull altogether.Should ‘this cabinet also fail, which is not unlikely, {it wili be hard to say what sort of a cabinet ‘will succeed.“THE double tracking of the Grand Trunk Raliway is a solid proof of Canadian development. This work would not be undertaken were it not a necessity, and when the fact of Canadian Pacific rivalry is considered, ‘it becomes plain that our railways are grow- Ang on what they feed on.Both our great trunk lines are prospering while those in the United Btates are suffering.Better routes, absence of watered stock and good management are the factors of Canadian railway success, to which, of course, must be added Canadian thrift and enterprise.PARLIAMENTARY precedents to the case of no time, perhaps, was the charge that members used their position to advance their own fortunes without good foundation.Buu there is'a well-defined and well-under- stood line separating what is tolerated and what is not.For instance, members are in the habit of placing their friends and relatives in Government situations, and sothers have been known to be engaged in ‘business enterprises enjoying Govern- “ment patronage and subsidies. It will not be forgotten that Mr.Anglin and Mr.Vail had to resign their seats because the newspapers with which they were connected had received Government pay for advertisements.Mr.Rykert’s case is not a parallel to these.Indeed it has no exact precedent recorded that we can find. The famous vase of Sir John Trevor, who was shown in 1694 to have taken a bribe to advance certain legislation, and expelled, is not:in point. But the English House of Corjmons has always severely punished anything partaking of the nature of cor- Tupt conduct by members, THE Montreal Street ‘Railway Com Asked for a Special Committee and got Tne Committee met yesterday and tke metnbers talked about the Street Railway Company with as much freedom as tho! the Company had not got a mortgageon theolty.Among other things it was stated : That the company has been breaking the law in various ways. That the accommodation given to the public is something awful. That the cars are intolerably dirty. That the cars have not been cleaned for the last ten years.‘That the cars have always been crowded. That the company does not give the service required because it is too stingy. That Montreal has the best cab service, car service on the continent. These remarks, on the whole, do infinite cradit to the sagacity of the members of the committee, considering that the mem- béra are all aldermen; they do not require another special committee to interpret , and they do not convey ‘much of hope or comfort to the mabagoment.Ald.Prefontaine is quite it in: contending that it is not the busi- the aldermen to interpret the by- & that is for the courts W'dô."Thé com- pény used all its influence on the Council, 84d, aa Alderman Stevenson remarked, “that wis a deal,” to get the clause about overcrow inserted in its present shape. Now the company comes forward and asks tliat this clause of its own framing be ‘’inter- pieted.” The clausehas been interpreted authoritatively and the company does not lke the interpretation, What the Montreal Street Rullway Company really seeks is to have tie clause struck out or modifled in ita own itereate. It ts nothing less than scanda- thit the company-should have been itted to interpret the clause for so any years in such a manner that ft practically means nothing at all.It will be nothing less than infamous if the committee or the Council give official sanction FARM MORTGAGES! ‘Anories proot of the’ gréat economical which is doming ovét the United States 8 given In the letter addressed by mer’ Alliance of Kansas to the rep- tives of thet state In Congress. The recites the wholesale foreclosure.of f Viclous leglalétion ls blamed for this national misfortune.‘The same state ment, however, holds good of all the Western states. One law firm in Southern Kunsas, the letter referred to says, has a contract to foreclose 1800 mortgages, which means the extinction of so mauy free American homesteads. An idea of.the extraordinary change that is coming over the Republic is not, however, tobe galned in its fuiness from this one illustration.Consideration must aiso be taken of the thousands of abandoned farms In New England and the wholesale foreclosures in other western states.Mr.V, P.Dunn, jr, in the current number of the Political Science rierly presents statistics and other information which have a cogent bearing on this question. The farmers of Indiana, he shows, “satisfied” ten milion dollars of mortgages In the two years 1887- 80, half of which was by foreclosure.Of two hundred and ninety loans by one trustee of large estates in the same State, one hundred and twenty-four were foreclosed. The same story comes from Michi- gan-—a State that comes close to Canada in its main conditions of climate and resources.Therethe farm mortgages in 1888 amounted to over sixty-four million dollars. It is also shown that nearly fifty per cent.ofall the farms In the state are mortgaged, and the mortgage debt amousts to one-half the assessed value of the land mortgaged. In Michigan the foreclosures amounted to sixteen hundred and sixty-seven in one year, Illinois ls in'a still worse condition. There the farm mortgages are increasing at an extraordinary rate. The three states named, Indiana, Michigan and Illinois, are not to be excelled for agricultural produe- tiveness in the union, yet Mr.Dunn shows that their farmers cannot hold their lands and pay their debts. Thus, Indiana has an Increase of farm mortgage debt of $106,855,884, in the last fourteen years.Michigan rolls up $129,229,553, and Illinois $381,322,339.The logic of these figures is convincing, and shows that the United States is in reality passing out of American hands into the hands of those to whom they are no longer able to pay their “rent.” Ireland, whose agrarian misfortunes all the world is challanged to deplore, shows nothing to equal this.We have also been told that Canadian farmers are in a bad way, but they have not come even within a measurable distance to eo gigantic an evil as these figures reveal.MAKING HAY WHILE THE SUN SHINES, The Working of the Newly Imposed Tax on Horse Dealers. An ction has been taken out by Ald.Jeannotte in the Magistrates” Court to recover from Mr.J.B.Roy, the newly a pointed market clerk to collect the owls imposed tax on horse dealers, the sum of twenty-five cents. The action is taken on behalf of a Mr, N.Corbell, from whose tale it would appear that Mr.Roy is determined to ‘Make hay while the sun shines.” He has little less than six months to make his harvest from Spllocting this tax, for which he pays the city $150 for that privilege.According to the tale told by the unguspéoting “habitant ” who came into Market on Friday last, Mr.Bonscce sent out his myrmidons and is Tor his impost by all means and every means.Mr.Corbeil's tale of woe, which he narrated to his lawyer, Mr.H.Jeannotte, is th res standing in the, market, wl when an nats came up an is horse, ani than turning to the unsophisticated farmer, asked him if he wanted to sell it.“Well,” replied the rustic, “I don’t mind if I do, if can ot enough for it.” “Then me twen five cents for being a horse dealer” vas the | reply.Corbeil protested, but the Lun by-law was flourished at him the terrors of the law threatened, the ul Recorder's Court was invoked, and Mr.Corbell in abject terror handed over his quarter and received a ticket as follows: .N.Corbeil has paid for one horse at Éwenty-fve cents per h 25e.J.B.Roy.From the fact oat this ticket oy the number 566 and taie, “D.L.” vas pour one of Mr.Roy's ents, sp pear to be doing tatily well tor his § 100.addition to the action, Ald.Jeannotte says he will ventilate the matter in Council, as he holds that Mr, Roy and his Slerks, "srg not only overstepping the bounds of fairness, but that his proceedings are together illegal, as the by-law © only refers to horse dealers, the clause being as fol- ows: A tax is imposed upon every horse sold or offered for sale the said city by a horse dealer, at the rate of twenty-five cents for each such horse; the sald tax sh evied upon such horse dealer by a market clerk to be appointed for that
