said, had drawn a biæ obstacle in the way of home rule, but it was evident that during his Bradford address he mentally, if not actually, held his tongue in his cheek.Lord Rosebery bad no more power than had anybody else to determine the subject which had been referred to the voters at the next election.To submit a detailed measure for the decision of the electors was certainly an honest proceeding, and in the form in which it existed in the United States was decidedly advantageous to good government and the stability of the country.However, Lord Rosebery had not stated his project, but had merely asked that a blank cheque be drawn in favor of his instrument in the House of Commons.It was ridiculous to suppose that the English and Scotch electorates would place their neck under the feet of men in the west and south of Ireland who had sent Archbishop Walsh\u2019s battalions to Westminster, If the Liberals would only drop this ruinous Irish policy the parties in the House of commonplace criticism of Lord Rosebery, without the slightest suggestion of a counter-policy.\u2018I have heard,\u2019 he said, \u2018many proposals to change the constitution of the House of Lords.Some of them I sympathize with; some of them doubtless are very bed, but everybody is agreed that all of them would end in making the Lords much stronger against the Commons than they now are.Such proposals, therefore, did not suit the Premier, whose object is to make the Commons supreme.But Lord Rosebery enunciated no policy; he merely proposed to his followers a string of conundrums, with which their intellects, doubtless, will be engaged for the short time remaining to the present Parliament.The Lords threw out the measure passed in the Commons solely by the support of members from the west and south of Ireland.By so doing the Lords merely presented the revolutionary changes in the constitution which those members dictated: I do not contend that England and Scotland have the power of imposing new conditions upon Ireland, but I do claim that when a revolutionary change is proposed their voices must be heard, and unless there be a second chamber they could not be heard.Lord Rosebery\u2019s resolution, doubtless, would be passed against the voices of England and Scotland by the Irish, but does he imagine that it will possess any authority.Everybody knows it 1s way into the water motor of the organ at Emmanuel Church, and was unable to find its way out again.Apparently, in trying to do so, however, it succeeded in getting into the wind pipe, or rather wind-pipes, of the organ, so that the instrument wheezed and choked at times as if it had an extremely bad attack of asthma.The discovery of the presence of some obstruction was made on Tuesday, when the church was used several times by societies who were holding meetings on that day.The organ was being plaved by the Rev.Mr.Searing, the pastor of the DBos- ton deaf-mutes, who had volunteered his services, when suddenly oue of the two motors of the organ stopped working.It was not known whether the obstruction was a fish or an eel, and the only war to find out and remove it was by opening the motor and examining it.But there was a wedding\u2014the Wllliams-Sneiling wedding\u2014to be held at the church on Wednesday, and the regular organist was in a state of mind.There was not time to have
