stated, in reply to a question regarding the transfer of Heligoland to Germany, that conditions had been inserted in the agreement which removed the inhabitants.A bill, he said, would be introduced to ratify the cession.Mr.Smith was asked t> produce the opinion of the Naval & Military Authorities concerning the transfer, but declined to do 80.The house having gone into commitee on thejlicensiz:g bill'the caairman moved that the first clause applying 350,090 pounds to the purchase of iicenses stand a3 part of the bill.Mr.Storey did not resums his speech, which was interrupted Tuesday, and the question was put without debate.A division was taken and the clause was carried by the narrow majority of 4\u2014the vote being 228 to 221.The Conservatives cheered the result, but their cheers were drowned by the triumphant shouts of the opposition at the earrow escapa of the Goverument.Mr.T.P.O'Connor declared that the result indicated tne decision of the House against the bill, aud moved to report progress.The Government ought to be allowed a chance to consider its position.Mr, Smith said the Opposition certainly had the advantage of a surprise, whatever thatamounted to,and they could have the credit of it.Mr.Story, he said, had not finished his speech when the debate wap last adjourned and it was thought that he would continue it, therefore the Government had not been prepared for an immediate division.The Government now simply proposed to proceed with business in the ordinary way.Mr.Storey was not satisfied.Long speeches, he argued, were obstruction and no .speeches was taking the Government by surprise.In producing the licensing bill, he said, the Government would discover thet the people of this country would surprise them.Mr.Gladstone advised the withdrawal of the bill.Mr.O'Connor withdrew his motion and the house procseded to discuss the second clause.The scheme of the Opposition in sseur- ing a vote while the Conservativa benches were sparely occunied, completely surprised the Ministerialists, who greatly feared defeat.In later divisions under closure and reporting progress on the licensing bill tbe Government obtained majorities respectively of 53 and 43.In the House of Lords, LospoN, Jape 19.\u2014In the House of Lords to-night Earl Rosebery inquired if the government, before arranging the transfer of Heligoland to Germany, had consuited the naval and military authorities; also if the inhabitants of the Island hed been consulted.Lord Salisbury said the Govarnment bad assurance that the island would not be used by Germany exclusively as a naval or military station.He also thought the transfer was satisfactory to the inhabitants and had reasons to be- sieve that none of them objected to it.A Majority in Four Only.Loxpoy, June 19.\u2014The narrow escap?from defeat experiencad bv the Government in the House of Commons this evening in the division in conmittea on the first clause of the licensing bill is explained by the Conservatives by the by the absence of a number of Tory members through their attendahca at the Ascot races.While this explanation partially accounts for the slender majority by which the clause carried, it cannot be accepted as final, since it is known that several of the absent Tories would have voted with the opposition on the question.This fact places them in the position of dodging the question, which they undoubtedly did and the governments realization of its perilous position is evidence in the censure which bas been adminstered to the Tory whips for allowing a division to be taken under the circumstances.It is certain, however, that the ministry will rally its forces sufficiently to avoid a similar exhibition of weakness, but the passage of the bill in its present shape is now regarded as extremely unlikely.German Socialism, BERLIN, June 19.\u2014A secret meeting of German and Austrian socialists was discovered by the Austrian police at Ealan, Bohemia, to-day, and will like'y protest the claim.Captain Birks of the Vics returned to the city last evening after a two months\u2019 scjonrn in Hartford, Conn.The Captain has brought several illustrated souvenirs with him relating to the big fire in the Park Central Hotel, explosion and wreck in February, 1829, in which twenty-three persons were killed.He received these through the instrumentality ot Engineer MINERS.IM- Miracuious Escape of the Rescue Party\u2014 Caving in of the New Workings\u2014The Shut Up Men without Light or Food since Monday\u2014Good Headway Made Considering the Drawbacks.Duxsar, Pa, June 19.\u2014The village is crowded with visitors to-day and excitement increases as ihe hours pass and will remain at fever heat until the fate of the imprisoned miners is finally determined, The work of the rescuing party was again retarded at1 o'clock this morning.Just as the shifts ofmen were chany- ing, and while the place where the mon had been working throughout the night, wasfor a few moments unoceupied,the roof feil in with a crash.Hundreds of tons of stone and slate fell down, filling up the entry that 2 daya labor has beeu spent in opening.The escape of the workmen is miraculous.A new survey of the mines was made last night as far as it was possible to go.The engineer has not yet made Lis report of calculations, Statements from man who were with him show that the rescuing party are much farther away from the entombed miners than was first thought.This report has cast additional gloom over the village.The mae i8 now well supplied with air, and if yet alive, as is hoped, and the men can endure the pangs of hunger, they will yet be saved.They are now since Monday noon without food or light.It is stated that it will require two or three days\u2019 hard work to reach the place where it 18 expected that the mlners will pe found.\u2014_ KINGSTON DRY DOCK.The First Stone Duly and Truly Lald by Sir John Macdonald.KixcstoN, Ont., June 19.\u2014To-day the first stone of the Dry Dock, the first to be built on the Inland lakes was laid by Sir John A.Macdonald; he was accompanied by Sir Hector Langevin, and Lady Mac- Donald.The gathering was an immense one, numbering about ten thousand per- sone.Sir John gracefully laid the stone, tapping it and saying \u201cI declare this stone well and soundly iaid.\u201d It was a huge block of lime-stone weighing six tons and was laid in a huge excavation thirty feet below the surface of Lake Ontario.Afterwards addresses were presented to the ministers by the civic authorities, and Sir John was the recipient of one from Wm.Kelly, who spoke in behalf of the port's political party.Sir John was thanked for the aid given the workingmen and for the new bureau of industries.Sir John made & happy reoly, gratefully acknowledging the address as coming from the citizens withont political distinction.He predictad for Kingston a position of great cc mercial importance in future days.He also acknowledged the workingmen\u2019s greeting.He had been working every Cay since Kingston first hired him in 1844.But be was not to be trapped by any eight hour combination, for if he only worked that long each day benetits to Canada would be slow in coming.Sir Hector claimed to be a Kingstonian.He iived here fifty years ago and his grandfather fought the Americans here in the revolutionary war.He lauded the work under construction hers.Dimensions of this new dock are : 250 feet*on floor : 40 feet wide on floor and 80 feet wide a: coping.Preparing for Inspection.The Sixth Fusiliers under command of Major Burland and Major and Adjt.Atkinson had a muster and a good hour\u2019s drill on the Champ de Mars, last evening.If the work accomplished by them is to be taken for anything then their inspection to-morrow will be one of the most successful in the history of the battalion.The members of the baital- ion are requested to muster to-morrow afternoon at 2.45 sharp.On the eastern end of the Champ de Mars were the Kiltie Laddies with the Cadews, They were commanded and drilled by Major Lyman and Capt.and Adjt.Lydon.They are in active training for their annual inspection which wili take \u2018place the beginning of next month; Trafalgar Institute.The closing exercises of the pupils of Trafalgar Institute was held yesterday afternoon at the college, 83 Simmons street.There was a large attendance aquatic sport may be looked for.DEATH OF A LIBERAL M.P.Cut Short Early\u2014His History.Dr.de St.Georges, M.P., Port Neuf, died bere this afternoon.He was prostrated with general debility during sessions and [never rallied.Mr.de St.Georges was born at Cape Sante, Aug.4, 1849, Married 2nd Feb.1875, to Laura.daughter of Hon, Isidore Thibangleau.Graduated as M.D.at Victora College, Cobourg, and received the degree of B.C.L.from Laval University, Quebec, 1880, \u201cWas a member of the law firm of Morris- son and de Saint Georges, Quebec.Elected to Parliament at the general elections 187$ but afterwards uneeated.Re-elected at general elections 1882 and again at last general elections.\u2014_\u2014\u2014 Sad Fatal Accident.A fatal accident of an unusual pature bappened to a corporation labored on Mountain Street yesterday afternoon at four o'clock.Peter Ryan, about 35 yrs.of age, was driving up the street when, at the corner of Dorchester Strest, he leaned forward to whip the horse, and losing his balance he fell directly in front of one of the wheels, which passed over his neck before he had time to get out of the way.Dr.Campbell was at once sent for and the ambulance of the General Hospital called, but no sooner had it arrived in charge of Dr.Vidal than the unfortunate man breathed his last The accident was witnessed by a number of people, one of whom attributes the fatality to the fact that Ryan struck the horse before he fell, so that it was going at a good spesd when he reached the ground.An examination showed that the direct cause of death was due to a fracture ofthe seventh cervical vertebrae, The deceased lived at 448, Shannon Street, and had a wife and family.A Busy Career The Health Committee, The Health Committee met yesterday afternoon under the presidency of Ald.Hamelin, Messrs.Dubuc, Desautels & Co.were awarded the contreet for summer hats for the men.Acting-Maycr Stephens referred to the difficulty of the people outside the Lachine toll gate in having there\u2019 refuse removed and suggested that the committee should, if necessary, pay the toll money.it was the duty of the Medical Health Officer to look after these matters a8 he completion of his work the company disputed his claim for compensation upon the grounds that under any circumstances the amount which he claimed was excessive, and that in his case it would be particularly excessive, because of the unsatisfactory manner in which his work had been conducted.About two years ago Mr.Ross entered an action against the company for the amount of his claim $150,000, and the company fyled a counter claim for damages amounting to a very large sum.After the case had been before Judge Davidson for about six weeks a settlement was arrived at, the company agreeing to pay Mr.Ross £50,000 in full satis: faction of all claims interest and cost, and the following letters, which are interesting as affecting that part ofthecase relating to alleged neglectful
