published In Washington, which formerly, under another name, published lottery advertisements, was excluded from the mails, although the issue excluded contained nothing of an objectionable nature under the act.This was a bad mistake or blunder, as the only objection to the law is that it makes possible such mistakes.The American Customs Duties upon works of art, like the Canadian customs duties upon books, are simply barbarous, but ss they protect a domestic industry, pro-rirctalism and ignorance and they are sacred.Although there was a strong public sentiment, independent of party interests, in faror cf the removal of these duties the Conference Committee on the McKinley bill has not had the courage to do more than reduce the duty one half.The reason for this half hearted action is simply that the duties upon works of art have protected ignorance so successfully that the farmers and workingmen have ocme to believe that the tax on pictures \\cd statuary is only a tax
