Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Il paraît toujours aujourd'hui. children are made the slaves of their captors.“The indifference ther to human life and human suffering is something the people of the ‘United States or England would hardly eredit. On a certain Bolivian river a small trader angered a: the illness of five of his Indians had them put on a rock in a rapids to be eaten by alligators.Another Bolivian employer punished a native workman by tying his hands behind his bark with fine cords and keeping him thus until the circulation stopped and mortification set in, As a result the Indian lost one arm and part of the cther.“Practically the whole of the rubber product of the three countries in got by slave labor. The proprietor or director of a great estate appoints managers at various points and expects each station to maintain at all times its record output.Production must he kept up and ses kept down. The proprietor rately visits the stations but keeps cose track of the returns.’ The manager to fails to deliver the goods has to go.The results of this system may readily be imagined when it is considered that the local rubber manager is the only law in his district.” BIG CONTRACT AWARDED, Winnipeg, Jan.2—O’Brien, Fowler and McDougall Brothers of Ottawa were today awarded the frst big contract for the Greater Winnipeg water scheme, They will supply 400,000 ties for the railway to be built ‘from Witnipeg to Skus! the situation in many places was regarded tonight as critical. Many of the temporary bulkheads erected after the storm on Christmas night have been swept out to sea.At Far Rockaway and Rockaway Beach, foot bulkheads which protect the place. In what is known as the Ham mells section every breakwater has been thrown:down and many buildings are in danger of collapsing due to a weakening of their foundations by the inroshing water. As had been feared the rising of the tide after midnight brought new ruin to Seabright. The water swept across railroad tracks in the heart of the town to Oceap Avenue, the main street, which was flooded to the depth of two feet, and spread until parts of the village were inundated. Before the tide had reached the flood stage, 8 current was flowing through door yards and the highways {rom the ocean into the Shrewsbury River, one thousand feet away.Cotfage after cottage toppled and fell as the waters undermined their foundations.Soem of these were handsome and val uable summer residences.Situation is Alarming. So alarming was the situation that the townspeople generally, an hour after midnight, had hoats in their yards ready for use should the water encroach further. At that time the tide seemed still to be rising, but the wind was going down and shifting to the -noeth.This ctange was welcomed, as it was believed that with ! the lessened SOUGHT NEW RELIGION FROM CON- * STANTINOPLE ’ —— From the very beginning of Russian history a close connection oftes hostile, sometimes friendly, has always existed between that empire and the City of Constantinople. That great capital of the Roman Empire of the East seems to have exercised a powerful fascination upon the minds of princes and people from the time of Rurlik the Northman, the first leader of the tribe of Russians, whose name comes to us out of the misty chronicles of the ninth century down to modern times. The barbarian chieftain saw in that wonderful city something beyond price, worthy of capture for itself alone.Later princes and czars bave seen in it a centre for extended commerce and wider rule. But it was not with the thought of conquest that Viadimir, called the Great, in the latter part of the tenth century sent messengers to Constantinople. It was rather to inquire into its religion, to see if it was to be preferred to any of those whose representatives had been to him when it was reported that he was seeking « new religion in the place of the pagan worship of the god Perune. And then, so the story, partly true and partly legandry, comes to us of the adoption of the religion of the Greek Church by this warrior-chief, whose rule extended over only a small part of what we now call Russia, and whose capital was the City of Kief, on the banks of the old Borysthenes, the modern Dnieper. To command his subjects to be Christians was enough. So the priests brought from Constantineple stood on the high bank of the river and read the baptismal service while the people jumped into the water and were baptized by wholesale. Then they lashed with many stripes the wooden image of their old god and sent it floating down the stream toward the sea. From that day to this the church of Russia has continued as a branch of the Eastern, or Greek Church, The Russians soon had the Scriptures in the Slavonic tongue, a dignity unknown at that time to any of the dialects of Western Europe. The religion thus enjoined upon them was, of course, mixed with their old pagan forms of worship and exercised but little influence upon the daily lives of rulers or people; and yet some names in the long list of princes of the house of Ruri will always be remembered, suggestive as they are of love of justice and right living, The early church of Russia boasts of many prelates notable for their piety and patriotism.None.however is more celebrated than Nikon, born in 1613 and consecrated patriarch of Russia in 1652.He may be called the greatest character in the Russian hierarchy.Priests and patriarchs before him had done much for their country.More than once were the princes of Moscow encouraged by the words and blessings of a Sergius or tt ecclesipstic.By some he bas been called the Russian Chrystom.Again he has been styled the Russian Wolsey and the Russian Luther. He was the first Russian reformer. He fiunded hospitals and almshouses for orphans, widows and the aged. The Oriental seclusion af women was infringed by bis com- niand to the empress to ia church publicly by day, instead of by night, as heretofore. The baptism of the Western Church were recognized as valid by him.Boiks were multiplied.Greek and Latin were taught in the schools.Nikon himself preached in the churches, an astonishing thing in a land where preaching in any living, practical manner had not been heard for centuries.Reforms in doctrine were not so necessary ner se natural as in the West Purifics the Priests. The work of Nikon, therefore, was turned towards purifying the lives of the priests, He was severe, and at.times barbarous, ae became the nature of the man and the character of his church and country.Priests found in a state of intoxication were stripped and scourged. Those persisting in dissolute lives were sent to Siberia.Sensitive to the last degree in regard to the obsérvance of the ritual and the ceremonies of the Russian Church, his heart was open to the church and the empire of Constantinople.“I am a Russian.” said he, “snd the son of a Russian; but my faith and my religion are Grecian.” At last the hostility of the priests and the alienation of the czar, Alexis, formerly his friend,.brought about his downfall ‘and he was deposed from all his ecclesiastical functions and banished to a distant monastery.Nikon is the central Igure of the period in which he lived; of for more importance than any of the Romanoff emperors before Peter the Great. He towers mentally and spiritually above the minds of his time as he did with his majestic body, 7 feet in height, above the men around him, who shrunk into pigmies by his side.He was a resolute, active onward leader; a rough reformer; the proper forerunner of that still greater reformer who was yet in his boyhood when the struggle of Nikon with his world was ended, and his gigantic form was laid to rest in the Chapel of Melchisedeck in the Convent of the New Jerusalem.Russia, as the Rusian poet sings, was the hard snvil and Peter was its terrible hammer. The blows fell upon the State, church and social customs.Passing over at this time the political and social reforins of this strange man, brief mention must be made of the changes which he introduced into the church.Everywhere when on his teavels he madeé most careful inquiries about the different forms of religion. He heard discussions of doctrine. He attended church worship. He talked over the English Church with Bishop Burnet and Archbishop Tenison. He attended a Quaker meeting. At Dantzic he listened attentively to a Lutheran sermon. He looked at the drinking cup of Luther in Wittemberg and asked that he might cary it away, and when this was refused, dashed the cup to pieces in his anger. He sent home two vessels loaded with books on Dutch theology. He sent envoys to Rome to make inquiries about the Latin Church. As the representatives of the different faiths appeared to Vladimir of old and each hoped to win him, so the Pope, the Sorbonne, the Episcopalians of Scotland, the English nonjurors, tried to secure his ecclesiastical alliance. As regards matters of faith, however, Burnet was no doubt entirely correct when he said: “He was desirous to understand our doctrine, but he did not seem disposed to mend matters in Me +y." He had no small amount of superstition.Upon the blade of the sword that he wore at Pultava is inscribed a prayer and Her’es to You and Me some and satisfying, Postum is made of clean, hard wheat and a small percent of New New York, Jan, 3.—Stocks were depressed abruptly today, after a quiet opening, which gave no hint of the impending decline.Although various adverse influences were brought to bear upon the market, they were not of sufficient importance to explain the sudden unloading of stocks in the first .! hour, during which leading issues were sold in blocks of several thousand professional origin.Towardithe close a partial recovery was made, and a few important stocks scored net gains. The point of interest to the professional trader was the increased susceptibility of the market to bearish pressure.Such a sharp setback had not occurred since the recent advance began. The readiness with which the list responded to pressure measured the diminution in buying at the higher level, and the weakening effect on the market of a reduction in the outstanding short interest.Activities on the long side were cure tailed Ly the tightness of money at the year end period, although the bank statement gave promise of an improvement. An actual cash gain of $11,788 000 was shown, and although there was an increase in loans of over $16.000,000, reficcting operations in connection with January | payments, a gain of nearly $3,000000 in surplus was reported.A large increase in business failures and further railroad reposts for November which showed severe declines in earnings, influenced sentiment unfavorably.Bears sought to make capital from the withdrawal of the Morgan firm from various directorates, on the ground that this step, with simi- { lar action to come on the part of other large tinancial itercats, indicated a period of transition which would bring unse‘tlement in the securities- market.- The Street was inclined, however, to take the opposite view, holding that such changes were in line with the trend of the times, and ultimately would improve the position of the financial community.Bonds were under pressure.Total sales, par value, $i .United States 3's were unchanged on call on the week. All other government bonds and the.Panama issues advanced % to %.Lo OIL& Savannah, Jan.3-Turpentine, firm, ; shipments, 26; stocks, 30,632.‘ Rosin, firm; sales, 2220; receipts, 2969; shipments, 877; stocks, 171,125.shares.The selling apparensly was of | NEW VORE STÜCK MARKET.Quotations on the New York Stock Exchange, as reported through Breseau & Dupuis, by Chas, Head & Co.Telephone 1596.- - Open, High.Low.Close.Analg Cop .73 - 73 72 72% Atchison .93% .— — 934 Amloco .31% ~ — 3K Am S & Ref.6344 63% 63% 63% Am Sug Ref.107% 107% 100% 107% Am T & T .11774,41834 11744 118% Ana Cop .33% M4 3% M4 Balt 80 .92° "92% 92 92% Brook RT .8714.8714 87% 9% Can Pac Ry.208% 209% 207% 208% Ches & Ohio.60 60 594 sé Can .29% 2 28% 2 Erie .« 27% 27%.27% dost .#4 44 434 BL Gas Con .120% — — 1294 Gt No pfd .126-#26 125% 12535 Inter.Met .HWO— — 14% dopld.60 60 SOK 50% Lehigh V .148% 149 ‘148 148% National Lead 44 + — 4 Norfk & W .1024 ;- — 104 No.Pacific *.10934 109% 109% 109% N.Y.Cent.90%.91 29% 90% New Haven .76 .77 75% 76% Pennsy .109 109% 108% 109% People’s Cas.10% — — 120% Reading .168% 168% 1664 167% Rock Tsld .13 .134 12% 134 do pfd .20% 20% 19% 204 Soo Com .1254 — — 12544 Se Paul .9944 99% 94 99% So Pacific .80% 88% 88% 88% South Ry .23% 3% 23 23 dopid .76 — — 76 Third Ave .44° 44 43% 43% Union Pac .155 188° 153% 154 US Steel .58% 58% 574 57% MEW YORK CLOSING LETTER.Received over the private wire of McDougall & Cow:n, Stock Brokers, 91 St.Peter St.Queber .Tuk 246 New York, Jan.3—Under influence of N.Y.Central, Penna and other representatives of railway earnings for November, the market this morning suffered a chill.1 =, The liquidation was accompanied by heavy selling said to be for Boston bear account.: The whole market declined rapidly during first hour, Third Avenue and C.P.R.showing considerable resistance to general declining tendency.Rock Island collateral 4 per.cent bonds were notanly weak, selling down to 47%, 2 decline of 134 per cent.in the second hour tRere was cessation in selling pressure anid market rallied, and near last fight's close, with some ekceptions.a ’ N.Y.Central was ‘considerably pressed for sale in early dealings but {losed about 1 point higher than the OW.or Sales; 200,000.amenant > = 7.Bank Statement.Reserve Decrease .:.$ 761,750 Loans, increase .«.10,130,000 Specie, increase .2,666,000 L.Tenders, Increase .1406000 Deposits, increase .21,481,000 ‘63 AT.PETER STRE BREEN & GOURDEAU STOCK AND BOND BROKERS.“Telephone 188, .Private: wire connections: New York, Chicago, Montreal and Torofito Exchanges.Correspondents: Jenks, Gwynne & Co.mem! the Editor of The Quebec Chronicle, .Dear Sir: As 1 will be absent from the city when the proposed amendments to the c'ty charter will again come before tne Legislature, I consider it my duty to give the public certain explanations regarding the annexation of Little River, and the demand for a loan, made by the Provincial Exhibition Commission.I believe in giving frank snd clear explanations so that the public will understand both these questions in their true light Anenzation of Lietie River. This annexation was umsnimously considered necessary by the members of the City Council, owing te the construction of workshops at St.Malo, ard the buildings which the Federal Government have commeiiced on the Hunt property, along the Ste Claire. The contracts which are passed wif «He Federal Government for the cos- struction of the workshops at St Malo, placed us under the cbligation of annexing, not only a portion of the municipality, but the whole municipality.Besides, during the discussion on this question the Municipal Council of Little River declared that it was willing to annex, not only a portion of tte municipality, but the whole. We met about ten times, snecially for that purpose, and a bylaw, which was presented before the Quebec Council, was vigorously discussed on the first and second readings. While this work, which was published and seen by everyone, was gnirg on, no criticism ever arose, no Yiscordant voice was heard in the public with the exception of one newspaper, which.we knew in advance, was opposed to the construction of the workshops at St.Malo.If the city has for several years past revived from its apathy and if it has advanced in the path of progress, I think, that well-thinking citizens should study the question calmly.Everybody knows what St.Malo, St.Sauveur and St.Valier was ten yrars ago, and if one will cast his eves around today he will see that on all the lots vacant at that time are now built on.i Nohody need be a prophet to see that the city is bound to extend in that direction , owing to the con- stryction of the workshops at St.Malo and the other building, which the Federal Government are putting up on the Ste Claire route, and it is BC NT A intention Is to success, which in reall guished patronage. We Request You to Wait for Our January Sale which wili be the most Important we ever had.We will prove to you by the the laboring ‘and industrial classes must go.SL : By the comtract of annexation of Little River, the city assumes very little responsibility. It agrees to make improvements-only, when requiped and the biggest expense is the keeping of the roads ini: order and the lighting. As regards the introduction of the waterworks, evurybody knows that |' the city by-laws exact that the water can only be istroduced when there is at least a revestue of $ per cent.interest.It is preferable for the city tv allow that municipality to indebt itself from chree to five hundred thoy- sand dollars, as happened in the case of Limoilou and the town of Montalu, and then be obliged to annex that municipality and begin over, all the work already extended, which we bad to do in Limoilou and which we will be obligéd tu ‘do in Montcalmvitle, : Don’t you think, as 1 said before, that this questipn should be considered calmly.LL.Loan to the Provincial - Exhibition Conmpiesion. Two years ago, the city purchased this property at 4.1-2 cents (four and gne-half) a fost for the holding of permanent Exhibitions in Quebec.:: During the two years, we held exhibitions and: everybody agrees in stating that we smeceeded pretty well to commence with.Last year, the A NOBLE SEAMAN.King George’s Lord in Waiting Ships as Member of Crew.SanFrancisco, Jan.3—Signed as a member of the crew, Lord
