received my letter asking for it, but thought I had re tained it till 1 bad fixed up every thing with George McAvity, and ad- vie me to see him right away.I asked him how much McAvity wunted, and he asked me to see him or tulk- to me I guggested «ending Mr.Baxter in my place.He answered yes, and telephoned to MecAvity that | wus in his office and would wo down 10 see him, and he hoped that things could be arranged without a suit between us.I then went to the York Theatre to ses Mr.Baxter, nnd erked him to go to see McAvity will n message, which he did, and reported to me afterwards that McAvity did mot want anything to do with the dredge, and would not give sny satisfaction.When J saw Dr.Pugsley in the afternoon.and told him, ha raid : * Well, you should not have nent a to arrange the matter.and you had better sev McAvity.\u201d He also asked how much 1 owed him.Î said : * Doctor, T will pay him all Towehim when everything is settled up.Why cannot you wire the department to send my July estimates, rome &1.000, to me, and they there must be sufficient: to hold for NeAvity, rs there ought to be over $50,000 coming to me.\u2019 He said : \u2018Now, Mr.Maves.1 wnnt vou to reitle up with NeAvity, and when that is done 1 will give vou the balance.\u201d \u2018But.\u2019 | said, Doctor, will you nol find out how much I have coming to me ?Please wire to the accountant.\u201d \u2018Oh,\u2019 he waid, \u2018I have the amount at my house at Rothesay, and will bring the account in to-morrow.\u2019 1 asked how much it wan and be replied 856,000.T said, * Doctor, why not wire to Ottawa rnd SE have the July and previous crtimates, ,000, sent to me and retain the 826,000 to pay MeAvity out of * I said : \u2018It cannot be uver 98,006 or 89,000.\u201d He replied that he could nut pay me until 1 had paid MeAvity, ¥ said, \u2018 Doctor, can you, a minister of the Crown, hold my money that way?He said that he thought he could, Well, 1 said I did not think so, and asked him if he knew how much Mec Avity claimed.He eaid he would know in, the morning at JU o\u2019clock.The ollowing day, 22nd August, T again saw Dr.Pugsley at 10 am, He said he was anxious that I shouid see Mo- Avity and fix up matters right away and that he did not wish to \u201cave the affair in the courts.He asked me if I would state whether 1 awed him, McAvity, or not.I asked him #f Me- Avity stated how much he claimed I owed him.He replied, \u2018 No.' Ife then ave me the account, whick he brought rom Ottawn, showing the Government owed me 256,591.63.He then propue- ed, asking me to take his advice, to give me 450.000 on account and pay McAvity, exchanging receints and avoiding the courts, or for me to sre McAvity or he would send for Me- Avity.I said 1 would agree to send for him if 1 could have Mr.Baxter there.To this he demurred.1 then asked him to arrange to have Mr.Me- Keown appointed to investigate na a referee claims that T have for boulders and other things.He said that he could do that, but could not consider any conditions regarding the purchare of the dredge, although he thought very favorably of buving her.T said 1 thought that as T had been used ro badly by kis officials that I should insist on the purchase of the dredge.Ho asked me \u2018How.\u2019 \u2018Well,\u2019 I anid, * Doctor, 1 wrote vou twice nearly two months ago and also told you at Ottawa over three montha ago and you have not anxwerad me\u2018 He said \u2018he was busy.1 said they have not given proper measurement of scows, have not allowed for houlders taken away, rome 30.000 vards out of the one-half of the 400 féet extension, which is roft digging at 90 cents per vard, and when the contract for diguing the Core was given me it stated 5,200 yards in place (I showed hin, the cone tract with plan attached) of 12,000 yards in ncows.and it proved out only 2.000 vards.An I Lad been used so badly I felt that the department would not give me any more work and T have given me by your officials, \u2018 that I wish to rettle up and set clear of the dredge and make a clean awesp.\u2019 He replied that be thought more favorable of the purchase of her, but he could not see hin way clear to have that in the conditions.He said if I would make up a claim by Monday he would take it with him to Ottawa and would place it before the Cahinet on Tuesday and the balance of my contract, in consequence, as you stated to me, of Mr.George Mc- Avity, having wired you that I owe him some money.I do not think that this is a consistent position for you to take.Mr.McAvity's bills against me are a personal matter and are different entirely from anything between the Government and myself.I consider that I have overpaid Mr.McAvity to a very large amount.He proposed to have certain conditions carried out by which I would obtain more dredging work and would receive fairer and more equitable treatment from the officials of the department.He has utterly failed in this, and I propose now to force my rights by bringing suit against him to recover You are perfectly aware that Mr.McAvity's claim against me is for percentages on my contracts with your department in consideration of his services in helping me to get a contract and his promise that he would do all in his power to assist me to get others.Knowing this as you do, I cannot understand why you should use your position to hold up the man who has eamed the money that a middleman may exact his satisfaction.I will, therefore, thank you to have the balance of my account, $56,591.63, remitted sought to expose.THE PUGSLEY CHARGES.We publish elsewhere the comments of the Montreal Gazette on the Mayes- Pugsley case ax it appeared after hearing both sides of the case.Since then fresh affidavits have appeared which do not materially alter its first aspect, though they strengthen the position of Mr.Mayes against Mr.Pugsley.We may at once say that a Minister of the Crown has never before been shown up to the public in ro dincreditable a light.We may pass over the reception of 132,000 from Nr.Mayes by Mr.Pugsley, which he admits, and expluins by saying that it was for legal services, That may be all innocent cnough, though it must be admitted that the amount was, on the face of it, a rather large one, and there is no explanation of the nature of the services rendered by Mr.Pugsley to a contractor with the Dominion Govern: mont.Mr.Pugeley admits also that Mayes came io him about a dredging contract and that he sent him to Mr.McAvity.Bo far there need be no dispute about the facta, Bdt Mr.Mayes\u2019 latest affidavit goes further and reveals an unaccountable interest taken by Mr.Pugsley in Mr.McAvitty.Mr.McAvitty seems to have had nothing to do with the dredging operations in question beyond drawing his money.He was supported to have some influence at Ottawa, and in order to secure that influence Mr.Mayes increased his estimate of the cost of dredging from 50 cents per yard to 55 cents, the extra five cents going to Mr.McAvitty for bis \u201cinfluence.\u201d It is to be noted also that this intermediary was wug- gested to, or rather pressed upon, Mr.Mayes by Mr.Pugsley.In other words, Mr.Pugsley, virtually told Mr.Mayes that, if he wished to eecure the contract with the Dominion Government, he must in the trst place make sure of Mr.McAvitty and come to terms with him.Those terms were a rake-ofl of five cents on the yard of the dredging contract, and they necessitated the payment by the country of so much more than it would otherwise have paid.Surely this is disgraceful enough.That a Minister of the Crown should lend himnell in this manner to such a robbery of the country, should be sul ficient to drive him not merely from the Cabinet, hut from political life altogether.But the later affidavit of Mr.Mayes reveals the Minister in an even more disgraceful light.His prime solicitude all throngh appears to be that Mr, MecAvitly, who did none of the actual work of the dredging, who did not put a cent into it, and who had nothing further to do with it than using hin \u201cinfluence\u201d towards the sscuring of the contract, should have the price agreed on lor hi icen.He holds back the money Ottawa for the work done until Nr, Mo Avitty gets hin rake-off.Why wae Nr.Pugsley so tender,y concerned for Mr.MeAvitty ?Mr.Pugaley's denisls and on the ine.Major Hodgins charred over-pay- ments, snd Mr.H.A.Woods, CE.who looks alter the interests of the Grand \u2018Trunk, vonfirmed his accusation.Said Mr.Woods, in a letter to the Government : \u201cIn nearly every case where the cut.tinge were not entirely all ledge tke estimate given for solid rock is dou ble, or more than double, what it should be.\u201cThess over-classifications are not made through error of judgment, nor upon the decision of the resident or division engineers, who are fully acquainted with the work, but by arbitrary orders from their superiors.\u201d One of the many cases mentioned in Mr.Woods\u2019 letter illustrates the nys- tem.He says that at stations 6030 to 6046 95,000 vards of cutting have been paid for thux :\u201438,000 as rock, 9,500 na loose rock, and 47,500 as sand, when 80,000 yards were \u2018\u201c pure sand\u201d and only 15,000 rock, What the Government paid was this : 38,000 yards of rock at $1.50.857,000 9,500 yards loose rocjg at 80c.4,750 permit Laurier to finish this work ?even carried the war into Africa by claiming that the present exposure is a case w' blackmail by the contractor.That is a personal matter with which the public has little or nothing to do.What à interesting to the public is that a Minister of the Crown was not only cognizant of the scheme to make the public pay some thirty-five thousand dollars more than was absolutely necessary to get the work done, but withheld the Government money from the man who did the work until the rake-off was paid to hie protege.These are the naked facts set befors the people, which admit of neither explanation nor qualification, and it remains to be seen what action Sir Wilfrid Laurier will take upon them.The offence is too flagrant to admit \u2018ol resignation ; if Sir Wilfrid Laurier is in earnest in his professions of hon: esty and care for the public, ks can do nothing else but dismisa the Minjeter who has deliberately lent himsell to the robbery of the Treasury.He cannot say now that no charge has been made against a member of his Cabinet, or that that charge has not been sufficiently proved.THE MAYES CHARGES.Mr.Pugsley, Minister of Public Works, has replied to one part of the charges made by Mr.Gershon 8.Mayes in connection with the St.John dredging contract.He says he acted as solicitor for Mr.Mayes, and that it was in his quality as solicitor that he received the note for $3,000 about which much was sid in the affidavit.This may be ledt for the time being, without saying more than that solicitors seem to get good sized fees at St.John.The payment to Mr, Pugsley, who was not at the time a member of the Laurier Government, was not the serious part of the al- tegations in Mr.Mayes\u2019 affidavit.What concerns the public of Canada is the payment of over $35,933 to Mr.George McAvitty, and the rearon given therefor.The fects as set out in the affidavit are easily understood.Mr, Mayes was a tenderer for certain dredging at 8t.John\u2014the only one, it appears.The price hs asked for the main part of the work was fifty cents a yard.There was delay in awarding the contract.Mr.Mayes spoke of the matter to Mr.Pugsley and was advised to see Mr.MeAvitty.Asa result of action on this advice, Mr.Mayes went to Ottawa with Mr.MeAvitty, saw Mr.Hyman, Minister of Public Works, and got the con- teact, after raising the figure of his tender to B85 cents a yard and with Mer.McAvitty signing the following \\ 3 \u201cAnd whereas, the sald George Mec- Avitty is interested in the eaid contract with the said Greshon 8.Mayen, and
