Ottawa, August 18\u2014Mr.Borden, in a magnificent spesch to-day, laid down the Conservative railway policy, which includes the extension of the Intercolonial, to Georgian Bay, and the Nationalization of a wection of the C.P.R., which will join the western roads with those of the east.He was cheer od luetily as he made point after print, He referred to the remerks by r.Sifton in, which he argued that the people in the Maritime Proninces were spiritless and weak, or they would have built a railway into the heart of New Brunswick long ago.Ihe Minister of the Interior should\u201d ai sl) men be the last to make auch an argument.His own departwent had been criticized, and criticised in the atrongest language by the Halifax Chronicle, which is owned by promin- mt Liberals in Nova Scotia.He said of Mr.Russell's speech that ahout hall of it consisted of a personal attack on Mr.Hughes, while the other half was made up of slighting remarks askdress- ed to his late leader, Mr.Blair, and he had the courage of hi» convictions, and \u201cstepped out.Carefully thought out, the attitude of the Gov ernment on May 19th was to have the whole transportation question investi gated.He wanted to know what made the \u2018Government change that po licy in June.On May 19th thin question was one which required great deli beration, and on July 30th, in a wild ly excited manner, the Premior de country.What was this orisie ?Wax there anything about honding privi on July 30th that did not ex ist on May Mth?Perhaps the Mims ter of the Interior, who returned to Canada about the time.brought the crisis with him.There was no use in mincing words.There wax no crisis.The Premier came down to the House ongJuly 30th knowing that there was no crisis with the hogey of which be endeavored to stampede the coun: try and a 1 to a sentiment which he evidently liked better now than formerly, when he declared that the American dollar was better than the British shilling.He raid before, and he repeated, Hat we are not at the mercy of the United States, that we ean do as well without the honding privileges an they can, and that we can work out our destins and develop our resources in this Dominion of Canada even if they shoukl ~ fit to repeal this honding privilege.Mr.Borden remarked how oppo Nr.Sitton'a views were to those of Sir Wil frid.The Premier wanted apparentiy to divert trade to Canadian channels, H.B while Mr.Sifton pictured the horror and dismay which would overtake Caaadian railwayw if the trade now going to Portland should be diverted to the J.LC.R.He said that no duplication of railways was proposed between Moncton and St, John, and Moncton and Halifax; the only duplication was to take place between Levin and Moncton.Mr.Fielding disoussed this proposition on the basis that Moncton should be equipped ax an ocean port.Mr.Borden did not know that Moneton bad laid a claim to become an ocean port, but if so the member for Cumberland should put in a claim for Apsherst, and the member for Col chester whould put in a similar plea for.Truro.He said he was willing to justify bin position regarding the extension to Moncton before the people of the Maritime Provinces.Any scheme that would give Halifax and St.John a better fighting chance for western traffic he would support.But he would not support the policy by which the Government will construet a road between | Levis and Moncton, and then hand it over to the Grand Trunk Pacific.That road should be made part of the people's railway, and he was prepared to say so to the people of the Maritime Provinces.ln route could be found which would af.lord competition with the Intercolonial why.asked Mr.Borden, should it he handed over to another company to dextroy the Intercolonial?Build a railway if it will give Nova Scotia and New Brunswick a better fighting \u201chance for the trade of the Wet, but when you build it, keep it for the pro- nle of Canada (cheers), and make it part of a railway which one day, Me.Borden said, he hoped to see extended «till further West.If that line is built, it should be kept pnd retained ss part of the In isd.The Min- [ister of the lmtevior amd the Misister ef Finance both referred to the paral leling of the Intercolomial.Assuming that the l'ne means \u2018paralleling, that it means a better line, is it better to have the Intercolonial parallel itecll, or to divert that parallel line to a company competing with the people's railway ?So far as grain was concerned, Mr.Borden declared that the covenant that unrouted traffic should go through Canadian | ports shoply amounted to nothing at all.\u201cI want to, say to this house, and to the pro- ple of this country that it is my solemn conviction that the only way to send Canadian trafic through Canadian channels and through Canadian ocean ports is to make that mode of transportation at leant as economical as expeditious and as advantageous to shippers in Canada ax auy other means, of transportation.\u201d Wheat was being carried from Fort William via Depot Harbor for 32 cents per bushel.Could an alt rail route compete with such prices when it comes into conflict with vessels carrying = 300,000 bushels cach 3 Moreover, hg had heen informed that if clevatoru were provided at Port Colborne, wheat could be whipped from Fort, William to Montreal at 3 cents per bushel.The report of the Inter-State Commerce (om missions showed that in 1897 the average rate from Chicago to New York was 11,44 cents by rail and by lake and canab 4.53 centr.In 188 the all rail charges between Chicago and New York was 9.5 cents per bushel for corn, and by lake and rail 3.81 conte.The charge en wheat wax, all rail 12 cents, lake and rail, 4.15 cents.\u2018Thin veine authority estimated the difference in the cont of transportation en the amount of grain supplied in 1898 in comparing all-rail with luko and rail, EY.\u2014 would.be about $25,000,000.Mr, Borden said.that the transportation problem was one of vast importance to this country, and 1b seemed to him that any Government undertaking to deal with the question intelligently and rationally ought to have had in view the following objects : First, to secure the lowest ible rate for transportation, and consequently we.cure transportation of Canadian products through Canadian channels.Second, to promote trade between the rest divisions of our country, the last with ite great industrial future, its vant resources, field, forest, mines and ovean; and the West with its vast plains capable of supplying not only the Empire, but the world, and beyond it æ province with ita great quineral and other resources.Third, To develop and use for that purpose that great national highway, the Intercoonisl Railway, on which we have ox- pended some seventy willisns, our great inland canals and water ways, upon which we have expended quite as much; and it is not posible to ignore this vast expenditure smountin to perhaps one hundred and fifty pi lion dollars, w we are considering what we will do in regard to transportation in future.4, To promote the development of our country\u2019, by encouraging colunization and settlement in districts suitable for that purpose.5.To firmly insist that any assistance iven to the construction vf railwaye shall Le amply compensest ed for by equivalent advantages se cured to the people of the
