system of Quebec.Rosewater reports from chiefs, at the cloee of municipal years, complimentary all round, do not cover the ground.The present chairman of the Committee, Councillor Owen Murphy, is the rignt man in the right place, and we trust he will see the force of these remarks.We have before called attention to the Firo Brigade.We consider the men insufficiently paid.They hardly receive enough to keep body and soul together, yet they are expected to furnish themselves with working clothing.It is time that the Corporation saw the neces sity of providing for the most important servants of the city, articles necessary to the proper performance of their duty, as necessary as the apparatus of their department.Working uniforms will cost money, not a great deal, bnt the citizens would rather see the money spent in this way than in any another we could mention.THE FIRE DEPARTMENT.The Fire Committee of the Montreal corporation, in reporting on the state ot the force, and the circumstances connected with the fire by which St.Patrick\u2019s Hall was destroyed, make some observa tien* which we consider very sensible, and applicable to the Quebec Fire Department as well as that of Montreal.The charge of drunkenness against the Brigade generally, is not borne out by the evidence.In only one instance was actual intoxication witnessed.The Committee recommend that for the future no man be permitted to introduce into the station any intoxicating liquor under pain of dismissal.The subject of discipline and drill is taken up.The Committee approve of a suggestion offered that a regular system of drill should be adopted by which the men of the Brigade may be made thoroughly familiar with the working and oandling of hose, lad ders, hydrants, reels, and other apparatus.Such a system, ef | periodical drill would have the effect of developing the physical strength and vigor of firemen, and of increasing their efficiency.We would Hke to see the Fire Committee of Quebec taking into considéra lien the ad-visibility of providing rules for periodical drills, by which the men could be always kept in training for the work they have to perform.Another valuable auggea-tion.is made M It often occurs at firee that firemen are at a loss to know how to reach the interior of buildings on fire, and valuable time is sometimes lost on that amount.To remedy this evil, it is suggested that every now and thenf Jae chief guardians aad the men composing the Salvage Corps, should (with the consent of the occupants, which will no doubt be readily given) visit the interior of the principal and moat valuable buildings in their respective districts, so as to make themselves familiar with the distribution and means of ingress and egress thereof, and thus ensure a speedy introduction of the men into such buildings in case they ahodki take fire.\u201d It is further suggested that the permanent staff of both the Water aad Road Departments should be organised into a reserve, to be called ont only on the occasion of large flrefe and upon the sounding of a given alarm, and wit* that a proper understanding be arrived at with the Chief of Police with reference to the duties to be performed by policemen at fires.The Committee recommend that the number of firemen should be increased to fifty.The Corporation, it is suggested, should obtain the necessary power \u201cto compel proprietors and architects who are about to erect new buildings of large dimensions and over three stories high, to de-^ posit in the office of the Inspector of Buildings a copy of the plan and sections of such buildings, that the same may be referred to aad examined by the Fire Department.In fact, this precautionary ureeanr» is so obviously in the interest of the proprietors themselves, that it may be presumed they will voluntarily come forward and furnish plans, not only of intended buildings but of structures already erected of the nature and for the purposes above adverted to.\u201d With regard to the water supply, the report says : 'The construction of tanks in the business pert of the city has also engaged the attention of your Committee, and they are of opinion theta certain number of these tanks, where a constant supply of water could be had, to supply the steam fire engines in case of need, would prove to be of great advantage, especially in case of scarcity of water from the hydrants.\u201d We would press upon the Fire Committee of our Corporation the propriety of studying the importxfifc points of this report.AJciowïedge of the interior and means of ingress and egress, __fwm Targe public and private buildings, stares and warehouses, is something which should he reger^ed as mdiapensa-bl«s'.Drill aad discipline cannot be overlooked.While most of the men of the Quebee Brigade are competent and active, periodical exercises would increase the standard of excellence and efficiency of the Force.Heretofore we have had the Montreal Brigade lauded to the skies as a model of efficiency, but their discipline was for mere outward show, and the gratification of the vanity of municipal A Pair of stride*.Recently, at the Syracuse House, I break-tested with a- pair of brides and a pair of bridegrooms\u2014a sort of bridal quartette.They were from Cortland, I think, in the country.I knew they were just married from a variety of reasons.First, when they alighted from the omnibus to enter the hotel, both yonng ladies took the arms of the gentlemen, who said, \u201cDear, let me carry yonr satchel.\u201d Just behind them came some old married people.I knew they had been married some time, for the men bounded out-, starting, luggage in hand, straight for the hotel, leaving their wives with small satchels to follow single file behind them.At break-test the brides appeared in bridal lavender\u2014 lavender dresses, lavender hats with lavender strings and lavender gloves.If ever I get married, Mrs.Parkins shall wear (If she pleases) a suit of plain black, and then we can enjoy onr honeymoon in peace.1 The young husbands both wore broadcloth suits aad Mack slouch hats.Both wore paper collars and cuffs, and one wore a paper shirt bosom.Alas I what a shock such deception must be to a young aud guileless wife I Why, in my opinion a paper collar is more indicative of a real shirt than a clothes line ! At breakfast these yonng husbands didn\u2019t help themselves first whan they sat down at the table, bnt they torned to the brides in lavender, and said lovingly, \u201c Have a roll, dear ?\" They pat some butter on the lavender brides\u2019 plates and they looked up and said, \u201c Thank you dear,\" with a smile too happy to describe.When breakfast was over, one of the yonng husbands smiled sweetly and said\u2014 \u201cNow, darling, can\u2019t I smoke jnsfc once\u2014 you know you said I might ?\" \u201cYes, Charley, just once.\u201d And the two bri Jes stood and looked vacantly out of the window tiH their sweethearts came back.When the old married people sat down there was a different scene The old fellows scoped in their beefsteak and sausage, never looking up to know how their wives were getting along, and when they got up they shuffled off into the reading room, aud loaded up their mereschanm pipes with the strong best cavaadish.Then they talked politics, expectorating on the store, and around the sine stove mat, without once thinking of their poor wives, who were left to am ose themselves in neighborhood chat.The Hawaiian Kingdom.Late advices from Honolulu state that the plantation owners are busily engaged in gathering in the season\u2019s sugar, and the yield is expected to be a large one.On account of the low prices ruling at San Francisco, it is probable that the growers will endeavor to increase their profits by seeking a market for their sugar in New Zealand and Australia.Ixrte news from that quarter is favorable.There is also considerable reciprocity and annexation talk on the part of the leading mer chants of the kingdom, and an attempt is being made to revive the old agitation, averring that it is the only measure in which there is salvation for the commerce of the country.A few speak out boldly for annexation to the United States, while all who receive government patronage or are hopeful of doing so, are stoutly opposed to any such change.The natives are against annexation.They, how.ever, have no views or opinions of their own, bat simply reflect those of foreigners.The foreign population are divided in their wishes, some contending for annexation and others opposing it.Looking at the question from a disinterested stand-point, there can scarcely be two opinions as to what measure would conduce to the general good.The Hawaiian islands, says a correspondent, are at the present time in a neglected and luD^tushingcon dition.Here we have a magnificent climate and a country rich in agricultural resources unoccupied and uncultivated.Thu eutire population of the islands docs not exceed 50,-000, while ten or fifteen times that number would not be too many for the resources of the country ; moreover, the native population is decreasing at the rate of nearly 1000 annually.At the present rate of decline, forty or fifty years hence scarcely a dozen Kanakas will be found on the Sandwich islands.This effect is brought about by a multiplicity of causes.The great desideratum of the country is population and skilled labor, and, as there is no hope of either of these from internal sources, it must come from beyond the sea.DYSPEPSIA IS A HYDRA-HKADttD MONSTER, from which nearly a'l Tremont Street, Boston, OoL 7 1871.' The Parliament has now been long enough in session to warrant a brief review of its proceedings, and some reflections respecting the conduct of the great parties now wrestling for the supremacy.It may be that any views on these or Cognate subjects may appear, at this early stage of the session, superficial or premature, hut no one can be expected to go deeper than the line of his experience permits, or, to form very positive estimates of a campaign whose opening skirmishes, only, have been fought.To begin at the natural point of the subject, everybody came to Ottawa with the expectation that the session would prove tha most important, in all respects, with which we have hitherto been acquainted.The public, as well, held this opinion, which has been justified by what has taken place up to this time.In review tag the composition of the Commons, the observer of preceding years could not fail to be struck with the changes in its personnel.Quebec district, alone, was re presented by many new feces, several ot the old being conspicuous by their absence.We missed Messrs.Irvine, Simard, Brousseau, Chauveau, Beaubien and othenjand of the more Western members, \u2018 Sir Geo.Cartier, Messrs.Workman, Mac-dougall, lately of Lanark, Walsh, and many Ctore.Indeed about 80 faces apppears for the first time, the changes affecting ail pA*'t* of the Dominion.Mr.Jones, of Halifax, a leading Opposition member, has been supplanted by Mr.Tobin, a Ministerialist, who moved the address, and is, apparently, a matt of ability.We have lost the only man m the Mouse who was an Annexationist, or who had the courage to avow his real sentiments* Mr.Carmichael, of Nova Scotia.On the ether hand, emphatic or blatant loyalists have come in, including Mr.Palmer, of St.John\u2019s, Dodge, of North York, a \u2018 lately naturalist Canadian, of American birth, and such Oppositionists as Patterson, of Brant- It was amusing to hear the maudlin professions of Loyalty utter ed by Messrs.Palmer and Dodge, and then* ridiculously, earnest deprecations of colonial independence.One would hare thought tins question had been mentioned in the Speech from the Throne, whereas not a word was said on the subject.It was simply dragged into the debate, to supply a theme for ultra-loyal; subject of the new House, it seems verydiflerent in more than ene respect from the old.Its elements are more varied\u2014there is a greater diversity of talent\u2014a larger number of men who can speak with effect and a moral general desire to make the osmtorical mark.There is also observa-ma, to parties not carried away by preju-diee, a rehix-ition of party discipline, ride by side with, or springing from a krger independent element than previous» jr visible.This change has been on more than one occasion anticipated by the CauancLM, aa one of the result!* probable from the operation of the various influences on the public mind.It would require more space than this letter will permit, to analyze or describe those J'ac-toea of the present reault.The enlarge ment of the nation, the gathering together of diverse races, and dissimilar communities, the development of the press and independent public opinion\u2014these and kindred movements co operate in producing result* of this kind.As the isr is given to ambition, new men pre-xt themselves to the public, untried ^ and energies are called into ex-d.sre often preferred to those of I well-worn actors on the political stage.The latter decline with years, \" sometimes hastening their fell by blund-.er* sed nusdeeda.Under such circum-i the exaggerated personal power ie«ce of a few men diminishes and disappears.A distribution wet among a larger number suc-monopoly, the sphere of action permanently widened, and the crowd of competitors for fame and authority greatly enlarged.We have now a host of young and middle-aged men in the lists, struggling for the prizes of political life.The old champions like Car-tier, Brown, Howe, Galt, Hincks and Sir John Macdonald are passing away, or likely to be supplanted soon by a younger and more vigorous race.Certainly it must be admitted that among the candidates for distinction to-day, including those known and little known in the House of Commons, are men of good ability\u2014and a few, like Blake\u2014of commanding talent.We have, at least, the mental capital necessary for our national co-partnership.I might further analyse the material of the House, and show that it might have been better, as far as the ability of not a few of the members is concerned.What prevented this result?In a general way I answer, poverty on the part of some of the aspirants, personal jealousy in various quarters official and private, and\" a desire on the part of certain influential politicians to secure in Parliament the obedient, plastic sort of material which either lacks the thinking machine, or quietly dispenses with it at the back of a superior.This economises mental action, and supplies the docile follower.But what has been the effect of this policy of the leaders?In not a few cases, the men, who would not be snuffed out and the people averse to electing passive instruments or animated logs, took the matter into their own hands, and secured the election of rational animals, who will certainly ex-esoise the minds they possess.Thus, while party tradition# will be respected in the retention of old names, we shall see more independent action this Parliament, I think, than we have been lately accustomed to.There are men in Parliament who owe no fevours to either party, and who have the spirit to resist the attempts of either, should such be made, to drag them through the mire of error or dishonesty.As respects the Government party, there are influences apart from natural or individual feeling, to affect their standing and prospects.As all Governments grow old their sins and errors accumulate, making enemies accordingly.The olaims upon them increase, all or even a considerable number of which it is impossible to meet, while for every favour or reward bestowed, a dozen enemies or indifferent friends are made.With regard to the preaept Government, whether its retirement would be a benefit to the country or not, the fact of its recent ma terial loss of strength cannot for an instant be denied.True, the Government may conduct the public business in a way to regain strength\u2014a feat one might believe within the skill of such a practiced and clever politician as Sir John Macdonald ; time will show whether this will be the case or not» Meantime, however, it would be fbolish to shut one\u2019s eyes to the fact that the Government might easily lose even their present majority by incapacity or misconduct.They may gain this session by the blunders of their adversaries, but it would be perilous to count muen upon such a contingency.from the Government the concession of a strip of ground for the widening of the Grande Allee.Councillor M.A.Hearn, when the subject of private property abutting on his strip was brought up in discussion, chose to launch a deliberate insult at the proprietor of Kincardine Place, whom he oelieved to be absent, stating that if Mr.Joseph never came back the city would be no loser.Now, we are not Mr.Joseph\u2019s champion, but we must say that such conduct as this is highly reprehensible.Councillor Hearn, or any otner Councillor, has no right to come into the City Council and deliberately insult citizens of Quebec, of the highest standing.The President of the Quebec Board of Trade is fortunately a man who can look down upon such petty spite.The dignity ot the Council should be uphold, and we are surprised to learn that Councillor Hearn\u2019s conduct went unrebuked.We are in a position to state that Mr.Hector Fabre\u2019s complaint against the English speaking merchants and cove-owners, is unfounded.No orders have been given by these gentlemen to their employees to vote for Mr.Caron, on pain of dismissal.Somebody lias evidently been imposing upon Mr.Fabre.He may rest assured that he will obtain from all parties fair play ; a fair field and no favor.The quality of the British people, fairness, will be exhibited in his regard as fully as it ever lias been.There will be neither coercion or intimidation ; the Conservative candidates are before the constituency on their merits, and on their merits alone do they seek election.THE HEALTH BY-LAWS.This is the season of the year when particular attention should be paid to sanitary regulations, when the melting snow exposes the crop of foul matter of the winter\u2019s gathering.Alderman Hearn, in the City Council on Friday night, called attention to the disgraceful state of the winter roads jn many p*r|8' of the city, especially the slips leading from Champlain street to the river.People are allowed to deposit their snow and filth in all manner of places, even on the public highway, with perfect immunity from police restriction.The police seem to think they have no business whatever to interfere with residents in the exercise ot this assumed right to defile the streets and poison the air.It js time that this duty of the police, of putting in operation the moat important by-laws on the statute book, were performed.We have more than once been called upon to complain of the carelessness in this regard, and we that an early commencement will be made, The force is not merely intended as a semi-military one ;
