at tbe late Election, although legally dlsqunli- ' Oed to represent you, will again present himself, I beg respectfully to solicit your support for the honor of representing STADACONA DIVISION in the Legislative Council of Canada.I am no stranger to you ; having reeMed within tbe limits of tbe Division from my infancy, having been educated, aud imbibed ray earliest inspirations of patriotism, and acquir ed all I possess among you,—omy I not fairly be classed as one of you,— as one of tbe permanent inhabitants of the country.These circumstances bare enabled me to understand and appreciate the genius of our Institutions, our common language and our laws; without the prejudices that the combined infiuences of race and tradition are apt to beget.In the most important public events of the past quarter of a century, I have felt a deep interest and taken an active part, following such on independent course as to merit your confidence In politics, I am constitutionally progressive, liberal, and independent ; not a party mao, but the steady advocate of meatures and not men ; and, if I have the good fortune to secure your suffrages, and become the representative of your choice, it will lie orj perfectly independent ground.If elected by the Division, I should not, however, consider myself elected for the Division alone, or for any particular class; but, would act and vote on general and liberal principles.Among important measures of a special character I would support Seperate Schools so long as religious teaching forms a portion of Elementary Education.I would apply ray energies to such a system of sanatory law or protection, as would in my opinion, most benefit the whole Province with tbe least possible restriction to trade and commerce I would also vote for a reduction of the tariff, that in some cases presses so heavily, us soon as the financial condition of the country would permit it.Among subjects of paramount importance of a local nature, to which I pledge myself to give my unceasing attention, are ; to make this city what nature designed it to be, viz : the terminus of Transatlantic Steam Navigation; and, by increasing the size and speed of our Steamers to that of the best class of Ocean Steamships, to make the passage in two days less than at present, and thus secure the whole passenger and carrying trade of the west instead of only a portion,—to obtain a ivintrr ocean terminus on the lower St Lawrence, and a railroad terminus tn this city, by a bridge at Cap-Rouge or otherwise; making Quebec the real Sea-port instead of & mere outport to Point Levi.The last but most important subject, to which I will lillabc, that will claim my attention and support, is one that I have long ad- [ vocated :—the grand and mighty' scheme of Federation of the British North American Provinces.This measure is calculated to develops the trade aud boundless resources of , this country more than any other, and form a set of disjointed, weak, and unconnected Pro- ; viooes lu to a powerful and trotted country,— ' A British American Confederation —a Canadian Nation.Besides the commercial and I political advantages of this scheme, Quebec -presents the two local advantages ot centrality i and strength, which eminently lit it for the capital city of a Federation ; and that, without breaking faith or disturbing previous arrange, raents, or compromising ou:r beloved Sovereign by repudiating her gracious decision in favor of Ottawa as the Capital of United Canada.I have the honor to be, Gentlemen, Your devoted obedient servant, POST OFFICE.Qcrrro, De'*.17, I860.Arrival and Departure of the Mails at Quebec.8f ÇSgsgçgf g § ?- *3 n *K1tK*!l*t* git MUZZ X Z j* | os < *:E £ < a » r- - 5 B 3 HÔS.C ^ ^ ; to collect materials to corrupt the electors ot that county, as thev partially did at th* general election ; and to place a creature of their own in tbe office of sheriff and returning officer.All has been of uo avatl.They have been signally beaten.The County upon which Mr.William Young boasted to the Colonial Secretary that be had thrown himself and had been returned at the head of the poll, lias shown iis appreciation of bis perjury in il»* House, last session ; of his elevation to the bench ; andol the general conduct ot the Government of which be lately was, and still practically i?, a member ; by scornfully rejectiug tbe Government candidate who solicited their suffrages It is found that Mr.Duukin, the opposition Candidate, has a majority over him of 200 This result has been attained too by the perfectly free and unassisted action of tbe County itself, and in defiance of every possible exertion of tbe Government to produce an op-poste result.Money from lire Ministerial coffers hid been plentifully poured into Cumberland to corrupt tbe electors.for weeks past, Mr.Howe, the leader of the Goverumeut himsell, has becu making a disgraceful spectacle o! hiaiselt by slumping the county Mr McCully it was wisely supposed, would not better the cause by making a personal appearance there ; and be must also know that the cargo should have been stowed in that part tbe ship which had tbe greater strength and Dreudth below lo support tbe weight from above.Ms.Fry says, secondly, it would be injurious to the trade of the port if stevedores were to be a board oi examiners.Mr.Fry should take a wider field for his letter writing propensities, and tell the people of Lnglaud, Ireland and dcotland, that ship-masters should not be a board of examiners for tbe purpose of grantiog certificates to mates and master.Mr.Fry thinks it very bard that persons wishing to become stevedores should be bound to serve au apprenticeship ;
