Been Made\u2014^London Papers Give Much Promi-ii nence to the Proposed Conference\u2014U.S.Ambassador I Expected to Make Statement Regarding President Harding\u2019s Proposal in British House Today.v\t(Associated Press Despatch) WASHINGTON, July 11.\u2014The course of the United States was definitely set today toward two goals of international importance, limitation of armament and solution of problems involving the Pacific and Far East.President Harding, it was revealed in a State Department announcement published today, has approached with informal but definite inquiries the Governments of Great Britain, France, Italy and Japan to ascertain whether it would be agreeable * to these nations to participate in a conference to be held in Washington at an arranged upon date for the discussion of armament limitation.He has furthermore suggested to the nations interested in the problems of the Pacific and Far East that there be undertaken in connection with the armament conference, \u201cthe consideration of all matters bearing upon their solution with a view to reaching a common understanding with respect to principles and policies in the Far East.The State Department announcement said that if the proposal for a limitation of armament conference was found acceptable, formal invitations for the conference would be issued.Whether any responses to the inquiries directed to the Allied and associated powers have been received by the President was not indicated in the Department\u2019s announcement.For that reason great popular interest was attached to the statement by Lloyd George, the British Premier, promised for today, and which London advices have indicated would touch upon the matters initiated by Mr.Harding.WILL BE PROMPTLY ACCEPTED BY GREAT BRITAIN.(Associated Press Despatch) LONDON, July 11.\u2014In an editorial, this morning, on the disarmament question, the London Times says there can be no doubt that President Harding\u2019s conference proposal \u201cwill be gladly and promptly accepted by the British Government, with the full concurrence of the Dominions, in the same spirit in which it has been made.\u201d The paper urges caution and perspicacity in the preparation of the agenda for the conference, and in the preliminary negotiations of agreed solutions to every principal point on the agenda, declaring: \u201cOnly when such solution® have been found, should a conference be formally convoked, otherwise it may fail, and its failure might well be a prelude to disaster.But even prudence and careful respect for legitimate susceptibilities, given an entire subordination of personalities and personal ambitions to the great object in view, it may and should succeed, to the weal of the natisns represented and the lasting benefit of humanity at large.\u201d In this connection the Times says: \u2018The course of the peace conference at Paris may in some respects, aerve as a warning and a deterrent.\u201d Alluding to President Harding\u2019s statement as a \u201cmomentous and timely\u201d one, the paper declares it opens a new and hopefully fruitful phase of the Pacific problem, adding: \u201cThe task of the proposed conference will be as delicôte and, unless discerningly approached, as dangerous, as any that any conference ever essayed to discharge.Not even the peace DTsraeli for a trip with a number of friends.The party numbering about ten, went down to the lake to cool off and Grégoire, who was unable to swim, went beyond his depth and before his companions actually realized that he was in difficulties, he went under for the second time.Friends immediately went to his assistance but in spite of determined efforts, it was found impossible to revive him and another drowning fatality was.recorded.A coroner\u2019s inquest will probably be held today.first historical significance, adding that the President\u2019s earnestness of purpose and breadth of vision will be received with the warmest tribute.The Daily Express declares : \u201cIt is a bright augury for the peace of the whole wmrld that the President has now dissolved the fog of mystery which hung over the question of international disarmament.This country will gladly respond to the call.\u201d (Associated Press Despatch) OTTAWA, July Hi\u2014Husband and wife died bravely together here last night in an effort to save their j nine-months-old baby from the waters of the Ottawa River.The tra-'gedy occurred when Mrs.Anna Tre-pannier, mother of the child, who was bathing the infant in the river, temporarily lost her grip on the ; child\u2019s arm, and the current of the Ottawa, which is particularly strong in the district, carried it out of reach.The woman immediately , plunged, fully clothed, after her child, but she sank almost immediately.Her husband, Rock Trepannier, attracted by her screams, also attempted a rescue of his two loved ones, but he too fall a victim to the current and was carried under.The child In the meantime had been rescued by Noel Cause, a civil servant, who courageously dived j from a canoe and succeeded in swimming with it to shore.The accident occurred on the Ottawa River near Seguin\u2019s boat house on the outskirts of the city.At a late hour last night the bidies had not been recovered.Roy Wilson, aged severfeen, of Cantley, Que., was drowned at Kirk\u2019s Ferry.He was in j bathing, and is thought to have betfn seized [with cramps.His nody whs recovered.The weather at last seem® to be returning to normal, for the country was again blessed with rain this morning.The Experimental Farm reported a fall of .42 inches since last night and the farm officials said that this would prove of great benefit to the various crops.The hay which is proving to be around half the usual crop, and the other various crops are still considerably below normal.However, it is hoped that the next few weeks of weather, will be of such a nature that the crops will advance rapidly and prove more of a success than they appear to be at present.The intense heat has also decreased, for the present at least, and yesterday the mercury only reached eighty-four degrees.This is a drop of fifteen degrees from Friday\u2019s temperature and in all probability today will be cooler than yesterday, as the temperature at ten o\u2019clock was only seventy-four degrees.HEAVY RAIN DID MUCH DAMAGE BOSTON, July 1L\u2014Damage in Greater Boston from the series of six electrical storms that centred over this city and its suburbs on Saturday is \u201cIrish Republican Leader\u20191' that He Will Meet Him Any Day This Week the Latte* Desires to Go to London\u2014Newspapers Join in Choru* of Hopefulness Over the Irish Peace Possibilities.(Associated Press Despatch) London, July 11.\u2014Eam- mon De Valera will come come to London on Thursday of this week for his conference with Premier Lloyd George to discuss the basis of a settlement of the Irish problem.Official announcment to this effect Was issued this afternoon.Premier Lloyd George will meet De Valera any day this week he desires to come to London, the Premier sent word to the Irish Rebuplican leader.The Sunday newspapers in their editorials join a chorus of hopefulness over the Irish peace possibilities, congratulating the negotiators on the conclusino of the requisite initial step, and trusting that statesmanship and a mutual attitude of forbearance and sacrifice may be relied upon to bridge the manifold diffic il-ties ahead.STATED CHINA WILL BE ADMITTED TO CONFERENCE LONDON, July 11.\u2014(By Gratten O\u2019Leary, correspondent of the Canadian Press)\u2014President Harding\u2019s Invitation for a conference by the principal Allied and Associated Powers on disarmament and pacific problems was accepted here as a decisive triumph for the Conference of Premiers.Put forward by the Dominion in a communication to the British Government as early as last February, and advocated in the Empire Congress by Premier Meighen, the result ought to be particularly gratifying to Canada, indeed, and it is universally admitted here that without the great impetus which the idea received from the Dominion Premiers, President Harding would not have been in a position to risk such a declaration as he has made.The offer, of course, will be accepted at once, but it is not expected that the proposed conference, probably the most momentous of its kind that the world has seen, not excepting the historic assembly at Versailles, can be brought together until some time in September or October.The proposal, as understood here, is that there should be two conferences, the first to deal with disarmament and including all of the important world powers, and the second conference to take up Pacific problems and to be confined to the nations with special interests in the Pacific.Premier Meighen, who spent the week-end at Chequers with Premier Lloyd George, returned to London this morning, plainly pleased with the situation.To the Canadian Press he expressed the belief that the chance of accepting a great advance toward disarmament and a morn permanent world peace was exceedingly bright, and he believes that in respect of the Pacific an agreement can be made which will obviate the necessity of any special alliance with Japan.Notice of the termination of the treaty has not yet been given, but there is reason for believing that such a step is nearer than most people here suppose.When the conference asked by President Harding is held, Canada in the high role of interpreter of United States sentiment to Britain, and with vital interests in the Pacific, will be an important, if not dominating factor in any discussion reached.Meanwhile the situation in Ireland has changed almost overnight from black despair into the brightest hope of a century, and for this almost universal credit is given to the Premiers\u2019 Conference as having created an atmosphere for peace.BRIGHT AUGURY FOR THE PEACE OF WHOLE WORLD LONDON, July 11.\u2014 Announcement that President Harding had asked Great Britain, France, Italy and Japan to confer at Washington on the limitation of armaments was expected from Premier Lloyd George when the House of Commons opened its session here today.Newspapers of London printed reports of the President\u2019s proposal this morning, giving tho news the place of utmost importance in their columns, and what editorial comment there was was most appreciative of Mr.Harding\u2019s action.China would be admitted to the conference for the purpose of taking part in the consideration of Far Eastern problems, and there was a feeling here today that the discussions would bring about a definite understanding which would include virtually the whole field of international relations.George Harvey, the United States ambassador to Great Britain, is understood to have conveyed President Harding\u2019s proposal to Premier Lloyd George at Chequers Court yesterday.Dominion premiers, who were spending the week with Mr.Lloyd George, joined with him in heartily receiving Mr.Harvey and voicing appreciation of Mr.Harding\u2019s action in asking for a conference.Newspaper comment would appear to indicate deep gratification on the part of the British people over the prospects of a dirnrmnmcnt conference, it being felt that such a meeting would clear away the difficulties surrounding a renewal of the Angle-Japanese Alliance, to which there seems to have been a rising tide of opposition.Internal affairs in Great Britain would at once reflect the relief felt by a limitation of armaments, it was declared here today, and the conference would thus be of intense interest of the Officer.LONDON, July 11.\u2014While most of the morning papers did not have time to write editorials on President Harding\u2019s statement, owing to the lateness of the hour it was given out, all of them display it conspicuously.Several recast their aaoond editions in order to give it greater prominence, adding a few appreciative words in introductory notes.The Mail declares that the President\u2019s message surpasses in importance all other current doings, of which ever moment, and describes it as \u201cpractically an appeal to the human race to have done with wars.\u201d The it was necessary to adjourn several cases until July 18th.The King vs.David Harvey Al-burg, Vt.\u2014The defendant wascharg-|ed with assault on an officer, causing him bodily harm, while the latter was in the discharge of his duty.The defendant asked for a speedy trial and pleaded not guilty, but at the last moment changed his mind, and withdrawing his plea of not guilty, made it read guilty.Under the circumstances disclosed at the preliminary hearing, the court sentenced the defendant to pay a fine of $40 and costs, or forty days in gaol, and was further required to give his bond to keep the peace for twelve months.The King vs.Charles Harvey\u2014The accused, son of the above David Harvey, was charged with an assault similar to one for which his father was convicted, and was sentenced to pay a fine of $100 and costs and ordered to be deported.C.D.Griggs vs.Calixte Lavoie, Stanbridge.The accused was charged with violation of the Canada Temperance Act, and after hearing the proof the Court condenmed him to pay a fine of $50 and costs, or thirty days.C.D.Griggs vs.C.H.Duhamel, Philipsburg\u2014The accused was charged with violation of the Canada Temperance Act, and after proof and hearing was fined $60 and coats or thirty days.C.D.Griggs vs.C.H.Duhamel, Philipsburg\u2014The accused was charged with exceeding the speed in violation of the Motor Vehicle Act, and was Cowansville\u2014A charge of operating a car not properly registered, in violation of the Quebec Motor Vehicle law, was dismissed.C.D.Griggs vs.Omer Lamoureux of Clerenceville\u2014The accused was charged with violation of the Scott Act and after the evidence had been heard, the court found the accused guilty and sentenced him to a fine of $50 and costs of thirty days.The King vs.Barney Grandie\u2014The accused had previously been committed for trial on a charge of the theft of an automobile tire from his brother-in-law.He subsequently op- tated for a speedy trial and pleaded not guilty.In view of special circumstances, the court suspended sentence, on the defendant changing his plea to one of guilty, and he was accordingly discharged.Allan J.Buckland vs.Edward Bath-azard\u2014The accused was charged witht defrauding the Government of farm equipment provided by the Soldiers\u2019 Settlement Board.By consent of both parties, the preliminary hearing was adjourned until July 18th instant.Another charge laid against the accused of disposing of harness, etc., was withdrawn.C.D.Griggs v*.Ed.Masse, of Waterloo\u2014The accused was charged with exceeding Granby\u2014The accused was charged with selling liquor, in violation of the new liquor law, on May 3rd, 5th, 7th and 8th.Defendant pleaded not guil-j ty and after lengthy and conflicting! evidence had been heard, the court! dismissed the charge.Ernestine Miclette vs.Willie Mic- j lette, Bedford \u2014 The accused was! charged with having made threats I and with causing the complainant bodily Lloyd George was today awaiting a message from De Vallera fixing a day upon which they would meet in this city for a discussion of the basis of a settlement of Irish problems.Mr, Lloyd Georj ?, who spent the week-end at Chequers Court, with the Premiers of the British Dominions, returned to London this morning to arrange final details for his meeting with Mr.De Valera, Which may mark an epoch in the relations of Ireland and Great Britain.The truce between the Crown forces and the Irish Republican army became effective at noon today but there were apprenbensions that extremists on both sides of the bitter controversy in Ireland would be hard to control.Yesterday\u2019s rioting in Belfast, during which fifteen persons wore killed at least, and nearly one hundred injured, aroused grave fears over incidents which might happen tomorrow, the anniversary of the battle of the Boyne It appeared today that conversations between Mr.DeValera and the Premier would revolve around the granting of the Dominions status to Ireland upon condition that the Sinn Fein demand for the establishment of an Irish republic would be abandoned.There were other serious questions to be debated, however, among them being the boycott of Ulster by South Ireland, which has brought serious difficulties to the people of Ulster.There was a disposition to believ however, that, once the conféré was under way all districts of the city this morning, following yesterday\u2019s disorders and riots.Inquiries at hospitals showed that persons wounded during yesterday\u2019s riot were, as a whole, progressing satisfactorily, although a few wera believed to be in a critical condition, About sixty persons are still in tha hospitals.The quiet was disturbed beford the morning had progressed far.A great deal of revolver firing developed in Stanhope Street, and the adjoining Carriek Hill districts.At one hospital six cases of bullet wounds were treated.A bakery\u2019 wagon was burned in Lancaster Street and the driver was beaten.Some firing occurred in several of yesterday\u2019s disturbed areas, but police patrols promptly ehecised any attempt at an organized outbreak.At ten last night casualty lista
