[" Sherbrooke Daily Record.Established 1897 SHERBROOKE, QUE., SATURDAY, MARCH 28, 1914 ONE CENT IMMIGRATION SOCIETY IS FORMALLY ORGANIZED • Officers Elected, By-Laws Adopted and Plans Discussed. As Soon as Promised Government Assistance is Received Will be in Position to Begin Operations. The Eastern Townships Immlgra-'tion Society, recently incorporated 'by act of the Legislature, was formally organized at a meeting held in this city last night. It expects very «hortly to take up its work on be-fcalf of immigration and repatriation. The act of incorporation was accepted as the charter of the society.•In this act the objects of the society are set forth, as follows: “Immigra-'tion, colonization and repatriation [in the Eastern Townships, and in portions contiguous thereto, as well 'as the general amelioration and development of the said portions of the Province.” At the meeting last evening officers were elected, by-laws adopted and general organization business transacted. The officers are: Honorary President—Hon.P.S.G.'Mackenzie, Provincial Treasurer.President—E.W.Farwell.Vice-Presidents—J.N.Davignon, Knowlton; V.E.Morrill, Sherbrooke.Executive — The President and (Messrs.R.C.Wilkins, A.D.Gendreau, Wm.Morris, P.C.Duboyce, J.E.Poutre, J.N.Davignon, V.E, Morrill, and a Secretary-Treasurer yet to be named.A Council of twenty was appointed as follows: The above-mentioned executive, and in addition Messrs.J.A.McClary, Lennoxrville; F.Millette, Windsor Mills; Harvey Beatty, Stan-bridge East; J.E.Guilmette, Danville; J.L.Alexander, Hillhurst; A.Rousseau, Coaticook; C.N.Lyster, Kirkdale; Victor Marchessault, West Shefford; W.E.Learned, Cookshire; Dr.Verdon, Granby, and J.E.Savoie, Plessisville.Mr.Wm.Morris was appointed solicitor, and Mr.J.H.Bryce auditor. The general management will be in the hands of the Executive, and the Council will be called together from time to time as occasion arises.MEMBERSHIP.The general membership will include (1) all members In good standing of the Associated Boards, which includes all the members in good standing of the affiliated Boards; (2) any resident of the Eastern Townships who shall, -be duly elected a member after application. It was decided not to charge any membership fee at the present time.PLAN OF OPERATION.As soon as the general plan or organization is approved by the Government authorities, and the.promised financial assistance is received, the Society will be in a position to at once begin operations. An office will he established in Sherbrooke, with competent secre- | tary-treasurer.This office will man-; age the general immigration and repatriation work of the Society in the Eastern Townships. The agents in the Old Country and in New England will work in cooperation with this office.APPLICATIONS WANTED.The Society at once calls for applications from all parties desiring farm or domestic help. These should be sent in at once and addressed to the E.T.Immigration Society, Sher-' brooke.ADVANCED FARES.The way is now open for assisted ! fares in the matter of desirable farm workers. The Society will handle this part of the work very carefully and very cautiously, following pretty closely the Ontario system in this regard. For instance, a farm laborer on the other side desiring to come to this section, under an assisted fare arrangement, will be required to provide certificates of health and character, and to sign agreements to repay advances from his wages. The steamship company will then, by advice of the Society, issue transportation through to Sherbrooke, and will take the responsibility of landing the man here.Upon delivery of the man in Sherbrooke, the Society will be obligated to Hhe transportation company up to the amount advanced. The immigrant will renew his agreement to refund the amount advanced, and the farmer who engages him will enter into agreement to transmit to the Society this amount in instalments, a portion being retained from each month’s wages. In the matter of domestics, it is probable that the applicant for help will be required to deposit with the society the amount of fare advanced, which will carry with it the Society’s agreement to deliver the domestic or refund the money. It is believed there will be no difficulty in working out the details of the Society's operations in this regard. The Society’s work will very likely embrace efforts to interest farmers with capital to come to the Eastern Townships And take up farms which are at present poorly cultivated. This is one of the important undertakings of similar organizations in New Brunswick nnd Nova Scotia.THE NEW ENGLAND WORK.As soon as the Government bee appointed the representative in New England the work in the direction of repatriation will be Undertaken. It is understood that the Government agent will work in co-operation with the Society.QUARTERLY MEETINGS.General meetings of the Society will be held quarterly, probably at the same time as meetings of the Associated Boards.BRUTAL MURDER TORREON FALLS IN NEW YORK JO REBELS Worst That Police Department Has -— Ever Had To Deal General Villa CapM Town Alter Four Days Vigorous Fighting REMAINS FOUND IN RUINS OF A BOAT HOUSE THAT WAS DESTROYED BY FIRE.New York, March 28.—(Special) — One of the most brutal murders In the history of the police department, was discovered to-day when the body of a man known only as "Red,” was found in the ruins of a boat h.ouse at 161st Street and the Hudson River, which was destroyed by fire. The man was killed with a hatchet or an axe.A long knife was found imbedded in the victim’s skull.TO BOYCOTT ULSTER FIRMS i LOSS ON BOTH SIDES WAS VERY HEAVY — DEAD ARE PILED UP ON SIDE OF THE STREETS.Juarez, Mexico, March 28.—A telegram received at four o'clock yesterday from General Villa says that practically all of Torreon, including the active business section, is in the hands of the rebels.FOUR DAYS’ FIGHTING.Gomez Palacio, Mexico, March 28.—Four days of fighting including three desperate assaults by rebels, were crowned yesterday when General Francisco Villa moved into the city and established his headquarters 'on that side of the town looking towards Torreon and within three miles of that great goal of the campaign. The final and deciding assault was delivered yesterday. It was preceded by a bombardment, after which the infantry and cavalry dashed into the streets.Rifles, machets, pistols and hand grenades were used in a hundred different encounters in the narrow thoroughfares. The grenades, of home THEY | manufacture, were lighted with the cigarettes, which are an unofficial part of the equipment of every Mexican soldier.Toronto, March 28.-(Special) - A V'1^°te" ntot.yEt kn°w his circular has been received here from — ’ - P 1 v,‘iB ‘'riVy‘ Ireland urging a boycott of Ulster TWO YEARS IN OFFICERS REFUSE TO RECALL PENITENTIARY J[|E|R RESIGNATIONS Pierre Laroche of Bromptonville Pleaded Guilty to the Theft __ , .jx ¦ ¦ r- u u l .of a Horse King s Influence May be Used to Induce Field Marshal French and Genera! Competi tions were .held in connec-1 tion with the Academy clubs for poultry, corn, potatoes and seed ; school fairs were held and It was hoped to arrange County fairs at which the products of these clubs might be exhibited, discussed and judged on the spot,.A great deal of the value of the school fairs depended upon the circumstancei under which the judging was done.It.was Important that the pupils should hear the judges discussing the points of the various exhibits and learn the reasons given for awarding these prizes.AGRICULTURAL INSTRUCTION The speaker was interested in the Work of model and elementary* schoola because the class of teacher which supplied these schools was being trained in Macdonald College. Some things had been taken of! the, curriculum for teachers and several things would soon be added in their place.• Three hours per week were now devoted to elementary Agriculture, and it was hoped that, in future years | every student going out.from the College to tench in rural schools ¦ would be able to obey the school law and tench Agriculture.OTHER DESTRABLE HUBJEOTH Other subjects which might he taught in rural schools were singing, drawing, manual t raining and household science as these were all being taught in tire College school for! teachers.Sewing was a subject that should he taught, in every rural; school.BENEFIT OF TRAINED TEACHERS Some years ago there was a.large number of untrained teachers, but through the efforts of Inspector Roth-ney al, the teachers in the County wore now trained with three or four exceptions.Trained teachers resulted In better instruction, and the people in the Province would be more content to stay on the land.NEW TYPE OF TEACHERS A scheme was on foot to institute a new degree at the McGill University “D.Sc., ” which would he obtained by two years' work in applied scionce at McGill to be followed ay a course at Macdonald College. Thus! a new type of teacher would arise, | able to suit the needs of the people and the academies in Quebec Province.PRACTICAL EDUCATION.26 of the 34 academies in the Province were in towns of less than 9,-000 population—in rural places devoted to farming. The rural schools should satisfy the needs of the community hy teaching subjects to help them in alter life, and the city school should give industrial education for the same reason.Too long had the schools of all countries been supplying matriculants for universities, but as only one half of one per cent, went to the universities, the universities should not dominate the subjects to be taught in the schools. The curriculum should he determined by the length of the school life,—the shorter bhe time, the more practical should he the education. This was so in Germany, Franco and other countries.) THE SALARY QUESTION.Dealing with the question of the supply of teachers, Dean Laird said they trained all they got, and there were posts for them, but the salaries were not sufficient.A stenographer would get.more salary after three month’s training than n teacher.Girls ware going in (or office and shop work, because the conditions were good, and on the other hand (Uontiuued on page 12.)
