Themselves Barred from Spanish Market-Followed Earlier Improvement in Relations.*-¦* London, July 7.—A strong demand for belligerent rights by General Francisco Franco was feared today to have endangered the British compromise plan to revitalize the non-intervention safeguards against spread of the Spanish civil war.The insurgent insistence, coupled with a threat that nations which refused might find themselves barred from Spanish markets, surprised the Foreign Office.Later, however, one official source said, “The summary (of the Franco demand) is not clear, but we do not attach undue importance to it.” Only yesterday, Great Britain's relations with the insurgents were considered much improved as a result of Franco’s assurance thaï, British iron ore shipments from the Bilbao mines could be resumed. Then came a declaration from Franco that the return of foreigners to insurgent-held territory would be forbidden. This, with the subsequent note to the European powers demanding belligerent rights, provoked the greatest surprise here in view of Franco’s apparent earlier attitude of conciliation.Informed quarters agreed the note ^__________________________ would be considered particularly ill-timed in view of the fact the whole question of granting belligerent rights to both the Valencia Government and the insurgents had reached a decisive stage in the twenty-seven - nation ''Hands-off-Spain” Committee. The Earl of Plymouth, chairman of the body and spokesman for Great Britain, wag believed to have intended to introduce the new compromise plan before the full committee today.Well informed political circles suggested the British proposal would have offered limited belligerent rights to the combatants in .exchange for German and Italian co-operation in withdrawing volunteers.Another threat to 'the continued life of non-intervention came from Paris where officials declared last night the non-intervention patrol would have to be re-established or France would feel obliged to abandon her own patrol of the Pyrenees border.til . " ' -/T ’ ss1.Xv i .i' Though yesterday they likely raised their arms in the clenehed-fist 280 Miles South of Howland Island—Arrival of Aircraft Carrier Expected to Speed Search.Honolulu, July 7.—Ships and planes, co-ordinating efforts in the hunt for Amelia Earhart, aimed today at a new region in the South Pacific wastes where growing belief and some facts indicated the missing aviatrix may be marooned.Five discouraging days of scanning the immense area north northeast of bleak Howland Island, which the aviatrix missed last Friday, turned the search to the corresponding area centered south southeast of Howland, where 280 miles away centre the Phoenix Islands. The Coast Guard cutter Itasca and navy mine sweeper Swan have searched more than 104,000 square land miles north of Howland without a trace of the missing world-girdling plane. The Itasca methodically scanned an area three hundred nautical miles in each direction while the Swan covered a strip fifteen miles wide by 240 miles long. The United States battleship Colorado, speeding toward an early morning meeting with the Coast Guard cutter Itasca, planned to release its three deck planes late today for the first aerial search of the area which holds the fate of Miss Earhart.and her navigator, Frederick J.Noonan.The two vessels were to meet within 100 miles of Howland to refuel the cutter, which had carried on the search virtually alone since last Friday.FIRST DEGREE MURDER CHARGE AGAINST DYER Party Which Holds Majorities in Six Indian Provinces Voted to Accept Office Today Under Terms of Government of India Act—Decision Follows Recent Speech of Viceroy.- «- Wardha, India, July 7.—A solution of the political deadlock in the six provinces of India where the Congress party holds legislative majorities was believed imminent today when the working committee of the party voted to accept office. The Nationalists had been holding out for modification of the special safeguarding power's vested in the provincial governors, and since the new constitution went into effect April 1 minority ministries have been carrying on.The Congress leaders sought promises from the governors that they would not use these powers, the most important of which is the authority to prevent any menace to peace and safeguard the legitimate interests of minorities. The governors replied they were powerless to make such pledges. The decision of the working committee followed a message to the people of India from the Viceroy', Lord Linlithgow, in which he stressed that the governors, except insofar as their special responsibilities were concerned, were bound to accept the advice of their ministers. The provinces concerned are Bombay, Madras, United Provinces, Central Provinces, Bihar and Orissa.Altogether there are eleven provinces in British India.Under the Government of India Act of 1935 they were granted autonomy, after the manner of a Canadian province, in all matters in their own sphere, with the exception of the safeguarding powers reserved to the gov-Continued on Page 2, Aylmer as Permanent Property of Local Association.Social and Personal For a number of years the local Boy Scouts have desired a camp site of a permanent nature for their exclusive use during the summer holidays and they are now happy because their hopes have been realized. The Executive Committee of the Sherbrooke Local Association have been fortunate in securing from the Provincial Government thirty-six acres located on Lake Aylmer, just opposite Batoche, and about three miles from St.Gerard.A sandy beach with a gradual slope extends over the entire width of the property, aibout a quarter of a mile, and the land is well wooded. There is a gradual drop in the elevation of the land of about ISO feec extending from the roadway to the lake and a right of way has been provided between the highway and the camp site. The slope and nature of the land assures good drainage and excellent cold spring water is being collected in specially constructed wells. The camp site is ideally situated in a picturesque part of the Townships and only about forty miles from Sherbrooke, easily reached either by railroad or highway and boat, yet far enough away to assure privacy desired by the campers. To allay any possible doubt as to the practicability of the site on the part of parents and others interested, the Local Association made arrangements recently for two experts from the Provincial camp to visit the site on Lake Aylmer and after inspecting the land at the time of heavy rains they made a very favorable report in regard to it, and offered recommendations for its improvement. These recommendations are being acted upon and last Saturday the site was surveyed, following which a plan of the camp layouts was drafted and a detailed map is being prepared by E>.T.HarbeTt, of the Canadian Ingersoll Rand engineering staff. This season, the local Association executive, which is headed by C.H.Afkman, a practical Scouter of many years’ experience, and composed of several ex-Scout Leaders, is planning to clear about an acre of land for assembly and play purposes, and a cookhouse, twelve feet by twenty-four feet, will be erected.Necessary equipment and boats will also be supplied and active supervision will be given by a camp committee, which includes the District Scoutmaster and other experienced campers, such as Lynn Truss-ler.The Association is also contributing toward the transportai.ion of the Scouts and their equipment to and from the Camp.To date, two Sherbrooke groups have arranged for the use of the site this summer, the first to go being the Life Saving Scouts of the Salvation Army, who will be in camp July 6th to 17th inclusive and rhey will be followed by the 4th Sherbrooke Troop of Trinity Church who will remain in camp until July 31st.Under the Association’s plan of conducting the camp along similar lines to the provincial one located in the Laurentians, it is felt that the Sherbrooke permanent camp will prove a popular and practical rendezvous for the Lennoxville and Sherbrooke Scouts during the years to come, and that other groups in the Eastern Townships will no doubt make arrangements for its use also.Miss
