46.7 per cent francophone and 45.9 anglophone.Anglophones favor the provincial Liberals by 48.6 per cent compared to 34.8 of the Francophones 16 3 per cent of the francophones favor the Parti Québécois while2.7 per cent of the anglophones said they would vote for the incumbent government.The Union Nationale would take 2.7 percent of the anglophone vote to 2.2 on the francophone side y Study predicts Anglo exodus QUEBEC (CP) — A new demographic study predicts a continuing decline in the number of English-speaking Quebecers outside Montreal.The study, prepared by sociologist Gary Caldwell for the provincial government's French language council and released Thursday, examines population and school attendance of anglophones scattered across the province from 1971 to 1976.Slightly more than a fifth of Quebec's anglophones live outside the Montreal area.They totalled 175,655 in 1976, a decrease of about one per cent over 1971.There are fewer English-speaking residents in all but one of the nine regions surveyed The sharpest drops occurred in the Saguenay-Lac St Jean region, which lost 32 per cent of its anglophones in the five-year period, and in northwestern Quebec, where the decline was 20.6 per cent.Anglophone numbers fell by 17.4 per cent in the Quebec City area.7.4 per cent in the Gaspe and 5.7 per cent in the Eastern Townships.The only area where the number of anglophones increased was in the Outaouais region, on the Quebec side of the Ottawa River, where the population increased by 11.4 per cent, increasing to 44.600 in 1976 from 40,030 in 1971.Much of this increase can be attributed to a movement of federal civil servants to the Aylmer and Hull area, where housing prices have been generally lower than in neighboring Ottawa.The report said English school population has followed the decline of the English-speaking population in general.Referendum 80 29 DAYS TO GO Kennedy nearly out PHILADELPHIA (Reuter) — The 1980 U S.presidential nomination race reaches its halfway mark on Tuesday with Democrat Edward Kennedy and Republican George Bush trying to avoid defeat The primary election tests this time come in Pennsylvania, where Senator Kennedy appears to have a fair chance to defeat President Carter in the Democratic contest.Bush is gaining ground on Republican leader Ronald Reagan But Carter and former California governor Reagan are far ahead in the race to compile presidential nominating convention delegates.The LTV survey, conducted last Thursday and Friday, had 45 per cent of its sampling planning to vote yes.31 per cent favoring a no vote ami 24 [H>r cent still undecided If the undecideds eventually vote in the same proportion as the committed voters, the yes vote would be 59 per cent and the no only 41 per cent The second poll, conducted het w een Monday and Wednesday of last week by the Institut Québécois dOpinton Publique for the weekly Dimanche Matin, gave the yes side 41 2 per cent and the no side 40 9 per cent, w ith 17 9 per cent undecided There w as no immediate comment on the CTV poll, released late Sunday, but Quebec Liberal Leader Claude Ryan did say earlier in the day that the results of the other poll would not alter his campaign Quebec Premier Rene Levesque who, like Ryan, downplays poll results said he does not trust election surveys because they “anticipate the vote Levesque dumps on refmonitor idea By NELSON WYATT GRANBY Premier Rene Levesque opposes 1 obérai leader Claude Ryan's idea of creating a watchdog body to ensure fair news coverage of the May 20 referendum and emphasized during a weekend meeting here that “ the idea has to bo shot down as soon as possible ' Levesque, questioned by The Record over remarks he made to over 500 enthusiastic supporters of the Yes option in the basement of the St Eugene Church, charged that the anglo establishment particularly The Gazette, the television stations, the radio stations and the rural press'1 - had ghettoized the English voters into the No camp But despite these allegations of manipulation by the media, Levesque said afterward that he was “floored by a kind of censorship idea coming from a professional newsman." “It’s such an absurd set-up, a sort of censorship by interested parties.Ihe Yes and the No people," he said “We’d probably never agree, there would be a conflict of interest .as far as freedom of information and freedom of the press goes, there is a press council ami that's where the complaints should be lodged This mishmash idea of people who are involved criticizing the people who are reporting on them is ridiculous " Ryan had said the proposed agency, made up of people from both camps, would check press coverage of the referendum for any bias.Levesque's speech this weekend was one of his most emotional ap peals to date and was liberally peppered wilh foot-stomping, clapping “Oui" chants by the audience, which ranged from small children to the elderly.His address contained familiar themes that have wound like a thread throughout the campaign and he said that sovereignty association was “opening the door to change." “It's not a new idea,” he said, flanked by wife Corinne Cote-Levesque and Granby mayor Paul-O.Trepanier.“It’s been around in the slogans since Duplessis He wanted more autonomy from Ottawa; Lesage said we were masters in our own house; Johnson had the idea of equality or in dependence and even Bourassa pushed for a form of it in his cultural sovereignty options." Levesque said the referendum was the manifestation of Quebecers’ destiny and that while before Ottawa had continually asked “What does Quebec want,” they were now being told to ‘ put up or shut up”.Levesque cited the desire for an equality of peoples and a change in the present system as reasons for voting Yes and knocked Ryan and Frime Minister Pierre Trudeau for their contentions that a vote for sovereignty association was a vote for separation."We want a mandate to negotiate a new deal,” he said, not the breakup of Canada ” Ontario Premier Bill Davis also came in for a rap on the knuckles for his intervention in the debate, “It’s fine for Bill Davis to ask people to vote for the status quo,” retorted Levesque “He lives in Ontario” Levesque also charged that the federalist forces were using scare tactics when they said that old age pensions would be cut off under the new agreement and described it as “hitting the frail in the stomach.” Levesque climaxed his 45-minute RENE LEVESQUE .English speech with the announcement that the Quebec Federation of Labor had come out 92 per cent in favor of the PiKjuiste option He admitted later that the support was not unexpected but that its extent had left him "somewhat flabbergasted".“It does mean, with all the diversity in the QFL that there is a solidarity in their ranks that is sweeping like a current towards us.it’s stimulating for us because there is a lot of business brass among the pro-Canada forces but more of the workers are backing us and quite frankly I would rather have that kind of support ” He dismissed Justice Minister Jean Chretien’s assertion that sovereignty-association would cost Quebec families an added $900 per family to make up for lost federal services that would have to be provided by the
