Such a system would not be tolerated in Europe.There spec- lal Inspectors are employed.capable men.whose duty it Is to satay the entire day on the spot where the cement, sand and stone are being mixed.By this method the inspector measured the cement.sand and stone and sees that the ingredients are as called for hy the specifications.There can be no shirking of their duty by contractors with such a system as this.It la such & system of supervision and control that Montreal needs.| RIGID INSPECTION NEEDED.\u201cIf the roads dn not last.as they do in other countries, there must bs some grave cause for it.The city calls | for the very best of material, and I d=- | clare that.on the whole, tt ts not the materfal which Is to blame.I! make, the declaration that 1 could take material, such as contractors are ordered to give and I would put down pavements, just as good as they inake in Paris or any other city, and I em sure that such pavement would last as long here as elsewhere.But if contractors are not closely watched, and If they are permitted to put three or four times as much stone and sand in cem- ant as they ought to do.it stands \u2018o reason that no matter how nice a riad may look at first, it will not last.The greatest of care should be given by Inspectors to sce that contractors put down proper conarete foundations when roads are being made.If it Is a macadam road that is being made, the inspectors should know enough to see that the contractors hammer the foundation stones firmly into thé earth, and that the macadam bed is strong in every way.It is well known that many Inspectors, whose duty it is fo watch contractors, are not practical men.It would pay the city to give big wages when Inspectors are being emploved.and these men should be thoroughly qualified An inspector who has not had years of experience cannot, in the very nature of things, properly control contractors and ensure the city secur- Ing well made roads.| again say that I could attention tn seeing about the many complaints made to the effect that paving now being lajd down was unsatisfactory.MUCH LOOBE WORK DONE In regard to contractors not keepirg their agreements with the city, it was openly stated, at a recent meeting of the Roads Committee that there were reasons to think contractors were using more sand and stone with cement than what they should do.No names were given, but it was made quite clear that there were members of this very committee who were irritated at the failure of inspectors to keep contractors to their written agreements.One alderman.who was present at the meeting In question stated that he had gone to look for an Inspector on a certain work and had actually found him in a saloon drinking.while doing this there was, of course, no control of the contractor: and he could do just what he pleased.Two weeks age the Roads Committee inspected certain works in progress in the streets.Afterwards, Ald.L.A.Lapointe, Ald.Ward and other mem- \u201cera of the Council complained that \u201contractora were putting down stone 'n Colborne street in the most sllp- «hod manner.Ald.Lapointe pried up one of the granits blocks and proved that if was made to him by friends acting on his be- halt in Montreal.Detectives McLaughlin and Cowan were in daily touch with these friends, and a message was sent to Smith, who was hiding in Brookiyn.N.Y., that if he would come back to Montreal and stand his trial that he would have falr play.It was pointed out that sooner or later he would - be caught, and it would be better to face the music at once.In the meantime Smith was suffering much pain on account of his wounded left hand which was =» badly cut by Malone In the oplum joint on the night previnus to the murder The cuts are on the inside of the fingers and look as though they were the reeuit of Smith grasping the knife with which Malone attempted to stab him.The wound required dally dressing and every time he went to the doctor Smith felt that he would be caught.This was the condition of affairs when on Monday of this week he decided to accept the suggestion made by the detectives and Jeturn to Montreal.He wrote his friends here that he would start on Wednesday and go right to the Russell House on his arrival, and would get into communication with McLaughlin and Cowan, whose coming he would wait at the hotel.The officers naturally thought that he would leave on Wednesday night and they made arrangements to meet Bmith this morning.Ha, however, took the day trip and arrived last night.Going straight to the Russell he walked through the office towards a room where Mr.Perkins, the proprietor, was resting, and as he passed the desk a bell boy recognised him.It is but a few yards from the hotel to the Chabollles street police station, and the distance was cqvered by the boy in record time.Breathlessly he shouted to Captain Bourgeois that Smith was at the Russell.The captain with three men hastened over and found their man in Mr.Perkins\u2019 room.Smith had entered without knocking and said: \u201cIt's me, Smith.\u201d \u2018What, Crooked Neck 8mith's brother,\u201d re- piled Mr.Perkins.\u201cNo,\u201d the Police Benevolent Association were busy with their annual banquet, following the games, and when word of Bmith's surrender was passed around it naturally became the chief topic.Many would not belleve iL but Inspector McMahon went to the station, and had Smith removed to the Central.Then the diners believed.This morning the murderer's heart was in a weak condition, and Dr Be- nolt, the Jail
