them in England,” he said.“But where did you get them?1 inquired. He could not answer offhard.so we went into the question, and here is what we found: In the United States every man has equal chances, with every one else.At the last census it was found that there were nearly 37 millions of Inhabitants who were born in foreign countries, or in America of foreign parents.Of these, only 3,880,763 were of purely English blood: 10.801,- 5, were German.Of Bnglish, Scottish, and Irish combined, there were 12.804.- 000; but of Germans, Swedes, Norwegians, Italians, etc, there were 33.- 763,000.Now it is quite obvious that among America's leading men, Ger- so and others sught to make a good ng In a country of equal chances.are a Jot of old English descend- t ants there, bu biaectat ‘orem hs vast .majegily, of the leading post tions, It must be ause they are the best men.The result of Sur Mmvestiga- tion so surprised my American fridad, that he drank to the health of John Bull right away.Mere it fe: There have been 29 men In the high- dency _ in 1729.These Included 14 of English ancestry: 18 of Scotch, Welsh and Irish; 12 of Dutch ancestry: not a solitary German.Frenchman, Italian or anything else. Now take the 28 vice-presidents, 17 were 6f English blood; 5 were of Scottish, Welsh and Irish blood; 3 were of Dutch blood.Remembering that anyone, provided he has the ability, and was born in America, may be the Plesldent or Vice- President, this in a marvellous tribute to British capacity.; Of course, the United States has men corresponding to our Ministers of the Crown_ War Secretary, Army Secretary, Navy Recretary, Postmaster-Gen- eral, etc.Let us lump them all together. There have been 291 of them in all during the past century and a quarter.Of these, 268 were English, Scottish, Weish and Irish; 9 were French, § were German, 3 were Dutch, & we could not allot to any particular nation. Now, here is a more surprising fact stiti. The United States representaiivea fiweda, one would think, from all nationalities among her ‘citizens: but, of course, the the President chooses, above all, the ablest men. Now, of all the United States’ Ministers to England, Russia, ce, Germany, Italy, Austria and Spain, 3% ve been English, Irish, Scottish or Welsh: 28 Germans, French, Dutch, etc. Thus both the home and the foreign policy of the United States are determined by Englishmen.Could we ask a better proof that John Bull's faith in himself ls weil founded ?We have more proof. In ume Amert- can Parliament there are 90 Senators and 396 Representatives, corresponding our Lords and Commons.Of these nators, 8 have English, Irish, Bcot- tish or Welsh names: § have French.Duteh and other names.Of theit Representatives, 331 have English, Irish, Bcettish and Welsh names: 19 have German names: 37 have French: Dutch, Bwedish and other names. Each State has a Parliament of its own—the State Legisiature. We cannot go through the whole fifty-one State Legisiatures, but we take that of the State of New York as an example. In the Assembly of 150, there sre 124 members with English, Scottish, etc.names, and only 2¢ repre- seriting all other countries. And of the “Governors” of this State rince the Revolution, no less than 38 have heen of English blood, to only 8 cf ill other countries. The United States {s certainly ruled by Englishmen. And why?! Recause it finds Englishmen to be the best rulers.- But they are also apparentiy the bert judges, lawye army officers and naval officers. There have been aixty- two judges In the highest position since 1789, judges of the Bupreme Court.Of these, no fewer than 58 were unml ly English, Scottish, Weish or Irish, and only 4 French, ote. Here are the names of the present chief justice and his U British it will be seen.Fuller, Judges White, Holmes, Brewer, Day, Peckham, Mowdy, Harlan, and McKenna. There are also 30 circuit’ judges, and 35 of them are undisputably British. There are 30 Qistrict judges, 4nd 73 are Engliah, Reottish, ete.and the list of United Staten marshals and attorneve tells the same tale, John Bull runs the American legal business from top to In forelgn countries would be choeen,.bottom ) Lastly.take the Army and Navy.ln hh the Army, anyhow, the centinental emigrants have even a better chance than the Englishman. But what do we find? The highest army officer is Lieut.-General McArthur.Next below him are seven major-gen Wade, Wood, Alnswotth, Weston, Grant, Greely and Lee.Then come 7 Brigadier-generals, of whom all but three are English, Scottish, Welsh or Irish. These are folowed by 110 colonels and 93 of them are Eng'lsh, ete.; 127 Heutenant-colonels, of whem 110 are British in name; and 30 majors, of whom only 45 have continental names, the remaining 315 being British. The same i» found in the Navy__ British always on top.The supreme officer is Admiral Dewey. The next in rank are RearAdmirals Evans, Sands, Bigs- bee, Goodrich, Davia, Cralg, Thomas, Snow, Mead.Brownson, Stockton, Walker, Dayton, Sperry, Burwell, Berry, Swinburne.Hemphill, Emery, Very, Lyon and Reiter.; This ia something for John Bull ta be proud of.But also of the seventy captains, E5 are British and of the 107 commanders, 9! are of our own blood.“Well” sald my American acquatn- tance, “I guess John Bull must do things pretty well at home anyhow.” “Make no mistake about It,” 1 sald, “At home and a herever John Bull goes, he is the leader of white men.” “Sort of defles competition,” he sald.“Well yes, there's more in John Bull than I thought.” Dear Editor.—1 will be under a great obligation to you if you will kindly publish the true facts, 1 remain yours sincetely, AN ENGLISHMAN.Frank Oliver.854 Notre Dame West, Montreal.Three Bandits Secured $47,000 Reno, Nev., March 2.___ Three bandits, heavily armed, overcame Edward offman and a companions on a road two miles from Rawhide late yesterday, threw them to tha gfound, and made off with the men's two horse rig and’ gold and banknotes amounting to about 947,000.The money was od to the Coalition Mining Company at Rawhide.WHATS GOING ONTONIGNT IIS MAJEATY'S—Fritat Bchett ln “Ie Modiete " BENNETT'8— Vaudeville.AGADEMT—Hap Ward in “Not Yet, But n.FRANCAIS The Phantom Détective.Burlesque.HA na.plane recital.'M—Roller skating.skating.ONTA .ART GALLERT-—Private view.Spring Exhibition.— “Three Swallows.” Sir Johan Power & Son's “T1vee Swallows” Irish Whiskey Tamoue ton ae ôver à Fuite .Of highest 8! of .151 Aésoé, 8 .» We are Sellar & Co., of Constantinople.‘s Drums of Delight, only It 1s packed in 1-Ib.Wooden Drums.and sold in the regular way at 30: e Drum.v will sell our whole shipment at 20c per Deum.y 20c each.FRASER'S FINE A SPECIAL —OF— CN GENUINE TURKISH DELIGHT now offering a mice let of Genuine Turkish Deilght SALE from Boad, CEYLON TEA AT 25c PER Le, Ï KNOCKS THEM ALL OUT Just take à package home with and it will be the best 2ic worth you hare hud for a long tinue FRASER'S FINE CEYLON, 23c PER LB.“TO LOVERS OF CEYLON TEA — Ws would draw your special attention to this particular brand of Fine Tea.and ask you te compare it with anything else on the market abeut the sams free ou application.A BARGAIN —.jou and try it, ealy 233 a pound, ~ ale 007 price.Samples sent IN FIGS : FIGS—2 BOXES FOR 2%.Here we are again with another JUST THINK OF IT! lon't miss this opportunity.boxes at the prine we are offering Theae bargain to tempt vou with.Every box contalps over a pound of selected Table Figs and the price 1s only 15c per Box.or ?for = 1e will Pay jou to lake a dozen or twe q them ‘ —u, gw are good enough far table use, and rearonable enough im ! Hotel had a guest on Saturday night who at first had some little difficulty in receiving the ordinary attention given to those who made the Queen's their stopping place when away from home It was Mr.Arthur Hewitt, a young English writer of ability, who is engaged in preparing a number of articles, for American and English magazines, dealing with the practical side of the life uf such workmen as bridge workers, firemen, policemen, etc.Quite recentix he spent ten days as a New York city man, and during that time had some exciting experiences in tighting conflagrations. His last venture was that of fireman on a Delaware and Hudson engine between Albany and Montreal.Gowned® in the customary blue jean overalis and jumpers, he fed the flery furnace mile after mile, while the official fireman emoked his pipe and wished that he might have an assistant every day in the year When he reached Montreal Mr.He- wilt was a picturèsque proposition.Re- neath the coal dust well beaten into his skin by the perspiration which poured from hin, there waa still something that suggested that it was not the ordinary fireman, just over from Bonaventure looking for a bath and something to eat.Explanations were, however, made and it was not long before Mr, Hewitt was something of himself again. But’ ths trip had left its mark. The same old bit of coal dust that gets into the eve of the case agdinst the Hontreal Water and Power Company be instructed to carry on the .pruccedings as soun as possible.Mr.Saumures Carmichael, solicitor for the Water and Power Company, was present and told the members of the council that the company wae willing to pay $4,000 towards the costs, by way.of a pettlement. This offer would not hold sopd, howbdver, if the company had to bring further evidence in rebuttal of the evidence adduced by the town on the re-opening of the case. The cause of the difficulty in the negotiations between the town and the company seems tu be with regard to the taking over of the plant by the town. The company had consented to an arrangement known as the Murphy settlement. This was refused by the town, however, and now the company exacts more difficult conditions. The negotiations are still pending, however, and some settlement may be reached yet.A report of the finance committee was accepted recommending the acceptance of the offer of Mr.G.A.Rors, upon certain conditions, of sixteen cents per square foot for land at the corner of (‘ote St.Antuine road and Mount Stephen avenue. It was further recommended that the offer of the Dominion Securities Company be accepted for the purchase af 820,- due of 4 1-3 per cent.bonds at par, the town to pay a commission of one- fourth of 1 per cent.on the amount.and the mecretary to be authorized to deliver the bonds to the company and receive payment thereof. It was also recommended to Rell $80,000 of forty years’ bonds at 91, the commission «o be paid being one-fourth of 1 per cent. The various recommendations were accepted by the Council.MOTHER AND CHILD TERRIBLY BURNED.Deplorable Resuit of Pouring Coal OH and Gasciene Into a Stove. While trying to hurry a wood and coal fire by Beaudry street, Sunday afternoon, while the woman's husband, Cyrille Thomas, and Mr.and Mrs.Joseph Croteau, who resided in the same house, were burned about the hands and arms in their endeavor to save Mrs.Thomas and her child. The men, women and child were taken to the Notre Dame Hospital, but with the exception of Mra.Thomas and the child, they were able to leave the Institution after medical treatment.Mrs.Thomas was reported to-day by the officials of the hospital as being in a very serious condition. Her recov- ory is doubttul.Mrs.Thomas had her baby in her arms, when the blasing oil flared up out of the stove. In an instant the woman and her child were ablaze from head to foot.Mr.Thomas, with Mr.and Mrs.Croteau, in trying to extinguish the flames, attempted to tear off the woman's clothing, but it was not unth they threw her on the floor and wrapped her in blankets that they sucosed- in putting out the blaze. The fire in the house was put vat by the neighbors before the arrival of the firemen.JACK LONDON, the well-known author, whose last book ls a treatise on Socialism Inetead ‘of a tale ef Adventure, Great Preacher Stirring Pare.Mgr.Rozier, who preached ths Lenten
