Tuas- day morning, at 3 o'clock, near Gull Harbor, on the weet side of the lake, I was awakened by the constant hooting of a steamer's whistle. The Selkirk edged carefully toward shore and found the Princess hard and fast aground on a reef. She was hung up amidships, her stern aud bow being clear of the rocks. With much diff!- culty we got a cable warped to the disabled steamer and «ventually pulled her from her dangerous position. It was most fortunate That the Selkirk was coming along behind her, for she might have hung there for a week or more.In fact, she would have been beaten to pieces by the ugly seas where she lav. After she was pulled off jt was notlced that she wus “sagging” In the middle, where she had been lying on the rocks. She there and then strained her back voted late last night to go back to work and submit the question of wages and hours to arbitration. This action was taken at a mass meeting of the union. Before becoming effective, however, it must be ratified by the seven affiliated unions. But this, it Is thought, will be easily obtained, and as a result the strike will be declared off.The actinn of the car men was practically forced by their national organl- gation. It was rumored during the day that President W.D.Mahon, of the Amalgamated Association of Street Car Employes of America, with which the union is affiliated.had ordered the men back to work under threats of revoking their charter. This was denied by the leaders, though they admitted having received a telegram from Ma- hon.which caused them to call the mass meeting. Before the men struck, it Is said Mahon wired his disapproval of their contemplated action, and stated that the first principle of the national organization is arbitration. The ending the strike ia virtually a victory for President Calhoun.who has taken the stand from the first that he would not treat with the men or arbitrate until they returned to work.He said last night that he would take all the men in a Small Number of Samples Ottawa, September 5.—The detailed report of Thomas Macfarlane, chief analyst of the Department of Inland Revenue, on the canned meats investi- gallon, was issued yesterday.Sampies vhtained Included not only meats packed In Canada.but also an equal number of samples by manufacturers of the United States. The latter were ubtained from dealers in Canada, but, us regards Canadian products, they were taken, not only from retailers and wholesale merchants, but also at the factories. The samples were obtained in June and July, the number from various inspection districts being as follows: Nova Scotia.32, Prince Edward Island, 16; New Brunswick, 27; Quebec, 33; St.Hyacinthe, 32; Montreal, 32; Ottawa, 32; Kingston, 24; Toronto, 32; London, 20: Manitoba, 10; British Columbia, 32.Total, 322.Mr.Macfarlane says on opening tins it was noted as to whether the meats appeared to be fresh and destitute of any disagreeable odor, and they were tested as to whether any preservatives had been used in packing them.Only four samples out of the total collection were found to give evidence of decomposition, a proportion amounting only to 1-4 per cent. The preservatives sought for were salicylic, benzoic, sulphurous and boric acids, but only the last named was detected in a comparatively small number of samples, in quantity not exceeding the limit fixed by the Par- liainentary commission of 045 per rent, and probably added tn the shape of borax. There were 51 such =am- rles among the 322 collected, or 15.8 per cent. This proportion ie less than in the collection of 1903, where the propostion of samples containing borax amounted to 21.2 pér cent.Full details regarding the nature and origin of the samples examined are given in the tabulated statement Since its completion, however, Mr.Macfarlane's attention has been called to the number for June, 1908, of the monthly bulletin of the State Board of Health of Massachusetts, in which there is a report on canned meats, with the following statement: “In general it may be said that the results are favorable to the manufacturers, bath in the West and in the East, but rertain preparations, the manufacture of which involve comminution or grinding, are very largely fraudulent in character.in that they are not what they purport to be.The preparations include the various potted tongues, chickens, beef and ham, and devilled chicken, turkey.ham .and tongue” Some of there are sald to contain cornmeal, for which no search was made In the samples described in this of the naturalization movement, and bad mot concurred in the proposal of a uniform stendard of matriculation.EXPERIENCES OF A TEMPERANCE WORKER Workmen Said it Was Tar, But the Father Found .Beer.Rev.Father Holland, of Ste.Ann's parish, who is a well-known temperance worker, had an experience last evening with the foreman and labore ers on the Street Railway tracks on Wellington street. As the Rev.gentleman was endeavoring to steer a drunken man homeward, he observed that some of the men on Wellington street were quenching their thirst with something in à tin bucket, and asked them what it was.One of the.men replied that tt ‘was tar, whereupon Father Holland stated that be: knew that tar was good for e cold, but was not aware that it was used to quench a thirm. He proceeded to furs ther investigate the metter and discovering that it was beer immediate- ‘ly threw it out. This made the works men very wrathy, also the foreman, who went straight to the parish priest’ This was most apparent | of Ste.Ann's.The latter gentleman, in New Brunswick in consequence of |after heering the complaint against THE DENTAL ASSOCIATION — Dr.H.R.W.D.Cowan, of Regina, Sccrotary- Treasurer (at the r ), awd Dr of the Dos n Dental Councils Abbott, of London, President, which a motion was passed urging the New Brunswick Legislature to secure to dental students of that province the benefits of the Dominion certificate.by enacting legislation which wlll bring the matriculation standard of ¢hat pro- vinee up to the general standard. An effort was made to secure to those holding the degrees of B.A., BSc, or M.D.advanced standing equivalent to one year, but Nova Scotia objected and as no amendment can be made to the constitution without all provinces agreeing.unless three months’ notice has been given, the effort was defeated on all except the M.D.'s.The rules governing the issue of certificates tn Class C.were materially altered. It was these rules which the Province of Quebec objected to, because of which this province has refused up to the present to become one of the agreeing provinces. They are now made more acceptable to Quebec, and it is expected that this province will at once join the matriculation movement. All foreign countries are to be asked to recognize the Dominion certificate. It being the highest standard in the world, it is felt that it ought to be recognized by other countries.NO LOWERING OF STANDARD.A motion to lower the standard of examination was &glgnally defeated, but provision was made for holding supplemental examinations for those who failed in not more than two subjects. It was also agreed to return one half of the fee where the candidate failed entirely. All students are hereafter to be allowed to take the Council Examination in the subjects they have passed at college, instead of waiting until their college course is completed. The financial statement showed the council condition. The council was entertained at Jun- cheon yesterday by Dr.F.A.Stevenson, who holds the honor of having been the first provisional president of the council.PICKPOCKET ON TRAIN.J.M.Hart, of Edmonton, Tells a Strange nccupancy of a certain berth. He leaned over Mr.Hart pretending to pick something up and thén stated that he was going to ask for the intervention of the conductor. He left, but never rame back, much to the sorrow of Mr.Hart, who, when he arrived in Montreal.found that he had been relieved of $300 in cash and ne- gntiable notes to the value of $15,000 and a ring worth about two hundred and fifty - Special to the Montreal Star.Havana, September 5.—In this city a ovement, sudden, but peaceful, was begun yesterday, which it ls felt will react throughout the entire island, and which will soon render the fruits of victory of little avall to the government. The laborers, the immigration «f whom the government at great expense has been encouraging for the past two years have suddenly begun to leave the island. One thousand have already gone and hundreds more are preparing to follow. This will render it practically impossible to harvest the sugar crop as there has.in previous years, heen a great scarcity of men, even with the assistance of the hundreds of others, who are now leaving. As à result a financial panic is feared. No one at present will-lend money even on the best security. This puts the planters in a very bar way.It usually takes tem per cent.of the expected sugar crop in borrowed money to h#rvest it.This money is ob- tained at this season of the year usually without difficulty. It was expected that the value éf the crop would amount to about $90.000,000.Thi: would mean a needed advance of $3,000,000 and the foremust business man of Cuba said last night it would be Impossible to get a Joan uf $10.000.Banks have refused all acvommod:- tinn, merchants have countermande.d orders and wholesale business and larg.operations have practically stopped. The possible political future of the island, the failure or success of the Palma government and the attitude the United States may take do not concern the great business community so much as the actual conditions and outlook.Whatever may come from those {mportant factors they sadly and em- phaticaily say that the credit of Cuba 3s destroyed and that she can not recover in years under any form of government.Prompt restoration of order may save a little from the wreckage.Peace would check the exodus of tabor and save to 1,250,000 people $30,000.- 000 which the harvesting of the sugar crop stolen $100 from his employer. Before the prisoner was asked to pleall to the charge Mr.Deery came forward and asked His Honor that he be allowed to speak. The judge consented and Mr.Deery told the following story.Yesterday Robitallle had been sent to the bank with a deposit of $375.He went to the bank, but instead of depositing the full amount Robitaille kept $100, only depositing $275.Later »>n tn the day he was found in the saloon of Messrs.Demers and Bourgeols, known as the Casino on Jacques Ca:i- tier Square, completely under the influence of liquor. The balance of the one hundred dollars Robliaille returrn- ed to Mr.Deery, but could not explain how it was he had got rid of $7< in th= short space of one hour and a half.Mr.Deery stated to His Honor that he had known Robitaille to be a good honest worker and that he was willing to take him back in his employ. He stated that if he was to gn to gaol fur having committed this theft it would be a severe blow 1n his wife, who Is just recovering from an illness.Judge Choquet told Mr.Deery that the matter rested only in the latter's hands. If Mr.Deery did not wish to lay a charge he would let the young man go.Mr.Deery replied that he would nnt lay any charge, but that he would like tn get an explanation as to how it was the young man lost su much money , when he was only in the saloon about an hour and a half.Rohitaille denounced by some of the papers supporting the Government, We see 11 de- seribe« as ‘low down trickery One Paper says ‘of all low down and contemptible ‘tricks’ this takes the bun.” Anciher réfers Lo it as “viper-Hke tac- tes" Would it not Le better to leave these matters to the courts* We have read the decisions of the two judges on the conduct complained of Ly the papers quoted, and they certainly hvemed to think that serious and ime portant points of liw had been raised, Ne donbt it would be a great inconvenience to his party.and.perhaps, unfortunate for the country.it Hon.Mr.Fielding should be unable to take his place in the House of Commons when the autumn session opens, er if that session should have to be postponed.Yet it is only fair to remind those who complain that the Mininster has for two years occupled a seat In Parliament which a not un- friendiy court found he was not entitled to.It has been said, with much anger.that he was deprived of his seat through a “technicality,” The technicality in question was simply the violation of a law intended to enforce purtty in elections: the particular brand of technicality the court found Mr Fielding's agents had selected was the bribing of electors tno vote for him.Further information might have been guined.and Mr.Fielding's personal character completely cleared or hopelessly compromised had it not been for the fact that one of his chief workers—the Speaker of the Nova Scotia House of Assembly —could not he found, and Mr.Flelding positvely refuseg to give any details «of the monetary transactions as to clevtions which he admitted had taken place between them.Had he answered tha questions, the proceedings now being taken would have been unnecessary and the writ for the elec- filon could have been issued. While no ann questions Mr.Field- Ing’s great ability.his valuable scr.vices to his party and his country, and his previous high character for personal Integrity, he cannot be held entirely blamelexs for the present deadlock.Neither should those who are demanding of tho highest court that the Minister shall be compelled to give the details the rapid development of the press. It is not moré than five years ago that a man seen reading a newspaper was regarded as a follower of the “foreign devils,” and ridiculed or M-treated according to the temper of the people. At the beginning of the lustrum the Peking Gasette, which contained (he decrees and other news of the court.was about the only journal issued in the Capital. Now there nre ten dallles, and one of them edited and managed by women.General - forelgn and Jocal news is published, and issues of home and foreign politics ave discussed In edftoriai columns. There seems to be no censorship of the press.and the chiet drawback appears to be Inck of skill in printing. With the development of the news.has gone another propaganda Pepe ne education of the people. In various paste of the city of Pekiuk end ih tie suburbs halls have been fir.up, where capable natives are engaged to rea nh us, tea is served free 4 teers, and the hulls to be supported by voluntary contributions. An additional plat, which seems strange to us, but which has been adopted to popularize the press winong (he Chinese, is the pasting up of copies on boards, much hke our bulletin boards, where they can he read by those who are not able to purchase. These papers, too, are the medium of a remarkable movement which 18 an indication of the strength of the ware of patriotism which is swoeping through China at present In the dally journals are published long lists of subscribers towards the payment of the foxer indemnits AH varieties ot son lettres, churches amd schools have contributed, and there was recently published a Hst of blind storv-tellers she luul given of their mite towards freeing the Emptra of the burden. There was one kid of patriotism in the Boxer risings, oo kind which was more (hreatening te the foreigner than helptui to the Clinese; but the pa- tiotisin that will give voluntarily to fre the Kmpire from debi to the for- ergner is of another kind, he ———— FEMALE VOTERS.Wie the ladies of Great Britain are SsKIng « strenuous Tight for the privi- voting at elections, a lady correspondent from New Zealand contri- putes u letter to the Times, which de- miotistrates that women in politics are not the purifying Influence that the advocates of female suffrage hoped for.The women vote in New Zealand. They are on an electoral equality with men.The writer from Auckland says: “For all the guod female franchise hua- done New Zealand, the Motherland could very wisely let it alone. While it has certainly not improved politics, it hax bv no means improved the social of women.Very much to the contzary. The gallant chivalry of old hus departed to give room to the num- ervus social disabllitles we are enduring through the incoming of the vote.Whatever gain we may have had through legislation—and there is every reason to believe that that same gain wouid have been ours Irrespective of our voie—has been more than counterbalanced by our loss socially.” There is a possibilty that the community would gain more by preserving the gallant chivalry of old, than they would by having the benefit of femalo advice in conducting political campaigns and augmenting the voting lists by adding female names. In this country lemate ratepayers have the right to vote in municipal elections. Those who have been thrown in contact with elec- ton work are forced to admit that the female lst is the very sheet anchor où the professional ‘‘telegrapher.” and we have had the humiliating spectacle of women being brought before the court for corrupt practices. It js claimed that in one election the vast ma- Jurity of the women who had votes did not use them, and ‘‘grafters’ ran in MODERN FIRE DEPARTMENT.At last the genial gentlemen who control the destinies of the town of St.Louis have discovered what is the matter with their steam fire engine. It has been carefully burnished and used as a pleasing and appropriate oma- ment to the fire engine house ever since the new handsome stone building was put up.Since last spring, however, there has been no water in it.This was not because there were no fires In St Louis. They had fires all right, and the flremen turned out with A ladder cart, or hose reel, or anything that was handy. The reason the en- Fine was not used was because ft would get dirty, and because the boiler would not hold water, and steam could not be made without water] It would be manifestly wrong to take the nicely polished engine out in the dust, and perhaps mud, just to look well at a fire, when there was no way of using it.It would look just as pretty In the crgine-house, and tired horses or oxen which had been out with watering carts could rest in peace. At last night's meeting of the council the discovery was made known that the boiler, which had not been In use since May, could not be repaired, and tenders were called for furnishing a new one.Good luck, assisted by the Montreal fire department, has kept St.Louls from being destroyed by fire during the summer, and their engine has been one of the cherished decorations of the Town Hall.Probably, after the council get the tenders for the new baîler.they will purchase some buckets.mars Some one should draw Bir Willlam Mulock's attention to the new perman- eut Canadtan military camp at Pete- wawa. There a condition has beeg es» tabli&hed which gives the bogid of 1 litartsm.” a new footKeld under’: tite most improved conditions.Scientific sanftation, the application which has been carried on; why all this “blowing of holes in the Atmosphere?” We shall be told it suunds like jingo: but the real, rock-bottom idea is that Canadians have never been in a posi: tion where they took punishment “tying down.” The march of world events compels a revision of defensive measures for our future.Hence Petewawa.ess When Hon.J.C.McCorklll left the Legislative Council for the Parent Cabinet, many of his friends regretted the change, because a deliberative and independent body was deprived of a forceful, clear-headed and conservative member. The judiciary of this province will be strengthened by his appointment a judgeship. His legal knowledge has been fortified by his constant contact with the multifarious conditions that attach to An extensive court practice and an active political career.Las CANADA AND THE UNITED STATES.THE WINNIPEG TELEGRAM.The issues between Canada and the United States are not so serious that they cannot be settled between Ottawa and Washington.Great Britain's approval need be nothing more than a formality. It wouid not be wise to put Canadian sentiment to the test of another Alaskan boundary award. It {s far better that Canadian ministers should be responsible for any settlement rezched with the United States. Then if we are worsted in the negotiations e shall know who to blame, and the merit of the settlement can be discussed without any suggestion of resentment towards Great Britain.THE LONDON.ENG.DAILY MAIL.The reports of alleged Liberal intentions to disregard Canadian interests appear to be based upon neve which has reached Canada from New York and Washington. It is to be hoped that these reports represent more unintelligent guesses, but a certain color is given to the Canadian fears by the remarkable coolness which the British Government are now displaying to Canada, and by the extraordinary anti- British poliey which His Majesty's Ministers have deliberately adopted in South Africa.Canada 1s vitally Interested in the fisheries question and the neutrality of the great lakes, while there are other minor points at issue hetween her and the United States. It i= almost impessible to belleve that a British Government would surrender Canadian claims on these heads.MEDAL FOR AN OTTAWA HERO Lad Who Rescued Rev.and Mrs.Hugh Pedley to Be Honored.Special t: the Montreal skeleton recently unearthed near Moraviantown have been identified as the great Indian chief, Tecumseh. It ls sald that he used to limp, and one of the leg bones shows a severe fracture. At the engagement at Moraviantown, the noble Indian chief and hundreds of his warriors gave up their lives for the honor of the British flag.Tecumseh was of the S8hawnee tribe, and came from the Mchawk valley, where he had sought to unite the various tribes against the Americans, as he was astute enough to sea the red men were being pushed back further and further by the whites. He aided Brock in the capture of General Hull and the United States army at Detroit in 1812, and was promoted to the commissioned ranks of the British army by the General for his fine generalship and bravery in the capture of the American fort. There was some talk fifteen or twenty years ago of erecting s status to Tecumseh on the fleld of battle in which he was killed, but so far nothing has been done to keep his Messrs.Champagne, Cidre and Biere.all well known characters of a certain locality in the city, came to the conclusion that a little celebration, quiet and simple, hut perhaps slightly eut of thé ordinary.might be the proper thing, just io show thelr appreciation of the fact that seven n'clock whistles of a Monday morning were things to be despised, and ta show the world that they were beings far removed in character and taste from the vulgar throng.Accordingly they laid their plans.Mr.Champagne heing the son of un ex-Constable of the Montreal constabulary.was AaAppeilnted deputy high back in the waggon and let drive away up into the blue sky.Not to be outdone, Biere and Cidre yanked out their double barrels.and started a celebration loud and lusty enough to make the Queen's CHICAGO SPEECH Refused Endorsement of State Convention Which Elected Sullivan.HIS RAILWAY REFORMS Too Great a Factor in Work of Cor rupting Electorate—Must Be Curbed.Chicago, September 3: — Wm.J.Bryan, as the guest of the local democracy, delivered two addresses yesterday. His first speech, which was made at a luncheon at the Iroquois, dealt with political issues and economic questions. The second, as a banquet given in his honor at the Au- ditorilum Hall, by the Jefferson Club, was devoted to National Comitteeman Sullivan, of Illinois, whose resignation Mr.Bryan has demanded, and who.despite this, was endorsed by the recent state convention, which also declared itself in favor of Mr.Bryan as their nominee for President.Bryan scoured Sullivan and his political methods unmercifully, and informed the Democrats present, many of whom were delegates to the recent state convention, that he would have none of the approval of the Democrats of Ilii- nois, and that he repudiated their endorsement of him.He said in the course of his speech: “The question now is what can the Democracy of Hlinois do to register its protest against the kind of politics for which Mr.Sullivan stands. This is the question I, as a Democrat, am interested in, for the question which arises in Illinois will arise In all other states where the corporations attempt to obtain control of the party organization, “What is the objection to Mr.Sullt- ! van ” He is a high official In a fran- | chise-hoiding corporation, which is continually seeking favors at the hands of the Government. He |s familiar with all the methods employed by such corporations to gain from local and state governments special favors and privileges.A STRONG STAND.“I hold that no man who is officially connected with a corporation that fs seeking privileges ought to act as a member of a political organization, because he cannot represent his corporation and the people at the same time.I insist that the fight should be cemmenced to-day to prevent his reelection to the national convention.“And what I say of him I say of as- plrants for position in the party or- ganlzations of cities and states. If the party has not virtue enough to throw out those who traffic in politics for the advantage of corporations to which they belong, it does not deserve victory, nor can it hope for it." In his afternoon address, Mr.Bryan said.regarding his recent ulterances in New York on Government ownership of railways: “I was led to my conclusions by the corrupting of the people of the United States by the railways.I have known conventions to be controlled by passes.I have known judges to be elected by railways, and 1 have reached the conclusion that this corruption cannot be eliminated until these monopolies become the property of the Government.1 am opposed to centralization, and.therefore, I prefer that we should have the local lines owned by state governments, and only the trunk lines uwned by the Federal Government.” Mr.Bryan also advocated the election of United States Senators by popular vote. His remarks under this head were loudly applauded. He said: “I think it is well to speak plain in regard to the United States Senate, and in my humble judgment the reason why reform has been delayed mn long is that predatory wealth has put its operating tools in the Senate, and until this can be remedied and the Senate brought into harmony with the voters of thls country.there is not much prospect of reform” As a remedy for the trust problem, Mr.Bryan offered a plan for confining In the state that allowed ita 1Incorporation any trust that oppressed the people by allowing it to operate in no other state].It would then be fn à position to eat up the state that gave it birth, he sald, and that state would thereafter be careful not to be eaten a second time, Street Cars at Toronto Junction.Toronto, September 5.—The Ontario Railway and Proctor.son .United States Senator Redfield Proctor, was elected governor of Vermont yesterday by a large majority. The Republican organization at a late hour claimed that his plurality over Percival W.Clement, of Rutland, the independent and Democratic candidate, would exceed 15,000.The normal Republican plurality in Vermont is about 12,000.Scattered returns received from the two congressional districts of the state indicate that Representative David J.Foster, of Burlington (Rep.), has been re-elected in th: first district by a large majority, and that Representative Kit- tredge Haskins, of Brattieboro, has been returned in the second by the usual large vote.Returns from 100 towns out of 246, show that the Legislature will be ovar- whelmingly Republican.National lssues did not figure to any extent in the biennial election, which was held yesterday.as the contest for governor was not & straight one between the Republican and Democratic parties. The chief point of interest ‘’n
