Colonies—The End of British Dominion in South Africa.ian Associated Press.London, July 27.—The Transvaal Pro- ive delegates now in England.Lave issued an appeal to their fellow- colonists of other British colonies.1* asserts that this is a critical moment in the 1’ "ory of South Africa, as well &# of Greu* Britain. After t-e gieat loss in :oney and human Life, distur»- ance to trade administration and the Orange River Cal- ony be given practical independence for there would not be five British repr»- sentatives in the legislature of the Orange River colony. The future of the flag and of all that British civilization means would be the mc-est gamble.“ Every colony in the empire must be awalting with intense anxiety the announcement of the Prime Minister next Tuesday in the House of Commons, as to the details of the new constitution for responsible government to be given the Transvaal. There is reason tn fear that safeguards which the Government will include in the at home, that the Gov- srnment's promised gramt of responsible Government to the Transvaal means the retrocession of the country to the Roers, Rudyard Kipling onntributes to the Standard a poem of six stanzas, depicting the colonists as being shamefully and jugglingly sold into bondage, and appealing to Great Britain to prevent it.‘The following are extracts from the poem:— “The great mental strain over the situation. But, with “Parliament off his hands” and the Government again free to pursue its own policy, a great burden appeared to be lifted from his shoulde The original plan of creating advisory council, the Emperor aving broken down Premier Stolypin’s purpose, is to form a reorganized Cabinet containing non-bureaucratic elements which will be able to introduce the policy of “strong-handed reform" proclaimed by the Government, He has secured tentative acceptances from M.Guchkoff, the prominent moderate member of the Moscow Zemstvo; Prince Georgi Ev- gororovich Lvoff, of Tula; Prince Nikolai Nikolaievich Lvoff, of Saratov; and M.Stakovich, of Orel; upon the condition that no less than half the portfolios are to be given to non- bureaucrats and that a “broad, con- cillatory programme of reform” will be proclaimed in the hope of calming the population. Some of these with whom M.Stolypin ls negotiating are insist- Ing that the programme must include an unequivocal declaration tn favor of placing the Jews and all other inhabitants on an equal footing before the law.Running parallel with these liberal promises, M.Stolypin has issued another circular to the Governors instructing them to keep close watch on the population tp prevent meetings tending to lawless acts, and giving them authority te expel dangerous and even Mr.Rudyard Kipling has been Inspired to Iinterpose with one of his political poems-—a weapon whica always wounds his poetic reputation whatever 11 may do te “the enemy.” The London Standard, which prints Kipling'> prein, adds a pacifying stat- ment on Its own account to the effect that it understunds that the new Guv- ernment scheme will keep the Government of the Transvaal in British hands.Mr.Richard Jebb, of the London Post, sent us à letter a few days ago, that our readers will recall, in which he painted out that the real seat of peril was not the Transvaal but the orange River Colony. If entire self-govern- nent were conferred upon this cuin- munity, it would “inean,” he says, "the handing over of this province to the very coterig ul Boer irreconciteables who forced the old Free State into th: war and remain to-day the bitterest enemies of the ideals for *which we fought.” Mr.Jebb—who is a thorough Im- perfallst and an experienced investiga- tor—is nat so alarmed, however, about the Transvaal. He says that “in the Transvaal, the British population is large enough to take care of Itself, and shows a widespread desire for a change ol Government. There are ‘certain questions, especially that of Chinese labor, which no longer can be dealt with satisfactorily under the Crown Colony system. But, in the Orange River Colony, there are no such burning questions, and the British popula- ton Is in a hopeless minority (about 49,000 to 120,000).The “Progressives” are entirely within the rights of the ‘new understanding,” out of which may some day grow a pew British Imperial constitution, in appealing to the other Colonists on this Colonial question. No British Ministry can have a mandate to reverse the results of the late war.Britain asked in that struggle for the assistance of the Colonies—an assistance which was freely and enthusiastically given—and Britain cannot ndw In honor make the results of that titanic effort of no effect “without ask- Ing the consent of the same sister communities to which she then appealed for military cooperation. And if such consent were asked, it would most certainly be refused. If It was necessary seven years ago for .men front all over the Empire to die on the fields of -South Africa in order to ake British supremacy secure in that area, it must still be necessary to maintain that supremacy when it can be done by the simple process of leaving an act of Parliament unwritten. On the other hand, the self-govern- ing Colonies have great faith In the healing power of self-government.Nuathing so dangerously irritates a mixed community, striving toward a better mutual understanding, than the constant intervention of the Imperial Government, which seldom understands and is too often the dupe of a nolsy few.So soon as Britain can give the South Africans self-government with safety.it should do so; and the sooner thls time comes, the sooner will the scars of the war be forgotten. But no risk should be taken of re-arining Boer ambition; and not a single British colonist should be sacrificed on the altar of reconciliation. We all desire a permanent peace; into the death of the two sallors murdered at the Basin on Monday night is being continued, but no startling developments have yet come out of the evidence.Private John Horne, R.C.R.said he was on gate duty at the barracks, and testified that Corrigan came in at 10.50, Lapointe and Higgins at 11, and Walsh at 11.10.Corrigan had some blood on his face, and told witness that he had been mixed up in a row in Lower Town with some sailors from the Empress of Britain, who had started the row.Corrigan admitted that he and Walsh were together.Later, when Walsh came in, he enquired for Corri- gan, Higgins and Lapointe, remarking that they had got him in a row and then left him.All four men were quite excited when they came into barracks.Corporal Matthews stated that he had seen the four soldiers with several sajlors in the canteen, but only tdentified one of the latter as being present.John McGrath, cook in the J.M.Taylor, gave his evidence in a very incoherent manner. He admitted that several men of the schooner had been drinking In a hotel that evening, until put out by the proprietor.and they then returned to their vessel, where they had some more drinks, having brought liquor on board. He admitted having been under the influence of ltquor that evening, and was in bed when he heard the row.and came out again to join his pals.He did not see who struck the fatal blow, and could not identify the prisoners, except La- rointe, to*whom he had spoken at the wharf, when the latter remarked that ha was trying to make peace.Chief of Detectives McCaskill, of Montreal, High
