It does seem as if we nought to allow any man who will take the trouble of retailing postage stamps for nothing to da so, It is a good idea to have certain fixed places where they will be always on sale, and to pay these places by commission or in some other way for their trouble.But why should it bo made a crime for other willing volunteers ta oblige the public ?If it be said that this will tond to so reduce the profits of the regular vea- dors that they will no longer work on commission, then they might be pald a small salary dependent upon the population which they presumably supply.This salary could be put at a rate equal to their present earnings, and then the country would nelther gain nor lose by the change.We would have (he same number of stamps sold ne formerly.and we would pay the” same amount for the service; but some of the vendors would be volunteers wlio would work for nothing.In faut.the enuntry could well afford to pay the petly commission to anybody Britain and Canada.The London and Liverpool daily papers recently printed a statement that the Empress of Britain, of the CP R.Company's Atlantic line.halds the record between Moville and Rim- vuski This the Allans deny.stating with positiveness that to their turbiner Virginian belongs the credit of making the fastest run between Moviile and Rimouski As the conditions under which the two steamships sailed their best voyages are very different.it is hard to draw à sharp comparison of the rela- uve merits of the two vessels.COMPARISON MADE The time of passage of the Empress of Rritain on her last trip was 5 days, 16 hours and 47 minutes, to which must be added the difference in time.In the case of the Empress the offi- vers reckoned 4 1-2 hours’ difference in time.while the Allans adhere to the old and almost universal custom of reckoning the difference on a west- wird passage as five hours, the difference hetween f(ireenwich time and standard time at Rimouski, Quebec.or Montreal, it all being the same.ALLOWANCES MADE.Reckoning the Empress on the same basis as the Allan liner would give 5 days 21 hours and 47 minutes.The Vir- Rinian's revord voyage Moville to Ri- mouski computing the five hours’ difference in tine was 5 days 22 hours and 20 minutes.Again, however, the comparison is not ~omplete.as the Virgin- jan’s trip Is reckoned from the minute she left Moville with the mails which the Empress’ time was calculated from the time she passed Moville, well out In the channel.This would æiva the Empres.of Britain some little advantage, as it would mean the diff-ren-e between the straight course and 7 deviation made by the Virginian in order to get into Moville for the taking on of mails.A glance at the map woull inii- cate that the advantage lias ‘in the Empress tn an extent of peraaps fifty miles, perhaps a little less.BY SHIP'S LOGS.Under the circumstances the logs «f the two vessels placed side by side are interesting, but again, however.the comparisni, is not exact as !n the case of Virginian, the record is from Moville to Rimouski, while in the case of the Empress of Britain it is from Moville to Quebec.They are as follows: Virginian.«f Brit.Part of first day.396 243 Second day .441 428 Third day.447 443 Fourth day .431 421 Fifth day .425 4.3 Sixth day tc Rim- ouski .358 403 To Quebec.440 “ Whole Day : Computing the above on the only equitable basis, that is th nots run in twenty-four hours on an average, throughout the voyage, it \\(ndi- cates that the Virginlan salled faster.her time being 17.60 knots per hour while that of the Empress of Britain was 17.06.| ——— MANY SAILING FOR EUROPE The Empress of Britain Will Leave With a Full List of Cabin Passengers.On Saturday.the 23rd.the C.P.R.steamship Empress of Britain sails froin Queber with what !s perhaps the largest list of cabin passengers, both first and second.that has ever left Canada on a voyage.The saloon will carry 328 and the second cabin 260 passengers, making a total of 578 in the two classes.In addition the Empress will carry 300 steerage.The paloon list is as follows: Tr.H.M.Ami, Ottawa: Mr.J.H.Anderson.Vancouver, B.C.: Mr.Percy Ash- ton.Mrs.Ashton.London, Eng.Hon.N.A.Belcourt, K.C.Ottawa : Mr.George Rell, Toronto;
