but it was not untll 1904 that it was put In the form of a solemn contract, signed.sealed and delivered.That contract had been placed before the Committee on Public Accounts, and it was signed by the Minister of the Interior and the secretary or manager of the company.There were the engagements of the company to carry on a propagsnda.to spend yearly $15,000 In advertising Canada and In addition f1,000 a year on special work in Scandinavia, provided the Government spent £760.For its part the Government undertook to pay fl per head on agriculturalists and domestics.= 1 tage would ! Now whuzl had Mr.Foster\u2019s motion to say about it ?In the first place.it charged that the contract had been made without the knowlèdge of Par- lament\u2014it had been concealed.Is that true or is it not true, asked the Prime Minister.He regretted that Mr.Foster was absent, because that absence was caused by illness, and also because Ht prevented him debating this point with the honorable geritieman.Was Mr.Foster's statement true or was it false ?PREMIER'S FLAT DENIAL.\u201cMark my word,\u201d said the Prime Minister, \u201cthere is not a word of truth tn it.\" Then the Prime Minister quoted from the report of the Department of the Interior for the year 1901-02 laid on the table during the session of 1903, which, on page 5.gave a full description of the contract.with the North Atlantic Trading Company.That volume contained the report of Mr.James Smart, then Deputy Minister, setting forth the negotiations and the ge- ments arrived at, and this was Followed by the very terms of the contract itself.Was Mr.Foster's statement falsehood and slander, or was it ignorance and deception?Whichever it was, it was' of the grossest kind.Mr.Foster's next charge was to the effect that the contract had been made and the money paid thereunder without authority and without a parliamentary appropriation having been made.There was no more truth in this charge than In the other, sald the Prime Minister, Mr.Foster, in his own speech, had sald that money had been voted to a company that did not exist.If the money had been voted, there must have been an appropriation for it.As a matter of fact there had for years been items In the estimates for the pay of Immigration agents, contingencies, efc., and the wording of the items remained the same from year to year, the only change being in the amount of the jtems.Out of these votes, for thirty years, nts in Great Britain had been patd nd agents on the Continent.Qut of these votes had been paid the North Altantic Trading Compan The Government had as much hority to pay the company out of those votes as they bad to pay the immigration agents in Great Britain.Then the motion of Mt.Foster sfht- ed that the contract or arrangement was continued for 13 years and called for an expenditure by the Government of one ion dollars, and all this without reasonable compensation - tage to the country.or advan 8 was answered by th the resolution themselves.® yormm of Hon dollars could not be earned without the immigrants being brought out, which at 35 a head meant an addition of 200,000 people to our population.But it was urged that there was no proof, that theses people would be brought out by the company and not by means of other ggencies.But what other agencies were thers ?asked the Prime Minister.No other Canadian emigration propaganda was carried on in Continental Europe besides that in which the company was engaged.COMPANY D ER ESPONSIBLE with unkng persons.Th might have been some trath in that iva or six years ago, and if it° was.a defect, it had been Jdorrected, because eventually the contract had been made with respenasibie men, .\u2018The contratt had at.first been signed by a co y, but that did hot satisfy MY.Sifton, who inststed upon responsible names.© The North Atlantic Trading Company was formed, and its manager and seorethry signed the con CR Gentlemen ophosite asked for -the .names of the a holders, ever heard of such a thing ?What advan- t Bl ROW ~ who « the shareholders wer * Such a coriplaint was weak and futile.Mr.Borden, leader of the Opposition sie) LEH awl IRS It was charged that.the contract was |, THN used a corporate seal six months before it was incorporated; and of what importance to the point at issue whether the capital was pald up or not ?This question of whether the workwas done by a curporation or & syndicate seen ed soul-harroqwing to the Opposition.Then they complained that the company had no vessels afloat.Do ticket sellera usually have vessels afloat, } asked the Prime Minister.The further Mr.Foster's motion was investigated, the more futile it appeared to him\u2014 the more it crumbled to pleces under one's hand.In Mr.Foster's speech, there was the vicidus fnsinuation that the arrangement was discrimination against British, and in favor of foreign !mmi- gration, there wag always this appeal to prejudice, there was not a word of truth in the insinuation.The Prime Minister gave statistics.Since 1900 there had been spent In Continental Europe on this emigration propaganda the sum of $221,826; there had been brought out 128108 immigrants, of whom 49,871 had been paid on, so that the expenditure was $1.72 per head.During the same period 186,500 emigrants had come out from Great Britain.The expenditure had been $86,- 600 or $4.84 per head.Where was the discrimination?Mr.Foster had said that the propaganda was unnecessary because conditions were such in Europe that the immigrants would have come to Canada anyway.The Prime Minister admitted that those people would.have left home, but they would have gone to the United States.Ten years ago, Canada was unknown in Europe; but she had since then been advertised, she had become known as the new end rising star of the West.CONTRACT IS CANCELLED.In reply to Mr.Borden the Prime Minister admitted that the contract had been cancelled because some of its terms had not been complied with by the company.Secrecy was charged.This was for the purpose of saving the Company from worry in foreign countries and from being watched and interfered with.But the Opposition had insinuated that there was something more behind it all.that secrecy was to shicld men who had Improperly profited by the contract.If they believed that, let them come out and make accusations and, said the Prime Minister, \u201cI will tell them that no mercy shall be shown to offenders.\u2019 The Prime Minister did not think that the present policy of immigration should be put an end to.Immigration must be continued; a demand for labor must be created and great works had to be constructed to carry to market the produces of that labor.IN REGARD TO MR.SIFTON.Mr.Foster's conclusion was quoted, where he sald.that In this matter he had no sympathy for the Prime Minister, for he had brought - the trouble upon himself by making Mr.Sifton powerful.The Prime Minister said he would have to take a share of the mud that the member for North Toronto was throwing.It was part of the game, but he would remind that gen- tieman that if there were blows to give, there might be blows to receive az well.What he had to say in that regard would be.reserved for another accasion.Such was the Prime Minister's defence of the contract with the Norta Atlantic Trading Company.SOME LIBERALS ROSE.As Mr.Borden rose to reply, severil Liberals left thelr seats as if to leave the House.The Opposition called out, \u201cSit down!
