supplies all the companies annually with blanks, which are to be filled in and returned.These blanks are given only to the purely Canadian companies, but operating in the Dominion and hav their head offices elsewhere are Sup to give the required information on their own papers.All the papers must: be in the offices of the department by March 1.containing al] the information as tô the assets and business of the insurance companies on penalty of a fine of $10 per day.Mr.Fitzgerald explained \u2014in answer to a question\u2014that this \u201cyear ère were No companies which had pay fines on this score.The, delay (in \u2018thele capes was accidental.INSPECTION OF ACCOUNTS.When these papers have been received the department prepares an abstract of the work of the companies in Canada for the entire year.These abstracts are printed and distributed to the members of the Senate and Commons.After this the inspection of accounts at the head offices of the companies is holding bonds from year to year, vou would easily ascertain whether the bonds were the same or not.\u201d \u201cYes.I could easily do it, but it would be a great increase in labor.\u201d Mr.Langmuir\u2014\u201cWhen you examine scrip do you find out from the company issuing it that so much scrip is entered on its books as being held by the insurance company ?\" Mr.Fitzgerald\u2014 \"We custom to take the book price only.In real estate valuation he had found it hard to obtaln a valuation of lands from the comapny.In the case whero the company bought a house and then raised the price, without the fear of affecting the duration of the session.In reply to Hon.Mr, David, Hon.Mr.Scott said the Qovernment was yearly asked to divide the public business between the two Houses.It did not rest with the Government as far as private blils wer concerned.As regards Government measures, Ministers in charge of departments desired to introduce their own bills.Hon.Mr.David appreciated the answer.He did not see why it could not be possible to divide the private bills.Hon.Mr.Ferguson resumed the debate on the address by a reference to railway matters.The Transportation Commission recommended the Intercolonial to making it clear that the Government had made a mistake in allowing the Canada Atlantic system to be sold to the Grand Trunk.EXTRAVAGANCE AND CORRUPTION.Mr.Ferguson charged ths Government with extravagance and\u201d corruption.During the last nine years the population of Canada had increased twelve per cent.while the taxation had increased one hundred per
