Fareweli to Johns Hopkins.YOUTH IS PROGRESSIVE The New Oxford Regiys Professor Says American Medical Colleges are Inferior to European.Special to The Montreal Star.Baltimore, Md., February 24.—That nothing in the world is accomplished * Dy man more than forty years old and that men of sixty years should be retire4 or chloroformed, und that Amer!- can medical colleges are teaching hybrid systems of medicine and producing ignorant practitioners, and that Europe is far ahead of the United States in medical universities were the statements made in the farewell address of Dr.William Osler at the an- niversaty exercises of Johns Hopkins University, which institution Dr.Os- ler 4e about to leave to become the head of the Medical School, of Oxford University, Dr.Osler sald: “T have two fixed ideas well known to my.friends.The first is the comparative uselessness of men above ety ye: years of age. This may seem g, and yet read aright the world's history bears out (he statement.Take the sum of human achlevement in action, in sclence, in art, in literature, subtract the work of the men above forty, and, while we ould- misg great treasures — even priceless treasures—we would practically be where we were to-day, “It js difficult to name a great and far-reaching conquest of the mind which has not been given to the world by a man on whose back the sun was stil} shining. The effective, moving.vitalising work of the world is done between the ages of twenty-five and forty, these fifteen golden years of plenty; the anabolic or constructive period, in which there Is always a balance In the mental! bank and the credit ig still good.PROGRESS CAME THROUGH THE YOUNG.“In the science and art of medicine thers has not been an evidence of old men in the first rank which Vesalius, haw, unter, Bycht, LaEnnee, Vir- cho and “Koch have occupied. The green years were yet upon thelr héads when their epoch-making studies weré made.To modify an old saying.a man is sane morally at thirty, rich mentally at forty.wise spiritually «Qt Afty, or never. The young men .should be encouraged and gfforded every possible chance to show men should retire from active life at sixty or be chloroformed and that after forty a man cannot achieve greatness by individual work. The eminent doctor's remarks are coming in for scathing criticism mostly by men over forty., CURIOUS, NOT SCIENTIFIC.Elis H.Roberts, United States Treasurer, 78 years old, d: “The views of Dr.Osler are curious rather than acten- tific. He might have explained that Mr.Thiers, President of France, when he was near his eightieth year, prevented Germany from stripping his country of more than one-third of his territory and how he achieved his great diplomatic victory over Bismarck. It wou!d also be interesting to hear the explanation how Pope Leo XIII.really won his immortality, which all concede to him.after he had passed eighty- three years. He Hved to be ninety- three.Representative Payne, New Yobk, sixty-two years old, sald: “I can hardly concur with Dr.Osler's statement that a man is not worth much after he is forty.I would suggest that President Roosevelt, who Is forty-five, is still worth a great deal, and liable to continue to be a factor for some years to come.” Senator J.C.Burrows, of Michigan.sixty-eight years old, sald.“1 do not know the gentleman who made the statement, but [ think any one who says anybody should be chloroformed when he is sixty, has reached a point where he should be chioroformed presidents of banks, heads of insurance companies and other corpora s, and a condition of abnormal and excessive commercial activity is the result. The frantic scramble after money and position uses up the nervous vitality, so that at forty years men have exhausted the energy of a lifetime.Dr.Osler has drawn his opinion from these data.but it is 50 radical! as to be misleading.” It is posent ro Michigan does not subscribe to the statement that men lose thelr" usefulness when they reach the age of 60 years. He has replied to Dr.William Osler.formerly of Johns Hopkins University, who recently declared that men when they reach the age of 60 years should be chloroformed.Dr.An- gell says: “I would llke to extend the time of man's life instead of shortening it.The experiment of killing oft old men has been tried in Africa for centuries, and 1 would suggest to the distinguished physician that clviliza- tion has not advanced very rapidly there.” REGIUS PROFESSOR WILL FIND Ontario Navigation Company.offering to sell to the city an entire outfit, so it could operate boats between the city and St.Helgn's Island. The cost of the outlfi.was put at $10,000.The Informatio was also conveyed that the company, for years past, had made no money out of running boats to the island: in fact, money had been lost by the contract which the company had with the city, in this connection. If the company continued to operate boats during the summer to the island, the corporation was asked to vote the company a bonus of $2,000.When Ald.Robillard, chairman of the Parks and Ferries.Committee, reached the City Hall to-day, the letter from the company was in the hands of the secretary: Mk Campeau. When first questioned to the contents of the letter, Ald.Robillard for a time.refused to give any information in regard to the matter.Later, however, as the contents of the communication becume known, Ald, Robillard.consented to speak. He said it was true the Richelteu and Ontario Company had sent a Jet- ter, offering to sell the steamer Cultivateur, which runs between the island and the city, and also to sell the city the sheds on the wharf in Montreal.the wharf from where the bodt runs, ge am well as the wharf and shed at Helen's Island, for a sum of about 346,000.It was also true that the company had stated jt had made no profit out of operating boats to the land, and demanded a bonus of $2, t the boats were operated during the pn Ing summer.TO CALL SPECIAL MBETING.It was the opinion of Ald.Robillard that the company's demand for $40,- MO was a large one.In the firet place the steamer Cultivatenr was an old one: while the wharves, sheds, etc.were far from new.The matter was such an important one.that Shea (A.(Ald.Robillard), would, however, cial meeting of the Parke.‘and Pertes Committee for Tuesday, when the offer of the company could be discussed.yas further explained by Ald.Robfl- ard.that the contract.which the Richens arid Ontario Company had with the city expired last autumn. It was evident, seetng; that {fie company demanded a bonis, that it was time the city was taking some steps, so new paselngert TB de fiend. Was Aho It wis he nteution dg stand.1 Ald.Robiliaia that 1f were Jiven to the isla pa e .any bonus to the company, be was utterly against it.He did: not think his committee would, for a moment, consider such a request favorable.A HANDSOME PRICE.Another member of the Parks Committee sald: —''The letter of the company shows the company is asking a handsome price for an.old boat, and for some old wharves. The time has come when the city must purchase new | boats, and operate them between the island and the city: Such a service could be given for far, less than $40,000.I belteive if the city purchased a couple of small, well built boats, that passene- gers could be carried to and from.the {sland for onetor two cents. Some tfme ago, a party who runs boats between Montreal and lower ports, offered te take over the service to St.Helen's Island. He offered much better terms than the ichelleu and Ontario Company has done.1 shall ask, when the Parks Committee meets, that this man be communicated with. There have been thany complaints about the poor service, With a good fast service to the island, and with amusements there, there should be.no danger of making the service pay.my point of view the city should own the ferry service.I do not think that the City Coun- ofl will ever consent to buying out the service of the R & O Company, at the figures quoted in the communication it sent to'the City Hall to-day.I think the.outcome of this letter will be that the city will get an indépendént service to the island, and the Company can then keep ita boats.“The Government ls about to turn over the whole island to the city, and this will mean that the corporation can build wharves at any point on the iîs- land it desirés.In addition to this, plang are to be submitted to the Parks Committee on Tuesday.showing how an elevated passage could be bulit over the wharves, sé passen could reach the boats running to St.Helen's island without having to walk across the tracks to the boats. This would be a popular move.” « Genuine Carter's Little Liver Pills Must Bear Signature of there | époctte | * TAB00ED - by many people, because - they “have found ft why, and Present Condition of Affairs, FUNERAL OF GRAND DUKE Abgence of Any Member of the Im- ~~" perial House a Very Ominous sign.Mr.C.W.Dubin, a Russian officer resident in Montreal, stated to the Star ‘this morning that the telegraphed account of the Grand Duke Sergius’ funeral, furnishes in his opinion most conclusive evidence of the magnitude of thie disorder in Russia.“It would appear from the des patches,” said Mr.Dubin, “that neither the C; himself, nor any member of the verfal faniily, excepting the wid- oped and Duchess Elizabeth, was present at the interment in Moscow. This is the first time, since the accession of the present dynasty, and pro- bly.in all Russia's history, that a member of the Imperial family has been buried without relatives present. At different state funerals all the relatives of the deceased have invariably been present, and the interment took place at St.Petersburg.“At the funeral of the Grand Duke, however, even the ministers and am- ors were not present. They remained at St.Petersburg attending & commemorative funeral service there, while the Czar and members of his family, attended a special service at his own palace, the Tsarskoeselo, sixty miles distant from St.Petersburz.‘Only a week ago it was believed that the brightest days in Russia's history were coming. The Czar seemed inclined to grant the most essential reforms asked by the Zemstvos.Even the date for a general assembly of this body had been set for yesterday. But new, as an immediate result of this act of terrorism, the Czar will not likely yield to the demands of the people.“The ukase issued yesterday, provides that no Zemstvos convocation will be held now, nor will any measure of representative government be conceded. This would indicate that there is no hope for the present for the Russian people to obtain the reforms they need and desire.Even the Prime Minister De Witte has resigned.“Optimistic as one might like to be, I am compelled to acknowledge, from a review of the state of affairs in the Czar’s domain, that either the obstinate bureducracy will have to be crushed, or the whole country will be doomed to a long postponement of Russia's hopes for liberty." CONDITION OF STREETS IN UPPER PART | OF THE CITY.The efforts of the residents of Peel street in the cause of good roads have attracted much public attention. The operations in Peel street have been confined to the portion between St.Catherine and Sherbrooke Streets, and the grade and evenness of surface are at once apparent. Not so with Stanley, Drummond, Mountain and Crescent streets, which are just west of Peel and between the Drummond and Mountain are made formidable and undightly, towards the Sherbrooke end, owing to piles of snow over aix feet from the sidewalk. The sidewalks are in fair condition and by no means uncomfortable to pedestrians. The width of the road will allow of two teams passing each other without risk of collision. In the cases of Mountain.Stanley and Crescent atreets, the seat of the trouble seems tp be confined to those portions between Burnside Place and Sherbrooke street. The lower portions are rugged, but in the upper parts the piles of snow compared with other places in the city, would lead to the impression that the storm had raged in those parts with much greater severity. The passage is narrow and seems dangerous to traffic, particularly after sun-down.FOR REMOVAL "OF BODY RESCINDED BY THE COURT.Mr.Justice Davidson, yesterday, rescinded the order previously granted, for the removal of the body of the late Colbert O.Grothe, and ordered that the body be returned to the Cote des Neiges cemetery.Mr.J.C.Lamothe appeared on behalf of the children of the deceased, and his brothers, and presented a petition, setting forth that the petition for the removal of the body had been obtained through failure to state that : FAILING EYESIGHT Caused.by Improper Food.Writers who live sedentary lives and who use coffee are apt to be troubled by faulty visfon, which ‘they usually attribute to overwork. That they are sometimes mistaken is proved by the following statement from an old newspaper man: .“For nearly 40 years I have earned my living with the pen.A few years ago I began to suffer from occasional ‘blind spells’ My vision frequently became obscured by whit may be called kaleidoscopic blurs, in which constantly changing figures like wheels, stars.etc., floated before my eyes.making it impossible forv me to work while they lasted. They were usually followed by dull, heavy headaches.“My physicians, two of them, advised me that my eyes had become weakened by overwork.1 consulted an oculist, but he could not ‘discover the cause of the trouble.I bought stronger glasses, but they did not Kelp me."Laat summer, while living tempor- arly in a boarding house, I found the very weak coffee a thing to complain of,’ till suddenly 1 discovered that my Blind spells’ were becoming less frequent.I then satisfied myself by experiments that it was coffee that was deranging my optic nerves.“A friend advised me to try Postum coffee, and although I had no faith in it, I began to use it.In three days’ time the ‘blind spells’ completely ceased, ‘Going back to the.old coffee the biind ‘spells’ late Mr.J.F, Wilson.(Sce also page twelve.) NA.GOIN SATISFIED WITH THE SOLUTION While the crisis at Quebec is ended, the comment on the settlement is still rife on the street, and among those who take an Interest in politics.Mr.Gouin, when eeen by a Star reporter to-day, said: “A settlement has been reached that is satisfactory to both parties.‘That Is all there is to say." Among those who supported Mr.Parent, however, there is a certain feeling that the bolters have not won all they expected to.For a long time the Gouin-Turgeon supporters would have nothing to do with conciliation. They declared loudly and with great insistence that Parent must go, and go at once, that no form eof conolliation would be considered by them. Then they dug up a statute, under which they argued that Premier Parent, by Accepting office under the Federal Government, had disqualified himself from sitting in the Quebec Legislative Assembly.; Following these declarations and moves came the call to Mr.Turgeon to visit the Lieutenant-Governor.Then Messrs.Gouin and Welr were summoned to Quebec, and they, too, were called to Spencerwood, where they had an interview with the direct representative of Hig Majesty. The Lieutenant- Govemior is sald to have advised the ex-Ministers that if Premier Parent was defeated on the speakership vote in the House on March 2nd, and asked for a dissolution, His Honour “could not very well refuse it.DID NOT WANT DISSOLUTION.A dissolution was the last thing in the world which these gentlemen desired, for they would have to go before the province with their tongues tied by the order of the Lieutenant- Governor, who would not allow their explanations to be made public. They wera thus forced into accepting the terms which Mr.Parent imposed. They must allow him to meet the House On March 2nd, with such Ministers as he would, choose in the meantime, It was arranged that the Ministers would not have to stand for re-election for the present, and that as the Preniler’s health was bad, he would retire after a time, when the Lieutenant-Governor could call on Mg.Gouin to form ‘a new Government. The new Government would have Mr.Gouln as head, with the portfollo of Colonization and Publle Works, while Mr.Turgeon would have that of Crown Lands, Mr.Weir would naturally expect to be rade Treasurer, but it is hardly expected that Mr, Mc- Corklll, after resigning his seat in the Legislative Council, because it- was represented to him by Hon, 8, N.Parent and Hon.Sydney Fisher that thers was no English-speaking member of the House quaiified to secept the portfolio M.—Premier Parent left for Montreal this afternoon, whither Messrs.Archambault and Monet preceded him, and it 1s possible that a Cabinet meeting may be held there tomorrow. The Premier's present trip 18 not, however, so much for business as to consult a specialist again about his throat, which is giving him a good deal of trouble still.Referring to this trouble to-day he declared to a friend that It was quite Impossible for him in his present state of health to long retain the Premiership. He will meet the House, however, next Thursday, as he always sald he would.More than this he would not say.To all the newspaper men he had nothing to say more than that an understanding had been arrived at Between the {wo factions of the Liberal party in the House, but that all the conditions are confidential and that the leaders ot both sides, who have been brought to the arangement, have pledged themselves to secrecy.Mr.Turgeon was also seen and made a similar statement.THE PROGRAMME.The actual condition of affairs is nevertheless as follows: Mr.Parent will meet the House uext Thursday as Premier. This is absolutely certain, unless something quite unforeseen should occur in the meantime. It is equally certain that not one of the lately resigned ministers will rejoin his Cabinet.Every attempt to bring this about has absolutely failed.Hon.Mr.Monet will enter the House as acting Minister or Administrator of Public Works, and Hon.Nemese Gar- neau, M.L.C., will take Mr.Turgeon's department as Minister of Agriculture, it he ts willing to do so.He has the offer of it and was to have been sworn to-day, but though he visited the Parliament House, he did not take the cath. One of his friends said subsequently that he had declined the offer and that Mr.Parent would have to look elsewhere for a Minister of Agriculture.Another said that Mr.Gar- neau would probably be sworn next week, Mr.Germain himself would say nothing.Mr.Monet has already accepted the administration of the public works ‘department, and has.taken the oath of office, but without salary. This Is to prevent the voiding of his seat and the necessity for reelection, which would have followed the acceptance of a position of emolument under the crown.VACANCIES FILLED TEMPORA- It was well understood that the va- canclés in the Cabinet are being filled though only temporarily with the de- who, having been asked by Mr.Parent for delay for the express purpose of ain them now naturally Insists that this must be done.An interesting.detail of the negotiations concerning this delay hae leaked out.Mr.Parent asked the Lisut.-Governor for & prorogation of the House till March 22.The Order- ‘| in-Council to this effect was prepared. When it was found that the Lieut.- Governor was not dis to grant 80 long a delay, another order was prepared delaying the opening of the ses- ston till the 6th of March only.As the three new Ministers resigned on the 3rd of February, and their resignations were accepted on the 4th, the agreement of the Governor to a delay in opening the House till the 6th of March would have made it impossible for these Ministers to have returned to the Government within thirty days of thelr resignation in the event of Mr.Parent's defeat on the Speakership election and consequent resignation, and unless they were able to do this they would have to go to their constituents for re-elecotion,this causing more probable delay in proceeding with the business of the session. It is reported that Mr, Parent was told: By the Lieutenant-Governor that as twenty-three days sufficed for him to dissolve the Assembly last November and to elect the whole House, twenty-six ought to be long enough in which to select and re-elect two or three Ministers, and the date of the opening was thereupon fixed as it now stands.Mr, Parent's opponents still insist that his supporters are a minority of the House. They have agreed that Mr.Parent shall propose the name of .the Speaker-elect, but they Lave selected lt for him, and Mr.August E.Tessier, M.I.A.for Rimou- ski, Is the selection.Within a brief period of “the opening Mr.Parent will retire to go South for his health, and either Mr.Gouin or Mr.Archambault will be the new Premier.MR.MONET TO DISAPPEAR.Mr.Monet and his new colleague wlll then disappear. The new Government will contain all Mr.Parent's old rolleagues, with the possible exception ot Mr.Robitailla, whose friends think he may voluntarily retire on account of Impaired hearing, If only one new Minister should be”required it will probably be Mr.Rodolphe Roy, M.L.A.for Kamouraska, law partner of Hon.Mr.Robitaille, who may possibly also remain.Lieutenant-Governor Jette has also left for Montreal {LARGE CROWDS ATTEND EXHIBITION Grand Trunk Raliway for land to extend its freight terminals at Notre Dame de Grace, between Cote St.Paul and Cote St, Pierre.Former Chlef Justice Killam presides over the court, and with him on the bench are Hon.M.E, Bernier and Mr, J.H.Mills, the other commissioner.Mr.Eugene Primeau, joint secretary of the commission, ig acting as clerk of the court, while Mr.Butcher, of Ottawa, ls taking the evidence. The Grand Trunk is applying for the expropriation of lamd now occupled by the city of St.Henri, and the town of St Cunegonde as a dumbing ground, and a portion of the property of Mr.J.E.Beaudoin, which Is now being likewise used by the two corporations for dumping purposes, The company has another application before the commission tor a plot of land.four acres long, now owned by the Electric Fireproofing Company, to gain access to the siding on the bank of the Lachine Canal, and to the works being constructed by the Canada Car Works. All the parties mentioned above are opposing the application of the Grand Trunk. The town corporations, represented by Mr, Louls Coderre and Mr.F.X, Dupuis, MLA, respectively, ag well as Mr.J.E.Beau- Join, represegted by Messrs, Gouin and Brassard, contend that the land is now being used for the purposes of public convenience, and Is necessary for the preservation of the health of the population of St.Henri and St.Cunegonde.The Company intended to establish {ts freight terminals on the territory, which {t sought to expropriate. The company wants an acre and a half of land.to furnish accommodation for 7,- 500 cars, besides providing tracks for operation, round houses, and other building necessary. The freight terminals at Point St Sharies.having become too small, it had e necef- sary to extend the yards, and this spot had been chosen as the best.sides, by establishing tae yards, the company would be ridding the nef bdrhood of a nuisance in the shape ot a dump. The witness was cross-examined at | some length by Messrs.Dupuis, Coderre % er ager «nd 'Goüiln, on Densif of ness as to thé time when the plans for these extensions had been prepared, and elicited the information that they had been under study before the Canada Car Company bought the property it now owns in July or August last.Mr.Blaicklock admitted that the Can- adn Car Company's works could be reachéd, without cutting across the land, owned by the Electric Fireproofing Company, but it would necessitate a considerable detour. The Grand Trunk would spend in the neighborhood of a miHion dollars, in fitting the property for freight terminal purposes.MANY ACTIONS HAVE BEEN TAKEN The North American Life Assurance Company's attempt to have a post-mor- tem performed on the body of the late Colbert O.Grothe, who dled some weeks ago, has SCHOOL QUESTION.“On the school question Mr, Haul- tain is prepared to take exception to the proposal of the Dominion Government. He cannot be accused of having raised the Issue to embarrass the Government. At the same time his draft bill, which expressed his idea of the constitution which should be granted to the West, was so phrased as to leave education wholly within the jurisdiction of the province, and is has been his position throughout the negotiations. The fact that the clause remains in a somewhat fluid condition probably prevents him from expressing himself definitely; but it may be surmised that he will enter a strong protest against the whole proe Ject, and will in particular fight with every resource the second section of the clause, which is new, an% which may be noted: In the appropriation of public moneys by the Legislature in ald of; education, and in the distribution of any moneys pald to the Government of a province arising from the school fund established by the Dominion Lands Act, there shall be no discrim- Ination between the public schools and the separate schools, and such moneys shall be applied to the support of public and separate schools in equitable shares or proportions, DIVISION OF SCHOOL FUNDS, “Mr.Haultain's point is that even if .Parliament does.impose Separate Schools upon the provinces, the ineer- tion of such a stipulation is a groes infringement of provincial powers. The Territories have made an equitable division of public funds heretofore, without being compelled to do so by a clause in a Dominlon Act.Such matters of detail should assuredly be left to the new provinces. If the Dominion is to prescribe the terms on which they ase to administer thelr school funds, why not go all the way and provide a pet of school regulations?Or why not provide them with a model Appropriation Act?“As for the general aspect of the matter, Mr.Haultaln holds nipat the most efficlent safeguard of the' Separate Schools is to leave the question to the provinces.Existing conditions aye an indication of the Judiclous manner in which the question has been handled so far, and there assuredly _is no intention of depriving the
