One cent per oz., payable in advance by Postage Stamp, is the rate on Printed Circulars, Prices Current, Hand Bills and other Printed Matter of a like character, and on books, bound or unbound, when posted at a QUEBEC DIRECTORY.419 Canadian Post Office addresed to any place in Canada, British North America generally, or the United States.The charge on books, &c., by book post to England is 7 cents on packets not exceeding 4 oz.in weight, 123 cents on } lb.packets, and 12} cents additional for every additional ; 1b.These charges must be prepaid.Book packets are not forwarded by Cunard steamers.BOOK POST WITH FRANCE.For a Packet of Printed matter, or single Newspaper, Book, &c., not over 2 0z.4 cents.Do.exceeding 2 oz.and \u201c 40z.8 Do.\u201c 4 oz.and \u201c 8oz.17 # Do.i 8 oz.and \u201c 1lb.34 * And so on, increasing 17 cents for each additional 1 lb.The Book Post regulations between Canada ard England apply to matter between Canada and France.NEWSPAPERS AND PERIODICALS.Newspapers published in Canada may be sent by post from the office of publication, addressed to any place in Canada, at the following rates, if paid quarterly in advance by either the publisher at the Post Office where the papers are posted, or by the subscriber at the delivering Post Office.To subscribers in the United Kingdom, they may be forwarded on prepayment of the commuted rate applicable to subscribers in the Province, or singly at ! cent each at publishers option.Papers by Cunard Mail are charged with two cents on delivery for American transit charge.For a paper published 6 times a week, 40 cents per quar.- 6 3 20 \u201c ct 3 6 « ce 2 13 LI \u201c ' \u201c 1 6} i\u201c When the above rates are not paid in advance by either publisher or subscriber, such papers are charged one cent each on delivery. 420 QUEBEC DIRECTORY.TRANSIENT NEWSPAPERS.Transient Newspapers\u2014tihat is to say, Canadian Newspapers posted otherwise than from the office of publication, and American or British papers posted or reposted in Canada, must be prepaid 1 cent each, by postage stamp, or they cannot be forwarded\u2014except only British Newspapers distributed to regular subscribers by Canadian booksellers or news agents\u2014such papers pass free as they would do if received in the Canadian packet mails.NEWSPAPERS BY MAIL FROM ENGLAND OR UNITED STATRS.Newspapers received from England by the Canadian packet mails are delivered free.Newspapers from England by the Cunard packet mails are charged 2 cents each on delivery.(This is the American transit charge.) United States newspapers, brought by mail into Canada, are charged one cent each on delivery.PERIODICAL PUBLICATIONS: The rate on periodical publications is, if not exceeding 3 ounces in weight, 1 cent: over 3 ounces 4 cents.If prepaid by postage stamps from the office of pab- lication, periodicals published in Canada, weighing over 3 oz., may pass for 2 cents each.Periodicals printed in this Province, other than newspapers, when specially devoted to education, (both religious and general, to agriculture, to temperance, orto any branch of science, and addressed directly from the office of publication to be transmitted to any post office in this Province, are exewnpt from charge.Transient Periodicals\u2014including Canadian periodicals not prepaid the commuted rate from the office of publication\u2014nor exempted by the preceding clause, and all other periodical puwulications posted in thi Province, must: be prepaid by stamp, the: full rate, at the time of posting.Periodicals received in the mails from the United QUEBEC DIRECTORY.421 States are charged with the rates named in the first clause of this section.POSTAGE BTAMES.Postage stamps of the respective values of 1 cent for, newspapers; 5 cents for ordinary Provincial letters : 10 cents for United States rate : 12] cents for Canadian packet: and 17 cents for Cunard packet, are provided for sale to the public.Prepayment of postage should be made by means of postage stamps.PENAL CLAUSES.The Act contains the following penal clauses :\u2014 Toinclose a letter or letters, or any writing intended to serve the purpose of a letter, in a Parcel posted, for the Parcel Post, shall be a misdemeanor.To inclose a letter or any writing, or to make any written marks to serve the purpose of a letter, or to inclose any other thing in a newspaper posted to pass a8 a newspaper, at the rate of postage applicable to newspapers, (exceptin the case of accounts and receipts of newspaper publishers, which are permitted to pass folded within the newspapers sent by them to their subscribers,) shall be a misdemeanor.MONEY ORDERS.Money Orders payable in the Province may be ob-' tained at the following rates: \u2014 Comms«ion chargeable or Money Orders.Underand up 0 $10, .vvvvnnrnnnn.b cents, .Over $10 and not exceeding § 20.10 do.Do.20 do.do.40.20 do.Do.40 do.do.60.30 do.Do.60 do.do.80.-.40 de.Do.80 do.do.100.«.50 do.N.B.\u2014No half cents to be introduced in the Orders.No single Order can be issued for more than $100, Money Orders, payable at any Money Order Office in Great Britain and Ireland, can be obtained at any Y 422 QUEBEC DIRECTORY.Canadian Money Order Office.The Orders are drawn ia Sterling, the commission chargeable being : for £2 and under, 25 cents ; from £2 to £5, 50 cents; £5 up to £1, 15 cents; £7 to £10, $1,00.No order can be drawn for more than £5, but any namber of orders of £6 each may be procured.REGISTRATION OF LETTERS.Persons transmitting letters which they desire should pass through the post as \u201c Registered Letters,\u201d must observe that no record is taken of any letter unless specially handed in for registration at the time of posting.Upon all such letters, with the exception of those addressed to the United States, I penny must be prepaid as a registration charge.If addressed to the United States the ordinary postage rate on the letter to that country must be prepaid, and ip addition a registration charge of 5 eents per letter.The registry thus effected in Canada is certified on by the United States post office, until the letter arrives at its destination.In like manner letters addressed to Canada may be registered at the place of posting in the United States, and the registry made there will aecompany the letter\u2019 to the place of delivery in Canada.A Certificate of Registration will be given by a Postmaster if required.It must be distinctly understood by parties who avail themselves of the privilege of registration, that such .registration, with the certificate and receipt, are merely intended to afford the means of tracing the course of such letters through the post, and of aseertaining their delivery at destination, and will not be held to imply any liability on the part of the Postal department to make good any loss, or alleged losses, arising from the miscarriage of any such letter or ita contents.
