Paul Thibaudeau, crier ; L.G.Baillairgé, attorney ; A.B.Sirois, notary; F.X.Julien, chief messenger.BY-LAWS OF THE CORPORATION OF QUEBEC.A By-law to consolidate the by-laws to provide funds to meet the expenses of the city of Quebec.1\u2014Be it ordained and enacted, that there be imposed and levied on the proprietor or proprietors of any house, building, ground, lot of ground, wharf or other real property, situate within the limits of the city of Quebec, à rate or tax of one shilling currency in the pound on the assessed annual value of such real property.9\u2014On every person occupying, as proprietor, any house, building, ground, lot of ground, wharf, or other real property, situate within the limits of the city of Quebec, an additional rate or tax of sixpence currency in the pound on the assessed annual value of such property.3\u2014On every person occupying, as proprietor, any part of a house, building, ground, lot of ground, wharf, or other real property situate within the limits of the city of Quebec, an additional rate or tax of sixpence currency in the poun'l, on the amount which should be paid annually for the use and occupation of the premises, if occupied by a tenant.4\u2014On every person occupying, as tenant, any house, building, ground, lot of ground, wharf, or other real property, or part thereof, situate within the limits of the city of Quebec, a rate or tax of sixpence currency in the pound on the assessed annual value of the property so occupied.5\u2014On the proprietor of every vacant or unoccupied house, building, ground, lot of ground, wharf, or other real property or any part thereof, within the limits of the city of Quebec, an additional rate or tax of sixpence QUEBEC DIRECTORY.377 currency in the pound on the assessed annual value of such property.6\u2014That an annual duty, in addition to the rates or duties already imposed by law, upon every person or persons keeping a house or place of public entertainment, shall be and the same is hereby imposed upon, and shall be paid by every person or firm of persons keeping a house or place of public entertainment, or retailing spirituous liquors within the said city, which said duty, shall be levied upon, and be payable by the said keepers of houses of public entertainment, or retailers of spirituous liquors, with reference to the assessed yearly value of the premises occupied and used by such persons or firm of persons for the purposes aforesaid, and in proportion thereto, at the following rates :\u2014 1.The said duty to be so paid shall be rated at four pounds ten shillings, when the assessed yearly value of the premises used by the person or firm of persons on whom the said duty is levied, shall not exceed forty pounds; 2.and the same to be so paid shall be rated at six pounds, when such value ag aforesaid shall exceed forty pounds, but shall not exceed sixty pounds; 3.and the same to be so paid shall be rated at seven pounds ten shillings, when such value as aforesaid shall exceed sixty pounds, but shall not exceed eighty pou nds; 4.and the same to be 80 paid shall be rated at nine pounds, when such value as aforesaid shall exceed eighty pounds, but shall not exceed one hundred pounds ; 5.and the same to be so paid shall be rated at eleven pounds five shillings, when such value as aforesaid shall exceed one hundred pounfs, and shall not exceed one hundred and twenty-five pounds ; 9.and the same to be so paid shall be rated at eighteen pounds fifteen shillings, when such value as aforesaid shall exceed two hundred pounds, but shall not exceed two bundred and fifty pounds; 10.and the same to be 80 paid shall be rated at twenty pounds twelve shiflings and sixpenee, when such value as aforesaid shall exceed two hundred and fifty pounds, but shall not exceed three hundred pounds ; 11.and the same to be so paid shall be rated at twenty-two pounds ten shillings, when such value as aforesaid shall exceed three hundred pounds, but shall not exceed four hundred pounds ; 12.and the same to be so paid shall be rated at twenty-six pounds five shillings, when such value as aforesaid shall exceed four hundred pounds.7\u2014That there be imposed and levied on every person or firm of persons, who shell keep any eating house, coffee house or ordinary in which he or they may give to eat or drink for money, the following taxes or duties, that is to say : when the annual rent or value of the house or premises thus occupied shall not exceed twelve pounds ten shillings currency, a tax or duty of one pound five shillings curreney ; when the said annual rent or value skall exceed twelve pounds ten shillings enrreney, but shall not exceed twenty-five pounds currency, a tax or duty of two pounds ten shillings currency ; when the said annual rent or value hall exceed twenty-five pounds eurrency, but shall not exceed seventy-five pounds eurrency, a tax or duty of three pounds twoshill- ings and sixpence currency ; when the said annual rent or value shall exceed seventy-five pounds currency, but ehall not exceed one hundred pounds currency, a tax or duty of three pounds fifteen shillings currency; and when the said annual rent or value shall exceed and be over one hundred pounds currency, a tax or duty of five pounds currency. QUEBEC DIRECTORY.379 8\u2014That an annual duty in addition to the rates or duties already imposed by law, shall be levied upon and payable by every person or firm of persons retailing Spirituous Liquors, with reference to the assessed yearly value of-the premises occupied and used by such person or firm of persons, for the purposes aforesaid, and in proportion thereto, at the following rates: 1.That the said duty to be so paid shall be rated at four Bounds ten shillings, when the assessed yearly value of the premises used by the person or firm of persons on whom the said duty is levied, shall not exceed forty pounds; 11.and the same to be so paid shall be rated at twenty-two pounds ten shillings, when such value as aforesaid shall exceed three hundred pounds, but shall not exceed four hundred pounds; 12.and the same to be so paid shall be rated at twenty-six pounds five shillings, when such value as aforesaid shal exceed four hundred pounds.9\u2014That no person, or firm of persons, shall be allowed to give any equestrian performance, or to open a circus, to which the public shall be admitted by paying, without having previously obtained from the Mayor, who is hereby authorized to grant the same, a license or permission so to do, for which there shall be paid by such person, or firm of persons, the sum of twenty-five pounds, and without having previously to each performance, paid an additional tax or duty of five pounds for each and every performance, the whole payable by such person, or firm of persons, previous tosuch performance taking place, or previous to any person or persons whatsoever being admitted.10\u2014That there be imposed and levied on each and every person exercising or following the business or calling of a hawker or pedlar, or itinerant petty chapman, going from place to place for the purpose of selling, or exposing or offering for sale any goods, effects or merchandize, within the limits of the city of Quebec, à tax or duty of three pounds currency, per annum.11\u2014That there be imposed and levied upon each and every person, or firm of persons, exposing or exhibiting for profit, any caravans of animals, or menageries or public exhibitions or shows of any kind, within the limits of the city, a tax or duty of five pounds currency, to be paid previous to any such exhibition taking place.12\u2014That there be imposed and levied upon each and every person, or firm of persons, who shall give any exhibition on the slack or tight rope, or of legerdemain per- QUEBEC DIRECTORY, 881 formances, gymnastics, or other games or exhibitions of this description, a tax or duty of five pounds currency, payable previous to such exhibition taking place, 13\u2014Thatan annual tax or duty of twenty-five pounds currency be and is hereby imposed upon each and every theatre in this city ; which said annual tax or duty shall be payable yearly by the proprietor or proprietors of each and every such theatre over and above the usual assessments on the property ; and that the proprietor or proprietors of such theatre shall in all cases pay in respect of the same the rate imposed by this By-Law on occupant proprietors.14\u2014That any occupier, lessee, agent, manager or keeper of any such theatre shall pay before giving any performance therein a duty of five pounds currency, and a further sum of one pound five shillings for each performance.15\u2014That no person, or firm of persons, shall be allowed to possess, or to keep, within the limits of the city, any billiard table, for hire, or gain, or public use, without having previously obtained from*the Mayor, who is hereby authorized to grant the same, a license or permission so to do, for which there shall be paid by such person, or firm of persons, the sum of fifteen pounds for one table, and five pounds for each table above one table.16\u2014That no person, or firm of persons, shall be allowed to own, possess, or keep in this city, any pigeon holes, bagatelle, Mississippi board, nine or ten pin alley, or any other public game of chance, or intended for the public use (billiard tables already taxed being excepted), without having previously obtained from the Mayor, who is hereby authorized to grant the same, à license or permission so to do, for which there shall be paid by such person, or firm of persons, the sum of five pounds.17\u2014That an annual tax or duty be and is hereby imposed and levied on each and every person who shall Own, or possess, occupy or keep any shop, store, count- 382 QUEBEC DIRECTORY, fng-house, stand, tannery, or other premises within the limits of this city, for the purpose of therein selling or exposing, exhibiting or offering for sale, by retail only, any goods, merchandise, wares, commodities, leather or provisions of any kind whatsoever ; and also on all persons keeping a livery stable for the purpose of letting horses for hire, (persons selling by wholesdle as well as auctioneers, tavern keepers and retailers of spirituous liquors always excepted,) which said tax or duty shall be of seven pounds ten shillings currency for every one hundred pounds currency of assessed yeerly value of each anu every premises occupied as aforesaid.18\u2014That there be imposed on each and every person residing and doing business in person within the city of Quebec, selling, trading or dealing, alone or in parte nership with others, in any goods, wares or merchandise whatsoever, by wholesale or by wholesale and retail, within the limits of this city, or having therein any office, counting-house, warehouse, store or other premises, in which he or they may carry on any trade or dealing by wholesale or by wholesale and retail; ten pounds currency each partner in the firm when in parts nership, and twelve pounds ten shillings, when alone; and each such person, or firm of persons shall pay over and above the said tax a tax or duty of ten per cent on the assessed annual value of the premises so occupied by them for the purposes of their trade\u2014when such value shall not exceed one hundred pounds, and when such annual value shall exceed ome hundred pounds; and on every person or firm of persons, following or exercising the trade or calling of an auctioneer by retail only, or following or exercising the trade or calling of a pawnbroker, an annual tax or duty of seven pounds ten shillings currency.42\u2014That there be imposed and levied upon each and every person (save and except carters and persons who keep horses for hire or for agricultural purposes) who shall own or keep one or more horses, geldings or mares within the limits of this city, a tax or duty of twenty shillings currency for each and every such horse, gelding or mare he shall own or keep as aforesaid.43\u2014That no person residing within this city shall follow the occupation or business of a carter for gain or hire in this city, without having previously obtained a license for that purpose from the city clerk ; and unless such person shall pay to the said city treasurer, to form part of the funds of the corporation, a duty or tax for such license of one pound five shillings currency for each or every horse, gelding or mare, that such carter or owner shall own or keep, the said sum of one pound five shillings to include the amount payable for inscription and also the annual tax for the horse.44\u2014That no person or persons residing without the limits of the city of Quebec, shall follow the occupation of carter in the said city of Quebec, without having previously obtained a license for that purpose from the city clerk ; and the proprietor of each dog shall be required to place upon him a collar upon whieh shall be inserted the owner's name snd address; ard every dog found in the streets without sueh collar shall be destroyed in such manner as the Police Committee may direct.50\u2014That there be imposed and levied upon every person (carters and others who keep horses or vehicles for hire excepted,) who shall own or keep and use for pleasure, within the limits of this city, any carriage, ealeche or other vehicle of that description, the following taxes and duties, thas is to say: on each and every such carriage or ealeche having two wheels, twelve shillings and six pence eurreney-\u2014on each open or uncovered carriage or waggon, having four wheels, one pound ten shillings currency\u2014on each half-covered carriage or waggon, having four wheels, forty shillings curreney\u2014on each closed or full carriage or waggon, having four wheels, sixty shillings currency\u2014and on each and every winter carriage, the sum of twenty -shillings curreney, when the owner or keeper thereof shall not have been already taxed a like or higher sum for summer carriage used for pleasure, in which case no tax shall be levied for a winter carriage.51\u2014That any person who shall own or keep, or who shall have owned or kept during two entire months be- {ween the first of january last and the thirty-first of QUEBEC DIRECTORY.391 december next, or between those two days of any subsequent year, any horse, gelding, mare, carriage, caleche, or vehicle of that description, or dog subject and liable to the taxes or duties imposed by this By-Law, shall be liable to pay the said duties or taxes.52\u2014That there be imposed and levied upon each and every male person of the age of twenty-one years, and also upon each and every person above the age of twen- ty-one years, residing within the limits of this City, who may not be subject to any other tax or duty, as proprie- tar or tenant of any real property within the limits of this said City, imposed by the present By-Law, a capitation tax of five shillings currency per annum.53\u2014That the licenses required to be taken in accordance to this By-Law shall be in force for one year only, and shall be taken or renewed between the first and the fifteenth day of May of every year;
