United States Newspapers, brought by Mail into Canada, are charged one cent each on delivery.PERIODICAL PUBLICATIONS.The rate on Periodical Publications is, if not exceeding 3 ounces in weight, 1 cent: over 3 ounces, 4 cents.If prepaid by postage stamps from the office of publication, Periodicals published in Canada, weighing over 3 0z., may pass for 2 cents each.Periodicals printed in this Province, other than Newspapers, when specially devoted to Education, (both religious and general, to Agriculture, to Temperance, or to any branch of Science, and addressed directly from the office of publication to be transmitted to any post office in this Province, are exempt from charge.Transient Periodicals\u2014including Canadian Periodicals not prepaid the commuted rate from the office of publication\u2014nor exempted by the preceding clause, and all other Periodical publications posted in this Province, must be prepaid by Stamp, the full rate, at the time of posting.Periodicals received in the Mails from the United States are charged with the rates named in the first clause of this section.POSTAGE STAMPS.Postage Stamps of the respective values of 1 cent for Wspapers ; 5 cents for ordinary Provincial Letters : 10 cents for United States rate : 124 cents for Canadian Packet: and 17 cents for Cunard Packet, are provided for sale to the public. 436 QUEBEC DIRECTORY.PENAL CLAUSES.The Act contains the following penal clauses :\u2014 To inclose a letter or letters, or any writing intended to serve the purpose of a letter, in a Parcel posted, for the Parcel Post, shall be a misdemeanor.To inclose a letter or any writing, or to make any written marks to serve the purpose of a letter, or to inclose any other thing in a newspaper posted to pass as a newspaper, at the rate of postage applicable to newspapers, (except in the case of accounts and receipts of newspaper publishers, which are permitted to pass folded within the newspapers sent by them to their sub scribers,) shall be a misdemeanor.; MONEY ORDERS.Money Orders payable in the Province may be obtained at the following rates :\u2014 \u201ca Commission chargeable on Money Orders.Under and up to $10, .sca000s ».5 cents, Over $10 and not exceeding $20.10 do.Do.20 do.do.30.15 do.Do.30 do.do.40.30 do.Do.40 do.do.60.-.45 do.Do.60 do.do.80.60 do.Do.80 do.do.100.T5 d0.- N.B.\u2014No half cents to be introduced in the Order No single Order can be issued for more than $100.Money Urders, payable at any Money Order Office in Great Britain and Ireland, can be obtained at any Canadian Money Order Office.The Orders are drawn in Sterling, the commission chargeable being : for £2 and under, one shilling sterling ; from £2 to £5, two shillings.No order can be drawn for more than £5, but any number of orders of £5 each may be procured. QUEBEC DIRECTORY.437 REGISTRATION OF LETTRRS.Persons transmitting letters which they desire should pass through the post as \u2018 Registered Letters,\u201d must observe that no record is taken of any letter unless specially handed in for registration at the time of posting.Upon all such letters, with the exception of those addressed to the United States, 1 penny must be prepaid a8 a registration charge.If addressed to the United States the ordinary postage rate on the letter to that country must be prepaid, and in addition a registration charge of 5 cents per letter.The registry thus effected in Oanada is certified on by the United States post office, until the letter arrives at its destination.In like manner letters addressed to Canada may be registered at the place of posting in the United States, and the registry made there will accompany the letter to the place of delivery in Canada.A Certificate of Registration will be given by a Postmaster if required.It must be distinctly understood by parties who avail themselves of the privilege of registration, that such registration, with the certificate and receipt, are merely intended to afford the means of tracing the course of such letters through the post, and of ascertaining their delivery at destination, and will not be held to imply any liability on the part of the Postal department to make good any loss, or alleged losses, arising from the miscarriage of any such letter or its contents.
