the couil- cil has the autority to levy this delails as to how and where the money would be spent.Tae council has he authority to levy this special two dollar tax for thrce consecutive years starting Our Best And There Leave The Matter\u201d VALLEYFIELD BEACH MUST NOT BE POSTPONED At last week's meeting of the Valleyfield City Couneil a resolution, to levy a tax of two dollars for one year, payable by all property owners and tenants in the city, as a means of raising enough money to build a public beach and quthing facilities adjacent to the Club Nautique.was nof passed, The Quebec Legislature gave the council the authority to levy this two dollar per head tax pur year for three years in order to obtain some $50,000 as Valleyfield's own contribution to a heach project which can cost between æighty and one hundred thousand dollars, pending on what the final plans call for.The aldermen who voted against the resolution were that they want to know where and how the money will be spent.Perfectly fair and logical, as long as they are the really thruthful reasons and not the beginning of some sort of delaying action for political or other purposes.Delay in this matter can be of the utmost importance becauce if the special tax is not approved this year, the city will have only two years left to levy the two dollar tax thus making it impossible to reach the objective of fifly thousand dollars.Quebec gave the council the authority to levy the tax reasons given by the No alderman, citizen or any other person in his right mind and with the welfare of the city at heart, can be against such an excellent project as a public beach.The public at large will be for ever greatful to a City Council which provides Valleyfield with attractive, spacious and safe swimming facilities which do not exist anywhere between here and Montreal.Only a very small section of the population, who have summer cottages along Lhe waterfront are in the fortunate position to be able to go for a swim without first having to drive for miles, usually to the States.Secondly .there is always talk about what to do to atiract tourists io Valleyfield.Here's the opportunity of all opportunities to do something about it.And thirdly a child can see that such a beach would be of great benefit lo practically all types of stores and business establishments in the city.Surely we need not point out any further advantages, although many more could be mentioned.We strongly urge citizens, merchants and industries in all parts of the city to bring pressure to bear on the Council, should it become apparent that delaying tactics are being carried out with the purpose of shelving the issue, so that this first step towards what we consider a most wonderful project for city and citizens alike, can becomsa a reality.during three consecutive years starting this year.OUR ROAD SIDES ARE NO PLACE FOR GARBAGE Every year around this time we urge motorists not to litter the side of the roads with garbage, empiy bottles, ete.A few years ago the provincial government passed a law making it an offence.However, the public is slow to learn as can be seen again this spring driving along our provincial highways.An Ontario newspaper, the Wingham Advance Times, concludes \u201cSome Humans Are Dirty Pigs\u201d and goes on lo say: \u201cWe have a most beautiful countryside and it is just a crying shame that a few who care nothing about it can mar the enjoyment of so many.Visitors fram other and more tidy areas must think we are a loathsome aggregation\u201d.COUNCIL .(From page 1) San
