Harbour Board Decides That Wooden Structure Would Not Meet City\u2019s Needs, DIFFERENCE IN COST IS NOT VERY GREAT.Wooden Sheds Might Mean Fire Which Would Injure Port for Many Years.Montreal.according to the Harbour Board's decision to-day.is mot to have wooden sheds upon the bigh level wharves, but steel structures will be built instead.A special meeting wus called to consider the question ot plans and specifications which bad been placed betore the members of the Board by the acting chief engineer.the figures of which were given in detail in last Monday's Star.The engineers had according to instructions, prepared the plans and specifications apd estimates for wooden sheds, and also estimates for steel construc: tion.They had not, however, been ordered to make the specifications for steel structures, so that this must now be done.Up to the meeting to-day a number of the Board's members favoured wooden construction, but when the matter cume to he threshed out at the meeting only ove mem: ber opposed the fire-proof construction, this being Mr.Jonathan Hodgson, .who voted cgaiust 1t On the plea of economy.The difference between steel and woul, | however.1s not nearly so great as the members were led to imagine before the estimates were made, the consequence being that several members altered their original opinions.The cost of the wood construction is 81.- 517.300, and that of the steel $2,382,000.ac cording to the estimates of tha Harbour Board's engineers.This difference will, however, be materially reduced when the Government grants the rebate of the duties which is usual in such cases.After a preliminary canter into realms which had nothing to do with the business ior which the meeting was called, acting chairman epeaking, $800,000, which when the duty rebate was considered would not be much more than half a million, if, indeed, it did not below that sum.He then went on to speak oi the danger from fire.Not only would the sheds be exposed to grave danger, but their contents and the shipping in the harbour as well.Wooden sheds might mean a conflagration which would injure the port for a half century to Mr.Dorun told him that he knew more about the subject than did his neighbour.Mayor Cochrane, in seconding the motion, went over the general advantages on much the same lines ua those followed by the mover, adding that he beheved that the Government would rather bave steel.WHO WILL PAY THE BILL.Mr.Hodgson objected to the additional cost and wanted to know who would pay the bill.\u201cWell, you won't,\u201d remarked one of th» COMMISEIONETE.Mr.Hodgson said that he had been getting goods in tbe port for fifty vears sud bad never lost a dollar's worth by tire.\u201cThere have been losses by tire 1n the port though,\u201d said Mr.Reford.If the difference in the cost was only a half mullhion Mr.Reford wus a believer 1 the steel construction.Mr.Geofirion advised that the Government be approached first and ascertain whe ther steel construction would be accept able.This the other members thought would be unnecessary.Mr.Racine asked the acting chief engi \u201cneer, Mr.Sproule, if the steel estimates included everything.The engineer replied that he was as sure as he could be.The Mayor then remarked that he was prepared to take the contract at the figures as estimated and give back ten per cent.to the Harbour Board.A further argument in favour of steel construction, said Mr.Reford, was that there would be less repairs year by year than with wood.The question was put to vote, and the steel won with only one dissenting vote, that of Mr.Hodgson, who said that he wished more information before committing bimself.The changing of these plans from wood to steel construction will mean something like three months\u2019 work for the Harbour Engineers, In other words, it will be somewhere near the first of June before the engineers complete their labours.These plans will then go before the commissioners for acceptance.and, if approved, will then journey to Ottawa for the approval of the Min- \u2018ter.AM af this, of course.means delay, and one of the rOmmussionere stated satisfaction.\u2018So far as the Quebec constituencies are concerned,\u201d he said, \u201cthe result is practi- callv the same as it was at the general elections, and having regard to the tre mendous efforts that were made by the Government to carry the two seats, and particularly to the nature of the appeals that were made to the electors, it 18 not surprising that both Liberal \u2018candidates were returned.The result, therefore, is not at all discouraging, while the splendid victory which Mr.Thomson has won in North Grey will give encouragement to Conservatives all over Canada.That the Government made strong efforts to carry this nding 1s apparent from the fact that at least two Cabinet Ministers visited the constituency.North Grey was carried twice by the Liberals\u2014in 1896, and
