VIENNA, November 21.-The Tesigna- tion of the Servian Cabinet and King Alex ander's mandate to (General Marovies lo form su new Ministry are generally taken here to foreshadow a military dictatorship in Servia. The King's next move, avon] ng to general expectations, will be the indefinite adjournment or dissolution of Par liament. He will then attempt to govern as an absolute monarch, supported only by lis army. This startling outlook finds published verification in the Wiener Allegrmeme Zes tung, which says that the foregoing action 1- probable on account of King Alexanders determination to check the designs or the anti-dynastic Radicals. The resignation at the Cabinet occurred on Tuesday.in con requence of a vote in the Skupshtins.which was construed as indicating a la k ot con fidence in the Government.General Maio viva received the King's conunand to das 15 torm a Ministry. The Skupshtina want.M.Pasics, a former Radical.as Premier.but as he 2 a wellknown enemy 0 the Obrenovics dynasty, the King naturally Jil not select him.The nommation of tien eral Marovies was in direct opposing ta the wishes of the Skupshtina.4 MRS.MOLINEUX WON'T TALK.Declines to Discuss Reasons Why She Seeks Divorce.(Special to the Montreal Star à SIOUX FALLS, S.D, November 2) Mrs.Blanche C.Molineux absolntels 1 tused to say a word today in reference to, the report outlining her reasons toi lean ing her husband. The same refusal was made hs her € torneys.under whose advice she 15 ting They absolutely declined to discuss the story.Mere.Molineux remained quietly an room, denying herself to all callers.Tun she will not disclose her plans or antentions in.advance.‘The hotel propretors also per st an ther antention not to discuss tase.lt as predictod that nothing will bu known until the expiration of the that the become Russian. The Rossiys pointed out that the, Russian Steam Navigation an ing -a port necessary.“Russia then” Lided the Rossiya.“can- pot be indifferent when she sees other mae appear at Rumours that President Reesevelt would see the game were not confirmed by the Vale management, who say they have received no natiticatimn.lt 1x stated, however, that Miss Alive Roosevelt will quite hkely be a guest.Twenty-three special trains wil} be run tn the game from New York and Boston.New Haven hackmen are charging enormous prices for carriages to the game.i and the city authorities have given them protection in this hy refusing licenses to outside hackmen.; Hetting on the game is quiet. Some Harvard money has reached here, to be placed at odds of 3 to 5 or 8 to 10.The improved condition of the Yale team led ex-Capt.Charley Gould yesterday to predict a victory of 18 to 0 against the Crimson.HURT “MIDDY” AIKEN MAY RECOVER NOW.Injured Player An Hour and a Half Under the Knife for Delicate Operation.ANNAPOLIS, Md, November 21.—As a result of the accident to ‘Midshipman Hugh Kk.Aiken in the game with Bucknell ,ast Saturday the annual games between Annapolis and West Point may be abolished altogether. It was thought at first that Aiken would die and in that event this year's game between the Middies and the Soldiers would have been abandoned. There is every hope now, however, that Aiken will recover.A delicate rurgical operation was performed yesterday afternoon on Aiken as the only which had been caused by the rupture of a blood vessel was removed, and ~ Keen stated after the operation unless it had been performed the patient would have died within thirty-six hours.Aiken bas now recovered consciousness, snd his mind is clearer than at any time mnce the accident.- A triangular section of the bone of the skull mas out with 3 og 8 section be, gan e top of the lead a extend Shout “three incheg toward the right, 14 base being about an inch lo arated from the skull.Thi was up and acraped, re i the clot. The operation lasted an hour and a half, and a drain was fixed and the wound closed. The patient 16 still suffering from the effects of the anaesthetic, but it is believed he is on the mend and that his life will be saved.Dr.J.M.T.Finney, of Johns Hopkins Hospital, Baltimore, and urgeons Wieber, Pickerell and Johns, of the Naval cademy, were present at the operation.Dr.Gayie Aiken, father of the injured ‘midshipman, was algo in the building.he accident to young Aiken has occasioned considerable sentiment against the continuance of the annual contests, and some have expressed an opinion that the game should stopped entirely at the Naval Academy.OTTAWA LAUGHS AT CANADIAN UNIONS FOOTBALL SENSATION.McMurrich Wrote He Was Perfectly Satisfied With Arrangements.(Special to the Montreal Star.) OTTAWA, November 21.—There was a good deal of amusement caused in football circles in Ottawa yesterday, when a tele gram from Toronto announced that Mr.J.D.McMurrich, of Toronto, secretary of the Canadian Football Union, was eo incensed with a fancied injury in Ottawa that he would execute both the Rough Riders and the Ottawa College teams.Personally, Ottawa football people do not know much about Mr.McMurrich and his grievances, and they care less. The Canadian Union in this village has been principally looked on as composed of an officious iot of Toronto “bas beens.” Ottawa, with very little representation in the Union, has been winning the premier honours, and they perbaps were not quite willing that Toronto men should come down and run the game. The state ment is made that Mr.MeMurrich did not | have to pay to see the football match, and even if he did there was no reason why he should be the general high Muck-a-Muck in the business.8 a matter of fact there is no reason for the reports spy are being spread by certain people.Mr Hal McGiv- erin, when seen, told your reporter that there was nothing in the semsation at all, although all the football men were talking of it.The Rough Riders were in receipt of a letter from Mr.McMurrich, in which he said that the championship of Canada would be awarded to the Rough Riders, and also that the financial arrangements were satis factory to the Union. As to Mr.McMur- rich paying admission to the grounds is concerned, said Mr.McGiverin, “I don't think he did, and he certainly would not have done so if he had taken means to provide himself with the document.” There is considerable talk here on a kick coming from a city as big as Toronto, who cannot get a champion ip of any kind.President Slattery, of the College team, was out of town, but others of the team spoken to thought it quite a joke for one man im Toronto to knock out a city that holds three championships.HARVARD HAS NEW TRICKS.FOR YALE.and not se CAMBRIDGE, November 21.—There were no new developments in the Glass case at Cambridge as near as could be learned from the officials. The matter is ended as far as the Crimson is concerned.Prof.Hollis, chairman of the Harvard Athletic Cemrmittee, declared in an inter view that he knew n ing about the Glam tern British or German Koweit, whether they be BATTLE SATURDAY ‘Yale Will Play Glass and HARVARD HAS NEW TRICKS Thirty Thousand People Expected at NEW HAVEN.November 21.—Eleventh- hour rumours that Glass would be with.n i A a by d at, i a Sn ave pome fric : ng on Elis that even some of the coaches know nothing about.Yesterday not a few coaches werd asked to remain outside of the big fence while the team had fifteen minutes of signal practice.Never has there been such pre- -caution taken as yes y, when even coaches were not allowed to see the plays.S ‘den was at centre, and there is little uestion but that he is to be the fina) choice for the place. The final line-up of the eleven as it will eet Yale is: Mills, left end: Shea, left tackle; Stevens, of Attica, N.Y., who showed Cyrena. The cup becomes the property of Mr.Stevens, as his entry has won it twice, The largest crowd so far of the week attended the Horse Show in the Garden lats night. At ten o'clock there were fully 8,000 spectators ranged about the tanbar ring, every seat in the house being taken and the aisles and promenades crowded to overflowmg. The costumes were even more brilliant than on the two preceding days, and society turned out in greater numbers than before. But the bulk of the crowd was made up of sightseers, who were attracted by the stories of magnificent gowns, superb jewels and the presence of V4 our Hundred. For the first time e the show opened it was tively uncomfortable in the promenade. The atmosphere was stifling down among the crowd, men’s collars wilting and women wishing they had brought their fans."At tines the endless procession became block- ‘ed, it being impossible to move either for ward or backward. Those who were unfortunate enough to be short in stature found themselves in the unpleasant predicament of being unable to see anything in the ring or anybody in the boxes, = With the presence of this large gathering the babel of conversation bacame morse animated every moment until the chatter of society people was heard on every hand.Though the exhibitions in.the ring were of sterling quality and of intense interest to practical horsemen, society soon was involved in a general discussion of othe: things, sq that little that went on in the arens under the eyes of the jud, was noticed.© Now and then "an enthusiastic cheer’ from the crowd which hung against the rails all the evening caused a slight diversion from the topics of the day, but immediately society went back to gossip and kept it up until the exhibition was over. While there were many features of interest within the Gardens wall, there was a scene outside that was particularly roteworthy.Long rows of private car riages, with i lamps ard neatly groomed attendants extended away from the Garden entrance on Madigon avenue down through Twenty-sixth and Twenty- seventh streets as far as Fifth avenue
one direction and Fourth avemue in the other. One by one these equipages unloaded their occupants and were then sent away to await a call for the drive home.It was long after the last exhibit had passed out of the ring when these carriages had carried away the rich and the aristocratic either to their homes or to the fashionable restaurants.Mention must be made once more of the temporarily organized ers’ and milliners’ association which has been holding nightly sessions inside the main entrance with a view to i ing the various styles worn by the big Last night the number of dressmakers and milliners who gathered for this purpose was largely increased, so that the number of policemen placed in charge of the bevy was augmented by two more stalwart blue goats who kept the throng back by main orce. While the women were i magnificent gowna of all colours the rainbow, there was a sudden craning of necks when Johnstone Bennett, the actress, and 8 woman companion entered the portals.Miss Bennett wore a mannish Alpine bat, with a rosette on the left side, a looee- fitting jacket and a short walking skirt of dark material to match, which was vet off by a standing coller, a white puff tie, in which nestled a gold searfpin, and red- tanned gloves, the tops of which were turned down fashionably over the knuckles.Miss Bennett's companion was similarly attired and with long, rapid à r proceeded past the boxes, attracting universal attention as they went along and finally mounted to the reserved seats, under the balcony.‘ n the army of men in evening dress appeared one individual who was looked over carefully by all who saw him.He was about 5 feet 10 inches tall, of naturally slight build, his face being thin and his neck small. But his were as broad as those of Sandow, while his waist was so small that Jobn L.Bullivan might have encircled it with his bands.Flowing away from the waist the skirts of the coat formed a perfect bell, from which a dainty pair of patent leather slioes protruded underneath.Lilac-coloured silk gloves s black d y hat and a monccle completed the odd pi which remained on exbibi- tion until Whe lights te go out.Whether this pervonage was a professional fashion plate could not be learned, but it is safe to say that the fashion set by him last night will not become popular.Wine agents.tsilors, bookmakers, high- toned blers, hotel clerks and Central Office detectives were largely im evidence in the passing throng; so wers coschmen footmen doormen and butlers, employ.by rich families.who were enjoying a night off and who.like their masters, wore their best bib and tucker. But they were easily picked out because of their elosely crop- sidewhiskers and the lofty expressions they wore. They did not bayp box seats or even reserved wveats, but they had a better view of the show thim any of the promenaders, for they lost no time in climbing to the tops of t coaches and drags which stood in rows at the Fourth avenue end of the amphitheatre, DECLARES BLUE RIBBON WENT TO & “RINGER.” Horse Show Award of First Prive May be Rescinded Because of Charge.’ NEW YORK, November 21.—A8 thg result Mr.Vervaeke alleges, he still owns.At the office of the Horse Show Assool- ation no information could be obtained beyond the fact that a protest had been lodged and that a meeting of the directors had PETITION Aldermen Hops That Increase Will be Voted and Fire Laddies are Satisfied.A big deputation of firemen walted on the, Fire Committee yesterday afternoon and presented a huge petition asking that firemen be given more pay.For months members of the Fire Department have been asking citizens to sign a petition praying that they be given more generous treatment in the matter of salaries.Names were willingly Inecribed, with the result that over thirty thousand were obtained. In presenting the petition yesterday afternoon ex-Ald.Reneault pointed nut that next year the city would have mire revenue than usual, this should make it casier for the City Council to comply with the prayers of the firemen. He sald that as the city was paying some nf 11a firemen $1.37 a day.and as corporation labourers were getting $1.50 a day it was shown the city had a keener appreclatinn of a Ja- bourer's services than a fireman's.1{e held this was most unjust.PAY IN OTHER CITIES.A tabulated statement accompanlid the petition.Jt showed firemen were pad bet ter in other citltes than in Montreal It was shown, for Instance, that first class firemen In Toronto were paid $7M à year.while in Montreal they received oniv fer; and second class men were paid HT.against Montreal's $00.On the other hand, officers of the Montreal brigade were paid better than Toronto's, whn got $806 ns against Montreal's $1,000.The rigures gtven for American cities were ‘ven mu h berter than Toronto's.Out of the crowd, a fireman In uniform stepped forward to say he thought the citizens were willing to contritrute to the object wanted.Chairman Robertson remarked that he doubted the remark, as oniy a year ago the citizens had a chance to rage a lean for the brigade, but were sn different that only two and three votes were polled in big wards.Ald.Lamarche thought that as the rily’'s revenues would be greuter next year, something should be donne to give more pay to the firemen. The present scale of salaries was much ton low A petition from the men themselves was redid ‘by Fireman Carrnll.who quoted fig: ures to show what firemen were paid in the United States. The figures proved that American firemen were much better paid than were the firemen nf this city He showed that in Montreal a fireman had to be on duty twenty-four hours every day.It was seldom a fireman could spend an hour at his home. For services such as these proper compensation should be given.Ald.Robertson sald the petitions would be carefully considered. He hoped that when the estimates were voted in December it would be possible for the committee to vote more pay to the firemen. The deputation withdrew satisfied with the promise Miven.Ald.Walsh drew attention to the fact that among five new firemen taken on the force only one had been English- speaking., The chief of the department maintained that the English speaking percentage on the entire force was a fair one.The matter then dropped.Ald.Nelson asked that plans be prepared at once for the new fire station which it was proposed to build in the business portion of the city.He polnted out to the committee promise after promise had been given that such station should be built. He was tired of the constant delays: If plans were got out it would be a step forward. It was the opinion of Chief Benoit that the Finance Committee should be asked at once to vote cash for the new station. The chairman said he would appear before the Finance Committee and see what be could do to ralse funds. He agreed with the other members of the committee that & new fire station was sorely needed in the pusiness district.Called as Absentee Debtors.Albert Dufour and Mathilde Nivet.his wife, both of Sault au Recollet, and doing business under the name and style of and he drops into a place where hquid refreshments are sold, as a rule in company with someone else who happens to feel the same way at the same moment, or at least who ‘‘doesn’t care if he does” Far be it from us to defend the practice which 1s not advocated, so far as we know, in any reputable system of moral philosophy.we merely describe it out of that fulness of knowledge which the public insist that newspaper men must possess.Well, just as certain masculine crestures «natch these momentary uplifts, go Certain feminine ones renair to the circulating library to get something wherewith to atay the gnawings of mental vacu- ny.It cannot be said that they are ip search of information, or of any addition to their stock of wdeas. They mimply want something that will keep ther minds ac: cupred without any effort on their owp part. The back they a:k for 1a designed tn serve a purpose exactly analogous tu that verved by the various popular drinks which are shoved along the «ounter of the saloon.IL might with some plausibihty be contended that the intellectual saloon dispensed on the whole the more hurtful kind of drams. The “Bystander” aays: “Npgvel writing is an inuustry pursued by a multitude of people who hae not a particle of genius for the delineation of life and character, but go about hunting wp materials fer sensation, * s * A this rubbish finds readers. It is impossible that such mental dissipation shonid not have its effect on mental health” That effect the writer thinks can be traced in “loss 0! hold on he rpalities of life D , , distaste for en ts There can be little doubt that tbe “By.+.- - stander” is right in his arraignusent: and yet if results like those he mentions fellow, how much more serious the matter iv than we generally allow ourvelves to -vuppose.Here is a matter in which excess does not show iteelf im the obvious, unmistakable manner in which excess in drinking dues. The results in the latter case are specific; From the first neither of these third parties was able to stand alone. Both leaned upon one of the old parties, and only sought to detach voters from the opposing party to turn them over—in effect—to its friend. Now both have disappeared into the ranks of the parties they worked with.and in both cases their principles have dropped as completely out of sight.Meantime such independent political movements as that for civil service reform ia the United States which remained within the lines of the old parties and sought to work through them, bave prevailed. The duality of the party system is € fixed part of its constitution.A third party merely serves to derange the system.Reformers always do more when they work within the parties and strive to capture or coerce the managers of one or other. The test independent is not the man who di- vores Jimself from the party system, but the one who uses it with the compelling band of him who has no selfish purpôres to serve.————— When Mr.Prefontaine spoke to the electors of Maiconneuve, in 1900, it was as a | private citizen nominated for a seat as a private member of the House of Commons. When Hon.Mr.Prefontaine speaks to the electors of Maisonneuve, in 1902, it will be as a Cabinet Minister. The clectors will expect him to tell them authoritatively what the policy nf the Cabinet is on the question of protection.lt 1s no use telling the voters what Hon.Mr.Prefontaine’s private views are.Mr.Tarte did this, and not being able to get the Cabinet to back him up resigned. What is wanted is a straightforward atate- ment as to what the Government is going to do.It is not every day a Cabinet Mio- iater comes before the people for re-election.When he does appear the people look for a declaration of policy specific, definite and authoritative. The ashes of Columbus bave been depemted in a special nmiausoleum in the Cathedral at Seville, Spain. And this at a time when Spain is just becoming reconciled to the fuel that her once vast American Empire has turned to ashes in her bands. No nation since the world began had so splendid an opportunity to hold for hervelf a vast domain.Epain discovered a new hemisphere; We trust there is no foundation for the rumour that the United States Uovern- ment has intentions, as the Canadian lum berten fear, af ruising the duty on Cavedian sawed lumber from #2 to $4 per thousand feet. The news from Toronto intimates that this will be done as à measure of re tulistion because the Ontario and Quebec Provincial Goveraments have placed an em- on the exportation of wood pulp. This is a burden om this country and its industries. However, any effort to strike the Canadiang by raising the duty on lumber might hurt them, but it would also injure the United States. In the first place, the $2 duty ia the Dingley bill was a removed. The em- mistake, snd should be y bargo on pulp was another mistake, and the increase of the dut gn lumber would be ap outrage. We g not for the Canadians, but for.the domestic consumer. The p tax raises the price of paper, is ent burden on books and other educational agencies; the duty on lumber is a fax on building, on the home and on the vast industries into which lumber enters; it also hastens the denudation of our priceless forests, and all for the behoof of a few lumber interests at home!
