for which no claimants could be found to this day.The equal rights in Nicaragua, which England possessed for nearly half a century, were surrendered by the simple process of the United States taking the Clayton Bulwer treaty, teanng "it up, and throwing the pieces in the face of John Bull.“As John Bull had an African war on his hands, or was doubtful of the ability of the muzzleloading guns of his Foreign Office to cope with the modern artillery of Joseph H.Choate and Theodore Roosevelt, he said nothing and lay Jow.Meantime the football struggle at the Crystal Palace on Saturday week roused more interest throughout the country than the loss of British rights in Nicaragua. The Colctists do not think this is busines.” He clauhs that the “smart people over bere (in England), or many of them, are rutung, not because the people are unsound, but because your rulers despises bras.England is full of wealth, and yet dying of ‘good form,’ and conventions, traditions and habits acquired during a time when it was not necessary to fight for what you possessed.” ' The disasters to British artis in the present war, and the reason the Australian bushmen and the Canadian backwoodsmen proset mere serviceable troops than the English dntled levres from the great towns, is because the English are commanded by officers who, while as brave as lions and with ccats that fit without a crease, look upon study or the cultivation of a simple and sympathetic manner with their men as “bad form.” MANLY MEN.“Colonist” tells the readers of the Fx.press/ that: “A first rate Englishman is undoubtedly 8s good or a better man than any that are to be found in any other country. But your first rate Englishmen, like Cecil Rhodes or Charles Beresford, are very few.The manners of the great bulk of your people in official life drive Calonists to frenzy.becanse they manage to convey in some way their conviction that they, the official classes, the officers and the fashionable of this country, know themselves $v be in eome mysterions manner superior to the Colonists or the Yankees; that this superiority is ra nature of a Divine { the series of good shakings up which he is ledge or beauty or wealth al but main- Jy on the fact, that being English officialy, officers, or swells, they are of better clay than we are.” “ The English are urged to get out of their heads the idea that Colonials are inferior. The passionate loyalty and intense feeling of Colonists on the subject of the Empire, of the Throne, of Westminster Abbey, of pational honour, and the history of the British race, together with the fact that they live in spacious countries where true democratic equality exists, prevent them from recognizing any superiority in a man because he is an adept at bridge and in the-language of the drawing room.“To put this feeling in a phrase—the Colonials fed that they themselves are men.and they doubt whether many of the ‘English are leading manly lives.” , “Personally,” he says, “I have seen enough of the British officer abroad to know that :f I wanted a man to go with me into a tight place, I would as soon go to Piccadilly to pick him up as to any part of the world.A man may be brave and efficient although he is a dude, but it does not follow that the worsbip of formality and conventions, which is rife in England, gives any title to a claim to superiority over Colonists and Americans. The English need to ‘mend their manners.” The Express’s writer is decidedly extreme —perhaps we may say manifestly and intentionally extreme—in his views of Englishmen, but even more extreme in giving his individual opinions as those of the great mass of Colonists. While there are Englishmen of the down-grade type he pictures, the average Colonist does not regard such as representative of thé race from which he {the Colonist) himself sprung. In fact a very fair proportion of the Colonists are actually of Old Country hirth. We do not encounter the objectionable features that “Colonist” 80 picturesquely describes. We are not “sitting up nights” thinking about why the race is deteriorating, why Britain is losing ‘prestige, because we do not think she 1s deteriorating and we have very tangible evidence that she is not losing prestige. There is à little disposition to send too much British brawn and British capital to help build up the United States. We do feel and have felt that if a tithe of the Bntish energy, conciliation, capital and emigration which have been “poured into the United States ever since the Revolutionary War had been sent to encourage, build up and aid the colonies which remained loyal to the Crown, it 18 quite possible that what we now call Canada would have become the more populous and prusperous of the two North Amencan countm«s.Yet, extreme though “Colonist, is, it is quite within the range of possibility that .administering, may do good.In a country | where traditional formalism 1s binding, and class distinction is law, the worslup of such | things to the exclumon of what other parts of the Empire might consider more worthy ob- Jests, is an ever present danger. It was very much the assumption of a, largely imaginary, superionty over Colonials on the part of officials sent out from England which led to England's loss of American colonies in the seventeenth century. The events which followed the outbreak of the present war in South Africa have done uch, very much, to make the Englishman and the Col- onal understand each other better, and see each other's real worthiness.Colonists will not agree so fully with the London Express's writer, as they would have a few years ago.The impulsive fire of the Colonist and phlegmatic steadiness of the Englishman make a pretty good combination in an Empire, after all, if one does not entirely ignore the other. The flippant paragraphist of the neighbouring republic assailed the reliability and purity of the pate de foie gras.He assert ed that the Frenchman who exported it in cans served out American beef and pork instead of the traditional “diseased” liver.A valliant defender of the goose liver has entered the arena in the person of United States Consul Tourgee, formerly of North Carolina. He issues an official consular report, wherein he denies that the liver of the goose w diseased any more than the carcase of the fatted bog is diseased. The silly bird 1s encouraged to take victuals in frequent doses and large quantities, just a8 the American pig is led to love the de heacies of the table, until, like other good “things,” it is ready for death. The Consul goes very fully into the method of pre paring the goose livers for export, and assures all that goose liver, good goose liver, and nothing but goose liver is to be found in the article France exports. We are glad the matter is settled, and the Consul might have added that the person who could be imposed upon with beef or pork for the interior of a pate de foie gras would eat dandelion blossoms and think they were mushrooms.! The Democrats seem to be going to the country with anti-Imperialism as their sole plank in the Presidential election. As opponents of expansion, they have on their side the traditions of the early fathers, but history does not illustrate any very de termined effort to live up to the traditions. The country has been very considerably énlarged by force of arms and otherwise during several generations, and that it is not larger is not the fauit of the people. There may be some in the Republic who object to adding to the national real estate of their own country as much as they do to the “land-grabbing” of other countries, but it is doubtful if there are enough of them-to hold a party together with. The tweaking of Wu Ting Fang’s Ambas sadorial pigtail is the latest international incident in which China figures.By the way, we wonder if the.Yankee chin-whisker, a l'Oncle Sam, appears as ridiculous to the average Chinaman zs the celestial pigtail appears to the average Yankee? When Norway is compelled to prohibit by law her labourers from accepting offers to come to Canada, we may presume that the wuperior opportunities of the Dominion are fairly well appreciated in the Scandinavian kingdom. This late cold snap was likely caused by the arctic circle leaning over to see what in going on in the watch-chain regions of the earth anyway.20 4 The cold water people of Ontario do not appear to bave been able to quench the political fires.Lord Brasséy has hit upon the true reply to Morganigm. No American combination ‘is to be feared sc long as Britain ean bub and sail ships cheaper than can the United | tition like the Germian, which puts better steamers on the ssa.À ‘combination .of lines is only an economy in organization, so lcng as it in not backed by a monopaly of railway transport. And an economy in organization can win only when it excesda the British ecomomy in building and sailing.“in, PUBLIC OPINION As Represented by the Political ‘Papers.QUEBEC'S RESOLUTION.Qusbec Chronicle.—Con.)
