Galt, Ont, November 24.\u2014Fifty-seven miles west of Toronto on the main line ot the Canadian Pacific Railway is the town of Galt.It calis itself the Manchester of Canada, and it certainly has good claims to the title.With a population of eight thousand it is a busy bive of manufacturing industry, as well as the commercial centre of a rich aud thickly settled agricultural district forming part of the south riding of the County of Waterloo, And yet were a ritan of colonial days to drop into Galt on a Sunday be would find bu: little that he could object to, unless he should think the people too stylish in their dress and the clhiurches too ornate in their architecture.The town has an electric car service, but not a wheel turns on the Day of Rest; the factories und shops are silent, und the tall chimneys give forth .no smoke.* Here it is only ten o'clock in the evening,\u201d said n resident, \u2018and you could fire a cannon duwn the street and not hurt a soul.\u201d , Bui it could not have been done an hour or so earlier, when the people were coming home from church.Then the streets were throned, just as they had been in the morning, when the bells them to service.All the are of stone, and would not le out of place in the very best parts of Montreal or Toronto.The predominance of the Scotch element in the population is shown In many admirable ways, one of them being in the three large Presbyterian Churches, of which Knox Church claims to have the largest membership of any church of that denomination in Perhaps, too, the large Liberal vote of the town can be accounted for by the were calling church buildi presence of the same ; although Galt is a manufacturing centre, and, refore, à place interested in Protection, still the Grits poll ball the votes and carry the riding, which, in June last, re-elected Mr.John Livingston.The town is built along both banks of the Grand River, a small stream that flows southward and discharges itself into Lake Erie.Along the stream are the factories and the commercial houses, while no the high land a few hundred yards back are the residences of the employers and their men.The town is exceedingly well built, and looks like a place that bad come to Btay.ildings are rare indeed, but everywhere.Of these materials are the factories, the banks, the stores and the homes of the people.There is no crowding into tenements here, and every mechanic has his own comfortable, substantial home.The business and the fropte of Galt are certainly well housed, n comparing these machine shops and iron works with those one us y_ sees in a large city, the superiority of the former in many respects is very noticeable.Here there is no crowding, mo huddl- IDE together in dark, narrow streets.The buildings are large, well lighted, and airy, and they must enable the me- chanie to work at the best possible advantage.Here he finds the employment that as a rule large cities alone give while he enjoys the benefits of a country home.The people of Galt are interested in the tariff.Their capital is invested in manufacturing \u2014in manufacturing they earn their daily bread.and upon the maintenance of their industries depends the life of their town.It is not yet known whether the commission of tariff enquiry will visit Galt or this section of Ontario, but it has been suggested that they come to Berlin, a town a dozen miles north of here, and where, representatives of this whole count side vould meet the Ministers.But it will be a week yet before the commission resumes its sitting in Hamilton, but in the meantime the representative of the Star has obtained the opinions of the leading manufacturers ere res- respecting proposed changes in the customs tariff.With the dawning of Monday morning the spell that seemed to hang over Galt on Sunday is broken.Whisiles are sounding everywhere, the streets are thronged with men hurrying to their work, the tall chimneys again pour forth their smoke and the hum of industry 18 heard on every band.And not the head of a single concern spoken to in regard to the subject but said that any lowering of the present tariff would tend to fossen that hum and deaden, to some extent, that activity, One of the largest concerns here is The Goldie & McCulloch Company.They manufacture steam - engines, boilers, waod-cutting machinery, saw and grist mill machinery, safes and machinery supplies.They employ three hundred hands, the: great.majority of whom are, of.course, skilled mechanics.The works are exceedingly \u201cwet! built and fitted with all nécessary appliances of the best pattern.A member of the firm gave bis views on the tariff, and in short it was \u201cleave us alone:\u201d \u201cany way don't lower our protection.\u201d Their raw material is pig-iron and plate and bars and it was suggested that the duty on this was higher than on the finished article into which this raw material entered.ing in a general wav southern pig-iron cost per long ton $9.00 laid down in Galt and Lake Superior iron about $12.50 per ton.Upon this iron there was 3 duty of $4.60 a ton and upon bar and plate a duty of 30 per cent.\u2018and in some cases more.Now the protection on the finished products of this concern was only 25 to 27 1-2 per cent.\u201cBut,\u201d said Mr.McCullock, \u2018\u2019we have some protection in the matter et © -labor for wages are somewhat lower h than in the United States.\u2019 Canadian pig-iron they had used, but generally found it too hard, and it had to be mixed with other iron in order to grade it down.At one time the Nova Scotia iron was : 2 ¥ TU \u201cIncompetent MONTREAL, TUESDAY.NOVEMBER 24, 1896 Co Buyers\u201d may accept anything offered, but the shrewd trader \u201cSAL insists And demands D A\u201d CEYLON TEA Because it is incomparable.NEVER LEAD PACKETS ONLY.25e, 40c, IN BULK.GROCERS ONLY.sec, eve, TT8zeod One Dollar Is a popular pri the price of the Canada, made by ce, and One Dollar is most popular Shirt in R.J.TOOKE \u2018177 St.James Street, 2387 St.Catherine St., West, 1553 St.Catherine St, East.as good as the Scotch, but after a time the quality deteriorated.However, the concern had into other hands and a good article was again being produced.They were using .iron from the Hamilton works with which no fault could be found.; Was the uncertainty respecting the new Government's tariff policy affecting trade injuriously?, Mr.McCulloch thought there was some feeling of uncertainty abroad, and uncertainty was never a good thing for business.It would be well if the whole thing were settled and manufacturers knew what to expect.At present business was none too bright, and that was due to some extent to the fact that .in many lines of manufacturing the industry was crowded; it was overdone, and there was too much competition.An evidence of this was pointed gut.A few rods down the street stood a large stone building with windows p.t was the establishment of Cant Brothers & Co., manufacturers of wood-working machinery, now closed up, and the concern moved to the United States.Even Protev- tion had not kept that establishment running.; .The Gordie & McCulloch Company are large makers of safes, and in.warehouse were some beautiful samples of their work.By these \u201cstrong boxes\u2019 they are seeking to protect t valuables of the Canadian people, and so the makers ask a little protection for themselves.i Across the river and nearly opposite is the establishment of the Macgregor & Gourlay Company, manufacturers of iron and wood-working machinery and ins, the common toilet pins of which 1 old times it took nine men to make one.One may be sure that this enter- rising concern dpes not make its pins n that way.A member of the firm expressed his views respecting the tariff in this way: He would prefer to pay the present duty on the raw material, on the iron, than have the duty on the manufactured article reduced.hey had felt the effect of the prevailing uncertainty, and certainly it was not beneficial to business.The general condition of trade was fair; it certainly was not any too This company employs 170 hands, some of whom are women.Was their business in existence before the days of the National Policy ?Yes, it was, but not on such a large scale.This was true of most of the concerns in the town.However, they not manufactured pins until the protective tariff came into effect.That was a new industry.Flour milling is so carried on in Galt to a considerable extent,-one of the principal concerns being the Todd Milling Co.In Mr.Todd office also sat Mr.S.J.Cherry, of Preston, a mill owner.Both agreed that the lowering of the duty on flour would simply kil the milling business in tario.At present the duty is 75 cents per barrel of flour and the American duty $l.Our duty, they said, should be at least equal to that of the Americans.They had a grievance.At present Americans were shipping to Montreal a low grade of flour, calling it first-class and selling it at low prices to the French-Can- adian trade.In fact, a trick had been layed upon the trade in Nova Scotia.\u2018lour had; there-been entered as animal feed, paid a low duty, and then sold as standard flour.At any rate, if the Government wished \u2018milling done in Ontario the present duty must be maintained.The Gal Knitting Company manufacture under-clothing.upon which goods there is a duty of 35 per cent.During the busy season they employ 100 hands.What did they wish with regard to the tariff?One thing they wished no reduc- i The present protection was none too high, and the sooner the question was settled the better for trade.A feeling of uncertainty and distrust was abroad ; buyers would not order their stocks, and business was injured there- y.Another large manufacturer of woodworking machinery, engines, boilers, etc, is the firm of Cowan, .Upon their product is a protection of 27 1-2 per cent., although they have to the duty on pig-iron, their raw material.They wish no change in either of these items of the tariff.Mr.Cowan said he did not believe in a bounty on pi iron; AN AMERICAN.VIEW.New York, November 24.\u2014 The Evening Post\u2014tariff reform\u2014says: The Canadian Ministry are finding it as bard as the framers of our n bill to reform the tariff without crippling the revenues of the Government.With customs and the excise almost the only sources of revenue for the general Government of Canada, the possibility of actual or even approximate free trade 1s seen at once to very small.The case in a nutabell is as follows: Revenue to the amount of $20,000,000 must be had from customs duties.These may be levied on a total value of imports amounting to about $125,000,000.But under the present tariff something like one-half these imported goods es in free.The problem is, therefore, to raise $20,000,000 revenue on $70,000,000 of im- rts.There you get at once a prima acte ad-valorem duty of nearly per cent., and no way of twisting the figures can make it much less on any considerable items.It is clear, then, that Mr.Laurier\u2019s promised revision of the Canadian tariff in the interest of freer \u2018trade, must, in the nature of the case, be a very meagre and tentative affair.But he was clear sighted enough and frank enough to perceive and declare this to be the fact before his triumph at the polis last June.The fact is that neither in Canada nor in the United States, nor in the Australasian colonies, can a general tariff for reveaue fail to be sufficiently protective.A few articles may be singled out, as in the British tariff, simply and solely for customs revenue, and the great y of imports left un- tixed.But if you tax all along the line and count upon your main income from duties on imports, you cannot avoid giving incidental rotection to domestic manufactures.The only resort is to some other form of taxation.Without the income tax and death duties, England would be obliged to have what would be in effect a protective tariff.Historically.the income tax preceded free trade in England.Sir Robert Peel had an income tax of 7d in the pound in operation and yielding a revenue of from $25,000,- to $30,000,006 a year for four years before he repealed the corn laws in 1846.But a country long accustomed to the ease and secrecy, even with un tnci- dence, of indirect tariff taxation, will not take kindly to an income tax, or any other form of direct taxation.It would undoubtedly be highly unpopular in Canada, and Mr.Laurier is said to have no intention - whatever of i with it.JUDGE EMERSON SWORN IN._ (Special to the Star.)
