for now the decision is an intelligent one and can be revoked if the leaders take the wrong road. That political leodere will miss his guess this time who does not calculate on an immensely increased independent vote.- The arguments presented on the hustings and in the press will have more effect in this contest than ever before.‘The appeal that will win must be made front Scankness and statesmanship to intelligence and "independence. The old method of bribing a locality is to-day a sword that cuts b ways, almost surely frightening more people at the prospect of extravagance than it gains ‘Dy .the prospect of the flow of public money into a particular neighborhood.‘The thinking and informed voter is now pie dead fter a short illn Domini in full possession of tNp balance of por.er, and he will be the wise politician Wo heeds this’ fact.TTT x ~ | gILvam AND A NEW AMERICAN TARIFF.i This.year.although the Republicans both Houses of Congress, they have found it simply impossible to pass through them any tariff ar mouey legislation. It was at one time expected that’ would send up a tariff bill in any ¢ for the President to veto; but to the politicians, It is & cause of growing appre- bension. This silver wedge in the Senate declares its intention of taking a similar attitude in the next Congress; and the question is, “Will they be strong enough to make it effective If the people should elect McKinley to the presidency, and a high protection majority to the House of Representatives, and if they should really imagine that they want the tariff ‘’jack-screw- ed” up a bit, they might object to having the bill blocked in the Senate by a handful of presumed Republicans from the western states, who took their stand, not for a low tariff, but for a causs having nothing whatever to do with the tariff issue. However, the Senators who sit for States devoted to the cause of the white metal would probably not eare how much disturbance they produced in the east, their purpose being to call attention to silver in the effective way in which the Parnellites called attention to Ireland. The only real question is—Wilk World makes a calculation which seems to indicate that they may.The new Senate will consist of 90 members.Forty six will thus be necessary for a majority. The Republicans have now forty- four.Twenty-nine of the present senators will loge their seats through the expiry of their terms, so as to permit their successors to come in with the new President and Congress, The World calculates that the Republicans may make a net gain of five or six in these elections which, will raise ‘their strength in the new Senate to forty-nine orfifty. But the World says that ‘among the Republican Senators who hold over or who will be re-elected there arc at least five who love fres silver far more than thoy do their party, and regard their fealty to the white metal as far more sacred than their loyalty to the doctrine of protection. These men are Senators Dubois, Teller, Mantle, Carter and Cannon. There are others, but these will stick out against a tariff bill unless it provides for the free coinage of silver.” Should a new silver party be formed, the bolt will be a much more serious one; but on the present basis, things look squally for ony new tariff which the Republicans may introduce. The Democrats and the Populists will, of course, oppose the tariff for its own- sake; so that five or six silver Repub- ‘licans can hold the keys of the position. The moral for Canadians is that they need not calculate too confidently on a new tariff in '97, even if MoKinley is nominated on a high tariff platform at St.Louis.BRIEF NOTES OF THE NEWS.Eugene C.Akers, who keeps & con- fectivnery store at 273 Sixtn avenue, New York, reports to the police that on Mouday night Le was bed of diamonds va.ued at $Z20,000.They were taken from a safe in his store, the combination of which was out of order, John H.Rydell, a former employe of ARers, has been arrested.Ths consecration of Eishop Dumoulin will take place June 1, and ho will be asked to convene the Niagara synod for June 24.The endowment fund, the interest on which gues toward the salary of the Bishop of Niagara, will be increased to $ro,Usu immeduitely, so as to make tho financial sacrifice of ‘Bishop Dumoulin as light as possible. The convention of the Ancient Ordé?of Ilibernians in session at Phiadel- phia has denounced tho attempt todrag posivics into the order, and resolutions ve been adopted declaring that ever nan showld exercise the right of s fragoe without interference from anyone.Mary Eismann, a servant, committed suicide in tha hoase of her emip.o; Mrs.Hood- less, Hamilton; Mrs.H.C.-; Scott, Montreal;, Mrs.Willoughby = Cummings, Toronto; Mrs.Torrington, Toronto; Mrs.Lowe Dickinson, New York; Hon.Boucher de la Bruere, Minister of Public Instruction; Principal Peterson, n.Bovey, Colonel Gibson, Provincial Secretary of Ontario, Pr.Robins, Rabbi de Sola, and Rabbi V Her Excelleney in hor introductory remarks said that this meeting had en arranged in connection with & Inove- ment to get snanual training introduced into the public schools of Canada. Our Councils in Ontario luve been successful beyond expectation. In Quebec we ve not n so successful.Other provinces have asked for cooking and sewing lessons with no success In British Columbia a bill was introduced but had to be withdrawn owing to the lack of interest shown. The question “Why are we agitating this movement?’ seems Supertluous. The need of this training painfully apparent to mothers mn this country. Then L same questioners say, “But Ghee matters should be seen to at home.‘ they bren present yesterday during the discussion on school hours they would have scen that the ‘lo hours in school and the late of preparation at home leave no time for this or other home trainin There is no doubt there is great apat y on the subject and that many rents think their children are being defrauded of higher education and hat all manual training must trary to higher education.Manual labor in the hands of a good teacher can teach children lessons of exactitude which can be taught no other way, And seeing visible works growing in their hands, and the striving after a visible ideal, gives them ideas of perfection they can get in no other way.he Japanese, who are so quick to seize ideas and put them into effect, bave regular training schools all aver the country, under the patronage of the Fin- press, or the training of girls and married women.Every branch of demestle economy is taught-dressmaking, cooking and sewing, end many others. There are schools in Paris, where the girls from the public schools can be educated in trades, but where domestic economy is compulsory. In Great Britain there are schools of domestic economy which are + extending their programme every year. Therefore we see we are not alone in the support of this movement. We do not want only that manual training be put on the school curriculum, but also that the Normal schools will make it part of the training for teachers. The presence on the platform of the Hon.Ir.de La Bruere, Minister of Public Instruction, is a great satisfaction to us, all the greater as he has come here on purpuse to attend ‘this meeting.” de la Bruere in his address said: “The education of women is one of the serious questions of the day.The natural evolution of customs,t ths spirit of innovation and the aspirations of our ago all tend to give woman a new.direction.The progress of industry with an ever increasing train of manufacturers, and the multiplication of machines which dis- p d wark, have temporarily disquieted families of workingmen and broken the charm .of the domestic hearth.I find myself to-day in the presence of an association one of whose aims it is to work for the amelioration of the condition of woman, for her protection and for the improvement of her education. At the present moment the question that engages the attention of is Association is that of manual training in our normal schools and public schools. This subject eminently deserves the consideration of this distinguished assemblage and of the whole | country as well, for the well-being of families demands that the daughters receive in tha courss of their studies a pract ractical instruction, and that the may earn to keep house pro ever may be mid of it ely venturesome people, the moat glorious pre tive of woman, after the honor of maternity, is found in the task that de- veiops upon her to rear her children and the gentle house wife. Some poets of imag.nation have said, “woman: is an 1.” Surly philcecphers, probably celibates, reply, * is a demon.4 ill not say with certain people of facetious minds, ‘Perbaps they are both pp: ut I believe t woman approaches more nearly the angel and departs far from the demon when to her ualities of mind and heart she adds those that are procured for her by an instruction suitable to develop her remarkable aptitude for manusl labor. One cannot praise too much the efforts that are being made to popularize ir our educational institutions the ordinary knowledge of arts and manufactures. In an address made last year in Toronto by a distinguished memter of your Association on the present condition of manual training in the schools of Canada, I read the following passage: "Of the province of Quebec 1 can say little, as only in Montreal is manual labor found. There is no course in tho Normal Schools of the © province.= nor ia the schools generally.” is.assertion, I think, does not do justice to the province of Quebec, for manual work has always been taught in the Catholic educational institutions and orphanages under direction of committees of women. It is also taught in several Protestant ir institutions; I believe it would be adies, to the cause you have at wth ta ive an account of the work of our educational houses, which, I regret to say, little known, almost ignored.” ‘After a description « of the work done by the model sc Normal Bchools, by the convents, in the Laval Normal School, Quebsc, and in the John Murphy & Go's ADVERTISEMENT.GOLF JERSEYS, Colors in all combinations, double knitted, Bishop sleeves.| manua: training in con-" ‘bers of the Board of the Young ools in connection with McGill Provincia! Toronto, May 15.—The attack of the Globe on E.IF.Clarke, and the charge that he is to become ons of the new Tupper ministry is.the leading topio in local political circles to-day.Mr.Clarke informs a Star corcespon- dent that he has no intention of entering the Cabinet, and that the current rumor to that effect is without foundation. He denied in the most em- phatio terms that he is “teetering” on the school.question, and preparing to wobble to the Government side.In support of this statement he referred -to his speech at the Conservative convention a week ago, when he declared his unalterable intention to oppose the remedial bill, if it shouild ever be introduced while ha was in the House. One idea is that the attack upon Mr.Clarke was inspired from McCarthyite sources, because he refused to take the third party platform and swallow the doctrine of Dalton McCarthy, which is that the Government must defeated at all hazards.Mr.Clarke's position is that he will suppert the Government on all questions except the remedial bill. The fact that Mr.Clarke bas been next to Clarke \\Vallace in the Orange Order, that he is editor and proprietor of the Orange Sentinel and the most pular man in the city, gives great ares to the Globe's attack here and in Ontario generally. The Globe says the position which Mr.E.F.Clarke is assuming in the political arena is exciting some interest among that wing of the © onservative party in the city, of which he has something of a leader, and asserts that unless Mr.Clarke can make his ition clear, he will be defeated in West Toronto. The Globe refers to ths misunderstandin that existed between Mr.Clarke an Clarke Wallace owing, it was said, to Mr.Wallace not resigning his pcsition in the Government as soon as hs - cams aware that they intended to a remedial r sure.ere is still a van- ance between Mr.Clarke and Mr.Wallace and the Globo intimates that Mr.Clarke is jealoua of Mr.Wallace's position in the Orange Society.fact that Attention is called to t Mr.rke a year ago, in an address at Hamilton, used strong language and expressed his opini-n of the personnel, as well as the political character, of the Government. The Globe asks: “How is it that Mr.Clarke is not of the same fram mind as year ago?It is here,” it goes on, “thal the ga ground of uneasiness arism, and suspicions intrude themselves in the minds of his friends. Why is he not at the grand sovereign's side now that the day of trial has arrived? The question is setting many of hisald friends thinking.the contrary, he has accepted a straight Government nomination. He is a Tupper candidate, and it is rumored that he is to go into the Tu per-Angers coercion Cabinet after the e.ections.He begins to say on public platforms that the grievances of the minority must be righted. His friends wonder what kind of a teetering-boerd he is on, and whether the plaos which the Cab'net has for an Orangeman—what Mr.Wallace could omly occupy under the price of forswearing his Orange princip:es—has any attractions for Mr.Clarke.Was it only while Clarke Wallace was in the Government that Mr.Clarke was so stout a champion of
