Excellency made a re ply in French, speaking vf the pleasure it gave them to be présent and to meet all those interested in the good work; and especially dwelt upon the pleasure of meeting Madawe Fabre, to whuii he gave a seat at bis right hand. Her Excellency made an eloquent speech, SEEAKING FRENCH WITH EASE and tiuency. She laughingly said something avout.being afraid to speak before Monscigneur, who immediately said: **Her Excellency ouglit to have no fear here when she loved to be amongst the poor. She ought to feel quite at home.” Jer Excellency continued: She was happy to and then the old women's quarters upstairs were visited. There are some very old inmates: one old woman, 104 years old, very feeble but quite sensible to talk to: another said she was sixteen years old when the Americans came to take Canada.Anotherold lady wished Her Excellency “Many happy returns,” which was a delicate but rather unexpected way of expressing her wish, apparently.to see Her Excellency soon an often. One old woman lying in bed, whose sands of life are nearly run, said in touching tones that she was now ready to die.Lady Aberdeen spoke in the kindest way to each one, and after visiting seven of these wards, the dispensary and dentistry departments, visited the dining- room, where a table was prettily decorated with white azaleas, primulas and hyacinths, and in addition to cakes, candies and ices some beautiful specimens of spuu sugar; a hen and a brood of chickens in a nest was quite realistic, aud a canoe made of cream, with paddles and anchor of barley sugar, and resting on a translucent bed of jelly, was sent as a gift.MEDICAL.A Positively cured by these Little Pills, They ale relieve Tritess fron Dyspepslä, Indigestion and Tov Hearty Fating.À yéars was pivst- dent of the Association, and who is now prevented by sickness from being present at the fair. The fair lasts two weeks and there is usually about $1500 cleared.‘This year at Its close Captain Chartrand will give: what is known in French as a ** Causerie,” a lecture interspersed with good singing and instrumental music. There was thirty old men in the house and one hundred and fifty old women. In thie diocese of Montreal this Arsociation of Dames des Charité have in their special charge 3000 little girls who are principally gratuitous pupils. They care for65lorphans, 165 infirm old people, 538 inmates old but not infirm, 275 deaf mutes and 1077 imbeciles This great work was begun by Madame Gamelin, the founder of the Society, a young widow of 27 years of age, who, in 1823, began an asylum on aged women, with one old woman of 102 years old. This sinall community was started in a house at the corner of St.Lawrence and St.Catherine streets. After years of patient toil, increasing the number of her protegées steadily, Madame Gamelin interested Mr, Oliver Berthelet, who gave to the community a small wooden house at the corner of St.Catherine and St.Hubert streets known as ‘’La Maison Jaune.” This year 1535 became an epoch in the history of the Asylum, and it was incorporated, but the Society composed of twelve ladies was actually formed in 1842.The following are the foundresses: Mme.F.Tavernier, secretary: Mme.M.Nowlan, treasurer, and Mesdames P.J.Lacroix, À.Cuvillier, M Delisle, D.B.Viger, J.Per.rault, E.R.Fabre, C.S.Delorme and Mlle.Thérese Berthelet.| THE PROPOSED BRIDGE Across the St.Lawrence to Cost SIx Millions. The Montreal Bridge Company have called for tenders for the erection of what the promoters claim will be the inost gigantic structure erected in Canada since the completion of the Victoria Tubular Bridge. It consists of a bridge across the St.Lawrence from a poinu near Dalluvisie Square Station to Isle Ronde, and thence tothe southern shore of the river. To be built on the cantilever system, it will afford not only railway communication with the city, butalso will enable the country traders and pleasure-séekers to come and leave the city at pleasure. The bridge is to be of gigantic proportions, Its length will be about two miles, divided in spans as follows: One cantilever span of 1250 feet, two side spans of 50 feet each, 1b vinduct spans on the south side of 250 fect cach, an viaduct spans on the Montreal side of 210 to 260 feet each. The height of the carriage road on the large cantilever span above the water level will be about 130 feet, a higher altitude than that of the great Brooklyn bridge. The bridge will be so constructed as to allow of a double line of railway track, a double track for electric tram-cars, two roadways for carriage vehicles, and footpaths for passenger traffic.OVER THE MAIN CANTILEVER all these will be on the same platform, but on the other portions of the bridge separate roadways, one above the other, will be provided for the railroad and vehicle traffic. The termini will be graded to such an extent that the ascent dnd descent of the bridge will not prove arduous nor of a great angle. The whole cost of the structure is estimated at about $06,000,000, exclusive of terminal facilities, which will increase the about §2,000,000.- The bridge is not intended to be used by any one railway or corporation, in fact, it is expected that all the railways converging at Montreal will bo able to secure the right of way over the mighty structure.hip expenditure by Hon.Sonator ’ audean and Mr, Chas, Armstrong, two of the prime movers in this enterprise, left by the Umbria on Saturday for London, where they expect to enlist the co-operation of English capitalists in the undertaking."It if stated thai a firin of London bankers have agreed to tako the bonds of the Montreal Bridge Co.on condition that the promoters will experience little difficulty in having them fulfilled.‘The promoters expect that the Dominion Government will subsidiza the new struc: ture to the extent of 15 per cent.of ita cost. The bridge ia to be practically an auxil- li to the Atlantic and Tako Superior Railway, which in about to build an extension of the present terminus of the Bale des Chaleurs Railway to deep water at Paspe- biac, where counection will bo made with St.John's, Nfid, by a line of ocean steamers.Work ia expected to commence on the St.Lambert-Levia section during the coming spring.HE HAS RETURNED.Frank Fraser, the Standard Building elevator man, who has been reported mins- ing for several months, turned up well and hearty Sunday morning at the Salvation this morning: The Broadway, Court street, tion of Galr and Myrtle avennes they eut the *wires for about twoblocks. On Gale Army Barracks. He bad been on a trip to the Old Country.WIRE REPAIRERS ARE ON STRIKE.ANOTHER COMPLICATION IN THE BROOKLYN SITUATION.Not Much Progress Being Made in Running the Cars To day-Some Incidents of the Tie-up in the City of Churches.BroukLyN, January 22— The Atlantic Avenue Trulley, Compauy started twelve cars on each of its three hines this morning between five and six o'clock.Up to nine o'clock no trouble had been reported on any of these lines.Fourteen sections of line were cut onthe Gale avenue line last night; two blocks of wire were cut out on the Michigan avenue line, and wires were cut un the Nostrand avenue line, Railroad officials say no attempt will be made to start the Third avenue cars to-day.Cars were started vii the following lines Fulton street, Putnam avenue and Bush street, thir hugmien ordered to repair the breaks on the Gale avenue trolley have refused to do so, and it is reported that linemen all over town will refuse to repair breaks. The strike of these linemen has been threatened for two days.It will block the roads unless competent men can be obtained at once, which is doubtful, Col.Appleton's guard dispersed crowds from arouud the Brooklyn Halsey Street Station this worning. The soldiers used the butt ends of their muskets. It has been discovered that union men secured work at the Ninth Avenue Station, under the guise of non-unionists, with the object of damaging cars.Several cars were so crippled that electricians were at work all night repairing them.An attempt was Also made to burn the stations.Save for a few petty assaults the early morning was without lpcident.During the night the mobs busied themselves in cutting wires. They could do this work without fear of discovery, and at the intersec- tween Kuickerbocker and Central avenues when they cut the wires they also carried them away.j At Flatbush a mun made his Way intothe stable and attempted to bribe the new men there to desert their posts. It was discovered that he or some other miscreant had tampered with the motor boxes of some of the cars, The man was discovered in the stable and fought like a demon with the soldiers, who found him there.Oue of them received a black eye, aud the man made his escape.Every precaution is being taken to prevent any stranger from entering the powerhouse, as there have been threats that the stables and power-houses, will ba blown up, and every man in them killed. At Ridgewood early this morning a non- nnion motorman named O'Neil, who came to Brooklyn from Newark, was seized br a ang of men, who advised him to abanden is intention of working in the place of the strikers, emphasizing their remarks by pointing a pistol at his head.He refused to quit, and was knocked down with the butt end of the pistol and kicked until almost unconscious. He was then bound hand and foot with wire, which had been stolen from the Railroad Company, and carried into the middle of some empty lots.As soon as daylight came his fetters were removed, and he was escorted to the Broadway Ferry: his fare was paid to New York, and he was told not to return under penalty of worse treatment next time. The companies are still unable to secure new men to run all their cars, and it is not expected that any more cars will be running to-day than were yesterday. It is said that during the day, delegates from New York City, Newark, N.J., and Jersey City, will come to Brooklyn, to confer with the strike leaders to consider the advisability of ordering a strike among the street car men in these cities.Another conference between Bri ier Gen, McLeer, Mayor Schieren, the executive coramittee of strikers and the president of the railroad companies will be held to-day, that another effort may be made to settle the dispute without further trouble. The strikers seem to have the sympathy of many, and in every direction fands are being raised to help them to prolong the strike.¢ linemen of the Gale avenne line had a meeting this morning on Gale avenue. They talked the situation over, decided to strike, and returned the trucks they use to the companies’ stables, Five hundred linemen held a meeting this forenoon at the headquarters of the Linemen’sConstruction Union at Brooklyn avenue and Herkimer street.Brooklyn is a vast armed camp.Birg.- Gen.James Motler, of the Second Brigade, isin command. After the linemen on all the roads had struck, they held a meeting this morning and decided upon this action.Superintendent George Goodwin says the trolley lines are cut on Gale and Myrtle avenues. If he can get new linemen, he will repair the wires and start cars on Gale and Myrtle avenues. This, however, will take two or three hours.Boulders and atones have been pinced on the track on these routes, and stones have also been placed in the awitches. It will not take long, however, to remove them in case the companies wish to start cars, A squad of police and some unruly strikers came in conflict this morning. When tha men sere ordered to clear away from the corner of Hamilton avenue and Court street, they refused to do so, Instead of moving, one of the men hurled an egg at one of the policemen, The bluecoats thereupon charged the mob and clubbed every one in sight.Twenty of the strikers left the neighborhood with badly bruised heads. Many people think the situation has been complicated by the calling ont of the State troops, who do not carry the rospect of the community even to the extent that the police do, and Mayor Schieren was roundly denounced on all sides yesterday for ond.ing the county with an expenditure of $12, U0U à day to keep up this empty and riot- provoking show of force. Some even go so ar as to say that there would never bave been any riot if the State troops had not been called out, and assert that the police were amply able to control the strikers. The women were about as troùblesoine as the men They threw pieces of ice and anything thoy could lay their hands on.In several instances they threw boiling water from the windows at the, police and sol- diera. The police ‘had to keep their eyes open or get a dish of water. An amusin, incident occurred at Pifty-second street an Second avenue.À waggon load of coal was on its way from the wer-houre to the Third avenue car stables when a stalwart Irish woman, armed.with an apron full of coal and stones, rushed out into the street, and seizing the horses’ bridles and bringing the animals to a stop, n bombarding the driver on the box.The man was soon drixen from hia position.Ha retreated down the street at a rapid rate and could not be induced to return until a guard of police, ten In number, came along and accompanied him on his way.The progress of the Thirteenth Regiment yesterday was rapid. In hin zeal Major Cochran sept the sidewalks of a number of.titisens who were on thelr wiy to business and had nothing to do with the atrik- ers. These men naturally ebjected Montreal Daily MONTREAL, TUESDAY, JANUARY 22, 1895.or three blocks out to oin two of tn 5 and displayed the eir way, frée-Lomm American's con for authority and cursed the Major roundly. Some of them even had to be prodd with the bayuvnets slightiy Lefore they would give in, and it was only ‘by sheer force of numbers that they were made to obey the Major's sweeping order. The battalion from the Thirteenth reached the station in short time though, and that was all that Major Cochran was after.Bul after all the show of force, the fact } remains that seven thousand uatioual guardsmen and fifteen or sixteen hundred pollveimen weie not strong enough to make the resumption of the street rallway Lratlic in Brooklyn practicable. The calling out of the First Brigade, composed of ‘New York City regiments, seemed rather to add to the tension than to bring a solution of the dimi- culty. The task of restoring peace and order along nearly 200 miles of street car lines is a vast ono.A distended Japanese fan, the handle representing the terminal at the bridge and ferries to New York, is à not inapt picture of the surface railway system of Brooklyn. Thus the various car houses and power stations ure widely apart, nnd troops detailed to guard one of these are not immediately available for service at another, should the oceasion arise. The New York levy numbered not far from 4000 wen. They were moved across the great bridge early in the day.The various companies went by elevated trains, wherever that was possible, to the points to, which they had been ordered.Early yesterday a Scotch mist had settled down on all the city increasing in density, and evening approached and added to the difficulties which attended the carrying out of the announced intention of the Street Car Company’s attempt of the running of cars in the evening upon lines not rated since the striké was declared.Subh attempts in this direction as were: made were futile. The vicinity of the Ridgewood avenue stables yesterday afternoon and evening was tho scenn of the most determined conflict between the strikers and their sympathizers on one side, and the troops and police on the other, that has as yet taken place in the present disturbance here.Early in the afternoon the guards were compelled to push the crowd back; on Myrtle avenue it was necessary for one squad of four men to fix bayonets and charge upon the crowd. In the stampede that ensued, one of the mob, George Callan, was jabbed through the coat by a bayonet, but not injured in any way.About 5 o'clock it was decided by the officials of the road to send out car No.15i5 of the Gales avenue line. The howling mob, which had approached uns near the stables as possible, by this time had grown to immense proportions, and when the commander of the militia received the word that a car was aboat tu be sent out, he prepared for trouble, The three companies ot the battalion on duty were drawn up, in front of the car.The Company had been instructed that if any stones were thrown at them, they were to fire. The men wete all well supplied with ball cartridges. The ear was rolled out of the car house and half a dozen reporters, and an equal number of licemen took their places init.Un each side of the car was placed a squad of policemen. On foot on the sidewalks a nuinber of policemen were stationed to aid in driving the mob before them, and behind the car as it left the stables a platoon of mounted police were placed to defend an ctiack from the rear.An advauve, however, of but a short dis tance was made when from the houses on either side of the avenue a shower of missiles began rain .upon the hends of the police and National Guardsmen.About three blocks from the station the climax of the trouble aame.Just at this point the tenement houses line the street on one side while ou the other there are a number of vacaut lots When the car and I£s armed escort reached this place, a moh made an attack on the car, while from the windows and house-tops on the left missiles of every description were hurled at the police and soldiery. The crowd pressed in from the left and both ends, and seeing the charges of the mounted police, and the militia with fixed bayonets were usaless, the police and soïdiery, resorted to their pistols and muskets.Only one volley was fired, but while it had the effect of dispelling the crowd, the officers decided it was useless to proceed further, and the car with its escort returned to the Ridgewood Station. The last two cars of the seven made a final attempt to make the run down town about 7 o'clock, but after going three blocks |- and meeting with the same reception as the others, they wérs fii back into the station, and all attempts to run cars for the night was abandoned.Judge Gaynor has granted an order to show cause why a writ of mandamus should not issue, to compel the Brooklyn Heights Electrical Railroad Company to resume the operation of its lines.Col.Appleton, of the Seventh Regiment, issued ab order to the men of his comman this morning, to the effect that there shall be no more temporizing with the strikers, and that when they are assaulted with missiles of any kind they must answer with a volley of lead.THE MANITOBA SCHOOLS.A Judgment May Be Given Next Saturday by the Privy Council.[BY CABLE FROM THE ATAESR, January 22 — The Tricoupis ministry has resigned, ax a result of the public feeling over the Imposition of the new tax laws, “PRICE ONE CENT._ RCULATION 38,616 WERE SHIPPED OUT OF CANADA.THE ARMS FURNISHED THE HAWAIIAN REVOLUTIONISTS Went From Victoria by the Schooner “South Bend” in the Latter Part of October-—A Story in That Connection.SAN FrANcIscO, January Z2.—The secret of the shipment of the arms to Hawaii, which were used by Wilcox and his band of revolutionists, is revealed by an ex-customs officer, who has just come from Victoria. This man says the arms were shipped from Victoria in the latter part of October on the opium smuggling schooner, South Bend. This schooner has been notorious for years along the coasts. She was run by “Dilly” Stewart, alias “Opium Brown,” and “Jack” Forbes, alias “Jack” Reagan. These men made money shipping Chinese coolies over the border when the price paid for this service was $100 a head.On their last voyage last year the schooner was hard pushed near the Golden (inte and it is assorted that twenty Chinese were thrown overboard.Whether this is trus or not, tlic vessel never secured another cargo of Chinese.Since then they have been smuggling 2pium into Hawaii, landing the drug at inese plantations on the small islands. They also smuggled arms and ammunition to the islands.: The considerable amount of ammunition was hidden for several days under the dark arch of the Esquimault bridge at Victoria. From there the arms were taken in Indian canoes to Seihels Cove, near Victoria, where the schooner was lying.Stewart and Forbesaccompanied the schooner, which landed the arms, as well as considerable opium, on the west side of the Island of Lunai. The arma were left with the Chinese, and were afterward taken to Honolulu by one of the small stéamers that y bot wegmetho islands. The South Bend recently Téturned to Victoria without Stewart and Forbes. They are both criminals who bave served sentences for smug- ling.E.M.Hatch, Minister of I‘oreign Ailuirs of Hawaii, sailed for Honolulu to-day.Mr.Hatch, is rushing home to lend his assistance tu his government. He deplores the condition of affairs at onolizlu, and declares that Hawaii bas ronny important questions to deal within its coming history. It was learned that the Provisional Government, has not only had Royalists to deal with, but it"has also had to use force to suppress an uprising of Japanese laborers on the plantation of Ewa.Yowa Iu a 30,000 acre grant, situated 15 miles back of Honolulu.Several days before the revolt, Wilcox, the minister said 200 Japanese on the plantation, made an attack on the overseer, who was nearly killed.Several of the white men were badly beaten by the rioters. The police had to be called on for protectin.‘The Japanese, 1 fear” he added, will overrun the country.Every vessel from Japan brings ju a farge number of laborers, and the Japanese are becoming to think, they are all-powerful.They are quarrelsome, and vicious.“Regarding the rebellion,I think it shoxt- lived. The visional Government is amply strong to ~ope with the malcontents and I expect to find the whites in complete control on my arrival at Honolulu.Itis true that a great many of the Royalists are English subjects, but’ I am convinced that Englishmen are sensible enough to know there is no other alternative, but to punish conspirators, whether the offenders be English, German or American.” MUNICIPAL ELECTIONS, New Mayors of Huntingdon, Lashute and Sherbrooke, Etc.[SPECIAL TO THE STAR.] HUNTINGDON, Que., January 22,—A meeting of the Village Council was held last evening.Dr.Cameron, gx .P.P., was, on motion of Councillor Pringle, seconded b Councillor Dinneen, unanimously electer Mayor for the ensuing term. The council decided to purchase a number four Watrous steam fire engine at the stipulated price of $3100, delivered at Huntingdon. The by- Jaw prohibiting slaughter houses in the village was ordered to bo put in force by the first of April next.LACHUTE, Que, January 22.(Special.)— , The election held here yesterday for Mayor A.Bedard, resulted in the return of Mr.J.who had a majority of nineteen over his opponent, Mr.Pierre Rodrigue. The contest proved to be one of the keenest in the history of the town.In the evening a number of members of the Lachute brass band serenaded the newly elected Mayor, and were entertained with about a hundred citizens who had called’ to leave thelr congratulations. This is the first occasion in which a French-Canadian has been elected mayor, but although the English-speaking ple are largely in the majority, they consider it only fair that their French fellow- citizens should have their turn.SHERBROOKE, January 22.—(6pecial.) ed doctor could throw an hysterical girl into a trance at a mile range hypnotism was being considered as a factor in two other trials of a much more serious character. One of these was the celebrated Kalp case, tried at Columbus, O.Here the hypnotic plea wore a decidely novel complexion.e theory was advanced that Kalb was his own hypnotizer, that he was à subjest of what is technically known as auto- ypnasis, and that while in this condition of self-induced hypnotism he, like the gentleman in the song, “is not himself at all.” The magnificent oppertunitiea that are opened here by the introduction of | SUCH A MYSTERIOUS CONDITION of sell-constructed immunity need not be enlargeed upon. The other case is of a very plain, matter-of-fact hypnotism compared with the Kalb auto-hypnosis, but it fad a much more serious conclusion, for not only did it result in the dismisal of the self- confessed but hypnotized murderer, but it also attained the climax of a new sénsation- alism—that of the arrest and conviction of the bypnotizer. In May, 1804, à farm hand named Tom MacDonald, in the employ of Anderson Gray, a land-owner of nwWay Springs, Kan., shot down a neighber named Thomas Patton.Patton was a witness st Gray in an important lawsuit, and when MacDonald was arrested he freely told the story of lying in ‘wait for his victm d killing him from ambush, but declared at his employer; Gray, had hypnotized him to commit the murder. On this plea the Kansas jury (the trial was held at Wellington) established the exceedingly c- hm rtant precedent of uittin Donald and condemning Gray to death. On | that very day—possibly through hypnotic in- fluences—the same interpretation of occult laws was made in a case here in New York eting out punishment to the instigators, nd that largely, if not sorely, upon the | EVIDENCE OF THE ACTUAL CRIMINALS, It isa ing that certainly opens up unlimited possibilities for the extension of the particeps criminis ment,” while in granting immunity to the hypnotized subject and inflicting punishment on the implied criminal there a rank departure from the administration of justice under the law as applied In the cause of origiual sin under hypnotic ipfluence.Adam laid his crime to the most powerful of all hyp- notizers, the woman, and the woman claimed to have fallen under the fascinations of the first hypnotizer on record, the old serpent of evil, the devil; but all were unished, and, while the hypnotizer was oomed forever to the most undignified mode of progression known, the two sub- Jects were driven out into the fields of hard work.In the report of the meeting of the Amerl- can Association of Faychologists at Princeton, published in the Sun December 22, it was shown to be the consensus of opinion that crimes committed by a person in a hypnotic condition can be en as prima facie evidence of criminal instincts in that person and that no criminal act can be per- ormed by a hypnotized person who -is nor mally honest and law-abiding.Here, then, is a direct issue between scientists and jurists, with the Jurists giving practical illustrations of their belief in the correctness of their position.AN INTERNATIONAL POSTAGE STAMP.The German governmentis about to place a proposition Before European countries relative to the ests 4 an (international tage starap. It elev that such a Ham would a boon to-ali who carry on‘ any foreign correspondence. At present, if any one wishes information from a foreign country, he is unable to send a postage stamp for the reply, since no country will receive a foreign stamp as on an outgoing letter. One Is therefore compelled to depend upon his correspondent’s enerosity tô pay the return postage.- The nited States consuls in Europe, for ex- aniple, are in receipt of thousands of letters of enquiry every year, not one of which contains postage for the reply. The German minister posts has designed such an international stamp and has arran, for its adoption. The stamp will contain the names of all the countries in which its value as Postage is recognized; togotbier with - undertaking establishment on the east side, where it was visited by hundreds.” "I'he body fs well preserved, being frozen solid, -and the face and features could be recog.bors.It was taken to Biglin's nized by any one who ever saw.Scott alive.… His clothing was all on save his coat; his watch, knife, keys and other valuables and personal effects were undisturbed. His hands were tied behind his back and about three feet of rope was dangling from neck. The evidence is complete that after be was-brutally-separated from his-” family, he was taken to some out of the way place, his hands ved behind him, the rope put around his neck, and he wiis then hanged until he was dead. How much Interveninz torture waa inflicted upon him is not known and frossivly may never be known. But if all things work as his friends are determined that they shall work, the-guilty men will themselves be brought to Rist ce, though none of them may ever be induced to tell the details of the crime.A quiet and sturdy determination has been manifested all the while by the Law and Order People of Holt county that no stone should be left unturned until Scott's body was found and the guilty men brought to justice. The first part of this determination has been accomplished, and eT are now going about with the same stead pose to avenge the murder. It is be La that they have evidence which will convict Mulihan, Roy, Elliott, Plakerman and others who have not yet been named, and the mill push on until this end is accomplished. There are others here who seem to think that Scott has been foully dealt with by his friends, .the persons to whom he lent the money, and who were afraid that he would * peach ” on them.To these the Law and Order element says: “Produce your evidence, and if you have anything pointing to the guilt of any of these men we will join bands loyaliy with you, and nssist with all our might in bringing them to justice.Justice ie what we want, all we want, and justice we are determined to have, ,no matter where or upon whom it may ‘While there is a great deal of excitement and crowds in the streets are talking of the murder, there is no prospects of any trouble or disturbance of any kind. The Law and er portion of the country have taken the reins in their hands, and they are going to have peace if they have to fight, for it.There is no doubt, an element hore that would like to breed trouble, and would do so if they were not afraid, but in the presence of the honest, determined look that sits on the of these Law and Order people they are cowed into an inglorious submission, In back alleys and M bscure corners occasionally a few of them gather, and if you are unfortunate enough to near vou fmay hear mutterings 0 discontent, but the large gunpowder and other explosives in Montreal has been compléted and shows that the provincial law on the question is very strict but, that there is no one to enforce the law in Montreal and consequently it is a dead letter. The law provides that merchauts dealing in explosives canuot keep more than 25 pounds in their premises and then they must have lisenses aud also signs stating that they are licensed to soll explosives affixed in ‘a prominsnt ppruision outside the premises they cesupy: { they require to have more than twenty- five pounds in their possession at once, they must keep
