what hehad Been fighting for for y cars wus a reasonhble resdjustinent of the tarif, a scientiis tardif, scieuntitic protection: aud acivntifie-protection was not rule of thumb protection.It sliould consist as Nir John Macdonald said in 1573 of a {udivious readjustiment of the taritf which would vnetit and foster the agricultural, the mninins, manufacturing and other interests “A moderate tariff, enlarging the free list and admitting into our market the raw material and quasi raw material.The Government had done something, but they had not dune enough : had they dope what had been urged upon them it was probable that they qu have allayed much of the agitation that wés now going où with regard to the question of tari! reform, and that the Winnipeg clection would have resulted ditferentiy.The words quoted from Sir John Macdonald show the intent of the National Policy at its genesis.It was as broad as the nation; and in his enumeration of thle classes to be benefitted and fostered, the “agricultural” stands first.But conditions | change; and no one was quicker to recog’ uize this than tho Inte leader of the N.P.party.À tarif ‘hat did its work well in 8 would not necessarily accomplish what was required of it in ‘#3; and this is the precise position taken by Mr.Davin and those’ who think with bin.They simply ask that the principle of N.P.Protection, as expounded by so high an authority as the lamented Sir John Macdonald, be scientifically applied to present conditions.Now, the Liberals must either abandoii’] able policy.They havo not in their hearts the faintest conception of how they shall be able to frame a tariff that shall meet the revenue nceds of the country; that shall not make violent or sudden changes in the business conditions of our people; and that, at the same time, shall be entirely free from the forbidden principle of Protection.If they know to any degree what they intend.to do, we shall be happy tomitigate the foregoing sentence to the full limits of that knowledge the moment they come forward with it in language to bejunderatood.But they are demanding that'the electorate buy “a pig In a serious thing to frighten industry with threats of cyclonic tariff revision.It is a foolish and a criminal thing when the portentous threat is allowed to work its deadly will.on the timid then the fulfilment proves so small-that much.of the threat Ve been a needlefs alarm.The New York Sun, which is for a real révenue tariff these days, says that these who support *‘Professor Wilson's chairman and Messrs.J.Burubeau, son of the ex-member for Drummond and Arthabaska, and.T.Cardinal spoke in favor of the Government, stating that, by its gencial policy of conciliation of all parties and interests, the Conservative party was worthy of support.Mr.Cardinal thought that the guestion of patronage could be much modified and improved as far as French-Canadians were concerned.‘This statement was heartily applauded.Mr.Joncas, he said, had proved beyond cavil that the French-Canadians were not receiving that to which they were entitled because of their numbers He thought that the French Canadian members of the Cabinet should see .THAT JUSTICE WAS OBTAINED ON THIS SCORE.The Hon.Mr.Quimet was extended a cordinl weléomu and thmougbout his ad.‘| dress was listened to very attentively.Sev- | eral passages were heartily applauded.After complimenting the young members of the Club on their zeal and loyalty to the ty he proceeded to sketch the history of the party from the days of the falling out between Sir L.H.Lafortaino and the Hon.Louis Joseph Papineau, and held that the past of the party was a guarantee to all classes and nationalities that justice would, be rendered to a Those who had faith in the party were generally found to also have great faith in the future of the country.On the question of pitropage he admitted that the nch-Canadiana perhaps did not have all that they were éntitled to, but he had no fear of contradiction when he said that their position was very materially improved.They had always treated their English- speaking compatriots very generously, and he was certain that none would feel any regret at this.For his own part he thought that French Canadians should look mare to business than to the Civil Service, and they would secure greater independence than the public employes generally possessed.The party, however, did not appeal to the French Cauadians on such à question which was merely a secondary one afterall.Returning to Lafontaine, Mr.Ouimet declared that he was the veal founder of the Conservative party, and the Liberals had no right to claim him as one of their own.fontaine, like Cartier, was a man who deserved the gratitude of Canada for the services he had rendered.Mr.Laurier and Mr.Tarto were trying to raise national prejudices on the Manitoba school questfoli tut.they were not sincere since they were closély allied with Mr.Martin, the author of the schhool law.On this question both ies had their share of responsibility., The provisions for reparate schools had been secured in the Confederation Act by the Conservatives, and it was a Conservative Government that maintained these schools.It was, on the other hand, a Liberal Administration which did away with them by .’ THE FAMOUS MARTIN LAW.The Dominion Government had been blamed for not disallowing the law but it must, be remembered that disallowance had never been asked for.The Catholics of Manitoba preferred to have the law declared unconstitutional by the Courts rather than disallowed.Had the lat ter course, however, been adopted, it is more than probable that at the following session of the Manitoba Legislature the law would again have been enacted.Their only course, after the decision of the Privy Council had been given, was to lay the question’ before the Supreme Court to ascertain if the right of appeal existed.That was what the Government ‘had done.He gave it as his professional opinion that it many of the documents since published in His Grace's roview of the‘achool question had been submitted to the Privy Council its judgment might have been different.It was his conviction, howover, that no matter what the decision of the Supreme Court might be, the question would not be finaily settled.They should remember that thé French language had once been abolished as an official language in the Province of Quebec, but that did not prevent its recognition later on.Justice would haps, in the same fashion, come to their brethren of Manitoba.It was | not very becoming on the part of the Liberals and rouges to seek to raise religious prejudices on this question when they had always declai for lay schools and against placing the children under the control of he religious orders.The Conservative rty were appealing to the common sense of the ple and on that score they he- lieved that their policy would be upheld.Thay did not go to the extremes of either ton tained a straight course of justice to all.’ The Liberal policy was altered at every ‘turn to suit Montreal was pretty roundly condemned | again al yesterday's meeting of the City Council.The meeting had been spetially “called to wipe off some of the long-standing orders of the day, but: it was after five | o'clock before the order sheet was | taken up.Aldemman Beausoleil had a | question’ of privilege.To raise the Legisla- 1 tive Assembly at Quebec, had decided that there was to be a change inthe mode.of the election of a Mayor.for Montreal, and that without consulting the representatives o the people, the Montreal City Council R Ald.Beausoleil moved that the delegation appointed to go to.Queber on behalt of the city, be instructed to strongly urge vpon thé members of the Legislative Council, the necessity for rejecting the proposed change in fhe mode of letting a Mayor.The people now clécted the Mayor; Le was the only man in the whole Council who represented all the citizens irrespective of people.What right had the City Council or the real estate owners to elect.a Mayor?© Ald.Thompson seconded the motion.Re did no because he had heard no complaints against the present system of electing the Mayor, but he had heard many complaints azninst the proposed change.Ald.Prefontaine moved an amendment that the delegation be instructed to urge that | ALL AMENDMENTS TO THE CHARTER of Montreal, not.recommended by the City Council.le not entertained.Ald.Prefon- taineë held that the Assembly had made other changes quite ns prejudicial to the jnterests of the city.Forintance, they had dezided that each ward should be repre- sente by only two members, which would enti thirty-three per cent, more work on eae alderman, True, there had been some sufsc-tion of salary, but the representa: utes of the people had never asked for saiary and did not want any.If they chose tn give tiweir services free, what right bad the Lesisintive Assembly to say, you must be pald à certhin amount?Then again they Lad linvited the borrowing power of the city to lifteen per cent, which was the most extraordinary thing Ald: Prefoutaine had ever heard of.And then they capped the clumax by declaring that the Council bad no richt to revise the lists, and appointing the Presidents of the English and nc 55 virds of Trade with some dther persons wo do that, without finding out whether these gentlemen were competentor willing ts» do the work.If the City Council sithply condemned?gue of the amendments, the Lepisigtive Council would think that théy concurred in the others, | ; Friedrichsruhe is acain fast becoming a common refuge ground for ALL THE DISAFFFUTED SPIRITS of light and leading in the German empire.| Roberts, living upstairs, having heard sus- Prominent among the ex-Chancellor's late guests was Count Limourgstieam, who shared the fate of Count H Arnim at the hand of the young Lmperor, in that he was summarily dismissed."from the diplomatic service for con- ! tributing to the Conservative Kreuz | Zeitung, a moderate criticism of Count Von Caprivi's new.commercial policy, as well us Herr Von Schlozer, late Prussian minister at the Vatican for Germany, is still unrepresented there, who equally for- : feited the confidence of Prince-Bismarck's * Buperial and imperious master.Nr.Gladstone could have announced the arrangements which have been made about the Duke df Saxe-Coburg-Gotha's allowance more.than a week earlier, but the Ministerial wire-pullers begged him to keep the thing quiet until after the Accrington election.1 was also quite in accordance with the recent practice of the old parliamentary hand quite to abstain from giving any notice whatever of his intention to make a statement on the subject las: Thursday.It is to Le regretted that DUKE ALFRED DID NOT SURRENDER gracefully the whole of the allowance, as he cannot now want any part of it, for the income of himself and the Duchess amounts to about £100.00 a year.The Duke has been saving largely since his marriage, and all his accumulations have gone into judicious.but practically riskless securities.|.Henry Pettit, the late author, came of a race of meritorious landscape painters, not wholly extinot, and inherited no small share of the family talents.He began life as a master in a north London school, but gave up tuition for dramatic authorship, which soon brought him both fame and fortune He had written at the time of his death, just one hundred more or less successful plays, aud it often happened that a dozen or twenty were run- ninibat once in different parts of the world.Of late years bis author's fees gave him an income considerably larger than that of f either the 1 Chancellar or thé) Arel- bishop of Canterbury.The prospects of the winter season in eriin are by no means bright.Since the ; death of the uld Emperor, .inany leaders of j Gerinan society whose numerous and splendid entertainments were formerly mong the principal functions of the Ber lin .season, "have regularly spent the winfer in the south of Europe, while others remain at their country , seats and Prince Bismarck's aristocratic | friends have made it a point of honor to | keep gway from the capital since his retire- | meut ‘from oifice.This year the circumstances are more adverse than ever.i Hitherto the’ creater proportion of our i royal and imperial literature has been orna- | mental ot artistic in character, but Prince i Louis Ferdinand of varia has broken new ground with a treatise on the etiology and pathology of picurisy.as the result of practical study and observatien of twenty- | three cases of peritonitis.~ MORE ABOUT FREY.Switzerland's President Formerly a Woodchopper in Ohlo.MIDDLETOWN, O.;
