her * political force in chasing *will-o'-the-wisps.” “ Our people have ueed enough to do practical and effective political thinking; and every idle kite sent up by a responsible hand must do us the damage of distraction and delay, even if it tumble to earth for lack of breeee.‘The trade question is just now the matter of prime importance before the people; and, in regard to it, there are several distinct programmes laid down for choice.Roughly Ç speaking, the widest line of demarcation ‘les between those who would wed our trade with that of the United States and THE TWO merce with the British Islands. To the latter class belong, presumably, all Imperial Federationists. They understand perfectly the truth of the principle that where one's treasure is, there will his heart be attracted; and they are exceedingly anxious that common commercial interests should strengthen the honds of heart loyalty which now fetter us to the Empire. At their recent meeting, it was seen that these Imperial Federationists do not agree as to the best means of directing Canadian trade toward the hears of the Empire. One section propose that Canada shall stand formally and pub- Îlely ready to give preferential tariff treatment to British goods the moment the Imperial Government extends to our produce the samo consideration. This proposition has an admirably fairring about it; and, moreover, has the advantage of being already put in effect so tar as Canada can do so.If it be accepted by the Imperial Federationists, they can handsomely wash their hands now of the entire trade question having attalned the summum bdonum open to their endeavors on this side of the Atlantic; and can wait silently for Britain to do her part.1n order that it may be fully understood, however, alittleanalysis is necessary.Onthe principle articles of Canadian export, Britain has now no tariff, belleving that it is necessary that her people should have these goods as cheaply as unchecked competition can furnish them. The ‘“‘eminently fair” proposition, then, means that Canada shall ‘simply reduce her tariff a little on British .Imports—a thing that her levied upon all competing goods—almost, wholly articles of food—which would enter British ports; and if this duty is todous any good, it must increase the price of these foreign-grown articles in England—a fact that the colonial shippers would not be human if they failed to tike advantage of.The objections to this scheme are patent and well known.(1) It proposes thal Canada shall do nothing that she should not do in her own intere-t solely ; while it asks Britain to tax the workman's loaf.(2) Tt will Jower the price of manufactured goods to Canadians while it will raise the price of food in England. This is no objec: tion in the eyes of Canadians, perhaps; but it will militate against the acceptance of the scheme by Britain. It is, in short, atrociously uufair.(8) No Englishman of note favors the scheme. The Liberals are a unit agaivst protection of any kind; while Lord Salis: Bury, Mr.Chamberlain, the Times, and all who speak for the Unionists emphatically condemu and I am satisflea that the age being in fact a railway age, that even if the water were ut the best that it has been for many years it would not be used as on means of transport to any considerable NOT MANAGED PROPERLY?The Firemen Could Not Control the Flames The Fire Simply Burned Itself Out-Hard Work Saves the Adjoining Bulldings, Like almost every big fire that has ocour- red in Montreal for a long time back the disastrous fire on St.Pau! street yesterday afternoon evidenced the fact that the Mont- read Fire Brigade cannot successfully fight a fire ance {it has gained a foothold.Yesterdays conflagration was simply subdued (or want of material to feed the fhunes, An entire block where the lire originated was completely destroyed, and what at the beginning promised to be an insignificant little blazo ended in a property loss of about $200,000 and the lujury of two of the firemen, Lack of water, a portion of the brigade arriving late ou the sgene, fire engines not utilized when they sifould have been, à net work of wires interfering with the firemen, noise, confu- slot, contradictory orders or no orders at all, these are the principal facts to note of yesterday’s disastrous fire.** There should be an investigation into this,” remarked an insurance man who was looking disgustedly on at the mismanagement, to a Scar reporter, The Chief, it appears, did not turn up on the scene till almost three o'clock, and by this time the fire had got x0 much headway that the only thing to done was to try and save the buildings in the immediate neighborhood.THE FIRE STARTED a few minutes after two o'clock in the afternoon, in the office of Messrs.Keegan, Milne & Co., electrical supplies, whose establishment faces on William street. It went through a thin partition into the office of Richard Smardon, boot and shoe manufacturer, in the rear of Keegan, Milne & Co.t No, St.Paul street was the wholesale boot and shoe manufactory of 1 J.IE.Mullin & Co., Smardon's place bein, tween Mullin's and Keegan, Milne & tes 8 establishments, and the three facing on St.Henry street, which is a narrow littlelane, A shaft running from Smardon's into Mullin’s carried the fire into the latter place. When the first section of the brigade arrived the fire had not made much headway. The water was immediately turned on, but there was no water power, and the hose would not throw a stream 25 feet.It wus not ong under such adverse circumstances befo e fire had swept all over the three establishments.ge eneral alarm brought out the rest of ait rigade, the steamers were placed at different corners, but forper- haps almost half an hour were allowed to remain there doing nothing, as there was no one apparently to give orders. The attempted rescue of Captain Prevost, of No.4 static who was unable to escape from the fifth story of the Mullin building, was one of the worst features of the work yesterday.| None of the ladders were long enough reach up, and for twenty minutes “the poor tellow could be heard shouting for help, although he could not be seen, owing to the dense smoke. When the Langevin ladder dashed up late, there was a cheer from the crowd, but it was some time before it could raised, owing to the wires interfering. At last it reached a window on the flat where Prevost was imprisoned, but the fireman who mounted neglected to take an axe with him, and he had therefore to attempt to break window and sash in with his hands. All this took more time and in the meantime Prevost had managed to reach another ladder and overcome by smoke had fallen to the ground.e crowd manifested its disapproval openly. All this time the fire was gaining ground and by three o'clock Smardon's walls had fallen in, while the Mullin building was a mass of "Ames, spread to the establishment of B.J.Pettener & Co., manufacturers af boot and shoe machinery, the Brow] Brewing & Company: the Walkerville Brewing Compan and the Pe ontroni MeGregor.last facto Show Case Company, ust across the lane. The firemen did goo work in saving this latter building which caught fire several times.Across St.Paul street from the Mullin building, was the coffee and splice estab] iahment of Marotte & Leblanc. The heat wns so intense that the roof of this bullding caught fire, and a continuous stream had to be poured on It to keep it from going too.Soon the Mullin building was A VERITABLE FTTRNACE.Flames were pouring out of ever window, and wall after wall came crash down, The heat for a radius of over a.undred yards was intense and the firemen were unable to get near the burning buildings. The brigades from St.Louis de Milé End, S Henri and Coteau St.Louis rendered po sistance to the brigade, but for all the effect the number of streams had on the fire the water apparently might jast as well have been poured on the street.Several lengths of hose byrst and the water in the streets around the fire was several Inches deep. The principal efforts of the brigade were directed on St.Paul street. On Willlam street, when the fire was at its height, at one time there were only two streams. The strong wind blew the smoke and blazing cinders across William street, to the imminent danger of the buildings in the neighborhood.Indeed, the roof of Messrs.Miller Bros.Toms, across William street, caught fire three times, but was ex- tin uished.William MoCulloch, a fireman £ No.2 Station, fell off the Lang-"#n lad- iH as it was being taken down and had several ribs broken. The fire burned flercely till after four o'clock, but the probable that Her Majesty's residence in Venice will be the well-known Falazza Rezzonlcu, on the grand canal, which belongs to Mr.Barrut Browning. The Palazzo Rezzonico is the only private house in Venive which possesses a lift, which will be a great recommendation to the Queen. In this alace Robert Browning died. The Queen eft Osborne on Friday morning, after a stay of nine weeks, and she will of the land uestion from Mr.4iladstone's speech on the ome Rule Bill is explained by his having accidentally turned over two sheets of notes together, This was noticed on the front Opposition bench and a hurried note was ssed across the table to Mr.Morley, call- Po attention to it, but the Chief Secretary did not venture to interrupt bis leader. The older occurred ust at the point where according to the bill, a reference to the land question ought to have come in.Mr.Blake owes a debt of titude to Mr.Joseph Chamberlain.Had he not had the d fortune to follow the member from West Birmingham, it ls ls pretty certain that very little that was good would have n hi of his maiden effort in the House of Commons. One is loath to interfere with a reputation made in the Dominion Parliament, but in common justice to the public, a statement, rendered necessary by the historical eulogies of the Irish members of Parliament, should be put forth as to what sort of a speaker this man from Canada really is.He is a gauche student, painfully dull.He took immense pains over his effort on Friday, but the speech was contemptible to hear, unbearable read; in fact if the Irishmen had not given him an ovation, an honor by the way which they seem determined to render dangerously cheap, as Mr.Gladstone will have reason to know ere long, he would hardly be potioed, except as a curious novelty.John
