His Holiness Is Said to Have Made Proposals, BY WHICH THE WAR MAY BE ENDED AT ONCE.But Spain Seems to Think That it Must Continue, LONDON, July 26.— A special de spatch from Rome says the Pope has con municated to tbe Powers peace proposals that he considers acceptable to both the United States and Spain, namely American annexation of Cuba and Porto Rico, the restitution of the Philippines to Spain, and a commercial treaty giving Spain ex- -ceptional advantages in the colonies œur- rendered. The Daily Chronicle this morning claims to know positively that no peace negotiations of any sort have occurred between the American and Spanish Governments. The Daily ‘Chronade says: ‘Spain :has made no approaches, and apparently does Lot mean to yet.fc is understood that the Spanish Government is still hopeful of being able to organize a European concert against the United States.” The Madrid correspondent of the Standard, says: “‘There is still an endeavor to keep alive the impression that something is going on behind the scenes in the way of peace. But the prevalent idea is that war will continue until the fall of Manila and the invasion of Porto Rico.Peace is im- ossible until there is more unanimity in pain with regard to the necessary sacri- ficea of territory. The Ministers having arrived at an understanding will await the march of events.A Cabinet crisis bas av for the time being.i “Those who succeed the present Cabinet will certainly be obliged ere long to ask the country to submit to terms profoundly repugnant to the national pride. The prospect of intermediary cabinets is mar: red by the loyal and correct attitude of General Polaviejas, who declines to me the instrument of politicians eager to cre- cte a third party.” CARLISTS ARE ACTIVE.Snain May Soon Have Civil War Raging Again.THT VATICAN HAS INTERVENED TO SAVE THE DYNASTY.Carlists.The have been ordered to place certain j leaders under eurveillance, and to notify the French Government, if any orgamsza- tion for moving arms or ammunition is discovered.; The Madrid correspondent of the Times, noting the great increase in Carlist activity, says: ‘All the leading members of the party have left Madrid.Benor Mella, the Deputy who caused an uproar at ome of the closing sittings of the Chamber by a Biblical quotation about female rulers, is going abroad. On the other hand, some influential Carlists repudiate any illegal action, and the best authorities in the monarchical parties are also of opinion that there is no danger of a rising at present, | since few Spaniards are willing to increase the nation’s calamities Db plunging the country into the horrors of civil war.” .VIENNA, July 206.—According to a special despatch from the Vatican has instructed the Papal Nuncio at Madrid to threaten with severe punishment any priests favoring Carlist or enti-dynastic intrigues.MADRID, July 26.—The Government rofesses to have full information as to the ‘arlist doings, and is acting accordingly. The Carlist leaders, it is believed, left Madrid, because they feared arrtst, rather than with any idea of preparing a rismg. The authorities assert that the agitation has been cfectively checked.Vasco.the Carlist chief at Bilbao, has been .OO WAR NOTES.Captain Sir Arthur Paget, of the English navy, was the only foreign attache of the United States army who witnessed the destruction of Cervera’s fleet. He was notified of Cervera's in.ention to move out of Santiago the day before, and packed up his belongings in a high state of excitement, charging before the other attaches of Shafter’s camp that he hid not been invited to mess, and, therefore, was leaving in disgust. He tbus befooled the other foreigners.Captain Pagett was loud in his praises of the action of the Ameri cans, both on water, and land.Major Langfitt, who is to go to Honolulu with a battalion of volunteer engin has received instructions from General er- riam to cause a preliminary survey to be made of the harbor of Honolulu and its surroundings, as the initiative of the fortification plans. He is preparing plans for barracks and officers’ quarters, which will be final after they have beem approved by the War Department.Merchants and othare in Mrdrid having Cuban interests assert that their correspow- dents write that an seen to prefer the annexation of Cuba to the United States to independence, fearing the vengeance of the separatists if the Americans do not remain to protect life and property in the island.' It has been thought strange here that the representatives of Euro countri after having only recent established themselves for the summer at seaside and mountain resorts, should return to Washington in the almost tropical heat for the purpose of calling on e sident and ecretary of State merely to renew assurances of distinguished consideration and esteem on the part of themselves and their respective Governments.he French Ambassador was at the White House on the 11th inst, and the German Am or last Friday. It turns out, according to the diplomatist referred to, that they all came back under instructions to make precise enquiries on the subject of the Philippine Islands. Not only did the interest European countries have these enquiries made, but Japan and China, interested ause of their proximity to the islands, and of the possible effects upon them of a radical disturbance of the relations of European nations in the Far East, also sent their ministers to ask similar questions.STILL IN THE DARK.The answer made was, of necessity, somewhat ue and altogether general in its nature, for the reason that the administration does not yet know what will be done in these islands. The condition of affairs existing there was altogether unexpected, and Jose qut of fortunes of war Flat could not have been foreseen or gua against had it been desirable to do fo.ge .The enquiries were met by the statement, it is said, that whatever the issue may he in the Islands, the United States will endeavor to so conduct matters there as to give no just cause of offence or anxiety to other nations, having in view always the rights and duties of this Government there, and the interests of all others.NO INTERFERENCE.It is no exaggeration for me to that the American people will stand behind Mr.McKinley to 4 man in any position he may take against foreign interference, and this he knows. It is due chiefly, however, to his wish to avercome a possible complica tion peacefully, that he is giving consideration to the matter.Neither he nor any of his Cabinet thinks that any of the continental powers would venture on an armed resistance ‘to the United States. They know, as he knows, that such a resistance would bring on a conflict between them and this country, Great Britain, (and according to a whisper.I heard at the State départ- ment to-day, Japan), and as none of the continental powers 1s thought to cherish any particular desire to be wiped off the seas, to say nothing of the earth, the administration thinks itself warranted in believing that an intervention, should it be made, will have no more consistency than A GENERAL WAR PREDICTED.MADISON, Wis., July 26.—R.Benjamin ndrews, recently elected superintendent of schools of Chicago, in his address before the Monona Lake Assembly, ke on “European.Politics” and preda a great European war in the near future in which the United States would be dragged if it did not go in of its own accord. He described the strength of the fortifications and preparations for war in every country urope.“You may ask what force in Europe preserves Jin rope,” he said.eace force is the money power, the great panciers w intereat are entirely op- post.to war.Thert are 1 aubers of pen - thoughful people, who who elie ! a general war quid kil off eno of the working people solve the labor question. Those who were left oould be ps rger wages and live on a plan : The Cuban Colonial Government will confer with the representatives of Maximo Gomes, and it is believed that the confer ence may result in the insurgents espousing the Spanish cause., doesn°t.RJ PRICE ONE CENT.——memees THE SHIRT That fits costs no more than the shirt that We make perfect fitting shirts for thousands of gentlemen, and can make shirts to fit you.| 177 St.James Street.2387 St.Catherine Street West.1553 St.Catherine Street East.ANGLO-AMERICAN ALLIANCES.me Bevelatons Which Have Made the Feeling Stronger.SPAIN MAY HAVE TO HAVE A SEMI-MILITARY CABINET.(From the Btar’s Special Correspondent Resident in New York.) Star Bureau, 195 Broadway, NEW YORK, July 26.The revelations just made by the London National Review regarding the at tempt of continental powers to coerce the United States at the outbreak of the war, and the prompt decision of Great Britain to wash her hands of the whole affair, will do more to change public opinion in this country in favor of an lo- American iance à anything that, has yet oc curred. The evidence that Great Britain rendered on inestimable service to the United States at a most critical momeat appears to be very clear, and it only needs official confirmation of some eort to satisfy the people of the utility of a practical working agreement. That the all-round excellence and fihgt- ing ability of the American Navy have made a deep impression everywhere In Europe may be taken for granted, and there is now much less danger of Toreign intervention than there was two months ago.The prediction that it would be more difficult to make peace than it was to begin the war probably will not be fulfilled, as Spain and the United States will be left to settle the details themselves, SPAIN’S MINISTRY.English correspondents in Spain say that the unexpected averting of the dissolution of Sagasta’s Cabinet has not weakened their belief that sooner dr later a aemi- military Ministry must succeed it.The shock of unexpected defeats has at last AVES à ish Opinion to the incom: ce and corruption Speirs admin: ration.blier indignation rises against it, making little distinction between the Conservatives and the Liberals, who have been alternately responsible for it.Public opinion, in its indignant, distrust of civilians, more and more seeks a Ministry, whether for war or for peace, in which soldiers in whom it stil has confidence, like Campos and Polavieja, should have a determining voice.Suspicion of overmuch intrgung, especally with semi- revolutionary factions, has apparent:y cost Weyler the prestige that he also once en- Joyed.Besides, only a semi-militarv Cabinet, with its prestige with the army and the people.is likely to be able to preserye the abric of arderly vernment in in.How strongly the lists are nene of the observers in Madrid dare estimate.y agree that the Pretender keeps much of his former following in the northern provinces and that the intrigues and preparations of his agents have extended of late throughout ain, especially to the larger cities and the towns where promise of a busi- ness-like administration might win eup- porters. How successful they have been only the future can show, but there is again agreement that if the Carlists do rise their revolt will come at the announcement of negotiations for peace op the, basis of a cession of considerable Span: ish territory.“FRE LOSS OF CUBA.The.long and bard preparation of the last two months has, perba brought Spanish opinion to the surrender of Cuba, but it has still to be generally persuaded of the probable loss of Puerto Rico, as of changes in the Philippines that, whatever ir nature, will leave little Spanish control there. There is much faith in Spain in the ess of heart and magnanimity of President McKinley linger ing hope of the saving mediation of continental powers, and natural inability to appreciate the probable differences in the American and the Spanish point of view of the terms of peace. If the hour of the Carlist comes at all it will strike when Spanish opinion first realizes and perhaps resents this difference, and a semi-military government, with the army behind it, could beat make head inst them.‘.The army tself, has, thus far, proved less posed to negotiations for than most observers, and even the Ministers then- eelves anticipated. Its temper has at least encouraged Sagasta and his colleagues to stick to their posts and proceed with their cautious soundings as to terms of peace. The critical moment is likely to come when the demands of the United States become known in Spain, and then, if _ the army, with more or less public opinion behind it, should be perilously: restless, Sa- gasta, for one political party, is prepared to give way to a semi-military element, while Silvela, for the other, would approve.Lacking in foresight, as the Spaniards are, they are also saying in Madrid that onlyssuch a Cabinet would be able to deal with the Spanish troops in Cuba should they are al saying, h and even rebellious.eanwhile, however, it is taken for granted in London that Sa- pasta and his Cabinet would not be so frankly clearing the ground for negotiations had they not some assurance from the chiefs of the army of its continuing loyalty.TROUBLE IN NORTHERN SPAIN.Don Carlos having reached Lucerne, Swit- zerlaud, trouble may be expected in the northern provinces almost immediately, un- lesa the pretender finds that discretion.is the better part of valor.Carlos is a sort, of Micawber, and while he waits for some- thihg to turh: “up the Government at Madrid may Craig street pavin quuation, various aldermen discoursing learnedly upon the respective values of asphalt and block pavements. It will be remembered that the Finence Committee ret to concur in the re port of the Road Committee for the reason that they bad recommended the giving of the contract to a firm, not the lowest tenderers. The Mayor, however, at the Finance Committee meeting, offered the suggestion that the joint report be simply received, and not adopted, after which the Council could decide on the kind of pavement to be used on the street. The report could then be sent back to the Finance Com: mittee, who would vote the money and make a report which could be considered at the meeting on Wednesday.Ald.Beau: soleil, seconded by Ald.Paquette, moved m the Finance Committee.a resolution to that effect, which was adopted The Council vus yesterday, cansequent- ly ly ssked to say what pavement shuvld be Ald.Brunet, moved in amendment, sec- moved that Oraig street se paved with asphalt, scoria blocks being used between the rails, and for cighieen inches vuiside of the same.Ald.Brunet, moved jn amerdment, sc: onded by Ald.Beuusoleil, Lhat the stre~t « peven with granite blocks from the Laureatian quarries.Ald.Gallery expressed the opinion that the residents on the street were the most competent parties to sav what should be the nature of the pavement. If the petitions were studied it would be seen that there was very strong opposition to adopt ing scoria or granite blocks. He would like to hear from the members for the west and centre wards, why the block pavements on St.Paul street had been replaced by asphalt.Alderman Xtevenson replied that it had heen found that blocks were an uttecly unsuitable paving for a business street like St.Paul street, and the people dowmng business on the street had insisted on them being removed.Fhe trouble with most of the asphalt pavements in Montreal was that they had not been laid properly. In other places asphalt pavements laud long after ours were completed were in much better condition. He thought, too, ‘that there was not sufficient care taken in su pervising the laving of the pavements where the street been cut up for various public works.ALD.OUIMET'S PLAIN.Ald.Ouimet, at this stage of the proceedings, did some very plain talking. He, accused Alderman Brunet, chairman of the“ Road Committee, of being actuated by mercenary motives. That gentleman, Te remarked would no doubt be very anxious to have the street paved in Laurentian granite blocks, because they would nave to be obtained from some of the quar ries in which the chairman of the ou Committee was interested: The city had had some experience in these matters.Part of the material used in paving Notre Dame street west had been ° tained from Brunet & Company, and all members of the City Council knew how unsatisfactory it had been.Ald.Brunet denied that he was actuated by any such motives.as imputed to him.best suited to the heavy trafli street.THE AMENDMENT AMENDED.Ald.Martineau suggested that the motion of Ald.Brunet be amended by strike ing out the word “Laurentian.” This was agreed to, and Ald.Brunet's amendment being put was lost on division by 18 to 5, those voting in favor of it being Ald.Paquette, Martineau, Archambault, Beau- soleil, and the mover.he nays were as follows: Aldermen Wilson, Roy, Dufresne, Gagnon, Cleari- hue, Gallery, Lareau, Quimet, Laporte, Du.pre, urner, Ames, Prenoveau, Jacques, Stevenson, Marsolais—16.Ald.Laporte moved that the main motion, that of Ald.Dupre, be adopted.with the "understanding that all intersections of streets be paved with scoria blocks.Thia wag adopted, only Ald.Jacques voting against it.The repart was then referred to the Finance Committee, which meets to-day, for a report to Council to- mMOrTow.The report of the Fire and Light Committee on the contract for the new No.fire station was, on the suggestion of id Gallery, left over until next meeting. The Fire and Light Committee held a meeting yesterday afternoon, and awarded the contract for the building of the new No.7 station to Mr.Beaudry for $15, 1 3132 for steel beams under the There were some eight tenderers, .Beaudry’s being the lowest, but one, and ns he had built Nos.15 and 1, and had hitherto given the utmost satisfaction it was deemed advisable to give him the contract. On motion of Alderman Jacques, seconded by Alderman Gallery, Mr.ile As- selin was appointed clerk of the East End Abattoir market, in place of Mr.Metras.Tt SHOCKED BY LIGHTNING.Boit Struck on a fel low Italian in New York (ity, was committed for extradition before Judge Dugas, extradition commissioner, this morning. The papers defining his crime and showing cause why he should be surrendered to the American representative, will be forwarded to the Government at Ottawa, within the course of a few days.ln the meun- time Capelle will be remanded to gaol for the customary periud of fifteen days.Ser eant Formosa in whose charge the papers rought to this eity will return to his duties in New York either to-day or to morrow. It was thought the prisoner would not be able to appear before the Judge until this afternoon, but matters were rushed and he was taken from the cells and put tarough a private examination upon the cha of murder.Sergeant ormosa, Chief Carpenter and Chief Constable Bis sonette accompanied the prisoner to the room where his statement of the facts were taken and papers of extradition pon- sidered.Chief Carpenter then gave' his statement of the alleged crime for which Capella is wanted here, and e charge of counterfeiting was again recorded against him.To this as before, he denied being implicated, but acknow- led that he had shot and killed the Italian, claiming strong provocation. The proceedings have assumed a peculiar turn which may call for special mea: sures on the part of the American and Canadian Governments.e prisoner is now under arrest on a charge of counten feiting white at the same time he is accus- of the crime of murder in New York.It is a question for the two Governments to decide whether Capella wil be en to New York and tried or whether tried here first.Should he escape punishment in the States, the question is will the American (rovernment agree to surrender im again to this country without further extradition proceedings.; The iaw on the subject makes no provision for a case of this kind, and probably never before has a similar case been brought before the two Governments, and the outcome will be watched with interest.Npeaking of the crime of which Capella rtanda accused, Sergeant Formsoa said it was a brutal one. Both Capella and his victim were de- araded characters, and were partners in a degraded affair, ending in the death of his rival, Louis de Bianco by a bullet in the heart. It seems that Capella had in: fluenced his wife into sparrying him to secure some $700 or which she had brought with her from Europe.Goin through it he deserted her, when she too! up © young fellow Bianco.Jealousy and not Italian blood did the rest.Ca- ella, following his man to the house of is wife’s mother-in-law, pushed t oor open, and drawing a revolver fired over the head of the old man who tried to prevent his entrance, and killed Bianco on the spot.Escaping, the police and detec: tives lost all track of him until apprised of his capture in this city.Capello was a bar tender in New York, bat had not known na a criminal. Now, it is probable that Capella, since hin readiness to confess has been so voluntarily, will be used in the meantime to entangle his confederates in the counterfeiting case.THE WARM WAVE.Some High Temperatures Registered Before Yesterday's Storm. The weather for some {ime been considering the question of the cut in rates on salmon recently made by the Bouthern Pacific from San Francisco and other Cahi- forma points to Atlantic coast terminals. It was feared that it might have the effect of taking away part of the British Columbia catch from the Canadian road, and the northern United States lines, with the result that they conferred as to what was to Le done to avert such a thing. The Southern Pacific made a rate of 50 cents per one hundredweight, as comparcd with seventy-five cents on the northern lines.Even with the local rate of fifteen cents from Vancouver to Sen Francisco added the southern road would have the vantage in rates to the Atlantic. After deliberating on the subject, the interested lines decided not to meet the rate.in view of the fart that the Southern Pacific cut is a matter between the competitive roads in that part of the United States, and is not likely to affect the trade of the other lines further to the north.NEW Action Followed.Messrs.Kerry, Watson & Co., have received by cable, information, through Mr.T.Brosseau, their advocate, that the Privy Council has rendered judgment this morning in their favor, in the celebrated suit, England vs.Kerry et al.Mr.T.Bros seau returned by the SS.Bismarck, on Saturday last, - In February, 1894, Mrs.England ordered from Dart & Co., druggists, eome bis- wuth, which she had been in the habit of ng for indigestion, The firm were out of the drug and they delayed the order until they received a package labelled bismuth, from Kerry Watson & Co.Out of this package Mrs.England's order was filled. She took a portion of this powder, which was afterwards found to be tartar emetic, and died after eight days’ illness, from the effects of the poison.À suit was instituted against Kerry, Watson & Co., for $20,000 damages, charging negligence of a criminal nature. The action was taken in behalf of the deceus- ed’s boy,in the name of Dr.England es ual.In the Superior Court the jury swarded the child $1000.The Court ot Review dismissed the case saying that there was no right of action against Kerry, Watson & Co., so far as the plaintiff was concerned. The Court of Appeals unanimously reversed this judgment holding that there was right of action in so far as negligence was concerned. It was shown that the dure of the defendant firm were kept in close proximity under the dispensing table.Against this decision Kerry, Watson & Co.appealed to the Privy Council with the result just announced.5 ° THE MAIN CIRCUS.Varous Features are Novel, Especially thie Animal Part. The Main Circus is exceedingly good. Its menagerie, for instance, is a gem in its line, and all the animals from the Bovolopus of the Nile to the ferocious tiger, which has only n a.few months in captivit, are all strange and rare.Children cannot fail to be delighted with the of youthful ferocity that are to * found here. The small baby elephant disporting itself in the protecting sh of its huge mother, and yet being about fifty times aa large for its two months of life as the lion cubs, whigh are a month older, is irresist.a, monkeys, which furnish great sport. The perfo inside thé big tent, js composed of ol sorts of novelties. It opens with a trained animal act in which lions and tigers, and dogs are made to do various remarkable feats, within a large iron cage. The equestrian acts are as a rule far superior to those seen in most showe of the kind, and particular attention has been paid, to this branch of the performance. The tumbling and trapeze performances are also of 5 pigh class and invariably accomplished in a moat graceful manner. The Eddy family, and the ‘ernz family, ‘are marvellous combinations in their way.Another remarkable feature is the riding pony, which is only beaten by the riding lion, in the matter of animal equestrianism.e trained elephants, goats, mules, and clowns, added to the number of attractions and after some very artistic and wonderful -bareback rd: ing, the usual Roman races finished a per formance of real merit, and one thoroughly enjoyed.bout fifty orphans from the Ladies’ Be-
