Liberal Conservative Association to Sir John Macdonald.on his arrival this afternoon, the Premier said: I need not say that I receive with infinite gratification this address from my fellow- citizens and the Liberal=Conservative Association of Ottawa. The pleasure which 1t gives me is greatly increased by the reflection that very many of those who are present to greet me are from amobg my own constituents. My trip to England was a very pleasant, and I may veutur6 to say, à very instructive one._Dus- log my visit there | met with the kindest possible reception from public men of all political parties. You have been kind enough to refer to the additional honors which bave been bestowed upon rue during my absence. It is true that Her Majesty the Queen bag been kind enough to conter high honors upon me, and 1 am proud of it They were given me without solicitation, and without auy previous notice. The pleasure 1 felt at receiving this unexpected honor was greatly enhanced by the fact that it was conferred at the Instance ot Mr.Gladstone, who is generally known not to be a Conservative, The first intimation I received of it was in a short note trom him, which, as far as I can remember, was lu these words: “In acknowledgment of your long and distinguished services in Canada, Her Majesty desires me to confer upon you the honor ot G.C.B.” The feeling in respect vo Canada in England is very stroug, aud we are no louger regarded there as a source of weakness or trouble’ to the Empire. On the contrary, both the &reat partie: there rival each other in their efforts tu draw closer tbe relations between the Australian Colonies and Canada and tbe Mother Country. The Ituperial Federation Association, which has been formed for that purpose, have not'cominitted themselves to any particular design, but are confining their operations to the collection of information respecting the colonies and educating the public minds as to the best methods of strengthemng the ties which bind them to the Mother Country.1 found during my visit Lo England that the friendly ieeling to Canada was not confined to either of the political parties.During the greater part of my country.I again thank you, gentlemen, for the kind sentiments expressed in this address with which you have presented me.THE “MIGNONETTE” HORROR.The Sentence of Death Passed Upon the Captain murder iu killing the boy Parker for food to keep themselves alive, and the scene during the propouncing of the sentence was most impressive.Lord Chief Justice Coleridge read the judgment of the Court, citing authorities at great length, The Court de- clured that the taking of buman life could only bo justified ou the ples of self-defence.The commission of murder for the sake of preserving one's own life was unjustifiable.Of course It was a duty to preserve one's life.but duty often required one not to save, but to sacrilice bis own lite. The Court must apply the law and declare 1he prisoners guilty of wiltul muider, for which there was no Jnstitication. If this judgment was too severe Lhe Court must leave the prisoners to the clemency of the Crown. Before sentence was pronounced both prisoners pleaded for mercy in view of their terrible situation when the deed was done.Lord Coleridge said it was the jury's privilege to recommend the prisoners to mercy. He then sebtenced them to be hanged, but without the black cap.The Home Secretary has advised the Queen to respite the condemned wen.UNITED STATES CONGRESS.The Postal sud Lottery Laws—The Government of Mississippi, — Mr.Hamilton Elected Mayor.WINNIPEG, Dec.8.—The clvic elections today created intense excitement.Tho supporters of the citizens’ ticket, pledged to reform and economize in civic administration, were pitted against the contractors, the official, and whiskey elements, with a sprinkling of respectability thrown in.Both sides put forth great effurts, and the citizens’ ticket won a grand victory. The vote for the mayoralty .stood: — Hamilton, ciuzens’ ticket, 1,381; Conklin, opposition, 914; Me- Micken, 101.The latter ran on bis own ac count, The following CAMEL CORPS.The Advantages and Disadvantages Under Which They Will Fight, This morpinæ Col.Sir Herbert Stewart ma- nœuvred, for the first time, the Sussex regiment and the mounted infantry together, writes a correspondent from Dongola to The, London Standard. He moved toward a low line of sandy bills, which were supposed to be occupied by au Arab enemy. The mounted infantry, ob their camels, skirmished out in front, and on pither flank covered the infantry, who moved in two columus—a half battalion each—one echeloned behind the other, as at Tamai. The mounted men would push forward at a trot, dismount, open fire, one man being sufficient to look alter each lot of a dozen camels, and here wore seen two advantages which camels possess over horses.More rifles are available for the tiring liue, as horsemen are obliged to leave half their number in charge of their animals; and camels lying down are not so exposed to the enemy's fire as are horses standing up.Suddenly the men were seen hurrying back to their camels; they mounted and came trotting across the plain toward us.‘The enemy were evidently charging atter them, and for a period the scene resembled closely the opening acts of the battle of Tamal. We almost felt inclined ourselves to make tor shelter to the infantry, who were rapidly getting into square.he camelrv dismounted well in rear of the other troops, and, fixing bayonets, formed in groups outside their ommels, prepared to receive cavalry or spearmen, whije the infantry rattled out deadly volleys from their Mar- tini-Henrys.O! course the enemy were repulsed with great slaughter; but of a truth this sham action may not 1mprobably prove a real rehearsal of the fight that is to open the roed to Khartoum.bave referred to the advantages which camels possess as compared with horses, but there are disadvantages as well, and very serious they are.ith an enemy to deal with so alert as are the Noudan Arabs, the men were uncomfortably slow in getting away. And when they did begin their retreat on the infantry one or two were left be- bind—in difficulty with their camels. These had got on their legs before their riders had titue to mount, and would not lie down again.1u a real fight the lives ol these men would probably have to be sacrificed. The trot ck also was at too slow a pace. The Ba- gara Arabs, who form the bulk of the Mahdi's troops, are many of them horsemen, so that our camel corps must be protected by cavalry if they are not to be overtaken and speared before they cab shelter themselves benind the infantry. In short, the mounted infantry in this ¢eampaign must be content to approach no nearer to the enemy than six or seven hundred yards, and they must not leave the infantry too far behind. For, either mounted or on foot, the Arabs of this country ought to be treated as cavalry, so quickly do they get over the ground. At ihe battle where Gen.Hicks won his only important victory, Col.Farqubar, who was scouling two miles in front, barely succeeded in galloping back in time to the square ah of the enemy's tootmen, who, close at his heels came charging down on the ranks. At Baker’s battle El Teb I saw the Arabs, although they had to charge over eight hundred yards, stabbing and spearing among the troops bafore the square was formed at all.But formidable and gallant as are these descendants of the ancient Saracens, with whom we are D probably about to croes swords, their defeat and slaughter ought to prove a comparatively easy task, provided, us I heard an officer the other day remark, “Somebody does not play the fool.” Let the soldier fee! that avery precaution is being taken, that we are not underestimating our foe, and that nothing is being left to chance, and he will be steady enough.COAL HARBOR.The Line to the Western Terminus to be Constructed at Once. The selection of Coal Harbor as the west- eru terminus of the Canadian Pacific Railway, as surmiséd by ‘THE along the lise of railway from Winnipeg to the mountains, leaves Montreal in à few days to suporinteud tbe work of laying out the city of Vancouver, on Coal Harbor and False Creek, B.C.Canada Paper Company ve.McDougall The case of "the Canada Paper Co.vs.John McDougall & Co., which was Lrought before the Court of Ap last term, was decided y rriy, the judgment of the lower court, which had dismissed the action, being confirmed. This suit, it will be remembered, was fnstituted by the company to recover damages which were alleged to bave been caused by the bursting of a boiler turpished by defendant. The defen- dent pleaded the company had no cause for action, asthe damage done by the exploding of one of the boilers had been caused by the negligence of the company and their working the Ballways—Ocean Traffic Via Halifax, A dispute has arisen between the Canada Bhipoing Company and the Interoulonial RaliWay relative Lo through freibt rates ‘lt seems that the Shipping Company last ‘month vrganized a regular steaiuship ser- ‘vice during the Winter between Liverpool aud New York, sailing from the former on ‘Thursday and trow the latter on Wednesday in each week.Freights entrusted to the Company in Liverpool, according to their statement, were to be delivered as rapidly and at as low rates as by any line through bill of lading being grauted ‘to ail pointe in Canada aud the United States. But ere the difficulty commenced. The Shipping Company have issued a circular from which the tolluwing extract will best ex- the point at issue :— “It was originally intended that our Pp steamers for New York should call at Halifax, NS.on the outward voyage, to lund goods for Canada, apd thig service was v in Great Britain, but at the last moment, and when the fimt of our sail for Halifax, we were informed by the Intercolonial Railway officials that the same divisions of through ratus granted the Allan and Lom- inion.fipee, and which had been offered us, would be given only on the condition that we entered juto an agreement with these lines to maintain the high rates established otharwiss full tariff rates would be charge on all goods landed at Halifax from our a re teri: into b t entering into such an agreemen would have deteated the main object of sending the steamers to Halilax, namely, to give importers the benefit of competition in ocean rates, and seeing that we would be unable to compete with more favored lines if ed to pay full tariff rates on our through goods, wo were compelled reluctantly td relinquish this part of our proposed se .The circular concludès by an appeal to the importers of Canada for their support in the case, The company’s new steamship “ Lake Superier” was launched at
