Probably in the next division the game goes round the other way, it 1s Alderman Proctor's turn to say ‘‘yes,”’ and the turn of the other members for the West Ward to say “po.” His vocabulary for City Council poses consists of about two words, “you” and ‘“ mo,” his principal difficalty is that he says ‘“ yes’’ when ha ought to say ‘“‘no” and vscs versa.He hias heen known to read an* amendment occasionally, but his great forte 1s bis silence.In an assembly, where it is not un.ssmmon for two or three people to speak at omee, silence is valuable, und a silent Member who had not the unfortunate “habit of transposing his negatives and affifmatives, if be did mot do much good, st least, would not do much harm.The electors of the West Ward should recognize Alderman Proctor’s retiring disposition, and assist him to retire as gracefully 29 possible.Seriously speaking, it is astonishing that, during the long period in which Ald.Proctor obs been persistently voung against the inter.ssts of the citizens and in defiance of their ‘plainly expressed wishes, he has never conde scended to give a reason or apology for his ex- treerdinary course.To tiie best of qur belief during the aix years Alderman Proctor bas oc- eupied a’seat in the City Council he has never addressed that assembly aay further than to read a motion or amendment, It is inexplicable how an alderman can persistently vote against the interests of his constituents, and yet never offer the slightest explanation.If our aldermen had to actount for their stewardship annually instead of once in three years, civic jobbery would be considerably lessened.silence pur- => The Camadian Inquisition.“ We fear that the true principies of religious liberty are as yet but partially accepted in this eohntry.What occurred at the Custom House here the other dav, in connection with the aftampted importation by a private individual ; of the works of Thomas l'aine and Certain * works oï Voltaire, is oniy a repetition of what happened last year in Toronto; but somehow i or other when the thing is thus brought to our own doer, it impresses us more powerfully.We desire therefore to say that it strikes us as 1 whelly irreconcilable - with the kind w- freedom which we in this country ’ supposed te enjoy, that any official of the Government should have the ‘espgwer of regulating the religious or theological + geading ef the community.If any State Chéreh were recognized here the case would be ‘dorer.We expect State Churches and Governments that support Staie Churches to “ messise a paternal control over the spiritual- + sskntawmats of the people ; but where there is ne Pate Church, where there doss not exist say moh an enemy to thé Cha ay bo À.or B.: M Waagn't, alles?goo thgworks of so The plea put forward $8 strengthen $s yesten- sion, that the works “of these writers are also coarse and indecent, is a wholly dishonest one.There are worse indecencies by far in Shakespeare than in either of the writers mentioned.How far such things may be tolerated is a question of taste for the individual citizen.There are some who contend strongly for ex; purgated editions of our leading classics; while others, among whom we class ourselves, would rather that the works should remain in their original form, as monuments of the ages in which they were produced.What would be thought if the Government were to step in to decide such a controversy, ruling that henceforth no unexpurgated edition of Chaucer,’ Shakespeare, Swift, Sterne or Fielding should ever pass the frontier.That would be paternal Government with a vengeance; but it would not be one whit worse than what 1s now being done, This is not a matier in which those who share more or less the views of Paine and other sceptical writers are solely, ‘or even chiefly concerned.It isa matter which coneerns every citizen who has an enlightened conception of, and a sincere reapect for liberty of thought and conscience.We should be glad to see a movement of the Christian community* against the inquisitorial proceedings of tbe Customs -Depfrtment.Let Mr.Mackenzie Bowel), and Mr.James Johnson and Messrs.Collectars Patton and Ryan be taught their places.Who set them to rale over the consciences, or to regulate the tastes of meu in this Canada of ours! Do we want to make the name of our country a reproach throughout the civilized world for a narrow- minded and stupid! official intelerance?To think that a man, who wished to emigrate from England to Canada would, if he chanced to possess copies of the works of Paime and Voltaire, have to surrender them at*fhé"frontier, before he could get Mr.Colleetué#* Ryan's permission to enter the country! The thing is utterly indefensible aud shameful ; and we trust it will not be long before there isa powerful expression of opinion on the subject, not, as we have said, on the part of the adherents of the teachings of Paine, but=en the part of the larger number wh» totally repudiate his teachings, ve believe with with all their hearts in moral and intellectual liberty.McGILL UNIVERSITY.The Annual Report—Interestisg Facts and Figures.Prineipal Dawson has completed his report of the Meu:ll Luiversity for the year ending 1883, which he has forwarded tv His Kxcellsney the tiovernor-tGeneral.From it tho following faots aud items of interest are obtained: The number of students in the College in the present session 18 a3 follows :—S3tadenus in law, 30; zontleman was called upon to preside.‘The crowd listaned aiten- tively to ihe speeches and pd marked attention to Mr.Bulmer’s remarks.Ald.Roy found ÿ little difficalty in being heard at first as the Beaudry faction in the ience did not pelish some of the hard hits administered to their candidate.Mr.Beaudry first addressed the assemblage.He said that the reasons for his presenting himself before them again wore ones.Om the 31st Decomber, after the offices at the City Hall had been closed, an atteript was wade to disqualify a certain number of oh Canadian votors of the St, Louis Ward, and thus defeat Ald.Laurent.This circumstance had caused his friends toihold s meeting sod decide to oppose Mr.Bulmer for the mayoralty.A number of his friends bud called upon bim and asked him to ceme forward against Mr.Bulmer.Heo declin- cd, but they iusisted, and finally he consented,ou the condition that those who bad signed Mr.Buimer’s requisition should withdraw their names Mr.Beaudry then went ou to say that if elected, he would continue to act for their interests in the future as be had siready done in the past.The Speaker then recapitulated his services at Quebec when oppesing the Schoot Bill.Mr.Beaudry then paused and said he would give Mr.Bulmer sn opportunity to reply.MR BULMER'S REPLY.Mr.Bulmer spoke first in the French language, remarking that if Mr.Beaudry had no other reasons for opposing him than those already given he did not soe why he was there that night.Mr.Beaadry had given him his word of honor that he would not oppose, and yet he was a candidate for re-election.In response te pumer- ous cries of “on Anglais, en Anglais.” "Mr.Bulmer theu spoke in English, and stated that the only reason so far given by Mr.Beaudry for oppaesing him was the 8t.Louis Ward affair.With this matter be bad had absolutely nothing whatever todo.Last Fall, when the largely signed requisition had been presented to him he had gone to Mr.Beaadry and asked him to sign.Mr.Beaudry had refused, but he bad also said «1 will not oppose you.” He had also said on several other ecoasiens that he would not oppose him.On the trip down to Quebec, on the “Peruvian,” Mr.udry bad said that he (Mr.Bulmer) would make » very good Mayor.Mr.Bulmer osncladed by saying that he had been invited te attend that meeting, but that the iavita- tion had only been inserted in two obscure French papers, and not in the English ones at all.This was not fair play.Mr.Beaudry should give ether reasons for opposing him.Mr.Besndry then began a long winded bar- angue, which was nothing more or less than a rehash of his nomination speech.He began by stating that after tho St is Ward affair he bad been told that the object was to diminish the number of French voters for the Mayoraity.He then dragged the brick drain aflair of twenty years ago into light, and raked up the Oran troubles again, giving himself immense eredit the presumed saving of lite apon that momentous cocasion.Mr.Bulmer replied that what he had dene twenty years ago, When be was Chairman of the Road Committee, he was perfectly willing to leave to the recollection ef those present.At that time, and ever since, he did his best for that eud of the city.What had Mr.Beaudry done for the East End?He also appesied to his record as & Harbor Commissioner to show what he bad done for that end of the eity.As for the 13th of July troubles, he was as much opposed Lo the meeting of magistrates as any of them.There was nothing in the charges laid agaimst bim.He had tried to be on the best of terms with ail and had shown no partiality for any nationality.The attacks against him had been of such a trivisl nature that he felt almost ashamed to reply.Look at the affair of the flag.He had lived teo long among the French people to inwuit them in such a manner.He felt sure that his French friends did net belisve this charge.There was no foundation in it.In that day's papers was a letter that fully explained the affair.He understood that another charge was to be brought against him on the following day, that of having struck the teast of “THB PROXPERITY OF THE PROVINCE OF QUEBEC" off the list en the trip down to Quebec to test the twenty-five ioot channel.Mr.Boaudry, as one of the Harbor Commissioners, bad as much to do with arranging the list of teasts as be had himself, and there were only three lousts propeesd on that occasion, the list being shortened by general consent, as it was found that there would not ne time to go threagh the whole lot.Mr.Bulmer then said that he felt certain that he would be returned by a large majority, and that he felt an ambition to have a majerily among the French people, and in that end of the city Mr.Beaudry was the only man who had been asked to sign his requisition.Mr.Beaudry bad offered to rapport him two years ago if he would run against Ald.Nelson ior the mayoralty.Why were not these charges brought forward then ?He was the same man to-day that be was then when Mr.Beaudry offered tos ‘apport him.Hon.Senator Thibsadesw made s brief Speech in which the affair of the flag figured conspicuously.He said that he had thirteen er fourteen affidavits to prove the hauling down of the flag, but when seme one in the crowd s d that he should read them he was obliged to remark hastily thatthey were at his office.Ald.Roy followed in support of Mr.Balmer, and held t it was the duty pf the.French-Ca- nadians to vote for Mr.Bulmer, and pointed to a number of instanoes in which Mr.Hasadry had failed te look after the interests of the oity., Ald.Rainville replied to him in favor of Mr.Beaudry.Mr.Murney then spoke, and was replied to in a foreible manner by Mr.Mallarky.The fourth of the lectures ot the Sommerville coursé at the Natural History Society Rooms, last evening, taking for his subject, “How Rocks are Formed.” There was à lar;catiendance, and the chair was oceu- pied by the Very Rev.Dean Baldwin.The leo- turer said that it is generally believed that our earth was originally a fluid mass, and as it cooled, a crust, somewhat of the character of an iron furnace slag, was forined.As cooling continued, the crust would contract and become folded.In the hollows ibe water would be hot and charged with various soids, which would aet upon and decompose the crust to a certain depth.The portions ef the primitive crust above thewater would be asted upon by the carbonie acid of the air and also decomposed.This first crust of the carth is nowhere to bo eoen, as it is buried bensath its ewn ruins, yet it is the source from lwhich nearly ail the rocks that we now find bavo been formed.Fragmental Rocks, etc., those formed from irsg- ments of pre-oxisting rocks such as conglomerate and sandstone, are chiefly formed by the action of the waves wearing down the cliffs and grinding the debris into coarser or finer fragments, which in time form a solid mass, being cemented to- yothier by a calcareous, silicious or ferruginons cement.Mount Royal was onee an active voleano and furnished the material from which much of the rock + of Bt.Helen's Jsland is formed.Organie rocks are thoac formed through the agency of plants and animals.Coal is a rook which is composed of wood in various stages of alteration.ood decaying in swamps is gradually oonverted into peat and this by heat and pressure becomes lig- vite or brown of coal, of which there is abundance inthe North-West.Aceording to the amount of heat and pressure that acts upon the lignite it may become either Bituminous Coal or Anthracite or finally Graphite or plumbago.Limestone is also iu many cases formed from the shells of animals.In Montreal limestone we can see that the whole ix simply à mass of fragments of shells.Chemi- «ally tormed rocks are then due to chemical action between various substances dissolved in the water.The ocean becomes saturated with the material in solution aud it gradually accuma- lates at tbe bottom, and in course of time, a part ot the ocean being separsted from the main body, the water evaporates and leaves the precipitated material as a bed of rock.Voloanic rocks are those that have beem poured from volcanoes or reservoirs of meiten material in a liquid condition.Thee constitute but a small portion of the rocks of our earth, such as home granite and trap rocks.Another class of rocks of very great value, but not of great extent, oom- pared with these already mentioued, are those that constitute veins.These are the repositories of the valuable metals.Veins have been originally fissures in the rocks.They have been filled either by injection from below, in which case the vein is termed a dyke, or by infiltration for while many of us eal mouldy cheese a Chinaman will swallow bad eggs, and some races enjoy fish which we should consider putnd.Even as regards oysters, which are generally relished in propertion to their reshocss, it is sometimes a matier of taste.For example, it is recorded of the first monarch of the Dios: of Hanover that he objected to the English native oyster as being deficient in flavor.It was privately ‘suggested by a shrewd courtier that the native oyster should be allowed to become somewhat stale beiere being brought to the royal table.The king st onos recognized the flavor which had always pleasea him so much at Herren- hauses, aud gave orders that in future he should always bu supplied from that particular \\bed.The absenocé of evil consequences after eating fol which has undergone.a certain amount of decay is doubtless due in.many cases to the cowmpleieneys of the cooking process ; but this does uot’ militate against the general) rule that food In auy stage of decay is unwholesome and should be avoided, Of late yeapaihiere have boen many cases of poisonous symptoms arising frou.the use of canned eats, The cause appears Buwinly to have been improper inethods of canning, of of the use of mont (hat wag tainted Détote being canned.An rxainination of the ocutsifle of the cau is our only availsble guide ns regards this clam of article.The, heed of the can should be slightly coneavd, wher it it Le convex it ws .that Udeompasition has commenced with | the can.chitios through careless sol the priserved articles me contami with! ead, sixd poisoning by this substance is the rei.Words.x Sof pu Mystevions + Number due "iniorviews with Whenevan Rema sith Bwivieh .MoGahey-Mr.Forster's Atiaek su Mr.Pa SPECIAL DESPATCR TO THE SPAR} Now Your, Feb.23.—Ths Sus of to-day publishes interviews with O'Domovan Rosa pnd Patrick McGahey concerning the identity of “Number Ons.” The former said “Number One ** was in Williamsbargh or Brooklyn, ready to proolaifa himself to President Arthur if re quired.He reported à great inéresse in the fands ofthe organisation in consequence of the excitement.Patrick MeGabey says he knows the werkers, and that the arrested wen are not the gonuine assassins.fo FORSTER'S ATTACK ON PARNELL.The Herald says to-day editorially: Mr.Parnell was strangely silent when Mr.Ferster attacked him yesterday in the House of Commons.Is it se slight a matter ‘that the Land League should be eharged with supplying the murderers with money?Isit so paltry an aecusation to state that the leader of the Land League connived at assassination ?For bis own part, Mr.Parnell has doubtless an oxcellent defence.Is he silent on bebalf of his comrades?He owes to their reputation and to his own to speak out plainly, and not to leave Mr.O’Brien, with his foolish speeches against informers, to raise the suspicion that the nationalist party has thrown its mantle over the assassins How the Assassins Receive Their Meals.{VIA CANADA MUTUAL} DuBLIN;
