teristios on its language and institutions.either language gave way eutirely to the pother,-but in the-case of ideas of peculiar in- ‘terest to the Normans, the Norman ‘words represemting those ideas naturally survived, and wo with the Saxon ideas. For instance, the Baxon’s peculiar interest in live stock survives in the names of the living animals, “sheep ” or “ox.” Unfortunately for him, his interest in stock terminated with its life, after the invasion. The invader then becpme the interested party, and testified his appreciation of Saxon sheep and ozea by oalling them mutton (mouton), ayd boof (basu/) respectively. The two great classes which have exercised the great contending in- finences upon langage are the lettered andthe “ Unlettered ; and now as these, by the increase +» and spread of knowledge, are steadily merging *, imto oue, after centuries of divergence, the dual ° @haracter of their Innguage becomes/ apparent.Matter in motion in a given, direction bas a tendency to continue in motion in that direo- “tion $ and so with the language, whieh, having ; éssuIned two cuaracteristies, Lab a tendency to WoRtin uv deveioping those distinct characteris.Show, acchough the 1nfluouces wzich gave the .eeigimil impetus to each Bavetiwindled into > étinparative insignificauce. To whith class + dete the conservation of the English language ; flous, to the lettered or the unlettered ! Chicago, the Manager of the head department was approached ou tho subject this morning. He ao- wiedged it to be the case, that, ewing to the number of local banks there, the business done was insufficient to make the branch a paying institution, and consequently the declsion was arrived at to close it.Another party, who was interviewed on the subject, said: “I know thet “tbe bank was not flourishing. The starting of the bank there was a scheme of Mr.Ingram’s, who looked forward to a large grain business n dons between Montreal and Chicago.Ow- 30 ver, to the prevailing prices of grain ‘during the past two yoars, the business transacted Besides this, the class of loans presented in Chicago were such as re- ired to be dealt with on tho spot. This is how : Se business was done among the other banks. The Canadian banks, bowevar, had to refer to the ‘head office in Montreal, causing a grievous delay tomorehants in Chieago. They don’t object to take charge of it.The first was sa man takea from a I Upper Canadian branch, whose knowledge of American banking was what he it Heo was removed, and another put in his place who was as ignorant as his predecessor, and had to learn the American ways. This wasall at the exponse of the bank, which has now discovered, and oon- eluded, that in Canada Weet and other points in the Dominion, more business can be done than in the great Metropolis of the West.YHE ANNEXATION OF NEWFOUNDLAND.Sir Jenum’s Pet Scheme — Negotiations with France. It is a well known fact that the one great desire pear excellence of that veteran statesman Sir John A.Maddonald, is to see before he dies all the British possessions in North America under one *Gorerament, and to see the Cartier-Macdonald policy extended to the only wanderer from the \\ Ioid, namely, the Island of Newfoundiand. If there __ is any truth in the.of Dame Ramor, this policy has already been inawgurated, acd it is whispered in certain cireles that the object of the Hen.Mr.Chapleaun’s visit to France was to eome to 8 modus msendi with the Government of the Bepublie, by which in exchange for a direet commercial treaty betwesn the Dominion and France, the latter country would relinguish all the privileges it retained under the Treaty of Utrecht, regarding the rights of French fishermen on the cost of the .Island.The honerable gentleman's mission, which, of course, is merely officieuse so far, is said to have been confined to pour parler with the French Government, through Lord Lyons, the British Minister ; but at the same time, to have been se satisfactory as to hold out strong hopes that both the commercial treaty and the relinquiahment of rights in Newfoundland will form "the subject of official communications at an early date.It is maid that however advantageous such a treaty might be to Canada, it would be doubly so to France, and that, in the event of its being entered ints, all the leum now imported into France from the nited States would be purchased in Canada, as well as numerous other important articles of commerce.SUPPLYING CORPORATION WOOD.Whe Will Pay for the Broken Contract ?The eontfact to supply the Corporation with 186 cords of wood was given by the City Hall Committee in June last to D.Sieeth, he to farnish the wood before September 16th and to receive $7.40 a cord for it.He fernished abont 70 cords and now refuses to put in the balance.Various reasons are given for his action, on one side it being raid that the Corporation employee appointed to receive the wood from the contractor was nol punctual in fulfilling his duties, causing .the former inconvenience, on the other that the rics of wood having edvanced considerably th would loss money by earting all the way from his wood yard in Hochelaga to the fire and paris stations in the western part of the city.bether the latter is the true reason of not the fact remains that Bieoth threw up his contrast, Jeaving 116 cords unaupplied. The City Hall Committee have consequently to give the contract for this amount over again.Several tenders have been received and the contract may be given a: the meeting of the committes called for late this atternoon. The worst part of the business, how- ood having risen muoh in rice at least, $8.50 per cord will probably have be paid to the new contractor whoever he be.This willon 116 cords foot up to some $197 more than was to have been paid Sleeth.By all contrac: rules Sleeth, if he is the breaker of the sontrast, would have to be forced te pay this @xtra coil, butt is said by parties who onght to know that he will be paid ia full for the 70 cords supplied. As a matter of fact, he has already received nearly the full amount due him.ANOTHER PHASE OF THE McNEIL President aud Seerciary o! the Gas Company Have to Say About it.| There is a growing demsud by our citisens for eheaper light, and a belief that we'are paying far too much for our gas into the pockets of the Montreal Gas Company. In response to this demand it is fitting to give a statement of faots bearing on the subject.Tho question of substitution of electricity for gas, ur of both electricity and gas for gas (which lattor idea is now engaging much attention), may be left aside to be oiscussed in other articles and be sottled by future developments, and the subject may dealt with as if gas wero the only lighting agent available. The nominal capital of the Montreal Gas Company is $3,000,000, the paid up capital is $1,876,488.On this paid up capital, for the year 1881-83, two dividends of five per cent.each were declared and paid, and a bonus of two per cent, or X23 per cent.in all, amounting to $225.152-76.Besides this sum, $20,211.24 were added to the Rest, which makes tbe profits ot the Company $245.364 after all bad and doubtiul debts are ailuwed for, or over 13 per cent.on their paid up stock. On the 31st inst.the Directors of the Company de- ciared 3 balf-yearly dividend ot 6 per cent.or an advance of one por cent.over last year's dividends indicating as large if not larger caruings The question is, therefore, shouid the citizons of Montreal pay a prico for gas that puts such enormous premiushs into the coffers of the Gas Company monopoly? There is but one answer. The question’of how they are going to holp themselves is more difficult to dacide. To the public mind there appears two ways leading to relief, either the monopoly must be done away with and competition in gas allowed, or the Company must be induoed by competition of electricity or other in- flucnces to lower its prices. The former way is impracticable at present for the simplo reason that the ton years’ eontrast between the City and the Gas Company, giving the latter a monopoly in gas lighting witbin the city limits, does not expire until May 1st, 1885.The latter way must be looked to if reliot is to be had.The fact that the expiration of the contract occars within three ycars will in itself tend to make the Company reduce their tariff by de grees 10 a reasonable price before the Spring of 18856.This they will do as an argument in favor of getting a new lease of monopoly, or should that {ail as a force to prevent competition from other gas companies. The other great influences will probably be the development of the electric light and the improvements which may be made towards cheapenin: the production of gas. That the former is ultimately bound to be a heavy, if not an overwhelming influence in future lighting, is the expressed opinion of every intelligent man outside of ** bulls ” in gas stock, but how xoon its influence will be powerfully felt remains for future development to say.Cuncern- ing the lattor it would not be poliey for so publie a corporation to make too large profits, and should eheapening improvements be made in gas production the Company would doubtiess see fit to lower its rates, unless it watered its stock up heavily.> AN INTERVIEW.Our roporter waited upon the President and Secretary of the Compauy at the (as Uffice to uestion them concerning the iutentious ut the Company towards a reduction of their present rate of $1.80 per 1,000 cubie feet.“In view of the fact,” he asked, *‘ that last year the Company paid a dividend of 12 per oent., with a Rest of more than one per cent.more, and that last week they declared a @ per cent.half yearly dividend, do the Company intend to reduce the price of gas?” “That is a leading question,” said Mr.Joseph, diplomatically.““ I can’t answer it.It depends upon circumstances. Our policy bas always been to reduce the price as much as wo can.We reduced it 10 oents last Spring, snd from $2.50 down to $23 in 1870.” “Why did you redues it by 10 oonts last 8 = ?” ecause it was our policy.” “Why did you reduce it by 50 cents in 1879?” ‘ Because it waa our poliey ?*“ What dictated that policy ?”” “ The programme of :k$ Company has always been to put the price down as low as possible.” * Had the eleotric light soare thon anything to do with reduction of 50 conts ?” « No, not at all.” “ Why did you apply for nt that time and get amendments to your charter giving you power to manntacture and use olestric light *** “ Well, because other companies were doingät and we wanted to be on the same footing.> “ And yet you say that the electric light sesre did not affect yon, did not cause you to put down Four price ?”” ‘* No, that was not the reason we put it down.It was our pelicy, I have said.” “ Diotated by what?" “ Well, one reazon was I beliove the hard times at that time. The Company wished to bo as liberal as possible.” “Are corporations usually troubled with liberality or sentiment of any kind ia sueb cases?” “Well, the corporations have no souls, they say, bat ours has one,you see, for its policy is to lower gas when it ean.” “ And do you expect to lower it again next Spring or before ?” “I cannot say that now, it is quite possible: arm not prepared to answer, We do not know why you want the information. It may be for speca- lative purposes. Is not our tormer policy a guarantee of our fature action.” “ Do you expect to apply for a new eontract with the city in 1885?" “J eannot say; that remains to be seen in the fatare.” “Do you suppose the citizens will be disposed to renew the contract and allow you such profits asnow?” “I don’t know; I can’t answer for the people, that’s for them to say.” COST OP GAS IN OTHER CITIES.‘You think,’ oontinuod Mr.Joseph, ‘that the price of gas is high in Montreal : let me give you the figures of some other cities.” “ Bach figores are not guides of what should be the price here.Bcarcely twu cities are cireum- ‘stanced alike. The wages paid, price of coal, number of consumers, sto., differ greatly in different pisces.“‘ Here are some res anyway.Boston, $3: Newark, $2.40; Portland, $2.60; Indianapolis, $2; Brooklyn, $2; New York, $2,26 ; Philadelphia, $1.90; Rochester, $2; Hartford, $3; Louisville, $2; Halifax, $2.50; Ottawa, $3.” Io addition to the above cities it may be mentioned that Lowell pays over $1.60, Manchaster, England, GO cents, Leeds, 44 cents, London (several gas companies), an average of DO cents. In Leeds and Manchester the corporations own and run the gas works, and not only supply it at the above cheap rates but make enormous profits. In London no company is allowed to declare over 10 per cent.dividend, but some of them manage to distribute more by bonuses, watering stock, ete.In Boston, if wot in most other American cities, the gas company Buds the meters instead of, as is done here, charging the consumer a ocon- siderable sum every quarter for their use whether they are in use or not.Evenino Teleorams.CARLE HONORING THE COMMANDERS.Lowpon, October 5.—The ion of “London bas decided to present an address of congratulation to General of Allan vs.Sternes was called.Among the audience were some eight or ten ministers of the Gospel, who listened to the evidence with intonse interest.‘This case is the first of a batch of slander cases preferred by the Rev.Mr.Allan, Methodist minister at Osgoode, against members of his congregation.James Eastman was the first witness called. He testified that delendant had tald him he had heard that Rev.Mr.Allan was caught in bed with a Miss Hume, now Mrs.Earle, who had fled the country, but he asked him not to say any thing about it, as Mr.Allan might make it hot for him.James Beatty, the second witness, said he was one of the stewards of the church, and had, through Eastman and others, heard of the rumors about the reverend gentleman. He wus present when Eastman paid Rev, Mr.Allan one hundred dollars as compensation for having slaudered him.Witness explained that the rumors had the effect of breaking up three congregations in the county of Russell, which were under the spiritual direction of the plaintiff.‘The oue at Osgoode had at one time a membership of nearly three huudred persons, but it had dwindled down to about twenty. When he last went out on a collection tour, he succeeded only in getting one dollar and twenty- five cents. The case is still in progress, and is likely to consume much time, there being a crowd of witnesses to examine.THE QUEBEC MYSTERY.Quxpxc, farmer, of Chateauguay. He said he was à passenger on the ‘“ Richelieu ” on the Alst ; his attention was utfraoted to the engine half an hour before the explosion, as it was working very slowly; there was pressure enough of steam to drive it; the gauge margin was thirty pounds; noticed the men were firiog heavily nnd heard them putting in coal three times; did not ses the engineer doing anything in particular ; noticed him test the small water valve; water and steam was forcing its way out by one of the seams of the water jacket on the starboard side about two feet from the deck ; when tho engineer lifted the valve, similar to the one shown, the steam escaped and the pressare then kept tho valve open until be shut it down; the steam escaped with a pretty big force ; the
