the contest, because a whole united peuple have pever yat been defeated.\u2019 In the evening the present position and aims of the Land Lesgue.He declared that the agitation was uot due to Davitt, nor Parnell, nor to their followers, but to the fact that there was a weighty grievance, and that the Irish people at last contemplated it manfully, and were determined to remove it.Without the priesthood of Ireland it would have been impossible, said His Grace, for the movement to reach its present might, dimensions.It had been said rout une did not wish the co-operation o pri but the Archbishop declared authoritatively that two years Mr.Parnell waited on him in Dublin and literally went down on his knees to him to ask him to use all his influence to have the priests join the movement.His Grace concluded with the following remarkable declaration :\u2014*¢] have to say that this movement is not a revolutionary movement in the strict sense of the word.It is a Constitutional movement.It is a lawful movement.It is a movement which we intend to push forward by moral force alone.(Cheers) We do not intend to violate any law.We intend to exhaust all Constitutional remedies.We are perfectly oertain that the elasticity of the Constitution will allow us the means of working energetically to the last, and finally achieving the result we aim at.We wish to produce the effect upon England, not by physical force or by any manifestations of physical force, but by moral means.We want to make our grievance known before the entire World : to tell France and Spain and Italy, the United States and the Great Colouies that acknowledge the sway of Great Britain, that as in this country we have been kept down by bayonets to the present time, and as by bayonets we are kept down at present, piease God we are now fully determined, bayonets or no bayonets\u2014{(great cheering)\u2014 to proclaim, at all events, our wants; aud to proclaim that we will not be satisfied until we get our rights, and that we will enhst on our behalf, not the swords nor the guns, nor the cannon of France, or of Spain, or of Italy, or of the United States, but the intelligent opinion of the intelligent nations of tbe world.Therefore, this is not a revolutionary movement ; nor is it an irreligious movement, because it is conducted by the most religious people in the world, and backed up were sented against the granting of the Laval ai.versity hill.The petition of Louis Samson and others, in reference to the Quebec Central Railway, was referred to the committee on railways.Mr.Desnuiniers moved for an order of the House for all documents referring to the establishment of a normal -school at Three Rivers.The House then went into committee on the bill to amend section 87 of the Act 43 and 44 Victoria, chap.11.Hon.Mr.Robertson said that he wanted to amend a clause of the bill so as to avoid some trouble which had occurred last year in connection with the Exhibition at Montreal, by the Exhibition committee granting privilege to certain persons to seil liquor on the Exhibition grouuds ; this year he would propose that ple desiring to do the same thing shéuld receive licenses at reduced rates.The committee reported progress and declared the bill carried with amendment.Mr.Parent the second reading of his bill to amend the license law of 1878.After and J.B.Rolland, of the Montreal Harbor Commission, objecting to the building of an elevated railway along the wharf front, and Mr.Wurtele, M.P.P., who has the bill in charge, being engaged elsewhere, come up tomorrow.THE CREDIT FONOIER COMMITTEE.The Credit Foncier investigation committee met this morning, Hon.Dr.Church in the chair.Mr.Vezina, cashier of La Banque Nationale, gave evidence as follows : | am a shareholder in the Credit Foncier ; nothing was paid to my knowledge to Mr.Paquet by the Credit Foncier Franco-Canadien ; Mr.Carrier applied to me to collect some money for bim which was due to him in Paris ; Mr.Carrier at the same time told me that à like sum was placed at Mr.Paquet\u2019s credit in Paris, and would have to be collected; after having been made certain that the sum was deposited with our agents in Paris, La Banque de Paris et des Pays Bas, ! paid to Mr.Carrier $8,000 and gare him a cheque to be signed by Mr.Paquet for $10,142 ; Mr.Paquet signed the cheque and it was paid ; I received both cablegram and letter informing me that the money was deposited in Paris, 52,583 frances to credit of Mr.Paquet and 44,333 francs to the credit of Mr.Carrier: | am not a director of the Credit Foncier ; 1 do not know why the money was put to their credit; I was censor, but had to resign because I could not do the work ; neither directly nor indireotly had my resignation anything to do with the accusations made against Mr.Paquet i I believe | had resigned before they were made ; 1 wrote to the Courrier du Canada contradicting the lecteur, and stating that I knew of nothing irregular in any of the transactions, that 1 resigned for two reasons, first, 1 had not time to do the work of censor, and second that J considered the position incompatible with the other position of president of the Building Society, which I have occupied for twenty-four years; Mr.Caten is a shareholder, but I am not certain if he is a director of La Banque de Paris ct des Pays Bas ; | paid three per cent.promiam on my shares; | understood that it was the premium at which they were issued, and though I objected to paying any premium, did so in common with other himself right before the public.Mr.M.C.Mallarky said he had not made an offer of $500 for Mr.Bray's lecture, and had only expressed the opinion that the lecture should be read by evcryune as it was à true statement of freland\u2019s wrongs.Mr.John Lovell, in all his experience as s pub- lisber, said he had not known lectures, when pab- lished, to pay, aud he bad told Mr.Bray s0, and warned him Mr.Devins\u2019 report, and bud read Mr.Bray's lecture, and thought the Devins\u2019 report fuirly acosrste.He did not think that the lecture was of a high order as a literary production, and that pe extraordinary research was evinced by the fasts in it, and that the time spent in wring 11 could not hare been very long, THE TRICKS OP LITERARY MEN.In cross-cxamiz ation Mr.Moyse was asked: \u2014 Do you not think that Mr.Bray would have to reer to many works on old Irish History not very easily nocessibie \u201cNo, Ido not.In fact very little Irish bis- tory has been read in tbe preparation of that lectare.\u201d \u2018 How do you know ?\u201d \u2018Because many parts of it are taken bodily irom Green\u2019s larger History of England \u201d and Leckie.The Language is almest the same.\u201d Mr.Moyse continued that he could prove the truth of these statements, which showed that the pamphlet savored of rank plagiarism, and read an extract from Green\u2019s History and then one from Mr.Bruy's report of his lecture, which exhibited a most siugular similarity, even the same words being used.\u2018 Me.James Crankshaw was the last witness examined, sud he deposed that he bad reported Mr.Bray's lecture, taking full notes, afterwards transcribing them and correcting according to his own discretion when he found anything wrong.He sonsiderrd himself a reporier competent to take Mr.Bray\u2019s lectures, as Mr.Bray had told him at first that he thought the report a good one.He had often before reported Mr.Bray, having gone frequently by permission to his church.\u2018Ob, you didn't need his permission,\u201d said Mr.Maomaster, *\u201c Mr.Bray invites all sinners.\u201d ¢ Mr.Crankshaw went on to prove the accuracy of his shorthand notes, showing that he comid not be mistaken in transcribing them if he heard the sound aright.He had omitted parts of Mr.Bray's lectare, not anything important though.Thi olosed the evidence for the defence.Mr.Macmaster proceeded to place his argument before the court\u201d He depended chiefly on three points ; that bis client had been deprived of the $500 offered him by Mr.McNamee; that the luintiff*s literary reputation had sustained injury From the inacouracy of the report, and that his feelings were injured by the interspersing of patont medicine advertisements through the leo- ture.In addition to this the defendant, What means can we use! Itseems to us the means are mainly four: first, education; second, individual effort ; third, organized public opinion ; fourth, legnl repression.Under the first head, we would remark that a main, ifrnot the main, object of public school teaching should be to make good citizens.At present ask any public school boy what he is going to school for, and he will anawer that it \u2018is in order that he méy make his way in the world : in other words, make money.Not one boy in a hundred, we ventare to aay, has any other idea.Public school education, as now administered, represents life as a scramble for riches, whets the individual appetite for success, and leaves character and social duty completely in the background.This is not its avowed object, nor perhaps the theory ou which it proceeds, but this is its genera] result in practice.The remedy is to have Jess hurry and scurry over examinations, to do a little less glgebra and grammatical analysis, aud to pay more attention to the formation of character and the development of the idea of social obligation.Under the head of individual effort we would remark that every pood citizen should see to it that, in so far as in him lies, he discourages and thecks every approach to lawlessness upon the part of the rising generation, and that, above all, he keeps a careful eye upon the pursuits and practices of members of bis own family.Some fathers are so busy making money that the fact tha! their sons a-e going straight to the devil quite escapes their observation ; and some think their duty fully done if they make a-fair parade of their families at church every Sunday.Thirdly, there shonid be an organization of public opinion against all lawless practices.Decent people should agree amongst themselves thet young men who show tendencies in that direction shall have no countenance of any kind, that, both in the way of business an socially, they shall be made to feel that it is serious thing to war against social order.No seurg man not brought up in an atmosphere of - crime plunges at once into the worst excesses.There is à beginning in all these things.An apprenticeship has to be served in rowdyism snd brutality, and if the raw apprentice can be made to feel the weight of social disepprobation, .he may repent him of the course npon which he has entered.It must be remembered that the lawless always league together more ab.less to aid and screen ome another.The law-abid- ing should therefore lege togatiief too; and se if they cannot, by united effort, make good is only a nulsamve, Let the by-laws of every \u201c| city and town be made more strict in regard to behavior in the streets and in all public places ; and let: adequate force be provided to give them effect.But let punishment be care- fuily adinimistered.Do not at once destroy the self-respect of a young man whose offence may be a comparatively venial one.Because a young mau has entered upan a path that leads to grime, let not the law impel him irresistibly forward in that path.If we have put the law Yast in the list of our helpful agencies, it is partly on this account that it ao often does more harm than good by catching a fledgling in wrongdoing, and turning him ont, in character and purpose, a hardened criminal, As to the perpetrators of the horrible villainy to which we referred at the outset, the law onght to provide for all such\u2014as a scientific paper in the United States some time ago recommended\u2014a surgical operation.The humanity of the future would cortainly be the gainer; and no other mode of caused unfeigned surprise and this morniug, was born at Kildonan, Sutherlandshire, Scotland, in, Beptember ef the year 1810.He came to this country in 1832, where he engaged in business, and continued to 3 prosper for nearly forty years, largely helping to covagfa build up on of the most au wholesale establishments in the city, the firm of Joseph Mackay & Brothers.Mr.Joseph Mackay and his brother Edward having retired from the business some time since, the firm was reorganized under the name of Mackay Brothers.The prosperity he enjoyed, however, was not felt by himsolf alone, for there is hardly a Protestant charitable institution in this city that has not, at one time or another, the pleasure of acknowledging some deed of benevolence bestowed on it by him.But Mr.Mackay's deeds of benevolence cover more ground than \u201cthis; auch a monument of an the Mackay Institution for Protestant Deaf Mutes must hand the name of its founder down to posterity : the institution was crected entirely at the expense of Mr.Mackay, and when finished, given into the hands of trustees who were appointed to curry out the object, with the help of the public.for which the asylum was instituted.It
