much more serious accidents do not frequently oceur ab both landings.With no better or safer means of communication between the boat and the wharf than an old-fashioned gangway accidents are fhevitable.Both the boats and the wharves are quite unfiy for a ferry on which the traffic is sn great as that between the city and St.[Helen's Island.The boats are not sufficiently large or of the right build for the proper accommodation of the numbers that frequently crowd into them, and the dockage on both sides is not what it onght to be to enable passengers to get on and off the boats with perfect ease and satety.The boats and wharves should be constructed \u2018on the same principles as those at the ferries of New York and other cities, where the safety and the convenience of the public are consulted by both the authorities and the steamboat companies.These remarks apply to the ferry at Longueuil as well as to the Island ferry.The accommodation at the former ferry is not sufficient and the risks that passen- ers run are altogether too great.There \u2018hardly a season in which one or more \u2018lives are not lost at the Longueuil ferry.The names of many useful restraints, the punishments and the confinement that made the madhouse un place of horror are unknown.The patients are treated with kindness and \u201cconsideration, they are employed and amused, and every thing possible is done to restore their minds to a healthy condition.1t is quite a mistake to suppose that the insane are wholly deranged andinsensible to the Influences by which they are surrounded.On the contrary, many of them are morbidly sensitive, and are keenly alive to the peculiarities of their surroundings.Though their minds are diseased they retain the tastes, the feelings, the convictions, and the prejudices of their sane condition.Society and companionship have their influence upon them, and strange and uncongenial surroundings are quite as depressing and irritating in their effect upon them as upon persons in a healthy state of mind.Then very many of them have long lucid intervals in which every trace of insanity seems to have disappeared.In these intervals the sadness of their situation must prey upon their weakened minds, and this sadness must be greatly intensified when they find themselves amidst surroundings altogether unhomelike.It is little matter to them, with their desires and affections unsatisfied, that they have enough to eat and to drink and are comfortably clad; the life is more than meat even to these poor lunatics.1t is not necessary to say a word against the treatment that thé insane receive in the asylums of the province to convince our readers that English- speaking Protestant patients cannot feel at home in them, In those asylums everything is strange to them, and if the treatment was perfect in every other respect the uncongeniality of their surroundings would retard or perhaps altogether prevent their recovery.Ifsane people become home sick-\u2014 and such sickuess is far from being a mere imaginary complaint \u2014 among strangers speaking the same language and professing the same religion as themselves and having tastes and habits similar to their own, what must be the feelings of the English speaking Protestant inmate of a Quebec lunatic asylum where everything is so very different from that to which he or she has been used?This strangeness of surroundings, added toseverance from relatives and friends and loss of liberty, must make their position pitiable indeed.We think that every thoughtful, kindhearted person, whether Protestant or Catholic, must see that separate asylums are, in this province, under present circumstances, a necessity.And we think it will need but little persuasion to prevail upon humane Protestants to give what they can afford towards the astablishment of an asylum for persons of their own nationality and their own faith.The Provincial Government has dealt liberally with the promoters of the Protestant asylum.They have agreed to place it on exactly the same footing as the present asylums are, and they will advance a Landsome sum towards the erection of the building.1t would certainly be preferable to have the system changed altogether\u2014to have Government take upon itself the whole care of the insane of the province, as is done in the other provinces of the Dowinion\u2014 but, since that cannot be done, the next best thing is for the Protestants of Quebec to make such provision as they can for the treatment of their own insane in an
