service for the seven months ot navigation this morning, and the force began its regular routine ol duty this atternnon.Considerable comment is being indulged in by the shipping community over the report which has been received of the Government's intention to reduce the force permanently as the tice fees collected at this port and Quebec do not cover ihe expenses of the two forces.The fees collected at both ports are paid into a common fund and the forces aie paid therefrom.Last year there was a deficiency in the fund of about #Iv,000 and the balance bad to be made up from the contingent fund of tbe Marine Department.To reduce the expenditure both Montreal and Quebec lorces will be reduced aud the reduction will be proportionate to the amount of fees collected in the two ports.This is the main cause of complaint among those who pay the police dues in Montreal as they claims that the bare statement of the amount of dues collected bere and in Quebec dues not give a fair idea of the claims to the common fund of the Montreal shipping.This arises through most of the vessels, including all the large ocean hners which come up to Montreal, being obliged to pay the whole of their police fees, which are levied at the rate of half a cent.per ton gross, at Quebec.Only ships which do not stop at Quebec pay their police dues in Montreal, the regulations being tha! a vessel which lands even as much as a box of matches au the Ancient Capital has to pay its dues thers, even if she only remains in Quebec for as many minutes as she remains days in Montreal.The agent of a Papineau gave judgment yesterday alternoon in the case of Gilman vs.Gilbert.The particulars of this ease were reported at the time it was entered.Messrs.Gilbert & Sons secured a certain Governc tent contract for the dred:ring ol Lhe Gallops4 rapids.They were obliged 10 deposit with the Government a cash security for the completion of the contract.Mr.Gilman undertook to furnish this deposit for a consideration of $2000 a vear and obtained a depesit receipt jor the amount of the security from the Exchange Bank.When the bank suspended, the Government kept back from the sums due Gilbert & Sons lor work done, an amount equal to the security deposit and returned the receipt.Gilbert & Sons then found that Gilman had never deposited the money in the Exchange Bank and that the deposit receipt bad been secured as the result of a private-arrange- ment between Messrs.Gilman and Craig and that it represented no money but simpiy a pote of Mr.Gilman's which had never been collected.They then
