that slands over our school-houses.\u201d The star starting in Vermont has woved on from one state to another unlil it stands over every one excepl two of the forty-four states in the Union, and sheds its benigy rays upon eighteen millions of children.In the near future all of the youth of our land will come under ivstruction in regard to the nature of narcotics, and thus be fortified against their use befure a vicious appetite is formed.It is believed that when children have thoroughly mastered the truth that \u201cTemperance is the moderate use of those things that are good in their essential nature, bul total ah- stinence fiom all things that are bad in their essential composition,\u201d and have learned to know the bad and its effects upon the mental, moral and physical man, the **ounce of prevention\" will then be put to a larger and and more vital test than in all the ages heretofore, and that it will not fail.That it sball not is the praver of faith woven into the faith of law, running through warp and woof, duu- ble stayed and battened by thoughtful, hopeful men and women.These temperance luns put the future of our Republic into the hands of teachers ag never before.To-morrow the scepter of power passes lo the millions of children whose springs of action are touched to-day for good or for evil, and they become the sources of weukness or of strength in our va- tional as well as our individual life.The seed thought of compulsury education in the line of in the line of temperance dil not originate until about 1880, and there was nol a single temperance education law until 1882.This was pussed down in Vermont, aud was so feeble, probably on account of the stony soil on which the seed fell, that there bad to be a replanting in 1886, or, in other words the law had to be amende.No general opportunity to study the results of this and similar laws passed from time to time in other states, presented itself until the World's Fair was opened.Even then the resullr, 80 far as expressed, were bidden facts, in that dense forest of beautiful, vigorous, mature aud im- mature\u2014but always promising\u2014in- tellectual growth installed in the gallery of the Manufactures Building and spreading out into some of the stale buildings.Results were as hard to find as the historic needie in a haystack, but when found well rewarded the seeker.Only great factg can be noted here.Of lhe thirty- eight states having mandatory laws at that time thirty-five bad school exhibits at Chicago, but as the temperance laws of three of these did not become cffective until after the Fair opeoed they could show no results.Of the remaining thirty-two states, all but seven included the subject of scientific temperance in their exhibitions.Of the work of the twenty-five states which included this subjects, it way be said in general that while some schools indicated a lack of training upon vital points, due probably to the use of inferior texts, the major part of the work described and Mustrated the subject jo such a way as to show careful and accurate training with good books in hand.In a number of cases tbe primary grades, by especially meritorious work, revealed the teachers interest and proficiency in the subject, as well as that of the pupil.Two-thirde of the twenty-five stales had essnys aud examination papers which indicated not only a good knowledge of structure and function, but excellent knowledge of the consequences to tbe human system of the violation of hygienic law in the use of alcoholic drinks and other narcotics, including cigars and cigarettes.The states showing the highest excellence in this particular subject were Pennsylvania, Massa- cbusetts, Missouri, Nebraska, Maryland, Iowa, Montana, South Dakola and Washington.Several of the six states not having temperance education laws at that time, exhibited good pupil work on the subject ; this was especially true of New Jersey, which has since then passed such a law ; while five of the states having laws and showing no work in this study, were reported by superintendents of public instruction or other officials to have the subjects taught according to the requirements of the law.From the foregoing it seems only fair to eonclude that the subject le not so unpopular as some have aflirm- ed ; in fact, that it ie not at all unpopular in any general or extender] sense.When teachers are unprepared, and especially when text-books are not good, it is reasonable that there should be an effort to shirk the responsibility of the law, and that teachers and superintendents should make *up-hill\u201d work of it.From the quantity and quality of the exhibit it may safely be concluded that the laws had been enforced about as well as the diflicnlties attending would permit, as in many of the states suflicient time had not elapsed in which to thoroughly introduce the study, instruct the teachers apd select the best books.Temperance cducalion laws were sterile plants of necessity, until the pollen of proper text-books was fully matured and fell into the hands of school boards, teachers and pupils.When the first\u201d law was passed in 1882, there was no.a single bouk 10 the world that met its requirements.At the Fair there was shown a large variety of good, well-graded school texts on this aa on any other subject, and (bey were awarded, as was also the pupil work of the schools.\u2018There is now under process of growth a plan for poet-graduale trainiog\u2014a department of scientific temperance ROCK ISLAND, (STANSTEAD) P.Q., THURSDAY, DECEMBER 19, 1895.in a great university, where specialists way prosecute their work in all lines pertaining to the subject\u2014biolo- gv, chemistry, physiology, pathology, and in time law, economics, reform, ete.Such specialists in research and original experiment, would naturally hecome the greatest pedagogical lead- crs in the presentation of scientific temperance truth and a school of an- thority such as does not exist to-day.Sweden, Finland, Canada and parts of Australia have followed the example of the United States and framed similar laws making scientific Lemper- ance instruction mandatory.The mission schools of Turkey, China, Bulgaria, South Africa apd \u201cDanish West Indies are introducing the subject, while philanthropists of England France, Russia, Denmark, New Zea- land and other countries are inquiring and agitating.American text-books lave been translated inlo the language of six different foreign countries and are now in ibeir schools.Books and cuts of illustrations bave been sent by request to still other countries where they have served as the basis of school texts written from a native standpoint.The children of Japan, Sweden and Norway, tbe Sandwich Islands, Siam, Iodia, Finland and China are to-day using physiologies prepared for them in America.So far as laws Lave been enacted in other countries, they are, as are all of their prototypes in the United States, the product of the hand and brain of Mrs.Muy H.Hunt of Boston, superintendent of the department of Scientific Instruction of the W.C.'I.U.In her brain originated the plan of compulsory scientific instruction in the schools, to execute which \u2018called fur tbe ability of a stalesman, à acientist and a philanthropist.\u201d These have made the United States the pioneer of nations in giving his instruction to every boy and girl under its government; and will itis believed, make it the pioneer nation to banish the drink habit from is subjects.The idea of scientific temperance instruction in our schools has crystal lized into law.It has become a part of the government to be executed in due and regular form.Behind the schioul authorities and the schools and the laws sland a favoring public sentiment and the hopes of many reformers.Among these are Uncle Sam's silent partners, 300,000 women, who, without government recognition or relation to the scheme, nevertheless are pledged to a peaceful, faithful warfare of which tbis temperance instruction is an important part.They with otheis calmly await the coming century for the fruition of the method \u2014A fiuition which it is hoped will be nothing less than the cure of 8 great national evil hy an educational preventative.\u2014[ Union Signal.Communication, THE BEEBE PLAIN CHURCH \u2014TO WHOM DOES IT BELONG ?To the Editor of the Stanstead Journal ; Sir,\u2014I bave seen recently an article in the Journal from the pen of Mr.A.W.Lorimer with reference Lo the methods adopted by the Baptists of Beebe Plain to get possession of the Adventist Church there, and I wish to state a few facts with reference to it.First, that church was built by subscription as an Adventist Church\u2014not as a **Union Church.\u201d Some have called it so, but that was pot the fact.\u2018The constitution and articles of agreement, which 1 have seen and heard read, are that the Adventists shall control and have the use of the house whenever aod as long as they wish.Other devomina- tions may arrange Lo use it wheo the adventists do not want it, through the trustees, by special agreement, but never for more than one year at a time.The arrangement must be by special agreement, but never s0 as to deprive the Adventists of the use of it whenever they want it.This the Methodists undsrstood when they occupied it before they built their first house.\u2018The Baptists took possession of the house withou! any agreement, and when Mr.Harry House, before he died, raised money to paint and shingle the huuse, he told me that the Baptists would do nothing towards defraying the expenses thereof.Now it seems they want to get and claim possession of it.It is the old story of the elephant first getling his trunk into the tent, and then walkine in himself.The Baptist people know how it has been.When I was pastor of the Adventist Chuyeh there I had always the first right to the use of the house and it was recognized.Mr.Lorimer says lat to be honorable they asked pew owners Lo sign over to the Baptists.But that does not signify, they had no legal sight to do it.Suppose a plant is built and a company incorporated to manufacture whips, and some of the corporators should sign over their shoice to somebody to manufacture shoes, would the fact that they did change the status without legul process and repeal make a new corporation law?Guess not.\u2018The Baptists could not ussess the pew holders any way.The trustees might do it, but repair as much as they liked the Baptists could not assess anybody.The SI pewholders out of 43, therefore, who signed over to the Baptists did it without value in the transaction.1 would like to ask Mr.Lorimer if Mr.Spear of Minneapolis.one of the largest pew holders in the house, signed over to the Baptiste?Guess not.Did M.D.Spear sign over?Do tho trustees consent to euch a change?Guess not.Let tbe Bap- tista, therefore, take into consideration the statement that I, in all kind- neas, have made and use the house by the permission of the trustees, and not try to coatrol it.Will say in closing that I appoint to preach Jingoism.From Harper's Weekly.There is nothing that move effectively promotes righteousness than a timely outburst of exaggerated and grotesque sin.Such an outburst will arouse n shiftless community wore quickiv than a hundred sensible sermons directed to the general proposition that lo be bad is wrong and to be good ie right.\u2018The lazy-mind- ed who may have been drifting slowly towards piracy, for example, are likely to be thoroughly avoured to the Lorror of their position, and the imminent peril of their souls by the news of a shocking wurder on the high seas.This country has heen speeding along with a jingo wind, until foreigners have begun 10 hail us and ask our destination.It will probably seem strange to sober-minded citizens who take the jingoes at their worth, and understand that loud words do not mean fight any more than fine words butter parsnips, that a good many foreigners are taking our jin- goes seriously.They are asking if we really mean (o recoguize the Cuban insurgents as belligerents, and if we really mean to go to war with Great Britain if she inelats on what she claima to be the boundary rights of British Guiana.There bas.heen a great deal of noise in the country of late of which no sensible American can be proud.This country does pot long to fight Great Britain or any other power.Not only bas it no cause for a war with her, but there is nothing in the world\u2019s current history that indicates that we are likely to have a war with ber, It is true that her colonies on this continent are often uncomfortable neighbors, and that the imperial government does vot treat us well when it sustains the offensive acts of irresponsible colonies, but no cause of war has been given ant none is likely to be.Nervous foreigners who are inclined to expect the Ucited States to burst into the arena of war, or if there is no such arena in operation lo make one for herself, may rest assured that the war spirit lies rather in the mouths than in the hearts of those who do the shouting, and is not present at all ip the hearts or minds of a very large majority of American citizens.Nay, we will go furtber and state that tbe jingoes themselves are not really for war.They are for votes and for increased appropriations for tiie navy, and their noise is entirely for howe consumption.We have in miod the late Mr Blaine, who was the founder of the modern jingo sect, whose humble follower and fur- off worshipper, Henry Cabot Lodge, became after he was convinced by Mr Blaine\u2019s success that personal character is not much of an issue in polities.Mr.Blaine was very spirited when he was a candidate and a campaigner, and those who mistook him for a statesman used to say that he wore a plume, and that he was à \u201cknight.\u201d But when the **knight\u201d bad the responsibility of executive office thrust upon him, the plume turned out to be a white feather.Mr.Blaine was the gentlest dove of the Garfield and Harrison cabinets, aod pothing caused Lim so much trepidaticn as a suggestion that strong and violent language shouli be used toward a foreign power thal possessed more than one iron-clad or thal was pot al the feet of a conquering foe.Most of the other jingoes are like Mr.Blaine, although some bot young heads are in possession of good \u2018men who, In turn, possess stout hearts.But, as a rule, even the jingoes do not want war, Some Clever Children.The children of the town of Clitb- eroe, in England, are not afraid to ask for what they want.According to an item in the Lancashire Daily Post a meeting of the children of Clitheroe was recently held in the market place 10 petition the Town Council to provide them with .pilay-grounde.There was à fair number present.A boy named John Yates presided.It was decided to send the Mayor and Corporation the following memorial : \u201cWe, the children, of Clitheroe, in public meeting assembled, beg to lay before you our needs in the watter of play-grounds.We have none; if we play at all, we are forced to play in the stieets.Then, by your instruc- tious, we nre liable to be pouaced upon by the police and prosecuted.Such a state of things, we venture to suggest, is very unfair lo us, and seeing that you are elected to your positions by our fathers and wotbers, and as we ave sure they would not object to paying a little extra in taxes for our benefit\u2014we are perfectly aware that to provide playgrounds would incur expensc\u2014we beg of vou to take this matter into your ecrious consid: eration.and do honor to yourselves by recognizing our needs and provid- wg us with play-grounds.\u201d It would seem as if it ought to prove very dificult to the autborities to refuse to yield lo so reasonable and respectfully framed a request as this.Certainly the future of the town of Clitheroe should be an interesting one, seeing what style of citizens itis likely to have when these brave little boys and girls grow up and big ones, includiog a further number on Leather Work.Dainty calenders are described and illustrated and in the pages oo **How to be Beautiful\u201d the hygiene of the skin is discussed.ln addition there are sume fifty pages of new designs for my lady's wardrobe, and excel lent articles on Millinery and Cookery.The Ladies\u2019 Home Journal for 1896 In a dainty booklet printed in light blue, salmon-pink and gray tones-\u2014-a splendid illustration of the beauties of art applied lu printing\u2014The Ladies Home Journal announces some of 118 leading literary and artistic features for 1896.There will be a series of papers upon the domestic and social side of Washinglon by Geoersl A.W.Greely, U.8.A.; another by Ex-President Harrison, telling of **This Country cf Outre\u201d; a ibid by Mary Anderson de Navarro who writes of her stage experiences, her struggles for recogoition aud artistic trivmphs, wilh a supplemental article telling of her life aad surrouadinge to-day.In a lighter vein, Marry E.Wilkins will present a series of \u201cNeighborhood Types\" papers, pen pictures of quaint and familiar per- sonages\u2014New Englanders; and Jerome K.Jerome will reflect old England life iv a number of \u201cStories of the Town\"\u201d\u2014stories of London\u2014in bis inimitable crisp style.* William the Conqueror,\u201d Rudyard Kipling\u2019s most fascinating romance, under the management of the present proprietor and editor.The history of the JOURNAL is vir- tuslly that of the country in which it is published.When it was started in 1845, the provinces of Ontario and Quebec were known as Upper and Lower Canada, and both were recovering from the effects of the Rebel- lov of 1837-8.There was still some feeling of animosity belween those who bad taken an active part as revolutionists and those who had stood for the flag of England.Fortunately, under the wise policy of thoere sent out to govern the country, the irritation subsided aod harmony returned.The union of the two Provinces (united Canada) followed and continued until Confederation took place, uniting all the Provinces under one head, resulting in an united country from the Atlantie to the Pacific\u2014an immense extent of territory, the greater part of which is fertile and productive, rich ip forests, fisheries, mines, and agricultural products.With Confederation came the adoption of a into the station to await tbe arrival of the train.When he went for bis mail to put in (be mail car it was nowhere to be found.\u2018Thr locsi officers searched the depo! grounds and the highways leading therefrom until about 1 o'clock yesterday morning, when he pouch, which bad been cut across its side, was found hid between a freight car and a storehouse on 1be depot grounds, much of the
