the watching of the Bosphorus by the navies of both Powers; Servia to retain her present independence.This proposition is to make sure that this Russian interpretation of the terms of self-government will be adhered to in the reforms to be introduced by the Porte.Russia thinks this will stop bloodshed and impose on the ingur- ent provinces an acceptance of the conditions atipulated in their favor.Turkey may put an immediate end to the war by granting a long armistice.It is now admitted by the Powers that a conference can alone attempt to settle the question between Turkey and her vassels, Russia makes two conditions in accordance to the idea of a conference, first, to be held in mutual territory ; second, it is to be composed of the Ministers of Foreign Affairs, Powers will object to these conditions now, If the Porte only grants the armistice, the Powers are ready to undertake a peaceful settlement.THE CHURCHES.ST.JOHN THE EVANGELISTS CHURCH, Large congregations attended this place of worship yesterday.\u2019 The sermons, both morning and evening, were preached by the Rev.O.S.Prescott, one of the Cowley Fathers, and Rector of St.Clements, Philadelphia.The subject in the morning was taken from the Book of Revelations,\u201d and that in the evening the ¢\u2018 Parable of the Steward ;\u201d both sermons were eloquent and scholarly, In addition to the regular clergy, there were present the Rev.Canon Townsend, of Nova Scotia ; and they that bare Him stood still, And He said, young man, I say unto thee, arise.And he that was dead sat up, and began to speak.And He delivered him to his mother.\u201d The city of Nain, at which this remarkable miracle of our Lord took place.is now a village inhabited only by a few families.It was then surround- | ed by high walls, and its streets and dwellings were filled with inhabitants.But the entrance is there still, and any one entering this town would pass through the same gate as the one our Saviour entered.There is always a certain degree of sadness surrounding death, notwithstanding the glorious hope introduced into it by the remembrance of the resurrection morn, and we, by our modern innovations, have done much to advance this gloom, In different countries various colors ara used to denote death\u2014in some red is used, in others green, while with ourselves black is the mourning color.Whether any distinguishing garb was used on the occasion of this funeral I am net prepared to say, but not the dress warn, be it ever zo black, could express the depth of woe that filled this widow's heart.Being her only son, her whole existence would be wrapped up in him, and when he was at last called away, he who wa ! her only comfort, the only one left of a perhaps numerous family, it seemed to her the lagt\u2014the heaviest affliction she could be called upon to bear.But help was at hand, Jesus knew her case, and His loving heart was touched by the poor widow\u2019s distress, We know no other occasion on which our Lord visited Nain, He who knows all things knew the cireum- stances, and in this striking manner tosti- fied His loving care and the compassion which He feels towards all his creatures.In these times we should consider it very indecent if anyone laid his hands on the coffin of any of our relatives ; but they who carried the bier\u2014which was simply a stretcher on which the body was placed, covered with a cloth\u2014felt He had but to touch, and they stood still.Being carried hopelessly and helplessly to the grave, he was arrested on the way by the voice of Jesus, saying : \u2018Young map, I say unto thee, arise.\u201d Likewise, we who are dead in trespasses and sin are invited to arise and be followers of Christ.As long as we live without God in our lives we are moving on the way to death.Every one has come short of the glory of God and is dead in trespassos and sin, Shall our souls awaken unto life or still live on preferring the way of death.The hour is coming when the dead shall be called forth, from caves of the earth, from vaults of stone, and from the depths of the ocean.At the voice of the Son of God all generations of mankind shall arise and give an account of their own works, and yet the spirit of many lie prostrate in death.Have each of you examined your own hearts to find how they stand in respect to their Maker?Will vou still say no to the promises held out to you in the Word of | God?Christ bids you arise from the death in trespasses and sins to be born again of water and of the Spirit.He showed His two-fold nature as God and man in this miracle.While performing the work that could only be performed by Diety, the raising of the dead, there was tenderness in that action we can hardly realize.But when He wept by the grave of Lazarus, when He expressed, * My soul is exceedingly sorrowful, even unto death,\u201d He showed the feelings and emotions of a tender loving soul.He is such a Saviour as we need, one who, looking upon us in our state of sin and misery, calls us to repent, and arise from the dead and live.CHURCH OF THE MESSIAH, SANITARY LAWS, The evening services were conducted by the Rev, Mr.Green, who preached from Genesis xliii.chap., 3rd verse : \u2018\u2018 Ye shall not see my face except your brother be with youn,\u201d This, as you are aware, was the word of Joseph, as Governor of the King of Egypt, uttered to his brethren when he was des sirous that they should bring with them when next they came to buy com his own brother Benjamin, But it 1s not so much with this story itself that I want to deal, as with a broad and deep subject which the words of Joseph suggest\u2014the brotherhood of man and the duties involved and implied.The most important lesson to be learned from the present panic and threatened epidemic of small-pox is the lesson of our brotherhood and the oneness of our destiny, We seek to ses the father\u2019s face in a more perfect social life ; we are providentially placed side by side with a portion of God\u2019s children, our owa brethren, who live in open violation of sanitary laws, of whose importance we are fully persuaded, and the result is\u2014what ?that our observance of those laws will save them or save us?No, but that we may all be involved in the consequences of violation.Thehorrid disease comes to remind us ofour brotherhood, to rouse us to the importance of not only obeying the laws of health ourselves, but of the importance of seeing to it that all obey them.It is simply suicidal to be indifferent to the gross ignorance of those with whom we have to live in the same community.To what end do I fit and furnish my home with all the comforts of life, and obey all the laws needed to secure wholesome air in it if my next neighbor is totally indif- erent?My own obedience will not save me, let alone save my neighbor.No doubt t is the prayer in thousands of homes at his time that they be protected from the ravages of this horrid plague, and the prayer is all well enough, but it is well to remember this, that God is not much in th habit of working miracles to save people fromthe consequences of either ignorance or wilful disobedience to well established laws offhealth.I give it as my deliberate opin- on that if the Corporation of Montreal, nstead of erecting an elegant City Hall, had taken the money and expended it in the construction of a thorough system of sewerage, it would have done a much wiser thing than it has done, Now, I like to see fine public buildings.It gives one a certain feeling of comfort and pride when he can take a visiting friend round and show him such a thing, and say, \u2018\u2018 There, sir, is our City Hall.\u201d But when, within a stone\u2019s throw of that hall, there are whole streets which you have to apologise for, why there seems to a certain unfitness in the relation of things.A fine city hall I can admire, but it is a great drawback to the enjoyment of it to have to wade through offensive mud and death.dealing odors to get to the hall.Tomy wind it reveals an inexcusable and unjustifiable ignorance and incompetency to erect fine public buildings and neglect sewers.If the Corporation had expended vhe money which it has on the Mountain Park in raising the num- ker of houses which are crumbling in the n.ud, it would have been a better thing for ail concerned.It is a fins thing to have a Mountain Park, although it is a luxury which I find that few can enjoy, and of but little moment is it to any if, at its base on the plain, there be streets on streets lined with ill-arranged and ill-vens tilated houses which are little better than fever-traps, and ocoupied by people too busy in saving the Church and saving their rouls to pay much attention to the laws of their physical well-being.CHRIST CHURCH CATHEDRAL.Rev, J.W.Bonham preached a sermon in the evening on \u2018The late great Revival in the Church of England.\u201d The reverend gentleman took for his text the lviii, chapter of the Book of Psalms, verse 9 : \u2014\u2018\u2018Thou, O ! God, didst send a plentiful rain, whereby Thou didst confirm Thine inheritance when it was weary.\u201d He said :\u2014The revival in the Church of England had been effected through the agency of the missions, The whole of England was divided inte parishes; the parochial system was attended by a concentration of spiritual power, yet the work of missions led to a revival and the evangelizing of a famished multitude.For this there is much cause to be thankfal, Christ is with His Church and He will not forsake her.The reverend gentleman gave an account of the origin and progress of the movement, which, he said, commenced with the ten days\u2019 missions inaugurated in London in 1854, and traced it onward to subsequent efforts in the same direction in 1874, \u2018These missions, by means of which so much practical work had been accomplished, received the support of the Bishops of London, Manchester and Rochester, and of the clergy of all schools of thought.In 1869, the meetings held in London awakened great interest, and directed public attention to the home mission work, All had united in this great work, and prayers, morning and evening, had been sent up to heaven.Public prayers and silent prayers had been offered up to God, and they had been answered with a plentiful rain, To be willing workers together with God in this great work was a privilege for which we should be thankful, In the great mission centre, one noble worker, the Archbishop of York, was deeply interested in the success of the missions, and the Bishop of London also, in whose diocese the great mission centre lay, had taken the liveliest interest in the progress of the good work.The hishops having set forth upon the work of evangelization, the clergy all showed a disposition to do everything in their power to aid the missions.The eloquent preacher entered into many interesting iculars of the working of home missions ; he related an instance of the conversion of a young woman, mot at ong ES PRIOK ONE CENT of these meetings, by a lady who had pre- oented her with a Bible, and showed, by numerous illustrations, that the missionary must adapt himself to widely different circumstances, to the etiquette of the drawing-room as well as to the manners of the camp, He continued : Some persons, when they were asked to come to Jesus, answered, \u201cNot now; I will come to-morrow Fd but many a man had been crushed by saying and thinking, \u2018\u2018Ï will come to-mor- row!\u201d Tt is the work of the evangelist to win these souls to Jesus, to speak to them, to read the Holy Scriptures with them that they may find their Lord, Even clergymen feel that they lack courage to preach to these persons, and to ask them, \u201cDo you love your Saviour, and, if uot, why not?\u201d The Rev, J, H.Wilkinson, whose labors in the mission field had heea attended with so much succe 38, and who had been instramentsl in Winning over so many souls to Chriss, would address passers-by and say, \u201cWill you stop a moment and res this paper, and come to the mission ?\u201d Some would say, \u2018\u201cThe mission ! Wha 4 the misson ?\u201d and he would tell then, \u201c John the Baptist held a mission.Come to mission ; pray for the mission, but whatever you do, do not mock at the mission.\u201d The people assembled, the Evangelist preached, and at the close of the hymn all who desired to leave did so, but a very Înrge number remained, At the close of meeting, they were invited te come again, and thus many whe would have been lost to Christ had learned to say : \u201c0 Lord, I thank Thee that Thou hast died for me !\u201d Thus the good work went on, and many learned to rely on the missions.The rev.gentleman concluded with an account of the labors of Rev.George Body, and of his own experiences in the great mission work of London.The usual large congregation was present, and the utmost interest manifested in the deeply interesting address delivered by the reverend gentleman, In the morning the Rector preached from the xvi.chapter of Exodus and 15th v: \u2018And when the children of Israel saw it, they said, one to another, \u2018It is manna, for they wist not what it was.\u201d And Moses said unto them, \u2018This is the bread which the Lord hath given you to eat.\u2019\u201d The Reverend Canon irom this text delivered one of his characteristically able and eloquent appeals.The choir of the Cathedral fully sustains the high reputation it has achieved under Dr.Maclagan\u2019s direction.In the morning Maclagan\u2019s beautiful setting of the Ze Deum was given with magnificent effect, the soprano taking the solo parts with exquisite sweetness.In the evening the anthem was rendered superbly, the tenor and bass being con- spicuounsly fine in the solos.INTERNATIONAL EXHIBITION.(From the Herald.) campaign would cost a mere trifle.Having given instruc: tions to his agent that no expenses excep: such ss were strictly necessary and legiti- mateshould be incurred, he was naturally astounded when, at the close of the contest, and after the jubilee of delight had given place to a desire to settle up money matters, he found awaiting his attention the immense printing bills of the Herald office.Not purposeless, he saw, had been the solicitude of those who had brought him out; he was a wealthy lamb, and , his purse was slaughtered for the benefit of the Herald job office.In declining to pay the accounts which had been presented he did not hesitate to declare that he had been blackmailed, and no one can doubt that every possible means was taken to swell up the total of work to the largest possible volume, Oar readers are familiar with the particulars of the trial, and there is no necessity of saying anything of it, more than it is to be regretted that Mr.Workman did not protest against the great expenditures he declined to pay, while they were being made, instead of waiting until the election was over to contest them.The result Bis been reached, and if it is unfavorable, it leaves bim ia the sight of the public in a far more creditable light than it does Messrs, Penny and Huntington, who stand out in the attitude of stripping the man elested to support the Government of which the latter is a member, and who came forward to help them out of a serious emergency.THE PUBLIC HEALTH MEETING.Mr.Nathan Mercer, President of the Citizens\u2019 Health Association, delivered a telling opening address on Friday night, in which he fully expressed the ideas of all who have given the subject of the smallpox epidemic study, and have taken pains to assure themselves of its ravages.He.spoke a striking truth when he said that not the power, but the WiLL to eradicate this eradicable disease was wanting, and the verity of his assertion was demonstrated conclusively by the temporizing speech of the Mayor, delivered later on.He showed thatalaw existed by which theprin.ciple of compulsory vaccination might be put into practice if a by-law were only passed to that effect, and his arguments were very ably supported by the Rev.James Carmichael, in speaking to the first resolution submitted to the meeting, declaring that permissive vaccination is insufficient to meet the present emergency, and demanding compulsory vaccination, as enacted by 24 Vic., Cap.24.The resolution demaud- ed from the Board of Health the exercise of the powers provided by that Act for the stamping out of the disease, and its adoption by the meeting showed the earnest determination of all present to eupport the Board in a resolute attempt, by the exercise of all the authority of law, to end the rage of contagion in this city.No one can gainsay the statement of the eminent clergyman who moved the reso- Jution that permissive vaccination has proved a failure, for the constantly opening graves in the cemecteries attest its awful truth.He, with the President, deprecated submission to moblaw.Who will not echo this sentiment\u2014\u2018\u2018 If those who are invested with authority in the city are to bury a by-law which each of them believes to be good because a mob caused a riot, then I say\u2014God help the city we live in!\u201d These are no light words, spoken by a minister of the Gospel beloved by Catholic and Protestant alike, and they should carry conviction with them.It was well enough, in Mr.Carmichael\u2019s opinion, to court the favor of the multitude, but the presence of emall-pox in our midst is too dear a price to pay for the favor, and this view is one which will be generally accepted, as will equally be the principle ibat the community must be protected from the consequences of the ignorant prejudices of a section of the population.We cannot in any way agree with Me, Henry Lyman that it was desirable that the pro- seedings of the meeting called by the Mayor should have been concealed from the public.There was no possibility of false and exaggerated reports going abroad, for the presence of members of the press meant the protection of the meeting, as each reporter wourd act as a check on the other.Had only one paper been represented there might have been some remote possibility of error, but when the press of the city was in the room there was no chance whatever of falsity or exageration.Mr.Radford alvanced what appears to Je in (niirely gratuitous remark that »+t}ivg slould be done to alienate the jarticn of the Catholic clergy, and Rev Bir.Green's rebuke should teach him the upwisdom of raskly speaking.He should remember thet a member of the STAR staff ir now in bospital with typhoid fever in consequence of his un founded contradiction st a statement which admitted of no de\u2018 pial, Positive knowledge is always more valuable than simple declaration.The third resolution, to the effect that there should be urged upon the City Council the importance of appointing competent and independent Commissioners to report upon the best means of improving the health of the city, was moved by Dr.Baker Edwarcs, secénded by Dr.Girl- wood, and it brought the Mayor, Dr.Hingston, to- his feet.We published his speech in our last edition on Saturiay, and, while fully recognizing all that she Mayor has done toward checking the progress of the disease, while acknowledging his great abilities, and giving him full credit for the best intentions, we must say that a more disappointing authoritative utterance could not have been made.Here we have a Mayor, elected expressly because it was believed that his occupancy of the civic chair would have the effect of bringing about the adoption of such sanitary measures as would effect a stamping out of a disease that has become epidemic, and who has recently been complaining of the scant support accorded him by the public in this work, declaring that the proceedings of a meeting convened for the special purpose of strengthening his hands were, while calculated to do some good, more likely to produce harm, and endeavoring, by his voice and influence, to reduce an small-pox, in the abstract, in view of the deep-seated prejudices of that portion of the population among whom the disease is most rife, and who, by their ignorance and carelessness, spread it widely in the community, he opposes it in the concrete form of absolute application, He declares himself that what these people have been taught by an insig- ficant rection of $he medical profession, to believe that vaccination isinert, and serves to propogate scrofula, syphilis and various cutaneous diseases, is not foundel on true medical science, and yet he does not hesitate to say that these prejudices, which have such murderous results, shall be pandered to by those in authority.This is a most dangerous doctrine.It means that the law of the land shall be overridden by the prejudices .of the ignorant ; that the health of the community shall be blasted because the teachings of fanptics and demagogues have disarmed a loathsome malady of its terrors to these who are most exposed to it, and are most instrumental in spreading it ; that the presperity of Montreal shall be imperilled through deference to ignorance, prejudice and interest.There is no mistaking the inferences, and we are srry that a speech from a Mayor of Montreal should ever have made them evident.We expected, with reason, better things from Dr.Hingston than a temporising with the mob, ard from this time henceforward, we do do not hesitate to say he will miss, in a large measure, the confidence that was extended him upon his election to the Mayoralty, Few men have been jlaced in a position to effect so much lasting good; few have given so much disappointment to constituents.The will that is lacking to put in force a law that would sensibly mitigate the scourge which afflicts Montreal is lacking James Doyle, butchers, selling meat without licence, trial on the 4th October.BREAK IN THE LACHINE CANAL A break occurred about 2.30 p.m., Saturday, in that portion of the canal bank dividing the canal from the new basin at section 2, about 50 yards below the Wellington Bridge.At the point where the break took place, the basin had been ez* cavated to within some forty feet of the canal, thus leaving a thickness of about 16 feet of crib-work and 24 feet of earth between the water in the canal and the basin.But, in spite of this thichness of bank, the water managed to penetrate ; and having once made an outlet into the immense basin, whose level is below that of the canal, it poured in, carrying away the earth and making a breach several yards wide.Mr, McDonald, of Messrs.Mec- Donald, Worthington & Co,, contractors for this section, immediately set men to work to stop the breach, but after three hours\u2019 ineffectual labor, he determined to allow the basin to fill up, as the work was go far advanced that no damage could result.When the water is let out of the canal in December next, the water which will then remain in the basin below the level of the canal can be pumped out at appearance of the whole country, owing to the immense amount of coal annually brought out of the earth, and the thick smoke with which the air is filled from the various furnaces and factory chimneys, We will suppose ourselves landed at the railway station of Birmingham, where we may at once get an idea of the density of the population, and the great trade carried on in this distriot.Here are ten or twelve lines of rails, and long passenger trains are rolling in and out every five or ten minutes.Birmingham is on one edge of this Black Country, Wolverhampton on the other, thirteen miles apart,
