but it was quite possible, indeed probable, that he had seen such articles in Lapierre’s yard, as it had been’ the practice for the carters, when leaying the shop, loaded with lead services and ether material, to stop at Lapierre’s yard during dimmer hour, their load in the meantime remaining in the cart while the horses were feeding ; and it wag not an unusual thing for the street foreman 4o make use of a friendly yard as a place dE.deposit for their tools, and for all surplus material, coming on ‘night, rether thañ leave them lying on the street.Mr, Lesage, therefore, thinks it possible that “lead pipe, &c., &c., may have_been seen in Lapierre’s yard, while awaiting removal either to the shép or to its destination on the work, Until a very recent period the different fire stations were open to use for such purposes.- - Mr.Lesage concludes his report by Stating that he considers the censure.pasged upon him most unjust, and helds, that |.there is nothing to prove that the whole of his time has not been given to the: Cor- .poration, For over 20 years’ service he states he has not lost more than 200 days.Of late years the business of the Departs ment hag Ihoeased, so rapidly that he has had to apply for an assistant, in order that he may look closely into the details of the working of = the Department.‘Some ; your organization meets a want which has long baen the weakness of Protestant action, the want of combined forces and united effort; And as for the principle involved it seems to me to involve the entire question— whether we have any right to hold conscientious convictions of our owa in this city of Montreal, or, holding them, whether we have the right frankly and publicly to declare them ?‘While I cheerfully accord that right to every other, I must unquestionably claim it for myself, and must protest against the denial of my claim, from whatever quarter that denial comes. The rev.gentle- msn then entered upon his discourse, the text of which was selected from Galatians v., 13 : ‘‘ Brethren, ye have been called unto liberty ; only use not liberty for an occasion to the flesh, but by love sërve one another.” In bis introduction the preacher dwelt upon their birthright, with its restrictions and obligations. We are free-born, he said. There are certain unalienable rights to life and liberty and the pursuit of happiness which, though they had cost our forefathers a great price, have boen bequeathed to us without any lawful encumberance, and wa ars determined, God helping us, to leave them unencumbered to our children, It is the solemn and conscientious conviction of many that efforts are being made to curtail the liberties and encamber the rights of Protestants, I am willing to admit that many of our co-religionists do not profess to see this, partly because the services of Protestant religion is frank, generous-heartéd and unsuspecting, and partly because they take no pains to watch the developments of the times, and have no memory to retain the lessons of history. But if all history were to be taken from the libraries of the world, and perished from this moment beyond the possibility of recall, enough has transpired within the past year to cause every intelligent Protestant to pondersoberly and prayerfullythequestion, ** Whither are we drifting?” The labors of pamphleteers, journalists, lecturers and preachers of the Gospel render it unnecessary for me to go into particulars in these matters. The facts are patent to all.Through the agency of the press they have been winged to almost every part of the world. Many of these acts which have caused us pain and awakened apprehension, have at least one virtue—they were not done in a corner. The things that were dearer to us than life itself have lately been assailed with a defiance which, at least, has the appearance of a challenge. The relentless persecution of the defenceless Indians of Oka, the remnant of a noble race, to whom the country.originally belonged, and who have been the firm supporters of the British Throne and faithful allies of the Government in the suppression of the rebellion, and the exposure of treasonable plots, the unutterable insults and petty annoyance of the unoffensive Iroquois Indians, whose only sin against the Church or State seems to have been that they exercised the right of conscience, which Rome denies’; that they claimed the birth-right of liberty, to which Christ and Christianity calls all men, are a stain on the fair flag of the Dominion, and a grief to every right- minded citizen of whatever creed, especially as neither the Church whose minions committed the outrage, nor the Parliament which is responsible for the poor government of the country, has ever deemed it worth while to call the rioters to account. But this was not all.The crowning act in the drama was that high-handed vandalism which rudely tore to pieces and destroyed their Church—the only rallying place of the persecuted band in which they delighted to worship God according to the dictates of their own conscience, Can any one blame us for interpreting this as a restriction of our liberties? Can any wonder if we should dispassionately, but earnestly exclaim, ‘Where unto this thing will go!” This intolerance is all new to me, In my own Province the Roman Catholics are but a fragment of the population, I never saw one of their churches injured to the extent of a shingle or a pane of glass.I never saw their altars desecrated or the graves of their dead trampled or dishonored.Inever saw a priest molested for teaching the doctrines of his Church as a brother minister was in this city only last week, stoned like adog fortellingthe “old, old story” to his flock. Why should these things be?If our civil and religious liberty are acknowledged, ‘* Why do we yet suffer persecution?” If our birthright as Britons and as Protestants is respected, why should we suffer insult and intimidation ?But I fear it is not honestly respected by at least a large portion of our fellow citizens.Ultramontanism is the traditional enemy of civil and religious liberty, whether claimed inside the pale of the Catholic Church -or out, And there are two ways of killing the fair tree of liberty, as there are of killing any other tree ; you may either cut it down or girdle it and let it die ; and the tightening ligatures which are gradually but surely drawing closer and closer around the rights of the minority of the Province of Quebec must soon and inevitably blight the fair tree under which our ancestors sat, protected by its shelter and comforted by its fruit. The changing of municipal boundaries, and electoral districts in the interests of the Church, the control of ballot boxes by the potent influence of the altar, the gradual crowding out of Protestants from public offices and positions of trust, the control of Protestant education in this city by appointing three of the Commissioners in the Legislature of Qnebec and three in the Council of Montreal, both of which bodies, by a large majority, sworn by the Syllabus of Rome, the persistant determination to silence every Councillor and supersede every Commissioner who dares to express publicly his honest convictions when they are in opposition to the hierarchy, the monopolizing of our to the great detriment of commerce and inconvenience of citizens, and the fearful desecration of the Christian Sabbath before our own eyes and the eyes of our children, All these things seem to me to ook-in a certain direction, and, unless firmly met, must culminate in the sacrifice, on our part, of religious liberty and .equality,” The preacher secondly alluded to the restrictions of liberty : ‘Only use not liberty for an occasion to the flesh, but by love serve one another,” not to make it a sacred thing, or liberty a mere opportunity for immoral lusts.Your erty is liable to become an occasion to the flesh in yet another way, namely, by the cherishing of angry tempers, the indulgence of discourteous speech, and the adoption of lawless methods, even, to secure the rights which are dearer to you and me than life itself, If your constitution is a fair exhibit of your principles, I ee .and Mrs.John and Mr, and Mrs.Jo- THE MONTREAL EVENING STAR.passion might indicate.ber that— “* This is true courage, not the brutal force ‘ of Vulgar heroes, but the fair resolve of virtue and of reason.” God forbid that we should ever borrow Rome’s weapons to contend with Rome until every other weapo.is exhausted. We profess no sympathy with the tortures of the Inquisition. The Protestant reli- Bat ever remem- ; gion has won its triumphs so far without : the aid of bands and balls, racks and gib- .bets, stakes and stones.Virtue and intelligence are more consomnant with ; our feelings, Let us discountenance the brutal forces by which Rome has often sought to ! propogate her faith and pelicy.May Christian civilization mever be called to blush over Protestants stoning a Catholic Priest for teaching the doctrine of is Church or worshipping God according tothe dictates of his conscience. While you sacredly maintain your rights, therefore, see that it is ever by methods which will not prove by our liberty to be mere occasion to the flesh, He then referred to their obligations, namely, to God, to each other, and to their country, and conclnded by remarking that he thought it was perfectly agreed to day toaccord, frankly and cheerfully, to their Roman Catholic fellow-subjects every right which they themselves claimed; but he, for one, would accord ns more.TELEGRAPHIC THE SERVIANS CAVE IN.Parts, July 12.The specials say that the Servians admit their failure, and have asked for an armistice under the intervention of Rua- sia, ‘ * BELGRADE, July 12, Six thousand Montenegrin troops have Fassed through Dabar, going in the direction of Stalatz.QUEBEC, July 12, The damage done to the Chronicle office by fire and water last night was considerable. The editorial room was completely destroyed ; neighborhood of the manu- factory of the North American Packing Company, have been subjected for a considerable time to a terrible nuisance arising from the refuse thrown out from the estab- referred the matter tothe Board of Health, and Dr, Hingston, the Mayor, has taken steps to have a remedy applied. His Morship has visited the locality, and declares that a greater nuisance, or one that is more likely to be detrimental to the public health, he has never known in the city.Such eminent physicians as Drs.Reddy and Rodgers have certified to the ‘‘abominable” nuisance that is allowed to exist, and it is hard to believe how the directors and managers can allow such a fearful annoyance to their neighbors to remain a single day unremedied. The Mayor has expressed his determination to take immediate steps to indict the parties who permit the nuisance, - Surely the manager of the establishment will do something at once to remove all cause of complaint, PRESBYTERY OF BE AVERTED, We regret to have to announce news that will fill the ratepayers of the city with the keenest disappointment, and give joy and comfort to the large number of harpies who fatten on the taxpayers’ money.Alderman G.W, Stephens, like many other able, honest and fearless champions of a pure administration who have been in the Council, is about to resign his seat, and give his time exclusively to private business.Whilst it has been undoubtedly the case that the demands made on the time of a working member of the Corporation have been very large, taking up a considerable portion of every working day in the week, yet there is no doubt that it in a measure has arisen from the disorganized condition of some of the departments, In the future this will te remedied, and, with the confidence that will be inspired in the new executive officers, there will be less for the individual members of the Council to do, This should lessen Ald.Stephens’ repugnance to remain. We do not mean to say that if Ald.Stephens retired there would not be many men left in the Council as honest, well intentioned, economical and self-sacrificing in the interests of the taxpayers as he has been; but is there one man in the Council, except himself, who has the fearless courage to express his opinions boldly, and, without hesitation, to grapple with the corruptionists face to face, denouncing the wrongful expenditure of the people’s money? There 18 not ome, and it is well known that byhis courage and outspoken honesty George Washington Stephens has saved thousands and thousands of dollars to the city. Is, then, such a valuable public servant, a man with such a practical turn of mind, most extensive local knowledge, and unceasing industry, to be lost to the service of the city?“Surely the taxpayers will rise, without distinction of class, to protest against his resignation.Itisa fact that the honors the Corporation has had to bestow have not been equitably distributed among the working members so to induce them to remain, but whilst this bas had nothing to do with Ald Stephens’ resignation, it is only right that in the future it shonld be brought up and a new leaf turned over in regard to it.THE ANNIVERSARY OF THE BATTLE OF THE BOYNE—1688.A good deal of excitement has taken place to-day in the city over the celebration of the anniversary of the battle of the Bcyne by members of the Orange Society. From an early hour, the subject of discussion wag whether the Orangemen and Young Britons would walk in procession to church in full regalia.Although the Grand Lodge had issued an order against such a proceeding, yet it was not definitely known whether the order would be generally obeyed.Another matter which excited a good deal of speculation was as to the display of flags which it was said would take place from the windows of the Orange Hall. The members of the Order wisely dispensed with any such exhibition, and, with the exception of about 200 Young Britons marching to St.James street Church, with orange rosettes on their breasts, and the officers with sashes, there was no other demonstration.St.James street was crowded with people, but no attempt at a hostile feeling was apparent, SOME SHOTS FIRED.As two young men, named Davidson and Hayes, with orange and purple neckties, were walking down Bleury street, about 2.20, they were assaulted from be.shot at them.Hayes immediately fired a revolver in return, and then he and his companion made off, taking refuge in Weir's chop house.Happily neither shots took effect.bled outside the restaurant, which, however, was effectually dispersed by some one throwing a bag of flour ouf of an upper window on those standing below, the chief reporter of an evening contemporary getting more than his share of the white substance, and looking rather pale thereafter. He was advised by some Irishmen present to go home and change his coat.He was too anxious, however, for news, and did not seem to heed the “‘ chaff” which was indulged in.Subsequently Davidson came out of the house, accompanied by Sergeant Burke, and proceeded to the St.James street Church, A considerable number of people followed him through the streets, but no insult of any kind was offered.AN OLD GENTLEMAN ASSAULTED.F As an old gentleman, named Thompson, was walking with a lady, he was assaulted at the corner of St.James and St.Peter streets, near the Merchants’ Bank ; he was knocked down by a rough, who Was immediately followed by the police and arrested by Sergeant Richardson, He turned out to be a brother of a fireman named Barry, at the Wellington st.station.On being searched, two revolvers were found on his person, and one shot had been discharged, Heis believed to be the man who fired at Davidson and Hayes. He is locked up, and will be brought before the Court to-morrow.Mr.Thompson had on an orange necktie, similar to those worn by Davidson and Hayes.A MAN WOUNDED, As a young ma: whose name we could not learn, was passing the corner of Craig and Bleury streets, wearing some orange lilies in his button-hole, he was attacked and an attempt made to snatch the flowers.Being armed with a revolver, he fired a shot, which was returned, hitting him in the hand and inflicting a severe wound. No arrest made, as the party escaped, SERYICE CONCLUDED.The service at the church being concluded at about 3.45, the members of the Order marched in procession up St.James street to the Orange Hall, which they entered after giving a few cheers. There was a vast concourse of people on the street, but nothing occurred to disturb good feeling, and it is to be hoped the day will pass over without any trouble, The police behaved with great calmness, were under thorough control of their officers, and those who have heretofore said they could not be trusted have prophesied in vain. All the detectives were also on duty, and without being unnecessarily officious were on the qui vive all the time, CARRYING DANGEROUS WEAPONS, It is certain that a large number of young men of both parties were armed with various weapons for defensive and offensive purposes. Some parties who were exhibiting pistols, knives and other warlike instruments opposite the Merchants’ Bank, on St.James street, were very toon pounced upon by those active officers, Sergeants Richardson and Hines and Detective Murphy. No resistance was offered, and the parties were not arrested.t THE POLICE Between 40 and 50 policemen under Chief Penton, who was accompanied by Sub-Chief Naigle, were on duty in St.James street, and they kept the best of à order, At 4 o'clock a young man wearing orange emblems was chased through Victoria Square and, being caught, was roughly handled. The man who kicked the youth was arrested by a policeman, and an attempt at rescue occurred, The officer valiantly held on to his prisoner, STOCK JOBBING.“FACTS” AND ‘‘ FANCIES,” To the Editor of the STAR : Sir, —Respecting articles in the STAR of yesterday, and Gazette of this morning, 1 send row a few lines: which may aptly come under above heading, particularly as the inference drawn from both articles, is that the telegraphic despatch to Si, Jobn, N.B., was sent by stock brokers for stock purposes: MONTREAL TELEGRAPH COMPANY, Facrs.—Sir Hugh Allan sold a large quantity of stock at 175.Dr.Campbell returned to town about two weeks before the declaration of dividend ; sold about half his stock; a few days after a connection of his sold stock.Shortly before declaration, a gentleman sold the dividend, on a large quantity of stock, at 42 per cent., and boasts of having direct information respecting reduc- tien, aud malutaining steady dividends, Fanciers, — Some large aud iafluential Lolders may think they can find a Board : of Direction who will more satisfactorily represent the interests of shareholders, and may make a change.MERCHANTS’ BANK.FacTs.—Onarrival here of the paper containing telegraphic despatch, Sir Hugh Allan, by virtue of his office as President of the Montreal Telegraph Company, en- uired at the office the despatch, and discovered that it came from the office of the Montreal Herald.‘“ Fawcie.”—That it is rather objections able, to say the least, that any person engaged in commercial and banking transactions should bave the right of reading messages sent over the wires of the Telegraph Company.Facrs—The Montreal Herald gave the name of the party in their office sending despatch, and affirm that he was not influenced for stock purposes. For the months of May and June, but few transactions of a speculative nature took place in Merchants’ Bank stock, the feeling on all sides being to let it alone, That there are “shorts” in Merchants’ Bank stock is an undoubted fact; but that stock brokers are responsible, either for the first indication of weakness or for the despatch in question, is not true, unless the Montreal Herald can throw more light on the subject, and, I think, in justice to the members of the Montreal Stock Exchange, they ought to give a full explanation.Truly yours, Facr !
