That was the first reason for thel development of the Central Board- idea but was not the primary reason.‘ i The financial condition in the school; the management of Protestant Edu-'went into the wholesale tea and coffee municipality of the eity of Verdun was fast approaching a critical stage.The\\school rate was 20 mills (as compared with 10 in Montreal; and 7 in Westmount) and the school accommodation was quite inadequate to meet the situation.Immigration had brought large families in ever increasing numbers to the metropolis of Canada and many of these had settled in Verdun.Properties were built by Roman Catholics and rented to these lately arrived Protestants. This meant increased number of pupils to be looked after but no increase in the vevenues of the Protestant] Board. The rate could not possibly bel increased and there was no other; means legally available to raise the: required money.Appeal Made ! An appeal was made to the Pro-| vincial government and this gave an.impetus to the suggestion for a cen-| tralized system.A suggestion was made to unite the city of Verdun, for| school purposes, to the city of Mon-! treal. This latter body quite naturally objected to taking over a liability’ of that nature for it was recognized that at least half a million dollars! would have to be spent in 8 very few! years to meet the necessity for fur-: ther school accommodation. Why! should Montreal be saddled with this: liability and be called on to solve such an intricate problem? Why not the other neighbouring municipalities? Why not create one Board for the Island of Montreal and meet the situation in that way? This latter suggestion found considerable support. That meant, however, that all the local municipalities (Westmount, Outremont, Lachine, Montreal West, ete) would lose their: autonomy in schoo! affairs.Strenuous opposition was voiced from all the “lecal” boards and after many! consultations the “Central Board”.idea was put to the fore again. This waz the solution finally adopted by the government and legislation was framed accordingly.“The “local”!
