ton.See story page 3.City management pay increased by 5.1% over two years By LAUREEN SWEENEY Westmount\u2019s 30 management mandarins recently won average pay hikes of 5.1 per cent compounded over two years, according to the 1992-93 pay scale released Friday.This brings the average management salary for this year to $61,260.Leading the pack is director- general Manley Schultz, the top civil servant, who'll garner $123,630.Projects manager Ed McCavour earns $90,480 while operations manager Bruce St.Louis gets $86,670.At the low end of the scale are the city clerk\u2019s assistant and three executive assistants who now earn in the $40,000 to $45,000 bracket.These three are secretaries to Mayor Peter Trent, Mr.Schultz and Mr.St.Louis.Though increases are generally based on 2 per cent for 1992 and 1 per cent in 1993, many of the non- unionized employees had salaries bumped up when job evaluations showed good performance.This resulted in actual average increases of 3.2 per cent in 1992 and 1.9 per cent in 1993, A few can expect even more if their responsibilities increase under the city\u2019s new restructuring of departments next month, said Mr.St.Louis.His job will change when he becomes director general July 1.Some department heads aiso will be promoted to run more than one department in an effort to streamline the operation and eventually reduce the number of his priest\u2019s license reinstated, Montreal Anglican Bishop Rt.Rev.Andrew Hutchison decided recently.The former St.Matthias\u2019 choirmaster\u2019s license was suspended 15 months ago when he was accused of indecent assault on a choir boy 17 years ago.He pleaded guilty and received a three-year suspended sentence.\u201cThe church\u2019s response to abuse must recognize the long-term effects on victims and seek to take that into account,\u201d Bishop Hutchi- son said in a statement issued Monday after inquiries from THE EXAMINER.The statement said the bishop \u201cdid not rule out the poss:bility of a review of the situation son-e time in the future.\u201d The decision was taken despite the fact the offenses predated Father Crisp\u2019s ordination, it said, and in spite of his \u201cexemplary behaviour as a priest.\u201d It was announced three weeks ago to Father Crisp\u2019s former congregation in Huntingdon-Orm- stown, which had requested his reinstatement.In theory, said diocesan advocate David Eramian, Father Crisp could function as a priest in another diocese if its bishop gave him a license.City says they're costly but residents like the convenience \u201cThe problem is that it is a particularly costly form of recycling because it\u2019s so labour-intensive,\u201d said public works director Fred Caluori.\u201cThe contractor has to go into the cabins and pull out the materials by hand.\u201d At about $475 per metric tonne, it\u2019s more than four times the cost of curbside recycling with blue boxes and more than three times the cost of apartment recycling, he said.The three city depots, located on Tupper Street, at the arena and at the Corporation Yard, were erected in 1987 as an interim measure until apartments were on line with recycling services.\u201cWe expected that when the apartments began recycling that the volume would drop noticeably, but this hasn\u2019t been the case,\u201d he said.\u201c\u201cWe\u2019re not sure if the material is coming from businesses or residents of other municipalities.\u201d Mayor Peter Trent said the situation raises an interesting question.Are non-Westmounters bringing their trash?\u201cIf the depots are being used by non-Westmounters, should our recycling efforts be extended to them?The answer is no,\u201d he said.\u201cAt that price, we can\u2019t afford to continue.\u201d The depot at Tupper is gone and the arena depot will be removed in two weeks.Residents were informed by notices at the sites listing the Corporation Yard as the sole remaining depot.The public works department is studying the possibility of getting green bell-shaped depots, like the ones used by Montreal.\u201cTo use bells at the three locations would cost about $21,000 annually compared to $48,600 for the dweller that is not happy with where the recycling bins are located.\u201d One resident she talked to said he was using the depots because his apartment\u2019s recycling bins are always too full.She now speed up repair permit process By J.MARION FEINBERG Repair permits that usually take a week to obtain might soon be available within 24 hours, said city building and planning director Joanne Poirier.This is one of several recommendations that resulted from a telephone survey to assess customer satisfaction with the department.Fifty interviews were carried out, 38 with residents that had applied for a permit and 12 with either a contractor or an architect acting on behalf of residents.\u201cWe came up with several little changes that will improve the overall quality of service in the building and planning department,\u201d said Ms.Poirier.\u201cUsually the council hears from the dissatisfied customers so there was an impression that they were the majority.\u201d However, 33 of the 38 residents surveyed said they were satisfied or very satisfied with the way the building and planning department handled their permit application.Mayor Peter Trent said the survey puis into practice council's approach \u2014 treating taxpayers as clients.He called the low number of dissatisfied residents a \u201cpleasant surprise\u201d and said it might be a good idea to use this type of evaluative technique for all city departments.\u201cIt is proposed that for minor repairs or requests, an appointment be made for the building inspector to visit the premises the following morning (after a permit application is filed) to establish the extent of the proposed work,\u201d reads Ms.Poirier\u2019s recommendation.\u201cFollowing a discussion with the director, a repair permit could be immediately issued.\u201d Some of the other recommendations include: ® | etting building inspectors or the director deal with refusals and requests for additional information, to ensure a professional interpretation; * Some applications (plan review/ occupancy permit) will be available by mail; * Work sessions and customer service sessions for clerks; * Board of inspectors to study possibility of amending building code bylaw to allow PVC piping for certain work; e Letter sent to owners confirming permit, date, permit number and the name of individual that picked up permit.The one area that kept popping up on the list of negative comments was a perceived need for objective criteria for design decisions.One person called the architecture and planning commission \u201ca real pain\u201d to deal with for windows.Others asked for clarification on the role of the design committee and consistency.Ms.Poirier said information sheets with general characteristics of character areas and streetscapes will soon be available for residents.\u201cBy clearly outlining the criteria, it should help an owner understand how an application will be dealt with and what kind of proposal is likely to be approved,\u201d reads the recommendation.Mr.Trent said this will constitute a better explanation of design review for residents.\u201cWe can tell people a priori, what we\u2019d like to see and not like to see,\u201d he said.\u201cIt will give them a rational guideline.\u201d Third candidate throws hat in ring By ALISON RAMSEY As a young man, Brian Lepicq voted NDP Later, he turned to the Liberals.Now, at age 35, he is behind Kim Campbell the whole way.Mr.Lepicq, the third person to announce his candidacy to represent St.Henri-Westmount in the federal election, is vice-president of membership for the local Conservative riding association.\u201cWhen the chips are down, that\u2019s when I feel the urgency to get involved,\u201d said Mr.Lepicq.He became head of memberships in December, with Brian Mulroney in what has proved to be a permanent slump in the polls.\u201cNo one wanted to do the job,\u201d he said.Mr.Lepicq, a property investment analyst who lives with his wife in a condominium at René Lév- esque and St.Mathieu, strongly believes candidates should live in the riding they want to represent.He says he will irrepressibly speak his mind.CLEAN level of sustenance\u201d with \u201cincentives to eliminate tax\u201d on businesses so that jobs will be created and maintained.Westmounters are also losing jobs, he said, but \u201cthese are educated people.They can land back on their own two feet.So they make one-quarter of their pay \u2014 someone in St.Henri would kill for the pay.They have to be appreciative of what they have.\u201d Mr.Lepicq advocates cutting the deficit by cutting government services.\u201cAre you willing to have a longer wait at the passport office?\u201d He also wants to see pensions maintained and says a guaranteed minimum income should be provided to single mothers so they can stay home with their children until the children are five years old.He would like to see businesses create more substation proposal presented to council last week quickly generated a few telephone calls to the light and power department, said director Danny Ponzo.\u201cWe've had a few calls from people worried about the bowling greens and one caller that was concerned about the electromagnetic field,\u201d he said.City director-general Manley Schultz met with Westmount Lawn Bowling Club president Carrie Foster to go over details of the proposal.\u201cMr.Foster was very concerned about their 90- to 100-year-old greens,\u201d said Mr.Schultz.\u201cHe wanted to know more about the plan and to make sure we understood how important the greens are.\u201d Mayor Peter Trent said the location will be discussed only after council has been convinced that the city cannot do without another substation and that there are no other ways to reduce the demand for electricity.He also said the city will conduct a feasibility study.\u201cIt has to be clear that council tion in the form of the proposal, that has not been approved yet,\u201d he said.\u201cWe presented it, warts and all, rather than working out the bugs and then presenting it.\u201d THE EXAMINER reported last week that the lawn bowling greens were the ideal spot for the proposed station from an engineering and an economic point of view.The load centre is located at Forden Avenue and Côte St.Antoine Road and the closer the substation is located to it, the better, said Mr.Schultz.\u201cIf the substation is fa ay from the load centre, there is a risk of voltage variation.Also the cost would be considerably higher,\u201d said Mr.Schultz.\u201cWe'll be looking at all the options in the vicinity of the load centre.\u201d Some of the suggestions include the area currently housing the police and fire stations, the old fire station or even in the green space north of city hall.\u201cAs far as we're concerned, the light and power department has done what it had to in presenting the problem and our recommendations,\u201d comforting to think a kind court exists, one that takes circumstances into account.It is reminiscent of homespun justice, the type you got from Mom when you came home, crying, with a black eye \u2014 from a fight you started.Mom understood that part of the punishment you received for starting a fight was that black eye, so her reprimand was correspondingly merciful.Shore\u2019s lifetime suspension, however, is not the horrible fate it appears to be.Taking away Shore\u2019s license to practice seems to be an appropriately harsh penalty.It reflects not only the fact that he sold prescription drugs \u2014 painkillers and tranquillizers \u2014 to an undercover police officer without a prescription, but also the following discovery that Shore\u2019s stock was short by scores of such pills.It would be a truly harsh penalty if Shore were not 57 years old.The bite of a lifelong suspension is toothless when it is imposed at an age when many retire.Shore has not been deprived of practicing his profession for decades to come.What he has had is an abrupt and unpleasant end to a long career.The suspension is, therefore, not necessarily a serious hardship for Shore.Sympathy for his loss of potential income is difficult to dredge up.considering the tax-free cash he is suspected of having accumulated over vears of illegal drug sales.Nonetheless, the suspension may have a the new electrical substation in the May 6, 1993 edition of THE EXAMINER seems to have stirred certain questions in the minds of concerned citizens.Judging by the nature of the calls received, a clarification on the intent and purpose of the report presented to council is becoming more and more warranted.The report on the lack of transformation capacity prepared by Light & Power Engineering offers a basis for the planning and development of a new substation.It is based on engineering studies and analyses to justify the need for an additional substation, as well as its optimal location, strictly from an engineering and cost- effective point of view.The project is in its most preliminary stage.Many factors contributing to the choice of the site will be weighed, and the history of the lawn-bowling green carries much weight.The report merely suggested that, if plans to rebuild the clubhouse are forthcoming, the new substation could easily be integrated in the basement, completely out of sight.A second option could have the transformers underneath city hall grounds (again, out of sight), and the switchgear (controls) in the basement of a new clubhouse.A third option may include the new substation in an entirely remote location, however costly that may be.The mention of a multi-purpose building in the report was used as an example to illustrate how versatile the site and motorists from each other\u2019s throats.The east-west bike lane, a laudable effort, is little more than the city\u2019s way of tossing some moldy bread to the two-wheeled birds.It\u2019s been open for a week now and, already, cyclists are beginning to wonder: \u201cWhat if I want to go north, or south, or beyond Greene avenue without becoming an organic hood ornament on some gas guzzler?\u201d The fact is that we cyclists count for squat.For the past two weeks, Montreal Urban Community police officers have cracked down on cyclists, gleefully handing out tickets and demerit points to any cyclist with the temerity to come to a rolling stop at a red light or stop sign.There is, of course, no excuse for cyclists to ride on sidewalks or against traffic.However, in their rush to apply motorized laws to people on two wheels, the powers that be have forgotten something that cyclists know only too well: we are not motorists.We're pedestrians on wheels.Nothing underlines that written by motorists, for motorists.Yet, they are being applied to cyclists.Motorists own the road, and we know it every time a half-ton of steel and glass is launched into the de Maisonneuve bike path from 5 Saisons\u2019 parking lot, and every time a daydreaming driver squeezes us into the parking lane.It\u2019s time to take back the streets.If auto-cratic lawmakers force us to play by their rules, then we're going to have to grab our two metres of pavement and hold on.Civil disobedience on the road has taken many forms over the past few years.Responses to the liberties of four-wheeled road hogs has ranged from high-volume lectures on road rights and questioning motorists\u2019 biological parentage, to the far more radical solution of carelessly allowing one\u2019s keys to accidentally depreciate an automobile\u2019s resale value.We need tactics, however, that more obviously subvert the rules of the road and make them work in our favour.If Between the Lines MATTHEW Now it looks as if Miron \u2014 bought by Montreal in 1988 \u2014 can keep on scoffing down garbage for another 10 to 15 years or so.However, residents in the area wish immediate closure.Living near Miron is no bed of roses, visually or olfactorily.The bio-gas is potentially explosive if anything over 2 per cent air is present.Burning bio- gas can create toxins \u2014 our old friends, dioxins and furans.You probably have read some pretty negative things about the Régie of late, as it is being subjected to gruelling environmental hearings.The media have described in painful detail the way many groups have trashed the Régie\u2019s plans, as they one by one paraded before the hearings.I would be less than candid with you if I said I have no doubts about the most controversial part of the Régie\u2019s plans \u2014 incineration.My reservations have little to do with the trace emissions from the stack \u2014 cars create infinitely more pollution \u2014 but it is the inflexibility of its capacity that is its biggest drawback.This has both ecological and financial implications.Why burn, anyway?Well, burning reduces volume by 90 pe, cent, It eliminates bio-gas.It is sanitary.It creates electricity from the stored-up energy in the non-recyclable garbage.If we can fish out the toxic materials going in \u2014 such as the heavy metals in batteries \u2014 the ash is pretty much inert.The $316-million question is how much will remain to be burned after reducing, recycling and composting?More next week.
