Melbourne Nixon.Mr.Lipsey, a 40-year-old translator for the federal government's department of state, has become well-known in recent months as an advocate for re-establishment of the de Maisonneuve boulevard bicycle path.He claims, however, that he is not a one-issue candidate and is equally concerned about recreation, traffic and the newly established Public Security Unit in Westmount.His candidacy announcement came as JoAnn Issenman, twice-defeated candidate in Ward 2, said she is \u201cseriously interested\u2019 in running for the seat and will make her decision by next week.Reached on Tuesday at her 493 Elm avenue home, Mrs.Issenman said she is \u2018\u2018feeling better\u2019 about her upcoming master\u2019s thesis (some suggested last week that this might deter her) and that volunteers to take part in a study of the effects of interpersonal stress on blood pressure.The psychologist researchers, Prof.Michael Feuerstein and graduate student Wolfgang Linden, want to study what happens to heart rate and blood pressure in stressful situations such as a fight with a spouse, working for a domineering boss or not being assertive enough.From this information, the two hope to approval given three houses Many people probably would say the provincial sovereignty- association referendum has little direct bearing on new housing starts in Westmount but, even if it's coincidence, this week's oversized list of building permits (see page three) contains authorization for construction of three new homes in upper Westmount.Permits were issued for the building of two homes which will receive addresses on Trafalgar avenue, but which are inside Westmount's eastern boundary on land formerly owned by Allan Bronfman between Belvedere and Malcolm roads.The new houses, 15 Westmount faces loss of English kindergarten By RICK KERRIGAN Westmount may not have an English kindergarten within its boundaries by the end of September unless more eligible children enroll at Westmount Park School.Only nine children have registered so far for the WPS kindergarten while 15 is the minimum required by the Protestant School Board of Greater Montreal (according to provincial regulations) to operate the class.Roslyn School kindergarten is in the French immersion program.WPS Principal Cliff Stirling says, \u2018It is hard to predict what will happen,\u201d adding, \u2018it is quite possible it (registration) could pick up.\u2019 Parents may enrol their children until the end of June and starting again Aug.21.Registration continues into September and the final decisions on classes and staffing are i ON MARRIAGE: The crisis state of marriage as the foundation of the society was impressed upon members of The Rotary Club of Westmount by Canon Malcolm A.Hughes, executive officer of the Anglican Diocese of Montreal, at last Wednesday's regular luncheon meeting in Victoria Hall.Canon Hughes\u2019 concern was for the importance of marriage as a contract as well as a religious bond between two persons.Ambiguous relationships, many of which in themselves are suitable in certain circumstances, add to the instability suggested by the figure he gave of one in seven marriages in Montreal being in trouble.Thus, the society is in trouble and Canon Hughes asked his listeners not to accept changes in the marital relationship as inevitable.John Sancton introduced and Archdeacon John Doidge thanked the speaker.There were eight visiting Rotarians, two from as far away as New Caledonia.Charges were read and presented to four new members of the local club by Past President Frank Kenwood.President Stuart Ferguson conducted the meeting.Following yesterday's luncheon, members were holding a golf day at Knowlton.made at the end of that month by the board.Mr.Stirling finds the situation \u2018\u2019quite upsetting'' but says he is \u2018optimistic enough\u2019 that enough families will be moving into the area during the summer to fill the requirements.Meanwhile, he says, \u2018\u2018there\u2019s not a heck of a lot we can do.\u201d Echoing this sentiment, WPS committee chairman Nancy Hodkinson says, \u2018I am not sure there is anything we can do,\u201d but she wants to impress on parents the fact that the loss of the kindergarten would have serious consequences for higher grades in future years.She suggests advertising may be one way to attract more children to the school and says that the school committee has seriously discussed displaying posters for the school in public places.Competing against self Mrs.Hodkinson says that part of the problem is that the board is competing against itself by offering full-day \u201cclasses d'accueil\u201d in the same .school as the half-day English kindergarten.The former is a French kindergarten program which prepares children for entry in the French program according to Bill 101 regulations concerning the the language of instruction.The \u2018\u2018classe d'accueil\u201d for next year already has the required number of children while the full-day French prekindergarten program has about 38 children for next year.Mrs.Hodkinson maintains that parents will send their children to a full-day \u2018\u2018classe d'accueil\u201d rather than a half- day English kindergarten even if their children are eligible for English education.\u2018A half-day kindergarten is unrealistic after most chlidren have been in a full-day pre-school,\u201d she says.Aside from making English kindergarten full-day, Mrs.Hodkinson also believes that the other English stream classes from Roslyn should be moved to WPS to make \u2018\u2018a really good, first-rate English language program\u2019 at the school.\u201cI think the reality is that it's Grease fire extinguished Quick action by local firefighters Monday averted a potentially serious fire at 3219 St.Antoine street when a pot of grease overheated on a stove at 12:05 am.The resident quickly called the Westmount Fire Brigade when the grease caught fire.It was put out with a carbon dioxide extinguisher and the pot removed to the balcony to cool.Smoke damage to the ceiling and walls of the hall and kitchen was reported as slight.Rosemere (514) 621-5780 MULTIPLE REAL ESTATE Ltd.Sales - teaching,\u2019 he points out.\u201cWe've lost some things and we've gained some things, all part of a change in society.\u201d When he came to Roslyn 25 years ago he found \u2018\u2018everything here stained desks which were once lined up in structured rows.\u201cWe used to spend the first 20 minutes of each morning singing O Canada, hymns and having moral and religious instruction,\u201d he catered to by a variety of school programs, the result of a society in which people don\u2019t seem content on keeping the same things.Imagine having the same wife for 30 years, or the same slipcovers for five years, or even curtains with holes in them where the cat has scratched,\u201d he exclaimed, tongue-in-cheek.It was a stressless life when he was a child, he explained.\u201cWe knew our limits.We knew exactly what we were allowed to do and we knew darn well what would happen to us if we did the alternative.\u201d Today, teachers see their pupils in a different light.There is a greater emphasis on the oral, especially in French immersion, and the children are, as a result, more spontaneous, he finds.\u2018\u2018I think they do marvellously well in the two languages.It's a test of their ability to survive such a terrifically complex system.\u201d Compared with his schooling during \u2018\u2018hard times,\" it isn\u2019t the same world.\u201cI had a fabulous childhood in a small town and I never wanted to come to Montreal, perish the thought!\u201d But, after graduating from high school in 1942, he decided he \u201chad to win the war\u2019 and joined the RCAF as an instrument mechanic.French baptism He returned to Granby and grade 12 after the war, continuing on to teachers training at Macdonald College in Ste.Anne de Bellevue.He was offered his first class at the small English school in Trois-Riviéres, the bastion of French Quebec, he said, which brings to his mind another anecdote: \u2018\u2019One day I was going into a store to buy toothpaste and no one could understand what I wanted.I stood there pretending to brush my teeth until I finally remembered the word dentifrice from school French classes, and that made me realize I knew French, now was the time to get in and use it.\u201d Four years later he joined the PSBGM as a music specialist for two years for schools in Town of Mt.Royal, Montreal North and Montreal East.\u201cI spent as much time travelling as 1 did teaching,\u201d he recalls.\u201cIt took seven buses to get from my home in Park Extension to the school in Montreal East.\u201d He then applied for a regular class, and was sent for a year to Royal Arthur where he encountered the problems involved in an inner-city school.\u2018Some of the children might have slept the night in the freight cars, but still they had to be taught the next morning.\" He then went to Roslyn.Mr.Bowker, whose wife Margaret is a former kindergarten teacher, has an 18-year-old daughter, Anne, whose upbringing he has found interesting to relate to his students.As a parting thought, he adds: \u2018After 32 years, I'm beginning to think that we, as teachers, expect far more from the children we teach than from the children we have at home.\u201d
