Mount Allison Rev.E.Allister Kirker, minister of St.Andrew's Church, received the honorary degree of Doctor of Divinity at the spring convocation of Mount Allison University, Sackville, N.B.on Monday.The previous evening he gave the Baccalaureate sermon to the graduating class, their parents and friends.Nova Scotian born and schooled, Mr.Kirker studied engineering at the Maritime university.A wartime member of the University Air Squadron,-he .completed flying training with the RCAF and remains an active pilot, currently as instructor with the Montreal Soaring Council.During seven years on the technical staff of the National Film Board he undertook extramural studies in psychology at Carleton University, Ottawa, leading to a BA degree.Graduating from McGill University as Bachelor of Divinity in 1955 he was ordained a minister of the United Church of Canada.Studying abroad during the following year he received a \u2018\u201c\u201cCertificat\u2019\u2019 in ecumenical studies from the University of Geneva.In 1973 he completed MA studies at McGill.From 1956 to 1960 Mr.Kirker served the church at Sept Iles, travelling to railway and mining camps and along 400 miles of coastline by airplane, ship and dog team.In 1960 he was called to Beaurepaire United Church in Beaconsfield.He became minister of St.Andrew\u2019s in 1968.He has served the church and Rev.E.Allister Kirker community in various capacities.At present he is vice-chairman of the Board of Governors, United Theological College.He married the former Audrey Elliot of Ottawa in 1950 and they have two children.Mr.Kirker\u2019s sister Eleanor is the wife of Dr.Allen Knight, agricultural missionary in Zaire, Africa.Honored with Mr.Kirker at the convocation were Dr.Laurence H.Cragg of Burlington, Ontario who retired as president of Mount Allison last June after 12 years in office and Charles B.Lynch of Ottawa, chief of Southam News Services.They both received Doctor of Laws commended for doing such an admirable job- under adverse conditions.The 144-page 1976 volume is dedicated to the theme of friendship.There was considerable difficulty in filling all the pages, but as the high quality indicates, the ingenious staff was easily up to the task.This year\u2019s editor was Robert Eidinger, with Tina Karel assistant editor.Among the hardworking staff members were Carine Mayor Donald MacCallum brushed back a direct challenge of his continued participation in Montreal Urban Community affairs with a promise that things would get better, even within the next few weeks.Mayor MacCallum told Fred Leclaire during last Monday\u2019s city council meeting that the MUC structure he had advocated locally was on its way to becoming the position of, the entire Conference of Montreal Suburban Mayors which would be espoused to Quebec City on next Friday or very shortly thereafter.In the meantime, the three-man committee studying the valuation procedure for the \u201cisland of Montreal was almost ready to file its report, one which he sensed would extend far beyond its mandate.If eight weeks after they have presented the carefully-prepared structures report to the provincial government, no action has been taken on it, the mayors will \u201c\u2018take another tack\u2019 in time to exert their views before another MUC budget is presented or approved.Mr.Leclaire, in a vehement presentation, told the mayor that \u201cnot too many good things came out of the MUC,\" and that \u2018\u2018we should do everything in our power to destroy it and then use some good medicine to make something better.\" Taxes, he said, were forcing him and others to raise rents to unaffordable heights for tenants.The city was spending 90 percent of its time worrying about the MUC, and thus neglecting matters on the home front.Mayor MacCallum quickly corrected Mr.Leclaire on the amount of city time spent on the MUC, pointing to his council members as the matters in the formal part of the city council session, Mayor MacCallum justified the suburban mayors\u2019 veto last month of a motion defending the Beaconsfield golf course from development because, he said, the MUC should be very wary of taking control of major parks around the island.Couldn't afford it The precedent set might force the urban community to purchase and-or control such parks at St.Helen\u2019s Island, Mount Royal Park, and other major green spaces, something he said the MUC could not afford to do.The same rationale had forced the MUC council to set aside any formal vote on the urban community development plan for the time being.Ald.David Carruthers, who had been at the emergency session of the MUC with the mayor, asked if Mr.MacCallum felt the Montreal Citizens\u2019 Movement had called for the vote to embarrass the suburban mayors, who would then seem to be voting against parklands.No, reasoned the mayor, the City of Montreal's official opposition had been genuinely concerned about the defense of green spaces, though their reasoning, he felt, had not been \u201cthought through.\u201d \u201cIt made the suburban mayors look as though they had crawled out effort to decentralize its juvenile section.Cst.Roy's assignment to Westmount will allow him to become closer to the youngsters of this city, despite the fact that his mandate is for only six months, for the time being.He will investigate all aspects of juvenile investigations, including missing persons, sexual crimes involving juveniles, and minor thefts.In the fall he may also be involved in visiting schools and various youth programs in the city.Westmount has never had police officers assigned specifically for youth though such men are commonplace in the various stations of the City of
